BOEM issues first California offshore wind impact statement

April 8, 2022 — The first draft environmental assessment for a California offshore wind energy area is out from the Bureau of Ocean Energy Management, starting a 30-day public review and comment period on the 178-page document.

The 276-square mile Morro Bay Wind Energy Area about 20 miles off the state’s central coast could be developed to a potential 3 gigawatt generation potential, roughly enough to power 1 million homes, according to BOEM.

It lies close to busy sea lanes between California ports, fishing and recreational industries and migration routes for protected marine mammals and other wildlife. The draft assessment includes all those issues and BOEM’s present thinking on how they can be addressed.

“The WEA was designated after extensive collaboration with other Federal agencies and the State of California, as well as engagement with ocean users, Tribes, local communities and the public,” according to BOEM’s announcement of the document. “Designation of the Morro Bay WEA underscores BOEM’s commitment to an all-of-government approach to achieve the (Biden) Administration’s ambitious offshore wind energy goals while conserving and restoring ocean and coastal habitats.”

The draft assessment analyzes potential impacts from future commercial leasing by wind energy developers and related site characterization and assessment activities.

Cantwell Praises Nomination of Admiral Fagan to Serve as 27th U.S. Coast Guard Commandant

April 5, 2022 — The following was released by the U.S. Senate Committee on Commerce, Science, and Transportation:

U.S. Senator Maria Cantwell (D-Wash.), Chair of the Senate Committee on Commerce, Science, and Transportation, praised today’s nomination by President Biden of Admiral Linda Fagan to lead the United States Coast Guard as its 27th Commandant. Admiral Fagan currently serves as the Coast Guard’s Vice Commandant, and would be the first woman to lead any branch of the United States Armed Forces. Admiral Fagan previously served on the Seattle-based Polar Star and received a Master of Science in Marine Affairs from the University of Washington.

“From her career beginnings as a deck watch officer on the Seattle-based icebreaker Polar Star, Admiral Fagan has shown strong leadership and a commitment to service that make her an outstanding choice as the Coast Guard’s 27th Commandant,” said Sen. Cantwell.  “Upon confirmation, she will become the first woman and mother to lead any branch of the Armed Forces. This nomination proves the value of enacting laws that provide family leave, childcare, and health care access to support talented women in the Coast Guard who have dual roles as service members and parents. Admiral Fagan’s nomination will inspire generations of American women to strive to serve at the highest level in the Armed Forces.”

On Friday, April 1, Sen. Cantwell and Senator Tammy Baldwin (D-Wis.), Chair Senate Subcommittee on Oceans, Fisheries, Climate Change, and Manufacturing wrote President Biden underscoring the urgency for the Administration to nominate the next Commandant.  The current Coast Guard Commandant is statutorily required to retire on May 31.

“As the Chairs of the Committee and Subcommittee overseeing the Coast Guard, we believe that prompt action to nominate the next Commandant of the United States Coast Guard is imperative to national and economic security, as well as maintaining our commitment to the brave women and men who serve our nation as coasties,” the Senators wrote to the President.

“In order to secure Senate confirmation of the next Commandant, the Senate must receive the nomination, hold a hearing, and hold a vote in the Committee on Commerce, Science, and Transportation before ultimate consideration by the full Senate,” the Senators added. “Given the time required to confirm the nomination in the Senate, it is imperative that we receive the official as soon as possible.”

U.S. Wind Energy Is (Finally) Venturing Offshore

April 4, 2022 — Capturing offshore wind in the U.S. has long been an uphill battle, with various stumbling blocks in the terrain. Objections from fisheries, skepticism from conservationists and tenuous support from tourism have all stalled development in the past decade. That is, until May of 2021, when the U.S. Department of the Interior approved construction of a sprawling wind facility several miles off the coast of Martha’s Vineyard, Massachusetts.

