ALASKA: On Dillingham trip, Murkowski gathers ideas on permanent protections for Bristol Bay

June 8, 2021 — U.S. Senator Lisa Murkowski visited Dillingham last week.

She said the primary reason for her visit was to gather ideas for permanent protections against developments like the proposed Pebble Mine.

Murkowski used to chair the Senate Energy and Natural Resources Committee, and has historically supported resource development. For years, she declined to support or oppose Pebble, saying it was important to wait for the federal permitting process to play out.

As the Army Corps of Engineers neared its final perit decision last year, and undercover tapes emerged of Pebble leaders doubting she’d take a stand against the project, Murkowski did just that.

In Dillingham, Murkowski met with people from the commercial, subsistence and recreational fisheries. She also held a closed meeting with select community leaders at the Dillingham Middle/High School.

US senators ask for reconsideration of mask mandates on commercial fishing vessels

May 28, 2021 — Following federal changes to masking guidelines for fully vaccinated citizens, issued on 13 May, Senators Lisa Murkowski (R-Alaska) and Maggie Hassan (D-New Hampshire) submitted a letter to the U.S. Coast Guard and the Centers for Disease Control (CDC) requesting a revisit and possible revision of federal masking mandates for commercial fishing vessels.

“We encourage the CDC – in partnership with the U.S. Coast Guard – to revisit mask-wearing requirements specific to workers in the commercial fishing industry,” the 25 May letter states.

Senators Hassan, Murkowski Call on CDC and Coast Guard to Change Mask Requirements for Commercial Fishing Industry

May 27, 2021 — The following was released by The Office of Senator Lisa Murkowski (R-AK):

In a letter to the CDC and Coast Guard, the Senators discuss the latest CDC mask guidance and write, “Many fishing vessel operators were therefore understandably dismayed to learn that the most recent CDC guidance does not loosen restrictions for fishing vessels that are staffed by fully vaccinated persons and are not passenger-carrying vessels as defined under 42 CFR 70.1.”

The Senators go on to discuss the concerns that they have heard from fishermen: “It is worth noting that wearing a mask on a fishing vessel may increase safety risks for operators and crew. Fishing vessels frequently use loud motors or machinery that can make it difficult for crew members to hear one another, so they may rely on lip-reading to improve communication and work together safely. Masks are also frequently wet from sea spray, which can make it more difficult to breathe. This is a condition that the CDC has generally recognized is problematic. Despite these facts, fishermen have continued to abide by the order and guidance to address the public health threat posed by COVID-19. We urge the CDC and the Coast Guard to work swiftly together to reconsider their guidance as it applies to commercial fishing vessels in order to promote the safe operation of fishing vessels and safety of the crew.”

Senators Hassan and Murkowski sent the letter after hearing from New Hampshire fishermen at the Yankee Fishermen’s Cooperative and members of the Alaska fishing industry about the dangers of wearing a mask while they work. Senators Hassan and Murkowski raised these concerns directly with CDC Director Rochelle Walensky during a recent hearing, and their letter further pushes for immediate action.

Dear Director Walensky and Admiral Schultz:

On May 13, 2021, the Centers for Disease Control and Prevention (CDC) issued updated COVID-19 guidance related mask wearing stating that fully vaccinated people can resume many pre-pandemic activities without wearing a mask or physically distancing.1 This guidance is welcomed news, and a clear confirmation that the COVID-19 vaccines authorized by the Food and Drug Administration (FDA) are safe and effective at preventing COVID-19, especially cases that lead to severe illness and death. We are deeply grateful for the work conducted by CDC, the National Institutes of Health, and the larger scientific and public health communities that enabled us to reach this critical milestone.

Under the new guidance, CDC notes that all travelers will still be required to wear a mask on all planes, buses, trains, and other forms of public transportation, and in transportation hubs such as airports and train and bus stations. We recognize the importance of continued mask-wearing for travelers throughout the country, and strongly urge all Americans to abide by the latest COVID-19 safety recommendations, as well as other federal, state, local, tribal, or territorial laws, rules, and regulations related to mask-wearing and social distancing, including those in local businesses and workplaces.

