Maine is running out of lobster bait. Is salmon the answer?

May 1, 2019 — People love lobster. For some, it’s nostalgic, eliciting memories of bygone days and summers in Maine. For others, it’s a celebratory meal reserved for special occasions. From whole lobster or tail to a lobster roll or bisque—from Panera, McDonald’s, and Red Lobster to the finest white-tablecloth restaurant, lobster is an iconic American food. And waitstaff and apps tell diners that Maine lobster is thriving—it’s a sustainable fishery certified by the Marine Stewardship Council—so they can feel good about what’s on their plates.

The bait used to catch lobster, however, is less on people’s minds. But it’s unavoidable when talking to Maine’s lobstermen these days.

Genevieve McDonald fishes out of Maine’s largest lobster port aboard the F/V Hello Darlings II. Last November, she became Maine’s first female commercial fisherman (“fisherman” and “lobsterman” are the strongly preferred terms for both women and men in the industry, she says) elected to the Maine House of Representatives, representing a district that includes Maine’s two biggest lobster ports. Not surprisingly, McDonald ran on a platform many in the fishing industry support. But above all else, one issue stood out.

“Our biggest issue is the bait crisis,” she said in November, regarding a newly imposed 70 percent catch limit cut for herring, the most popular lobster bait. “I can’t get the herring quota back,” she said, “but I want to try to see about other species.”

A daunting task begins: Reducing lobster gear to save whales

April 30, 2019 — Fishing managers on the East Coast began the daunting process Monday of implementing new restrictions on lobster fishing that are designed to protect a vanishing species of whale.

A team organized by the federal government recommended last week that the number of vertical trap lines in the water be reduced by about half. The lines have entrapped and drowned the North Atlantic right whale, which number a little more than 400 and have declined by dozens this decade.

The interstate Atlantic States Marine Fisheries Commission met Monday outside Washington to discuss the implementation of the new rules, which are designed to reduce serious injuries and deaths among whales by 60 percent.

The rules will be developed in the coming months and could have a huge effect on the lucrative fishery. Some individual lobstermen place several miles of trap lines in the water, meaning hundreds of miles will have to be removed in total to meet the goal.

“States are committed to taking on the reductions,” said Toni Kerns, interstate fisheries management program director for the commission, after the meeting. “This is a very complex issue, and it will be challenging, but they will find a way to make it work.”

Exactly how long it will take to implement the new rules is unclear at the moment, Kerns said. It also remains to be seen whether the commission or states will take the lead in implementing the rules, she said.

Colleen Coogan, who coordinates the federal government team designed to protect the whales, said during the meeting that cooperating with Canadian authorities is also going to be very important. Canadian fishermen harvest the same species of lobster, and the endangered whales also swim in Canadian waters.

During abrupt warming, lobsters in acidic water have reduced heart function, fewer infection-fighting cells

April 25, 2019 — Ocean acidification and warming may be an unhealthy combination for lobsters, say University of Maine scientists.

The heart rates of lobsters (Homarus americanus) who lived 60 days in water with predicted end-century ocean pH levels became erratic significantly sooner during an abrupt warming event than those of lobsters in ocean water with current pH levels.

The findings could be “likened to putting people on a treadmill and finding that people exposed to ocean acidification fell off the treadmill from exhaustion much sooner than those not exposed,” says Heather Hamlin, a reproductive endocrinologist and associate professor in the School of Marine Sciences.

The lobsters exposed to acidic ocean conditions also had fewer cells that fight infection in their hemolymph (similar to blood), says Amalia Harrington, a recent marine biology Ph.D. graduate.

So while lobsters in acidic ocean water may look and act normal, they experience physiological challenges when exposed to multiple stressors, says Hamlin.

She and Harrington tested adolescent female lobsters transitioning to adulthood. Effects of environmental stressors during this stage could have major impacts on the population of the species, say the researchers, who believe this is the first such study of its kind.

“We’re really trying to get at the ‘hidden’ impacts of climate change on this understudied but extremely important stage of the American lobster,” says Harrington.

“Most of the previous work exploring climate change impacts on American lobster has focused on early developmental stages (eggs and larvae). While this is helpful for understanding how environmental change might impact the number of baby lobsters that survive their time in the plankton and make it to the seafloor, it doesn’t really tell us what impact that will have on the population as a whole.”

Climate change’s deadliest effects are unfolding under the sea

April 26, 2019 — Think of the dangers climate change poses to animals, and you’ll likely picture skinny polar bears or cliff-diving walruses (collective sob). But it turns out that our overheating planet is actually wreaking the most havoc on creatures out of our sight: marine life.

Sea animals like crabs, lobster, and fish are dying off at twice the rate of land animals, according to a study published in Nature on Wednesday.

The researchers looked at more than 400 cold-blooded animals on land and sea, including lizards, dragonflies, lobsters, and mussels. They found that creatures that people rely on for food (fish, mollusks, shellfish) are among the most vulnerable, especially in the developing world, where many rely on them for a regular protein source.

