Bumble Bee Foods, LLC and FCF Partner with Ocean Outcomes to Improve Longline Tuna Fisheries

Bumble Bee Foods, LLC, FCF Fishery Company, Ltd., and Ocean Outcomes have announced a major initiative to improve fishing practices of the albacore longline tuna fisheries in the Indian Ocean and Western and Central Pacific Ocean from which Bumble Bee sources.

“As we procure a significant amount of albacore tuna annually to meet demand for our products, we are in a unique position to help ensure the long term sustainability of longline albacore fisheries,” said Mike Kraft, Vice President, Sustainability at Bumble Bee. “All of that tuna comes from healthy stocks. This initiative will launch two Fishery Improvement Projects (FIPs) to help ensure those stocks remain healthy, while working to close identified gaps between current fishery operations and other MSC principles.”

A positive transformation of tuna management and tuna fishing practices is gaining momentum, especially in the purse seine sector, but not all harvesting sectors are as far along. Recent catch sector engagement initiatives – such as the Global FIP Alliance for Sustainable Tuna (GFAST) – have made progress in addressing the challenges of international management of tuna fisheries, but there is clearly an opportunity to increase participation from Northeast Asian longline fleets.

“This bold step by Bumble Bee, FCF and their supplying longline vessels blazes a trail for key tuna catchers to join the sustainable tuna movement,” said Daniel Suddaby, who is leading the project for Ocean Outcomes.

Bumble Bee sources its albacore tuna through FCF, a Taiwanese-founded company that works closely with fishing vessels. FCF, a partner in the initiative, will work with their associated longline fleets towards improved fishing practices.

“This is a fantastic opportunity for FCF to proactively engage the hundreds of tuna vessels we work closely with on a journey towards global best practices,” said Fong Lee, Sustainability Officer at FCF.

“We know sustainable tuna fisheries require robust harvest strategies. And we know transparent monitoring of fishery impacts is critical for addressing any negative effects on surrounding ecosystems. These FIPs will work towards both those goals,” said Suddaby.

As a next step in the initiative, project partners are formalizing both the Indian Ocean Albacore Tuna Longline FIP and the South Pacific Albacore and Yellowfin Tuna Longline FIP. As part of that process they are developing FIP workplans and recruiting FIP participants.

Tracking tools identify regional hubs of whale shark activity

August 17, 2018 — Where do the biggest fish in the sea go to find enough food? Turns out, not too far, if they live in a region with lots of food.

Whale sharks (Rhincodon typus) swim about 25 kilometers (15 miles) per day and can make some tremendous long-distance oceanic movements. Scientists recently tracked a female whale shark from the eastern Pacific to the western Indo-Pacific for 20,142 kilometers (more than 12,000 miles) over 841 days, the longest whale shark migration route ever recorded.

Juvenile sharks in a series of four studies, one in the Philippines and three in the western Indian Ocean, apparently prefer to swim laps around their favorite feeding grounds.

Whale sharks are the world’s largest fish, growing up to 12 meters (40 feet) long and weighing up to 25 tons; even juveniles are 7 to 9 meters (23 to 30 feet) long. Scientists are keen to understand where these huge fish spend their time to better conserve them.

Fishing activity threatens whale sharks through direct killing, capture as bycatch, and boat strikes. Half of the world’s whale shark population has been killed since the 1980s, primarily by fisheries in China, India, the Philippines and Taiwan, and Chinese fisheries still target whale sharks for their fins and meat. The rapid decline in whale sharks’ global population prompted the International Union for the Conservation of Nature (IUCN) to reclassify the species as endangered in 2016.

ISSF Wants Concrete Progress on Harvest Strategies in the Indian Ocean

May 21, 2018 — WASHINGTON — The following was released by the International Seafood Sustainability Foundation:   

The International Seafood Sustainability Foundation (ISSF) published its position statement in advance of the 22nd Session of the Indian Ocean Tuna Commission (IOTC) in Bangkok, Thailand, May 21-25.  One of ISSF’s highest priority items for IOTC is to advance the region’s management strategy evaluations (MSE) for albacore, yellowfin and bigeye tuna, which have not been fully evaluated; adopt species-specific harvest strategies; and conduct a review of limit reference points to pave the way for the adoption of harvest control rules by 2019.

“ISSF is concerned that the Commission’s progress on harvest control rules (HCRs) for stocks that need stricter and more targeted management has slowed, based in part on a lack of resources for its critically important harvest strategy work,” said ISSF President Susan Jackson.

“The Commission has taken steps over the last three years to demonstrate its intention to implement carefully planned harvest strategies, but has made little progress on execution this year. It’s important that the Commission regains momentum at the upcoming Annual Session in Bangkok. That starts with considering the Science Committee endorsed MSE outcomes and taking other needed decisions in line with Resolution 15/10 that will lead to the adoption of HCRs next year.”

