National Fisheries Institute Launches First Sustainable Crab Project in China

August 9, 2018 — The following was released by the National Fisheries Institute:

Leading United States and Chinese seafood industry groups, fishermen, and sustainable seafood groups came together today to celebrate the much anticipated launch of the Fujian Zhangzhou Red Swimming Crab Fisheries Improvement Project (FIP).

The FIP–led by the National Fisheries Institute (NFI) Red Crab Council, China Aquatic Products Processing and Marketing Alliance (CAPPMA), Zhangzhou Aquatic Products Processing and Marketing Association (ZAPPMA), and Ocean Outcomes (O2)– is the first project of its kind in China and will work to address the sustainability challenges of the region’s red swimming crab (RSC) fisheries, whose 1,000 plus trawl and pot vessels catch approximately 40,000 metric tons of red swimming crab annually.

“Crab from these fisheries are imported by our member companies and sold across the globe,” said NFI President, John Connelly, “so precompetitive sustainability projects, such as this FIP, are a way to ensure our Chinese partners, NFI members, and consumers have continued access to healthy red swimming crab resources.”

As China produces 35% of the world’s seafood (wild and farmed combined) and is home to 25% of the world’s commercial fishing capacity, China’s first crab improvement project, and the largest improvement project by volume in China, is a positive step towards more sustainable fishing practices globally.

“That the leading industry associations, from the world’s top two seafood countries, have adopted a formal roadmap for transitioning the fishery to sustainable management, with Chinese government support for the work, is big news,” said Ocean Outcomes’ Songlin Wang.

The FIP will be guided by a five year improvement work plan designed, in part, to establish bycatch monitoring protocols, and to move the fishery towards a science-based catch management strategy, such as utilizing a minimum harvestable crab size and protecting egg-bearing females.

A portion of the FIP’s pot fleet will also be the special focus of the Fujian government’s national fisheries management reform pilot, where government funding will be invested in important management measures within the development of a comprehensive harvest strategy.

With universal, transpacific support, the FIP has a unique funding model through which NFI Red Crab Council members invest two cents of every imported pound of RSC meat towards the improvement project.

“It’s a perfect opportunity to leverage government support, international and local expertise, fishery and community engagement efforts, and conservation investments to test innovative improvement models to scale up the sustainability of Chinese fisheries and seafood industry, starting with our RSC fishery,” said CAPPMA President Dr. He Cui.

“The crabs and sea have generously provided us with food and jobs, but we haven’t done enough to protect them,” added ZAPPMA President Mr. Zhenkui Chen, who witnessed the decline of the RSC fishing and seafood processing sectors, first as a fisherman and then as an entrepreneur. He is now calling on his fellow fishermen and seafood processors to “spare no effort to support the FIP for ourselves and our future generations.”

NFI Expands “Seafood, See Jobs” Trade Education Campaign

August 7, 2018 — SEAFOOD NEWS –After rebranding its AboutSeafood.com website late last week to support the stories of American seafood workers, the National Fisheries Institute (NFI) has announced that they have now expanded their content offerings.

The “Seafood, See Jobs” campaign “tells individual stories of the American seafood workforce to illustrate that both importers and exporters fear the harmful effect of the trade policies the U.S. Government is imposing via tariffs on seafood.” The campaign initially launched with three “Featured Videos” and four “Faces of Seafood Jobs” videos on the AboutSeafood.com home page. Just a day after the launch NFI has added an additional two videos to their “Featured Videos” section and one more video to their “Faces of Seafood Jobs” section. The organization plans on updating the site weekly with new videos and content.

NFI hopes to portray the message that “seafood trade is not a simple matter of import vs. domestic.”

“To understand the negative impact these tariffs will have on American workers you have to go see them, you have to talk to them, you have to hear their concerns,” NFI president John Connelly said in a press release. “We’re brining these stories to policy makers so they understand; this is not a theoretical, economic chess game. These tariffs have the potential to do a lot of harm to the seafood community and that community’s jobs are right here in the U.S.”

National Fisheries Institute launches campaign defending US seafood jobs

August 3, 2018 –The National Fisheries Institute is rebranding its AboutSeafood.com website in an effort to support U.S. seafood workers, the organization announced on Thursday, 2 August.

The move comes on the heels of existing and potential future tariffs between the United States and China. What started out as a set of tariffs initiated by U.S. President Donald Trump in January eventually escalated into a full-blown trade war, which hit the the seafood industry when China implemented 25 percent tariffs in June on several items, including seafood.

The United States soon responded with its own tariffs on seafood in July. China, in turn, said it would take “firm and forceful measures” in response. Now, President Trump has threatened still more tariffs as U.S. fishermen seek relief for the damage already being done by existing tariffs on their goods.

