Hawaii’s longline community scrambles to outfish false killer whales

March 16, 2022 — Those at the forefront of managing Hawaii’s deep-sea fishing industry are meeting this week in hopes of figuring out how to deal with their catch being seized off their lines.

It’s one of the issues facing the Western Pacific Regional Fishery Management Council, which oversees Hawaii’s longline vessels that bring in the ahi supply for the state and parts of the U.S. mainland.

Over the last several years, the council says its seen more cases of false killer whales, actually a species of dolphin, snatching fish right off a hook.

In years’ past, they’ve run into similar issues with seabirds and turtles, but gear has since been adapted.

Scientists Support New Measures, Changes to Hawaii Longline Tuna Fishery

Western Pacific Scientists Endorse US Proposal to Increase Bigeye Tuna Quota

December 3, 2021 — The following was released by the Western Pacific Regional Fishery Management Council:

The Scientific and Statistical Committee (SSC) of the Western Pacific Regional Fishery Management Council this week discussed issues related to bigeye tuna management at the ongoing Western and Central Pacific Fisheries Commission (WCPFC) meeting. The SSC endorsed the U.S. proposal to increase its bigeye tuna catch from 3,554 metric tons to 6,554 metric tons for the U.S. longline fishery, and to increase the observer coverage minimum for WCPFC longline fisheries from 5% to 10%. WCPFC analyses demonstrate the Pacific bigeye tuna stock may sustainably withstand a modest increase in longline catch for the Hawai‘i-based fishery, noting it operates in a region of low levels of biomass depletion.

The SSC also endorsed the continuation of fishing agreements between Hawai‘i-based U.S. vessels and participating U.S. Pacific Island Territories, and the agreements’ formal recognition within the WCPFC. Under the Magnuson-Stevens Act, the U.S. bigeye tuna quota can be exchanged between the Territories and Hawai‘i according to procedures established under the Council’s Pelagic Fishery Ecosystem Plan.

The SSC heard the Hawai‘i and American Samoa longline catch rates were low during the 2020-2021 COVID-19 pandemic period. In Hawai‘i, bigeye tuna catch rates were well below historical levels, likely due to atypical La Nina oceanographic conditions. The SSC noted an ongoing study that found preliminary 2021 revenue was 84% higher than 2020 (March to August timeframe) largely due to significant price increases from supply limitations, and 35% higher than a 2015-2019 baseline.

Although the South Pacific albacore tuna stock is not overfished and not experiencing overfishing, the SSC was concerned that the American Samoa catch rates were the lowest on record—well below the rate needed to make the fishery viable. The SSC noted that a continuous downward trend of the stock coincides with declines of numerous Pacific Island fisheries and uncertainty in reported fishing capacity and catches of South Pacific albacore.

The WCPFC is responsible for the waters around Hawai‘i and the U.S. Pacific Islands. The member countries, including the United States, aim to reach consensus annually on conservation and management measures such as catch limits for tropical tunas and billfish, and spatial fishing effort limits.

Regarding area-based management, the SSC endorsed a work plan from a committee subgroup and expects to have an outline for a policy-focused paper in March 2022 about domestic and international issues impacting Western Pacific Region fisheries. The SSC working group aims to provide advice on using area-based management to achieve goals under President Biden’s 30×30 land and ocean conservation initiative and similar negotiations on the high seas, and address the changing international fisheries landscape.

The SSC also commended development of the Hawai‘i Community Tagging Program, a collaborative research project on sharks between the Pacific Islands Fisheries Science Center and small-boat fishermen. The program aims to quantify shark-fisher interactions, depredation and mortality rates for silky sharks and Endangered Species Act-listed oceanic whitetip sharks, among others. Scientists educate fishers on shark population status and species identification, while identifying and testing bycatch and depredation mitigation strategies.

The program plans to integrate tag, fishing interaction and environmental data to create species distribution models that can be created under various future climate change scenarios. SSC suggested the Science Center extend its efforts to reduce depredation in Hawai‘i bottomfish fisheries as well as the U.S. Pacific Island territories, which have both noted high depredation rates.