However, we encourage the CDC – in partnership with the U.S. Coast Guard (Coast Guard) – to revisit mask-wearing requirements specific to workers in the commercial fishing industry. In response to the CDC guidance published on May 13, 2021, the commercial fishing community has expressed confusion about the implementation of the new guidance on fishing vessels that are operating with all fully vaccinated staff. In response, we sought clarification from the Coast Guard about whether fully vaccinated commercial fishing crew are still required to wear masks. On May 14, 2021, Coast Guard personnel confirmed that the agency would need to wait for changes to the CDC Mask Order and associated CDC guidance for conveyances and transportation hubs before it could revise its Marine Safety Information Bulletin and address requirements for fishing vessels.

The CDC Mask Order issued on January 29, 2021 requires that persons operating or traveling on conveyances must wear masks “for the duration of travel.”3 On February 1, 2021, the Coast Guard issued a Marine Safety Information Bulletin in response to the CDC order.4 The Bulletin notes that the Executive Order applied to all “‘public maritime vessels, including ferries’ to mitigate the risk of spreading COVID-19,” and further requires that “all persons travelling on all commercial vessels to wear a mask.”

Alaska Congressional Delegation Applauds Historic USDA Purchase of Seafood for Food Assistance Programs

May 18, 2021 — The following was released by The Office of Senator Lisa Murkowski (R-AK):

U.S. Senators Lisa Murkowski and Dan Sullivan and Congressman Don Young, all R-Alaska, applauded the United States Department of Agriculture’s (USDA) approval of a Section 32 purchase of up to $159.4 million in domestically produced seafood, fruits, legumes, and nuts for distribution to food assistance programs in Alaska and across the country.

“Whether it is farmers, ranchers, food workers, seafood harvesters or others, the COVID-19 pandemic has been devastating for Alaska’s farm and food economies, both on land and at sea. These impacts have only exacerbated longstanding disparities in food insecurity, with millions of American households struggling to put enough food on the table. Food banks are busier than ever as families across the U.S. worry about where their next meal will come from,” said the Alaska Congressional Delegation. “This historic purchase of foods to assist our food producers and hungry Americans – including the largest single seafood purchase in the USDA’s history – will have a tremendous impact on the struggling seafood sector, and will also ensure food assistance programs can provide nutritious and healthy food for Americans as we continue to navigate the pandemic. We thank Secretary Vilsack and the Administration for their focus on addressing these dual needs and look forward to continuing to work with the USDA to expand seafood support in their programs in the future.”

Background: These foods are being purchased with Section 32 funds, so named because the funds are authorized by Section 32 of the Agricultural Adjustment Act.  The Act authorizes a percentage of customs receipts to be transferred to the Secretary of Agriculture to support the prices of surplus domestic commodities and to distribute those commodities through various USDA programs designed to feed hungry Americans.  Foods purchased with Section 32 funds are distributed to schools, childcare programs, senior citizens, food banks, victims of disasters, and Indian tribes through programs such as the National School Lunch Program, the Summer Food Service Program, the Child and Adult Care Food Program, Food Distribution Program on Indian Reservations, the Commodity Supplemental Food Program, and the Emergency Food Assistance Program.  The Section 32 purchase announced today will include: Alaska pollock, apricots (canned, dried, and frozen), chickpeas, dry peas, Gulf of Mexico and South Atlantic wild-caught shrimp, lentils, navy beans, Pacific pink shrimp, Pacific rockfish fillets, Pacific whiting fillets, pistachios, prepared peaches, and sockeye (red) salmon.