The NFI’s new campaign, “Seafood, See Jobs,” looks into the lives of workers that rely on the seafood industry for their livelihood. Fishmongers, lobstermen, and fishermen are featured, in addition to the many tertiary roles that rely on the industry, such as chefs, truck drivers, and manufacturing workers. The goal is to demonstrate the real impact the tariffs are having on American workers.

Trump’s plan for the oceans? More business, less protection

June 26, 2018 — Sea levels are rising, fish are chasing warmer waters north, $300 billion worth of goods are coming into or departing from American ports every year. It’s a dynamic time for coastal communities.

But with the stroke of a pen last week, President Donald Trump put the brakes on a comprehensive plan — years in the making — to balance the environmental, recreational and economic interests competing for the future of the oceans surrounding the U.S.

The Trump Administration is presenting a new executive order as a fundamental adjustment away from unnecessary levels of bureaucracy and toward an ocean policy that puts national security, job creation and corporate aspirations above all else.

The shift has been warmly received by fishermen and other business groups. Conservationists, however, are anxious that attitudes about ocean use will regress.

It’s quite a change of direction from the two terms under President Barack Obama.

Commercial fishermen have been strong critics of the previous policy and were happy to see it sink.

John Connelly, president of the seafood industry’s National Fisheries Institute, said in a statement that the Obama plan “excluded the perspective of the men and women who work the water.”

The National Ocean Policy created “additional levels of bureaucracy and uncertainty that threatened to reduce the overall productivity of our industry by forcing small business owners to divert limited resources away from their operations in order to deal with this unnecessary and ambiguous regulatory maze,” said Jim Donofrio, executive director of the Recreational Fishing Alliance, which is based in Bass River.

Garden State Seafood Association executive director Greg DiDomenico told the Press that “it’s safe to say we are encouraged” by Trump’s attitude toward ocean policy.

Tariff tango: Chinese seafood markets at risk as trade rhetoric escalates

June 20, 2018 — Last Friday U.S. and Chinese officials announced a bundle of tariffs, each targeting the other nation’s exports in what could become an all-out trade war.

President Donald Trump made an announcement early in the day imposing a 35 percent tariff on all Chinese goods containing “industrially significant technologies,” an estimated $50 billion worth of Chinese goods, calling the move an effort to boost domestic production.

More than 800 products, about $34 billion worth, will be subject to tariffs starting July 6. About 280 other exports will need to undergo a public comment period and will take effect later.

Later in the day of June 15, officials with the Ministry of Finance of the People’s Republic of China responded with the announcement of a retaliatory 25 percent tariff on various U.S. exports, including many seafood products. That 25 percent would be charged on top of existing tariffs.

“We are deeply disappointed in these retaliatory tariffs. There is no connection between the products targeted by the U.S. and the tariffs Beijing plans to impose on exported American seafood,” said John Connelly, president of the National Fisheries Institute.

NFI’s Connelly: NOAA’s silence giving rise in US to third-party certifiers

June 11, 2018 — John Connelly, the president of the National Fisheries Institute (NFI), used his opportunity in front of US representative Rob Bishop, chairman of the House’s Natural Resources Committee, to light a fire under the federal government’s top fisheries regulator to better promote its quality work.

The National Oceanic and Atmospheric Administration’s (NOAA) “regulation of seafood sets a global standard for success, but it needs to do a better job of explaining that”, said Connelly, whose group most significantly represents seafood processors, wholesalers and importers, according to a statement.

“…Communicating about its successes raises NOAA’s profile, while a sea of third-party certifiers jockey for recognition in the commercial landscape,” he continued.

“Fisheries managed by NOAA shouldn’t need a third party to come in and certify that they’re doing a good job. We spend more than 800 million taxpayer dollars on fisheries management annually, the least NOAA can do is talk about it.”

NFI seeks to reach administration on seafood trade in 2018

January 2, 2018 — Pressing the importance of all trade on the Donald Trump administration, including imported seafood, will be one of the top priorities of the National Fisheries Institute (NFI) in 2018.

The US seafood industry’s biggest trade association, representing close to 300 companies, is still smarting from several of the moves made by the White House and its Cabinet in their first year, including its formal withdrawal from a trade deal with Pacific countries, a lack of progress on a trade deal with Europe and implementation of the Seafood Import Monitoring Program (Simp).

But NFI president John Connelly said trade will remain a top focal point for the group in the New Year.

“We just need to spend more time on the Hill and in the administration to help them appreciate that not all trade is negative for the US,” Connelly told Undercurrent News in an December interview at his office in McLean, Virginia. “Seafood is not like steel or autos or something else. We cannot now produce enough seafood in the US, whether it be from wild capture or aquaculture, to feed all Americans.”

The US exports 40% to 60% of the seafood it produces, depending on the value of the dollar and some other factors, and imports about 85% of the seafood it consumes. Seafood is responsible for 1,270,141 jobs in the U.S. and imports account for 525,291 of those, according to Department of Commerce data noted by the association.

