Fish Farming In Gulf Poses Questions And Opportunities

February 3, 2016 — Most of the fish we eat in the U.S. comes from other countries. Fishermen in Louisiana have long sought to displace some of those imports but the industry has faced challenges like hurricanes and the 2010 BP oil spill.

Now, a new source of fish in the gulf offers promise — but also raises questions.

For the first time, the Gulf of Mexico is open for fish farming.

Companies can apply for permits through the National Oceanic and Atmospheric Administration, the Army Corps of Engineers and the Environmental Protection Agency. Then they can install floating fish cages — like those already in place in state waters off the coasts of Maine, Washington and Hawaii.

Harlon Pearce owns Harlon’s LA Fish, which sells local fish to restaurants and grocery stores across the south. On a recent afternoon his refrigerated warehouse in Kenner was full of them. He pointed to yellowfin tuna, snapper, black drum and sheep’s head. It doesn’t always look this way.

Pearce, who is on the board of the Gulf Seafood Institute, says he freezes a lot of his fish in order to meet continuous demand, but ultimately always runs out. He wants to sell nationwide and contract with big chains, like Red Lobster, but he says, “We never have enough fish to supply the markets. Never.”

That’s true for a couple of reasons – the seafood industry in the Gulf still hasn’t bounced back from the 2010 BP oil spill, but it’s always fluctuated due to hurricanes and pollution.

ASMFC American Lobster Board Approves Jonah Crab Draft Addendum I for Public Comment

February 4, 2016— The following was released by the Atlantic States Marine Fisheries Commission

ALEXANDRIA, VA—The Atlantic States Marine Fisheries Commission’s American Lobster Management Board approved Draft Addendum I to the Jonah Crab Fishery Management Plan (FMP) for public comment. The Draft Addendum proposes changes to the incidental bycatch limits for non-trap gear (e.g., otter trawls, gillnets) and non-lobster trap gear (e.g., fish, crab, and whelk pots). For non-trap gear, the Draft Addendum includes options to maintain, increase, or eliminate the bycatch limit, while options for non-lobster traps include establishing bycatch limits of varying size or maintaining no limit on these gears. The intent of the Draft Addendum is to cap incidental landings of Jonah crab while ensuring the inclusion of current participants in the Jonah crab fishery.

  The FMP currently prescribes a 200 crab per calendar day/500 crab per trip incidental bycatch limit for non-trap gear; however, concerns were expressed over the appropriateness of these limits. Data submitted by the New England Fishery Management Council and NOAA Fisheries illustrate while 97-99% of trips from 2010 through 2014 were within the current limit, there were several trips above the limit. Furthermore, current bycatch landings were sufficiently low, accounting for approximately 0.1% of total landings.

 Bycatch limits for non-lobster trap gear were added as a second issue for consideration in the Draft Addendum to address concerns regarding the lack of effort controls on non-lobster traps and the potential for trap proliferation. Data submitted by NOAA Fisheries show between May 1, 2013 and August 31, 2015, 194 trips landed Jonah crab with whelk pots, crab pots, and fish pots. Of these, 80 trips landed 100 crab or fewer and 115 trips landed 200 crab or fewer.  Approximately 45 trips landed between 200 and 500 crab and 40 trips landed more than 450 crab.  Landings from Maryland show between 2012 and 2015, 33 trips landed Jonah crab with fish pots. All of these trips were under 200 pounds. Reports also indicated from 2014-2015, 36 trips landed Jonah crab with whelk pots. Average landings per trip with whelk pots were under 500 pounds; however, there is concern that these whelk pot landings may in fact be rock crab, a closely related species which is often misreported as Jonah crab.

 It is anticipated the states of Maine, Massachusetts, Rhode Island, New York and Maryland will be conducting public hearings on the Draft Addendum. The details of those hearings will be released in a subsequent press release. The Draft Addendum will be available on the Commission website, www.asmfc.org(under Public Input) by February 10th. Fishermen and other interested groups are encouraged to provide input on the Draft Addendum either by attending state public hearings or providing written comment. Congressman Joe Courtney Tells Congressional Subcommittee that Plan Would Bankrupt Lobstermen

February 2, 2016—U.S. Rep. Joe Courtney, D-2nd District told a congressional subcommittee Tuesday that a proposal to transfer control of 155 square miles of federally controlled ocean to Rhode Island and New York jurisdiction would bankrupt Connecticut lobstermen, including those from Stonington and other southeastern Connecticut towns.