Recommendations made by the SSC will be considered by the Council when it meets virtually next week, Dec. 7-9, 2021, with host sites at Tedi of Samoa Building, Suite 208B, Fagatogo Village, American Samoa; BRI Building, Suite 205, Kopa Di Oru St., Garapan, Saipan, Commonwealth of the Northern Mariana Islands (CNMI); and Cliff Pointe, 304 W. O’Brien Dr., Hagatña, Guam.

Western Pacific Fishery Managers Recommend Improved Seabird Conservation Measures

September 23, 2021 — The following was released by the Western Pacific Regional Fishery Management Council:

The Western Pacific Regional Fishery Management Council recommended modifications to a regulatory amendment as an initial action to improve seabird conservation in the Hawai‘i deep-set longline fishery.

A recent tori line study showed that the streamer lines are significantly more effective than blue-dyed fish bait to deter seabirds like Laysan and black-footed albatross from interacting with longline gear. The Council supported using tori lines instead of blue-dyed bait, which is currently required as a seabird interaction mitigation measure implemented under the Council’s Pelagic Fishery Ecosystem Plan. The Council will consider a full analysis to make a final decision at its December 2021 meeting.

In addition, the Council recommended removing strategic offal (fish waste) discards from the regulatory requirement. Discharging offal and spent bait in the ocean away from where fishing gear is set may distract birds in the short-term, but may also increase seabird attraction to fishing vessels over time. The Council also recommended best practices training on offal management be added to the required annual protected species workshop for Hawai‘i commercial fishermen.

“We support this change since blue dye is messy and not always effective,” said Hawaii Longline Association Executive Director Eric Kingma. “Tori lines are extensively used around the world, including fisheries in Alaska, Australia, New Zealand and Japan. They are practical, easy to use and not expensive.”

The Hawai‘i longline fishery has been using seabird conservation measures for more than 20 years and pioneered many of the mitigation measures used internationally in pelagic fisheries.

The Council started discussion today on the American Samoa bottomfish rebuilding plan and will take a final decision tomorrow on the last day of the quarterly meeting. The Council will also decide annual catch limits for the main Hawaiian Islands uku fishery. 1. Specifying Harvest Limits for the Main Hawaiian Islands Kona Crab

The Council will consider specifying multi-year harvest limits for the main Hawaiian Island Kona crab for fishing years 2020-2023. The best scientific information available is the 2019 benchmark stock assessment with catch projection to 2026[1]. Based on this updated information, the maximum sustainable yield was estimated to be at 73,609 pounds and the overfishing limit at 33,989 pounds. The Council’s P* and SEEM* Working Groups and the Scientific and Statistical Committee (SSC) evaluated the scientific, social, ecological, economic, and management uncertainties and recommended a risk level for the Council to consider. The SEEM* working group used a new standardized process developed by the Social Science Planning Committee (SSPC), in which the social, ecological, and economic dimension is used to determine the risk of overfishing, and the monitoring and compliance/management criteria are used to determine management uncertainty. The risk of overfishing informs the Council’s consideration of annual catch limit (ACL) specification, and the management uncertainty informs the Council’s consideration in setting the annual catch target (ACT).

The Council will evaluate the following options:
1) No Action. No harvest limits will be specified for fishing year 2020-2023.
2) Specify the previous harvest limit at 3,500 pounds using the 2015 assessment (Thomas et al. 2015) for fishing year 2020-2023.
3) Specify the ACL equal to the acceptable biological catch (ABC) at P*=38 percent at 30,802 pounds and set an ACT at P*=30 percent at 28,324 pounds based on the P* and SEEM* Analysis using the 2019 benchmark stock assessment.
4) Specify the ACL equal to the ABC at P*=38 percent at 30,802 pounds and set an ACT 10 percent lower than the SEEM* analysis at P*=20 percent at 25,491 pounds using the 2019 benchmark stock assessment
5) Specify the ACL equal to the ABC at P*=38 percent at 30,802 pounds and set an ACT 20 percent lower than the SEEM* analysis at P*=10 percent at 21,243 pounds using the 2019 benchmark stock assessment

At its 178th meeting, the Council will consider taking final action to specify the harvest limits and the accountability measure that will prevent the fishery from overfishing the stock.