“Gladys, down in Brownsville, Texas, is cutting imported tilapia right now, and that job is extraordinarily important to her family. Why is that job any less important than a job involving domestic codfish?” Connelly said.

High points and low points in 2017

But in looking back at 2017, Connelly can point to at least one major trade-related victory: The removal of the prospective border adjustment tax from the legislative tax overhaul passed by Congress and signed by the president before leaving on its winter break. The provision, which was supported by several Republican leaders, would have forced some seafood dealers to raise their prices 30% to 40%, said Connelly, quoting a Wall Street Journal article.

US seafood industry, ocean groups in unison against red snapper bill

December 19, 2017 — The National Fisheries Institute and ocean conservation groups don’t always see eye to eye on legislation, but they do with regard to HR 3588, the Red Snapper Act, which has been advanced by the US House of Representatives’ Committee on Natural Resources.

They are both against it.

The bill, which the panel approved by a 22-16 vote following a brief markup hearing on Wednesday, along with two amendments to the Magnuson-Stevens Act, would transfer management of the red snapper recreational fishery in the Gulf of Mexico from a federal fisheries management council to several gulf states, including Louisiana. Representative Garrett Graves, who introduced the bill, represents the Republican districts of northern Terrebonne and Lafourche, in Louisiana.

Graves’ bill must still get to the House floor for a vote. And its companion bill, S. 1686, introduced in August by Louisiana senator Bill Cassidy, also a Republican, in the upper chamber’s Committee on Commerce, Science and Transportation, has just two co-sponsors (Republicans John Kennedy, also from Louisiana, and Luther Strange, from Alabama).

But the recreational fishing industry is excited.

“The need to update our nation’s fisheries management system to ensure the conservation of our public marine resources and reasonable public access to those resources is abundantly clear. We look forward to the full House consideration of the bill,” said Patrick Murray, president of Coastal Conservation Association, one of the nation’s largest sport fishing groups, in a written statement following the vote.

Congressmen Seek Investigation Of Hawaii Fishing Practices

December 14, 2016 — Four Democratic congressmen have written to officials at the U.S. Coast Guard and the National Oceanic and Atmospheric Administration claiming that Hawaii’s longline fishing fleet is operating illegally by employing — and in some cases possibly abusing — foreign fishermen.

The congressmen said fishing boat owners who are not in “compliance with the law” should not be allowed to sell their products.

Arizona Rep. Raul Grijalva’s staff convened a forum about the matter on Capitol Hill last week. Activists at the event, who described what was happening as modern-day slavery, advocated a boycott of tuna until the alleged abuses stop.

The letter was signed by Grijalva, ranking Democratic member of the Natural Resources Committee; Jared Huffman of California, ranking Democratic member of the Water, Power and Oceans Subcommittee; Peter DeFazio of Oregon, ranking Democratic member of the  Transportation Committee and Infrastructure; and John Garamendi of California, ranking Democratic member of the Coast Guard and Maritime Transportation Subcommittee.

It was addressed to Adm. Paul Zukunft, commandant of the U.S. Coast Guard, and Kathryn Sullivan, under secretary of commerce for oceans and atmosphere and NOAA administrator, and was delivered Monday.

“This illegal activity does not represent American values and has dealt a blow to U.S. credibility as a global leader in fighting (illegal, unreported and unregulated) fishing and human trafficking,” the congressmen wrote.

John P. Connelly, president of the National Fisheries Institute, a trade group, told Civil Beat the industry is looking forward to the response by the Coast Guard and NOAA, saying that it would allow a “clarification” of employment law affecting foreign fishermen working in Hawaii.

U.S. Tuna Industry Objects To New Proposed Labeling

April 29, 2016 — PAGO PAGO, American Samoa — Tri Marine International, whose local operations include a tuna cannery, and National Fisheries Institute (NFI) both contend that the new interim final rule by the federal government on dolphin safety labeling is due to a recent sanction of the US by the World Trade Organization in a long standing case which pits the US against its neighbor, Mexico. They say it is an unfair and unproductive burden to U.S. seafood companies that does not resolve the protracted WTO litigation, nor improve on the existing dolphin-safe operational performance.

Industry officials told Samoa News that the new interim final rule (or IFR) will only increase operational costs for the US tuna canneries, who are already faced with stiff global competition, and that the US canneries have been adhering to dolphin safe labeling standards set by the federal government for many years.

This was echoed by NFI president, John P. Connelly in an Apr. 22 letter to the National Marine Fisheries Service (NMFS), who is seeking public comment on the IFR for “enhanced document requirements and captain training requirements to support use of the dolphin safe label on tuna products.”

“Consumers purchasing canned and pouched tuna from Bumble Bee Foods, Chicken of the Sea, and StarKist should be confident that the ‘dolphin-safe’ label the retail packaging bears means just that,” Connelly wrote.

The three canneries are the major US producers of tuna products.