“This is damaging people’s livelihood and I think we have to be a lot more careful in terms of how we as a Congress treat federal jurisdiction and people’s rights … .” he told the Subcommittee on Water, Power and Oceans of the Committee on Natural Resources.

If the plan passes, Courtney said Connecticut lobstermen would be shut out of fishing in Rhode Island waters because they are not residents while in New York they would have to try and obtain a non-resident permit through a costly auction process.

Courtney told the subcommittee that there was no consultation with the Stonington-based Southern New England Fishermen and Lobstermen’s Association about the plan and there was no biological analysis to back up the change.

Courtney explained to the subcommittee the economic importance of Long Island Sound and the balancing act needed to protect its fragile ecosystem.

He said he has worked closely in the past with New York Rep. Lee Zeldin, who introduced the bill before the subcommittee, which is aimed at striped bass management, on issues such as the restoration of Long Island Sound and the preservation of Plum Island.

But in this case, he said Connecticut was not represented in the development of the plan, despite the impact on its fishermen.

Ensuring a Future for American Seafood and Fishermen

February 2, 2016— America’s commercial fishermen provide the public with some of the world’s best seafood: Alaska salmon and halibut, Maine lobster, Gulf red snapper, New England cod – names that make your mouth water. These are the fishermen who support our coastal economies and contribute to our food security, and continue to do so in the face of a growing number of challenges.

Increasingly, commercial fishermen face vast uncertainty about changing ocean ecosystems, complex state and federal management systems, and the staggering costs to enter America’s fisheries. These factors have contributed to a new challenge: declining numbers of young fishermen entering the commercial fishing industry. As a coastal community loses its next generation of fishermen, it also loses access to economic opportunity, food security, and its heritage.

As we work together to ensure the health of America’s incredible marine ecosystems, we must also find ways to sustain the next generation of fishermen tasked with putting that food on our nation’s table. Rather than see fishermen’s role in our food system further isolated and diminished, we should equip young fishermen to be successful food producers, responsible marine stewards and valuable additions to their local economies.

Farmers and ranchers had concerns for their own future generations, inspiring Congress to create a number of programs to support this next generation of agriculture, including the Beginning Farmers and Ranchers Development Programand the Individual Development Accounts. Young farmers and ranchers have benefitted enormously from this federal support, ensuring a future generation is in place for this part of the U.S. food system.

Unfortunately, not a single federal program exists to provide support and resources to young commercial fishermen – the young men and women critical to the preservation of the culture, economy, community health, and food security in coastal America. This lack of support puts this important part of our food system in jeopardy, especially at a time when more consumers are looking for healthy protein sources that are locally sourced and sustainable. It reflects a massive oversight and a lost opportunity.

Regulators postpone plan to try to preserve lobsters in southern New England

February 2, 2016 (AP) — Interstate fishing regulators have decided to hold off on starting the process of crafting a plan to try to preserve the dwindling southern New England lobster stock.

A board of the Atlantic States Marine Fisheries Commission voted Tuesday to postpone authorizing a new management plan for the fishery. A plan could address issues such as trap reductions and closed seasons for lobster fishermen.

MAINE: Port Clyde lobsterman recounts how he rescued fellow fishermen

January 29, 2016 — PORT CLYDE, Maine — A Port Clyde fisherman is being credited with saving the lives of two fellow lobstermen after their boat caught fire four miles south of Port Clyde.

Gerry Cushman was out on the water Thursday morning at around 10 a.m. when he heard a distress call from the Miss Lynn.

The mayday call said there was an engine fire.

Cushman realized he was only about three miles away from the boat and he rushed to the area.

When he found the distressed vessel it was engulfed in flames and the two men aboard were at the tip of the boat with the fire just about a foot away.

Bill to Expand Lobster Sales Adopted by Massachusetts State Senate

January 28, 2016 — BOSTON — The following was released by the Office of State Senator Bruce Tarr:

The State Senate today adopted a bill which updates Massachusetts’ lobster laws to permit the processing, sale, and transportation of cooked and frozen in-shell lobster parts.