2. Hawai’i Fishery Ecosystem Plan Amendment to Precious Coral Essential Fish Habitat

The Council at its 173rd meeting in June 2018 directed staff to develop options to redefine essential fish habitat (EFH) and any habitat areas of particular concern (HAPC) for precious corals in Hawai’i for Council consideration for a Fishery Ecosystem Plan (FEP) amendment. EFH information was reviewed through the 2015 and 2016 annual Stock Assessment and Fishery Evaluation (SAFE) report cycles and an options paper was developed for the 174th meeting in October 2018.

New observations of precious corals have occurred throughout the region, with research concentrated in the Hawai’i Archipelago. Observations in the territories and of the larval phase of precious corals are rare or nonexistent. However, new information exists to refine the habitat characteristics and geographic extent of deep- and shallow-water precious coral EFH in the Hawai’i Archipelago. Narrative information on which the EFH designations are based and information to fulfill the EFH requirements of fishery management plans may also be used to update the archipelagic FEPs. The redefinition of precious corals EFH is framed in three separate actions: refinement of deep-water species complex EFH; refinement of shallow-water precious coral species complex EFH; and update of the narrative information.

The Council at its 174th meeting reviewed the following options for each of the three actions:
Action 1 – Update EFH for deep-water precious coral species

3) Refine the geographic boundary of existing precious coral beds
4) Refine the geographic boundary of existing beds and add new beds

The Council took initial action at its 174th meeting directing staff to prepare an amendment to the Hawai’i FEP to revise the Precious Corals EFH and selected the following preliminary preferred options:

Action 2 – Option 2: Update geographic extent and habitat characteristics.
Action 3 – Option 1: Update the FEP narrative information on EFH.
At its 178th meeting, the Council will consider taking final action to amend the Precious Coral EFH section of the Hawai’i FEP.

3. Managing Loggerhead and Leatherback Sea Turtle Interactions in the Hawai’i-Based Shallow-Set Longline Fishery

The Council at its 173rd meeting in June 2018 recommended amending the Pelagic FEP to establish a management framework for the Hawai’i shallow-set longline fishery that consists of 1) annual limits on the number North Pacific loggerhead and leatherback turtle interactions consistent with the anticipated level of annual interactions that is set forth in the current valid biological opinion (BiOp) and 2) individual trip interaction limits for loggerhead and leatherback turtles. The Council also recommended specifications under the framework as follows: 1) annual limits of 37 North Pacific loggerhead turtles and 21 leatherback turtles; and 2) individual trip limit of five North Pacific loggerhead turtles.

The Council’s recommendation for specifying the loggerhead and leatherback turtle annual limits was based on the anticipated level of interactions analyzed in the biological evaluation (BE) initiating reconsultation of the Hawai’i shallow-set longline fishery under the Endangered Species Act (ESA) Section 7 consultation process. As part of its recommendation, the Council noted that it would review its recommendation if the new BiOp from the ongoing consultation results in a jeopardy decision or otherwise results in a different incidental take statement for North Pacific loggerheads or leatherbacks. The new BiOp was originally scheduled to be completed by Oct. 31, 2018, but the draft was not completed in time for the October SSC and Council meeting. Following the October meetings, the National Marine Fisheries Service (NMFS) Pacific Islands Regional Office (PIRO) set a new timeline to deliver the draft BiOp by Jan. 31, 2019, and a final BiOp by Feb. 28, 2019. Due to the federal government shutdown, the draft BiOp timeline was further delayed to March 25, 2019.

At its October 2018 meeting, the SSC received a presentation from the NMFS Pacific Islands Fisheries Science Center (PIFSC) on the population viability analysis (PVA) for loggerhead and leatherback turtles prepared for the ongoing Section 7 consultation. The modeling was conducted in response to a request by the PIRO Protected Resources Division for the purpose of examining the long-term viability of the species. PVA results indicate that the North Pacific loggerhead population has a mean estimated population growth rate of 2.4 precent, while the Western Pacific leatherback turtle population has a mean estimated population growth rate of 5.3 percent. The growth rates reflect long-term population trends based on nesting beach data representing approximately 52 percent of the North Pacific loggerhead turtle population and approximately 85 percent of the Western Pacific leatherback turtle population.