MASSACHUSETTS: Tarr keeps clawing at lobster rules

April 25, 2019 — State Senate Minority Leader Bruce Tarr sometimes must feel as if the lobster gods are conspiring against him.

The Gloucester legislator, on three occasions, has filed a bill in the state Senate to liberalize the Bay State’s lobster processing laws to allow in-state processing and the sale of frozen lobster parts.

Three times it passed the state Senate, only to expire either at the hands of the House or in some other quadrant of the legislative hurly-burly.

Most recently, Tarr succeeded this session in attaching the measure to a supplemental budget bill for fiscal year 2019 already passed by the House.

But the lobster processing measure didn’t make the final cut during negotiations between the House and the Senate on the final supplemental budget even though a report from the Division of Marine Fisheries supported the legislative reform.

Tarr, however, continues to push his bill and the additional opportunities it could create for the lobstering industry, as well as economic benefits that could accrue for coastal communities.

Whale protection team to start work on new rules

April 24, 2019 — It’s still too early in the year for lobster fishing to be in full swing, so it was quiet enough on the water this week to hear the distant sound of dropping shoes from a meeting of the NOAA Fisheries Large Whale Take Reduction Team meeting that began Tuesday morning in Providence, R.I.

The four-day meeting of some 60 state and federal fisheries management officials, scientists, fishermen, and conservation group representatives was scheduled to discuss ways to further reduce serious injury and mortality of endangered North Atlantic right whales attributed to lobster traps and other trap and pot fishing gear.

By the time the meeting ends on Thursday, the Take Reduction Team could propose some stringent measures affecting the Maine lobster fishery.

MASSACHUSETTS: House claws at lobster processing restrictions

April 24, 2019 — Expanding opportunities for the sale and processing of frozen lobster parts would provide a “great economic shot in the arm” for the vital fishing industry in Massachusetts, Cape Cod Rep. Sarah Peake said Tuesday.

House lawmakers agreed to a policy rider Tuesday as part of their deliberation on a $42.7 billion state budget that would allow authorized persons to process and sell frozen lobster parts in Massachusetts, building on a 2013 law that allowed the sale and processing of shell-on lobster tails that meet certain size requirements.

Rep. William Straus, a Mattapoisett Democrat who offered the amendment, said the breaking apart of lobsters for public sale has been “highly regulated” and the reforms already made have increased the availability of “the kinds of lobster products the public is looking for.”

New England Fisheries Officials, Lawmakers Want NOAA To Slow Proposed Rules On Lobster Gear

April 24, 2019 — The top marine resources officials from Maine and New Hampshire, joined by Democratic U.S. Rep. Jared Golden of Maine’s 2nd District, are sharply criticizing the federal government’s efforts to protect the endangered North Atlantic right whale and are calling for a slowdown of plans to impose new rules that could be costly for New England’s lobster fleet.

In a letter sent Friday to the National Oceanic and Atmospheric Administration, the commissioner of the Maine Department of Marine Resources, Patrick Keliher, and his counterpart in New Hampshire say federal fisheries managers botched the rollout of a new and apparently flawed risk-assessment model.

It’s supposed to help measure the effectiveness of various strategies to reduce the chance that whales will be injured or killed by entanglement in fishing gear, from using weaker rope or breakaway rope for hauling traps to a specialized gadget that would cut line when a whale becomes entangled, imposing trap limits or targeted closures of areas where whales are known to be swimming.

“There are some things that are coming out of that tool and some questions that we have about the model or some of the ideas in it that doesn’t really pass the straight-face test for us,” says Erin Summers, Maine DMR’s point-person on the whale issue, during a NOAA webinar introducing stakeholders to the risk-assessment model.

New England herring quota alternatives bear more bad news for lobster fishery

April 22, 2019 — A range of alternatives recently approved by the New England Fishery Management Council for Framework Adjustment 6 to the Atlantic herring fishery has little positive news for the New England lobster industry, which relies on the fish for bait.

Framework Adjustment 6 will determine the overfishing definition for the Atlantic herring fishery, and three alternatives are currently on the table. Regardless of the alternative chosen by NEFMC, the herring quota won’t be increasing in 2020, and could decrease once again.

Alternative 1, which represents no change from the current 2019 fishing season, would set the overfishing limit at 30,668 metric tons (MT) and the acceptable biological catch at 21,266 MT, almost identical to 2019’s quotas.

Alternative 2, which was recommended by the Scientific and Statistical Committee in October 2018, is based on the proposed “Amendment 8 Control Rule.” It would set the overfishing limit at 41,839 MT, and the allowable biological catch at 16,131 MT. Alternative 3, which is also consistent with Amendment 8, would use more accurate catch data from 2018 and sets the overfishing limit at 40,574 MT and the allowable biological catch at 14,265 MT.

As recently as 2018, the herring acceptable biological catch was 110,000 MT, but a June 2018 Northeast Regional Stock Assessment Workshop found that poor recruitment was likely going to result in a substantial decline in herring biomass. In response to that, the National Marine Fisheries Service (NMFS) moved forward with an in-season adjustment that set the allowable biological catch at 21,266 MT.