The project marks the first large-scale offshore wind undertaking in the U.S., and includes 62 turbines that will power more than 400,000 homes and businesses. But it almost didn’t happen. Under the Trump administration, the project’s approval halted, while broader national momentum behind alternative energy solutions slowed. The country’s only other offshore wind facility, with just five turbines spinning off the coast of Rhode Island since 2016, looked like it would not have any company for years. That site, Block Island Wind Farm, produces 30 megawatts, or enough energy to power up to 17,000 homes. After President Joe Biden took office, however, he promised a 1,000-fold increase in offshore wind energy production in the U.S. by 2030. Approving the ambitious Vineyard Wind project marks the first big step.

U.S. Bureau of Ocean Energy Management (BOEM) researchers still puzzle over how turbines in oceans affect birds and fish. They recently started trying to assess the impact through the Realtime Opportunity for Development Environmental Observations  project, which conducted research when the foundation work began on Block Island in 2015. The researchers will report on other offshore wind projects as operations begin in the next several years. So far, they’ve found that during the noisy pile-driving phase of construction, the abundance of winter flounder decreased. However, other kinds of flatfish were not significantly impacted. The researchers also noted that almost immediately, mussels, sea stars and anemones began covering the submerged turbines. Future studies will add data on marine life impact and likely inform industry approaches.

Louisiana Receives $1.7 Billion in Unexpected Federal Hurricane Relief

March 24, 2022 — Four hurricanes and two tropical storms later, hard hit areas of Louisiana will be the recipient of an unexpected $1.7 billion in federal hurricane relief dollars. The U.S. Department of Housing and Urban Development (HUD), Gov. John Bel Edwards, U.S. Sen. Bill Cassidy and Rep. Garret Graves announced the new funding that provided a major infusion to the $600 million previously approved, raising to more than $1 billion the total amount of Community Development Block Grant-Disaster Recovery money available for recovery from these storms.

“I’m grateful to the Biden-Harris administration for their commitment to helping our communities and those around the nation recover from the impacts of these devastating storms,” said Gov. Edwards in a press release.  “I contacted Sec. Fudge to personally thank her for this significant allocation that should provide Louisiana with an opportunity to implement a more effective, albeit late, recovery from Hurricanes Laura and Delta. In addition, Louisiana will receive $1.27 billion for recovery from Hurricane Ida and other 2021 disasters. However, the need is much greater, which everyone we have spoken with in Washington acknowledges. We will continue working to secure that additional funding.”

The funds are part of a $5 billion supplemental disaster appropriation Congress enacted in September of last year for all disasters countrywide in 2020-21.  Approximately $450 million will go to Louisiana’s southwest region to cover unmet needs stemming from Hurricanes Laura and Delta, which struck in 2020. The remaining allocated for communities hit by Hurricane Ida last year. Additionally Baton Rouge would receive $4.6 million and $10.8 million to Lake Charles.

Alaska lawmakers applaud Biden administration ban on Russian seafood imports

March 16, 2022 — State and federal lawmakers from Alaska are applauding the Biden administration’s decision to ban Russian seafood imports. It’s part of a series of escalating sanctions against Russia over its invasion of Ukraine. Sen. Dan Sullivan and Rep. Don Young released statements Friday welcoming the move.

Legislators at the state and federal levels have been calling for a Russian seafood ban for years. Kodiak Republican state Sen. Gary Stevens says the White House is finally paying attention to the issue.

“I’m really pleased the President has made this announcement, and I think it’s extremely important for Alaska and the Alaska seafood industry, you know, it’s been a totally unfair relationship in the past,” Stevens said.

Russia slapped an embargo on American fish and seafood products in 2014 in response to U.S. sanctions imposed over its annexation of Crimea.

A Russian seafood ban will drive up prices, but it’s too soon to say if Alaska fishermen will benefit

March 14, 2022 — President Joe Biden on Friday ordered a national ban on some imports from Russia, including seafood. It’s a move intended to punish that country for its invasion of Ukraine, but the ban has ripple effects that could wash ashore in Alaska.