The Council at its 174th meeting in October 2018 reviewed the approach to the assessment for the BiOp and considered the SSC’s report regarding the PVA. The Council recommended convening an interim Council meeting, if needed, to review draft BiOp and consider any revisions to its June 2018 recommendations based on the BiOp and stated that it will reconsider a specification of leatherback individual trip limits if necessary.

The Council convened its 175th Meeting on Dec. 17, 2018, to consider final action on additional mitigation measures for the Western Pacific leatherback turtles in advance of the draft BiOp completion, taking into consideration the results of the PVA model indicating a continuing long-term declining trend of the population. The Council deferred action until the draft BiOp and more complete information on the impacts of the fishery on the Western Pacific leatherback turtles are available to fully inform the Council decision.

The draft BiOp was provided to the Council on March 28, 2019. The Council convened its 177th meeting on April 12, 2019, to review its recommendations on the management framework from the 173rd meeting for consistency with the draft BiOp and to consider taking final action on the management framework. The draft BiOp concluded that the shallow-set longline fishery is not likely to jeopardize the continued existence of ESA-listed species, including loggerhead and leatherback turtles. However, the draft BiOp also contained Reasonable and Prudent Measures (RPMs) that were inconsistent with the Council’s recommended framework. The Council at its 177th meeting maintained its management framework recommendation from the 173rd Council meeting, additionally recommended an individual trip limit of two leatherback turtles and requested that NMFS consider revising the RPMs for consistency with the Council recommended action.

At its 178th meeting, the Council will review the final BiOp for consistency with the 177th meeting recommendations and may consider taking additional final action if any discrepancies remain with the previously recommended action.

4. US Participating Territory Longline Bigeye Catch/Allocation Limits

Bigeye tuna comprises a Pacific-wide population that is internationally managed and assessed as separate stocks in the Western and Central Pacific Ocean (WCPO) and Eastern Pacific Ocean (EPO) by the Western and Central Pacific Fisheries Commission (WCPFC) and the Inter-American Tropical Tuna Association (IATTC), respectively. The best scientific information available indicates that both stocks are not subject to overfishing nor are they overfished, according to the stock status determination reference points in the FEP for Pelagic Fisheries of the Western Pacific Region. The scientific bodies of the WCPFC and IATTC will consider new benchmark stock assessments for both stocks in 2020.

In December 2018, the WCPFC agreed on CMM 2018-01, which limits the US longline bigeye tuna catch in the WCPO to 3,554 metric tons (mt) in 2019 and 2020. CMM 2018-01 does not establish an individual limit on the amount of bigeye tuna that may be harvested annually in the Convention Area by Small Island Developing States (SIDS) and Participating Territories, including American Samoa, Guam and the Commonwealth of the Northern Mariana Islands (CNMI). Limits are not provided to the SIDS and Participating Territories in recognition of their fisheries development aspirations.

In 2014, Amendment 7 to the Council’s Pelagic FEP was approved and implemented (50 CFR 665.819). It established the territorial catch/effort and allocation limit measure that provides NMFS with authority to:
Specify annual catch or effort limits for a US Participating Territory, as recommended by the Council, not to exceed any WCPFC-adopted limits;
Specify a limit recommended by the Council authorizing a US Participating Territory to allocate a portion of that specified catch or effort limit to eligible US vessels through a specified fishing agreement; and
Review and approve specified fishing agreements for consistency with the Pelagic FEP and other applicable laws.

The Council must annually review the conservation status of the fishery resource, the needs of fishing communities dependent on the particular fishery resource and consistency with the Pelagics FEP and other applicable laws in considering its recommendations for territorial catch, effort and allocation limits as well as its review of specified fishing agreements. Amendment 7 also established a territorial longline bigeye tuna catch limit of 2,000 mt for each territory and an allocation limit of 1,000 mt for each territory. At its 173rd meeting in June 2018, the Council took final action to modify the territorial catch/effort and allocation limit measure and implementing regulations. Should NMFS approve the action, it will amend the Pelagic FEP to remove the requirement for establishing separate total catch or effort limits for the US Participating Territories in order to establish an allocation limit and also would allow multi-year limits. The Council would annually review any established limits to determine whether the best available scientific information or the needs of fishing communities warrant modifying or rescinding such limits.