Alaska Delegation Encourages Department of Homeland Security to Help Keep Alaska Seafood Industry Running

April 29, 2021 — The following was released by The Office of Senator Lisa Murkowski (R-AK):

U.S. Senators Lisa Murkowski, Dan Sullivan, and Rep. Don Young issued the following statement after the Department of Homeland Security (DHS) announced the department is making available 22,000 temporary, non-agriculture worker visas through the H-2B visa program:

“The H-2B visa program is crucial to on-shore fish processors in Alaska and to our national seafood supply. The COVID-19 pandemic has created incredible hardships for American businesses across the nation, and Alaska’s seafood industry was not immune to that strain. It is important for the industry to have the workers it needs as it heads into the critical summer seafood season. These temporary, non-immigrant visas are fundamental to filling vacant jobs left unfilled by American labor, enabling seafood industries to hire seasonal workers and to continue operations. Local seafood businesses continue to tell us they need H-2B workers to harvest and process their respective seafood products despite regular and robust recruitment efforts here in the United States. We appreciate the administration’s announcement, which reaffirms its support of American businesses, but we are running out of time in Alaska. Processors must be ready and able to keep pace with the salmon run and their independent fishermen to provide our nation’s supply of sustainable, wild-caught Alaska salmon. Bristol Bay, for example, is famous for its abundant, short fishing season in June and July. With the summer fishing season nearly upon us we urge the DHS to finalize and issue these visas as soon as possible. Every passing day counts.”

Senators Reintroduce National Ocean Exploration Act

February 25, 2021 — The following was released by the Senate Committee on Commerce, Science, and Transportation:

U.S. Sens. Roger Wicker, R-Miss., and Maria Cantwell, D-Wash., ranking member and chair of the Senate Committee on Commerce, Science, and Transportation, along with Sens. Lisa Murkowski, R-Alaska, Sheldon Whitehouse, D-R.I., and Brian Schatz, D-Hawaii, yesterday reintroduced the National Ocean Exploration Act. The bill would authorize the National Ocean Mapping, Exploration, and Characterization Council, update national priorities for ocean mapping, exploration, and characterization, and direct the Council to coordinate and facilitate activities across federal and non-federal entities to advance those priorities.

“We need to improve the way we map, explore, and characterize the deep seas,” said Wicker. “This bill would serve as a catalyst for new underwater discoveries. It would make important information available through multi-sector partnerships and ensure the ocean remains a valuable source of American prosperity.”

“This bill will elevate ocean science at NOAA and across federal agencies, it will renew a focus on mapping and ocean research, and it will allow for innovative partnerships and cooperative agreements to expand our ocean exploration efforts,” said Cantwell. “NOAA’s Ocean Exploration Program supports Pacific Northwest research from mapping the Arctic to facilitate shipping, tourism and commerce, to exploring the biological and cultural importance of the Olympic Coast National Marine Sanctuary.”

“With Alaska’s vast coastline and our changing climate, the responsible exploration, stewardship, and development of our nation’s oceans is as important as ever,” said Murkowski. “I’m proud to join in sponsoring this broad legislation to establish a robust national ocean exploration program designed to modernize and move forward nationwide priorities for ocean mapping, exploration, and characterization. This comprehensive bill reauthorizes key NOAA programs that support ocean and coastal mapping, hydrographic surveys, and spatial data collection. It also includes funding increases that will allow the federal government to continue investing in this critical work. For a state as undermapped as Alaska, sustained federal attention and investment into ocean mapping will be absolutely imperative to close the charting backlog in the Arctic and bring our spatial datasets into the 21st century. Alongside my and Senator Whitehouse’s BLUE GLOBE Act, I am pleased to see this legislation advance our knowledge of our ocean spaces to ensure that we can capitalize on opportunities to strengthen Alaska’s and America’s blue economy.”

“There’s still so much to learn about the oceans,” said Whitehouse. “Rhode Island’s Blue Economy stands to benefit from more and better ocean mapping, and an improved understanding of our most important natural resource.”

“We still have more to learn from Papahanaumokuakea,” said Schatz. “Strengthening NOAA’s ocean exploration program will increase both the tempo of discovery, and the capacity to manage this Marine National Monument and World Heritage Site.”

The National Ocean Exploration Act would:

  • Authorize and improve the National Ocean Mapping, Exploration, and Characterization Council;
  • Reauthorize the National Oceanic and Atmospheric Administration’s existing Ocean Exploration, Ocean and Coastal Mapping, and Hydrographic Services programs from fiscal years 2021 to 2030; and
  • Establish a system to enhance the public accessibility of ocean-related National Environmental Policy Act documents and the geo-referenced data included in them.