Russian seafood competes with Alaska products for shelf space and consumer attention, particularly pollock and crab. Officials here said Friday’s announcement could benefit the Alaska fishing industry.

But the effects may be limited to a few key sectors — the major Seattle-based trawlers that haul up millions of pounds of pollock, largely for export, and hard-hit Bering Sea crab fishermen. There will be some effect on salmon fishermen, experts say, but the embargo’s impact is less clear in that industry.

“It’s a big deal for crab,” said Jamie Goen, executive director of Alaska Bering Sea Crabbers. The group represents about 350 members, including 60 boats in Alaska’s crab fleet.

Offshore wind is set to soar. Fishing groups want to pump the brakes.

March 14, 2022 — Offshore wind is finally taking off in the United States. But fishing interests around the country are throwing one last obstacle in the industry’s way.

The Biden administration has ambitious plans to open up vast swaths of coastline in order to generate 30 gigawatts of offshore wind energy by 2030. Energy companies are stepping up: Six leases off the New Jersey and New York coasts sold for $4.3 billion last month, the most lucrative wind lease sale in U.S. history.

But the wind industry and federal and state agencies still haven’t managed to placate the fishing industry, which is lobbying against offshore wind proposals around the country over concerns the turbines could interfere with fishing routes.

The resistance could complicate President Joe Biden’s timeline. The Bureau of Ocean Energy Management wants to review at least 16 offshore wind plans for potential approval in the next three years, up from two total approvals since the agency was created in 2011.

Oregon officials are asking BOEM to delay a planned lease sale next year over concerns about its potential impacts on commercial fishing.

Implementation dates released for US ban on Russian seafood

March 14, 2022 — U.S. President Joe Biden’s order from Friday, 11 March, 2022, banning Russian seafood imports from entering U.S. ports will give U.S. businesses some time to accept previously made orders, according to guidance issued by the Treasury Department.

For those companies that have previously done business with Russia, any contract that was in place before Biden signed the executive order can still be carried out. But the U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) announced that companies expecting imports of fish or other items now banned can receive them through Friday, 25 March, as long as there was a written agreement in place prior to the president’s order.

Biden bans Russian seafood imports in latest economic response to Ukraine invasion

March 11, 2022 — U.S. President Joe Biden announced a ban on Russian seafood imports on Friday, 11 March, amid a raft of new economic sanctions he’s imposing in response Russia’s invasion of Ukraine.

U.S. Sen. Dan Sullivan (R-Alaska) and other members of that state’s congressional delegation, who called for blocking Russian seafood imports as the country prepared to invade Ukraine, backed Biden’s move. A bill introduced into the Senate by Sullivan and fellow Alaskan GOP U.S. Sen. Lisa Murkowski was blocked just prior to when the invasion began in February.

Offshore Wind Turbines Could Mess With Ships’ Radar Signals

March 3, 2022 — Offshore wind development has the potential to transform the nation’s energy supply by providing clean power directly to big coastal cities. In fact, the Biden administration is pushing to develop 30 gigawatts of offshore wind capacity by 2030—enough to power 10 million homes and reduce carbon emissions by 78 million metric tons.

But a new study might throw a wrench in those plans. It turns out that massive wind turbines may interfere with marine radar systems, making it risky for both big ships passing through shipping channels near offshore wind farms and smaller vessels navigating around them. While European and Asian nations have relied on offshore wind power for more than a decade, the big wind farms proposed off the US continental shelf are larger and spaced further apart, meaning that ships are more likely to be operating nearby. These farms are proposed along the East Coast from Massachusetts to North Carolina, as well as for a handful of locations off the California coast, according to data from the US Bureau of Ocean Energy Management.

A panel of experts convened by the National Academy of Sciences, Engineering, and Medicine concluded in a report issued last week that wind turbines can create two different problems. First, their steel towers can reflect electromagnetic waves, interfering with ships’ navigational radar systems in ways that might obscure a nearby boat.