At its 178th meeting, the Council will consider recommending territorial bigeye tuna catch and/or allocation limits to take effect beginning in 2020, given the Council’s recommended modification of the territorial catch, effort and allocation limit measure. The Council will consider the following options:
1. No catch or allocation limits (no action)
2. 2,000 mt catch and 1,000 mt allocation limits
3. No catch limit and up to 2,000 mt allocation limits

The Council will also consider the fishing years in which the limits will take effect or expire, in consideration of the requirement for annual review, availability of new scientific information and potential for multi-year limits.

Longline fishing in Hawaii faces federal regulations, international challenges and fish limits

April 10, 2019 — It is only April, but already these longline boats have been docked at Honolulu Harbor because quotas have been reached for those fishing for swordfish.

Hawaii’s longline fishing industry brings in $100 million annually in sustainable catches and fills the island’s need for fresh seafood — everything from ahi to ono.

Alaska Fishermen Hauling A Bigger Catch With Gear They Get To Use For The First Time

December 17, 2018 —  Longtime Alaska fisherman Bill Harrington has a few choice words about killer whales.

“As far as I’m concerned, they’re only thieves in tuxedos,” Harrington says.

He’s retired now, but a video from a decade ago shows him pulling in his line as he curses out a pod of killer whales swarming his boat. His catch is exposed; he is not happy. A sperm whale bursts out of the water and Harrington tells them what he really thinks. He knows even just a couple of killer whales could pick his line clean.

The video was taken a decade ago and Harrington says the problem of whales stealing fish off longlines has only gotten worse.

Harrington and his crew would travel a hundred miles or more and bait thousands of hooks attached to a commercial fishing line by hand. They would then anchor the line to the ocean floor between two buoys.

ISSF Position Statement Calls for Better Management of Stocks and Non-entangling FAD Requirements in Western and Central Pacific Ocean (WCPO)

December 4, 2017 — WASHINGTON — The following was released by the International Seafood Sustainability Foundation: 

Reducing catches of yellowfin and bigeye tuna and adoption of a non-entangling FAD measure are among the changes advocated for Western and Central Pacific Ocean (WCPO) fisheries by the International Seafood Sustainability Foundation (ISSF) in a position statement submitted for the 14th Regular Session Meeting of the Western and Central Pacific Fisheries Commission (WCPFC) in Manila, Philippines, on December 3-7.

The WCPFC, which oversees tuna stocks in the WCPO, is one of five tuna Regional Fishing Management Organizations (RFMOs). “As the region responsible for more than 60 percent of the global tuna catch, the Western and Central Pacific holds significant responsibility for the sustainable management of global tuna resources,” said ISSF President Susan Jackson. “But the region is not only a leader in tuna catches. It has also shown leadership in sustainability efforts to ensure that the fishery is properly managed and protected.

“While ISSF recognizes this leadership, there is still much work to do in the region, especially with regards to addressing the stock status of yellowfin and bigeye tuna and catching up to their tuna RFMO counterparts by adopting a measure for the use of non-entangling FAD designs.”

Tuna Conservation
While the results of 2017 WCPO bigeye stock assessment were more positive than in recent years, ISSF believes active management needs to continue because there is still a good chance that the stock is below the adopted Limit Reference Point (LRP). Further, the WCPFC Scientific Committee advised that— due to the inclusion of new information on bigeye growth and regional structures—the amount of uncertainty in the stock status results for the 2017 assessment is higher than for the previous assessment.

The 2017 yellowfin assessment indicates that the stock is not overfished or being overfished, but ISSF strongly believes that given uncertainties, the WCPFC should be precautionary and not allow the yellowfin catch rate to increase. 

FAD Management and Non-Entangling FAD Designs

Greater data collection is needed on the number of FADs being used and the details of fishing operations on individual FADs in order to better understand fishing capacity changes and likely impacts on WCPFC-managed stocks. That data should then be used to develop science-based FAD management measures.  

Jackson continued, “In the WCPO, FAD sets account for about 30 percent of tropical tuna catches. There is a need globally for measures that help better monitor and manage FAD usage in every ocean region. Shark mortality and other FAD-fishing ecosystem impacts in the WCPO also have to be addressed, for which the wide-scale adoption of non-entangling FAD designs is a critical step.”