Investors sue parent company behind gold mine in Alaska

January 4, 2020 — The company behind a proposed copper and gold mine in Alaska faces lawsuits from investors claiming it misled shareholders who have seen an 85% drop in stock value since the summer.

Two lawsuits filed in U.S. District Court in New York claim Northern Dynasty Minerals violated federal securities law when project executives did not fully provide information about the project, The Anchorage Daily News reported Friday.

Developer The Pebble Limited Partnership and parent company Northern Dynasty Minerals Ltd. sought to build a mine about 200 miles (320 kilometers) southwest of Anchorage and near the headwaters of the world’s largest sockeye salmon fishery in Bristol Bay.

The project was criticized by environment groups and also condemned by Alaska Republican U.S. Sens. Dan Sullivan and Lisa Murkowski.

Congress’ covid deal includes $300 million more for fishing industry

December 23, 2020 — A second round of aid for the fishing industry is emerged as part of the $900 billion emergency pandemic relief package approved Monday night by Congress.

“We got another $300 million for fisheries,” said Leigh Habegger, executive director of the Seafood Harvesters of America. The package is similar to the first Coronavirus Aid, Relief and Economic Security (CARES) Act covid-19 emergency aid unveiled in May, although “the process may look a little bit different than it did in the first round,” she said.

The Paycheck Protection Program is being extended with rule changes to help smaller businesses. One change sought by Sens. Lisa Murkowski and Dan Sullivan, both R-Alaska, will allow the program to cover crew members paid as contractors or 1099 employees, said Habegger.

In addition seafood is also explicitly listed as eligible for purchase by the U.S Department of Agriculture for its domestic food assistance program, allotted $1.5 billion by the emergency legislation. The legislative language specifically notes the money is to purchase “food and agriculural products, including seafood” for distribution through public agencies and non-profit, charitable partners such as food banks.

ALASKA: Sen. Murkowski “Disappointed” by Cook Inlet Closure, Supports “Long-Term Solution” for CI Fleet

December 14, 2020 — Two days after Monday’s decision to close the federal waters of Cook Inlet to commercial salmon fishermen, Alaska’s senior Senator Lisa Murkowski called for “the need to collaboratively resolve tensions that have long persisted in Cook Inlet.”  The decision came at the beginning of the North Pacific Fisheries Management Council’s December meeting.

The ‘historical tensions” the senator referred to have been between both commercial and recreational fishermen and between all fishermen and the Alaska Department of Fish and Game. Cook Inlet is home to Alaska’s largest city, Anchorage, the nearby Matenuska-Susitna Borough, and the state’s most popular recreational area, the Kenai Peninsula. About two-thirds of the state’s population lives on or near Cook Inlet, which is accessed by the state’s only road system.

Murphy, Murkowski Applaud Final Passage Of Save Our Seas 2.0

December 3, 2020 — The following was released by The Office of Senator Lisa Murkowski (R-AK):

U.S. Senators Chris Murphy (D-Conn.) and Lisa Murkowski (R-Alaska) applauded passage of Save Our Seas 2.0, legislation to combat marine debris. Murphy and Murkowski are both cosponsors of the bill, which was introduced and led by U.S. Senators Dan Sullivan (R-Alaska), Sheldon Whitehouse (D-Rhode Island) and Bob Menendez (D-New Jersey). The legislation includes a Murphy-Murkowski drafted provision that allows for the establishment of a new Genius Prize to fund the development of materials to replace single use plastic and innovations that remove and prevent plastic waste.

“The amount of plastic flowing into our oceans poses a huge problem. That’s why I was proud to work with Senators Sullivan, Whitehouse and Menendez on the bipartisan Save our Seas 2.0 Act, which will reduce the amount of plastic in our oceans at home and abroad,” said Senator Murphy. “I am also grateful the final bill includes language I drafted with Senator Murkowski to allow for the establishment of a genius prize to clean up marine debris and replace single-use plastics. There’s more work to do, but this bill is an important step in the right direction.”

“Alaskans depend on healthy oceans and coastlines to support the marine resources that so many of our communities depend on. Whether it’s for our fisheries, tourism, or subsistence activities—maintaining a healthy marine environment is essential to our everyday lives.