Senate Minority Leader Bruce Tarr (R- Gloucester) sponsored the measure to end prohibitions on in-state sales and processing of lobster parts to accommodate the growing interest of consumers.  The bill, supported by the Massachusetts lobster industry, is expected to cause an expansion of lobster processed in state and a reduction in lobster diversions to Canadian processors. 

“This bill will allow more American lobsters currently being harvested and purchased here and subsequently processed in Canada, to be prepared for market in Massachusetts,” said Tarr. “The net effect of modernizing the law will bolster local economic activity for lobstermen, processors, and local restaurants and food stores.”

Tarr expressed appreciation for coastal Senators Mark Montigny (D- New Bedford),Vinny deMacedo (R- Plymouth), Daniel Wolf (D-Harwich) and Michael Rodrigues (D-Westport) for their efforts to strengthen the industry and in championing the bill.

“The time has come to eliminate such outdated restrictions on lobster processing and sales in the Commonwealth.  Easing constraints on processing operations will allow a thriving industry to further invest in our local economy through expanding operations and creating new jobs.  I commend Senator Tarr’s leadership as the sponsor of this bill and am proud to have partnered with him in seeing this through to passage.  It is my hope the House will quickly follow the Senate’s lead to have a bill on the Governor’s desk as soon as possible.” said Senator Montigny.

“I am thrilled that the Senate has taken steps to bring this bill forward with a unanimous vote and I know that the lobstermen will be pleased with the advancements that we’ve made,” said Senator deMacedo.

The lobster industry is a critical part of the Commonwealth’s economy and heritage with more than 900 licensed lobstermen.  A similar law in Maine has boosted Maine’s economy, produced local outlets for product sales, and created jobs in the state.

“The action of the Senate today helps consumers, suppliers and lobstermen, I expect that we will see an economic boost for the lobstermen in my district and in other coastal communities in the state as well,” said Senator Rodrigues.

 “Our historic lobster industry deserves the opportunity to be more creative and flexible in how they market and sell their popular product,” said Cape and Islands Senator Wolf. “This legislation is a huge help in that regard, and will create economic benefits that will ripple through our coastal communities.”

While the sale of live, cooked, and canned lobster is legal in the state, the legislation expands the industry market with the inclusion of other lobster products. The Senate bill allows Department of Public Health licensed wholesale dealers to process unfrozen lobsters, authorizes the importation of unfrozen shell-on lobster parts and tails, and it allows for the retail of previously frozen raw in-shell tails.

The Massachusetts Division of Marine Fisheries will be responsible for maintaining essential regulations including enforcing minimum lobster shell size standards and processing standards. The lobster fishery adheres to stringent state regulations including trap limits and the release of live juveniles.

The bill now moves to the House for further consideration.

Lobsterman faces multiple court dates over fishing charges

January 27, 2016 — Gloucester lobsterman Joseph Sanfilippo has several court dates in his future for alleged violations of Massachusetts fishing regulations.

On Tuesday, Sanfilippo, 48, of 1 Thorn Hill Way, Gloucester, was in Gloucester District Court for a clerk magistrate’s hearing that was continued to March 1.

The charges from that hearing — reportedly for numerous violations — would not be released until after the hearing was conducted. The magistrate would also determine if there were legal grounds to allow the charges to go forward.

Some dislike proposal to ease long waits for Maine lobstering licenses

January 24, 2016 — It can take years for someone to move off a waiting list to become a commercial lobsterman in Maine, and for years fishermen have been trying to figure out a way to make the licensing process work while protecting the health of the lobster population.

Now a bill that aims to accomplish both goals appears to be headed for a fight when it goes before the Legislature’s Marine Resources Committee on Feb. 10.

The bill, if enacted, probably wouldn’t have an impact on lobster prices or consumers, especially in the short term. But it could affect who gets some of the roughly 5,800 commercial lobster licenses available statewide. It also could make a difference in areas where lobstering is the major industry or where the population of lobstermen is older.

“People who live in struggling coastal communities care about this,” said Rep. Walter Kumiega, D-Deer Isle, sponsor of the bill and House chairman of the Marine Resources Committee.

The core issue is how to protect the state’s lucrative lobster fishery, which is in the midst of a boom even as the fishery has drastically declined in southern New England. In Maine the lobster haul reached 123.6 million pounds – worth a record $456.9 million – in 2014, the latest year for which statistics are available.