Longline Observer Coverage

Comprehensive observer coverage is a critical component of monitoring and management for sustainable tropical tuna fisheries. For large-scale purse seiners, WCPFC implemented a 100 percent observer coverage requirement; the requirement for longline fisheries is only a minimum of 5 percent. The science committees for two other tuna RFMOs have recommended 20 percent longline observer coverage, a level appropriate to provide reasonable estimates of total bycatch. If human onboard observers are not possible for certain fleets or vessel sizes, including longliners, then guidelines for using electronic monitoring should be adopted. ISSF is pleased that in 2016, the WCPFC adopted operational logsheet data standards for electronic reporting and made progress in developing electronic reporting observer data standards.

ISSF is asking WCPFC to increase its observer coverage standards to 20 percent and to finalize the development of the electronic monitoring and reporting standards so that such tools can be used to achieve 100% observer coverage in the longline fishery.

Other priority improvements in the ISSF position statement include:

  • Adhere to the updated 2015 harvest strategy work plan and take the decisions necessary this year (e.g., a target reference point for yellowfin tuna and South Pacific albacore, and development of harvest control rules for skipjack, bigeye, South Pacific albacore and yellowfin tuna).
  • Reform the compliance assessment process to allow accredited observer participation.
  • Amend the transshipment measure in order to address gaps in its effectiveness due to lack of required reporting or advanced notifications.
  • Strengthen shark conservation and management by prohibiting the use of shark lines; adopt scientists’ recommended Shark Research Plan and future work plan and the safe release guidelines for rays; adopt a measure to require that sharks be landed with fins still naturally attached to improve compliance and species specific data collection; and direct the Scientific Committee to develop guidelines for the safe release of silky and oceanic whitetip sharks.

American Samoa Longline Fishing Industry Had Record Revenues In 2015

February 28, 2017 — While revenues for commercial landing of tuna species in American Samoa were down in 2015, revenues were at an all time high for the longline fishery, according to the 2015 Stock Assessment and Fishery Evaluation (SAFE) Report for Pelagic Fisheries of the Western Pacific Region released this month by the Western Pacific Regional Fishery Management Council.

Council’s executive director Kitty M. Simonds says the report represents a major advance in the monitoring and evaluation of the pelagic fisheries in the region.

“Besides the usual complement of fishery modules found in previous reports, the 2015 report has in-depth chapters on protected species, stock assessment summaries, socio-economics and human dimensions of pelagic fisheries, climate and oceanic indicators, essential fish habitat and marine planning,” she said in a news release earlier this month.

Not included in the SAFE report is data on purse seine and non-U.S. vessel landings. According to the more than 250 page report, the largest fishery in American Samoa is the American Samoa longline fishery and a majority of these vessels are greater than 50 ft, and are required to fish beyond 50 nautical miles (nm) from shore, and sell the majority of their catch, primarily albacore, to the canneries.

NMFS Reopens Bigeye Fishing for Hawaii’s Longliners Through Quota Agreement With Mariana Islands

SEAFOODNEWS.COM — October 13, 2015 — NMFS will allows Hawaii’s longline tuna vessels to resume bigeye fishing efforts in Western and Central Pacific Ocean through an agreement with the Commonwealth of the Northern Mariana Islands.

According to NMFS the Islands have a 2,000 metric ton catch limit of longline-caught bigeye tuna and can allocate up to 1,000 mt each year to US longline fishing vessels in a specified fishing agreement that is consistent with established regulations.

Agreement was welcomed for approximately three dozen Hawaii longline vessels that are larger than 24 meters in length. These larger vessels have been banned from fishing not only in the WCPO but also in the Eastern Pacific Ocean since Aug. 12, 2015. According to another international agreement, the US longline fleet has a quota of 500 mt in EPO after which US longline vessels less than 24 meters in length only can operate in those waters.

NMFS determined that the fleet had reached its 2015 US bigeye tuna limit of 3,502 mt. The limited supply during the closure, saw prices for bigeye tuna (`ahi) skyrockety at the Honolulu fish auction to as high as $13.70 per pound.