Observer Coverage and Electronic Monitoring

In the position statement, ISSF also advocates for intensified FAD management measures — including of supply and tender vessels; full implementation of a non-entangling Fish Aggregating Device (FAD) requirement; and regional support for projects that test biodegradable FADs.

Additionally, ISSF asks IOTC to:

  • Require 100 percent observer coverage on large-scale purse seine vessels
  • Increase longline observer coverage to 20 percent
  • Develop standards so that electronic monitoring can be used to ultimately achieve 100 percent observer coverage in both purse-seine and longline fisheries
  • Strengthen the IOTC compliance assessment process
ISSF urges IOTC to move forward with harvest strategies for all species within its purview. IOTC’s own science committee reports that:
  • Indian Ocean yellowfin tuna is overfished with 67.7 percent probability.
  • Billfish, such as black and striped marlin, in the Indian Ocean are overfished, with 80 percent and 60 percent probability, respectively.
  • Longtail tuna, a species critical to the region’s food security, is overfished with 67 percent probability.

Harvest Strategies, which include target and limit reference points (TRPs and LRPs) together with harvest control rules, provide pre-agreed rules for the management of fisheries resources and action to be taken in response to changes in stock status. Pre-agreed rules and strategies enable prompt management action to avoid overfishing or to rebuild stocks and reduce protracted negotiations that can lead to further declines in the stock.

Additional “asks” of IOTC from ISSF this year include:

  • Retain overall catch reductions contained in IOTC Resolution 17/01 to prevent overfishing of Indian Ocean yellowfin and other species, which requires the Commission to rigorously evaluate the resolution’s effectiveness when the results of the next stock assessment are available and ensure that all relevant parties comply with the resolution.
  • Like last year, ISSF advocates for strengthened monitoring, control and surveillance measures to support data collection and the implementation of harvest strategies.

ISSF Skipper Workshops Reached Record-High Number of Tuna Fishers in 2017

March 15, 2018 — WASHINGTON — The following was released by the International Seafood Sustainability Foundation:

The International Seafood Sustainability Foundation (ISSF) Skippers’ Workshop programmarked its most successful year on record in 2017, reaching 794 participants, with tuna purse-seine skippers (457) and crew (238) comprising the majority (88 percent) of attendees. Other workshop participants included vessel owners and officials.

Since 2009, ISSF has been conducting workshops worldwide that unite fishers from tropical tuna fleets with scientists and other stakeholders to discuss methods for reducing shark and other bycatch, especially during Fish Aggregating Device (FAD) fishing. ISSF partners with Azti-Tecnalia, a Spanish technological research center for marine and food innovation, to conduct its skippers workshops.

Last year, ISSF added new workshop locations, including Zhoushan, China and Ambon, Makassar, and Manado, Indonesia. Eighteen skippers workshops were conducted across 10 different countries, covering fleets in the Western and Central Pacific Ocean, Atlantic Ocean, Indian Ocean, and Eastern Pacific Ocean. Since their inception, ISSF workshops have attracted more than 3,000 participants — including more than 1,700 skippers, enough to put nearly two ISSF-trained fishers on each large purse seine vessel operating today.

Notable activities in and findings from 2017 workshops include:

  • Rising acceptance of biodegradable FADs to reduce marine debris, with initiatives like the one in the Indian Ocean, Project BIOFAD, with participation from Spanish and French fleets
  • Continued success in advancing the use of lower-entanglement-risk FADs and non-entangling FADs by fleets in three out of the four major tuna fishing regions
  • Wide acceptance of best bycatch release methods, with some fleets applying them daily
  • Fisher support for technology to remotely identify the presence of small bigeye and yellowfin tuna at FADs
  • Discussion of options to reduce FAD impacts, including limiting FAD numbers, FAD closures, or prohibiting supply vessels

Now in its second year, ISSF’s “Train-the-Trainer” program in Indonesia reached small-vessel tuna purse-seine captains in seven workshops. These local trainers will enable the program to reach more skippers in remote locations across the archipelago.

“Our skippers workshops continue to be the best method for ensuring that our research findings on FAD management and bycatch reduction result in positive shifts on the water,” said ISSF President Susan Jackson. “Not only are we able to share best practices as we gain more scientific knowledge, but we are also able to gain valuable insight directly from the fishers who spend their working hours fishing for tuna. It’s education that goes both ways.”

All 2017 successes are outlined in the recently published ISSF Technical Report ISSF Skippers’ Workshops Round 7. The report includes details on each 2017 workshop, photos, and graphs showing fisher participation and acceptance of best practices. It also features a “Novel ideas and improvements for mitigation activities” section.

Skippers’ workshop attendance fulfills the requirement for ISSF conservation measure 3.4.

State of Tuna Stocks Worldwide Assessed in Comprehensive ISSF Report

Global tuna catch stays at 78% healthy level

March 8, 2018 — WASHINGTON — The following was released by the International Seafood Sustainability Foundation:

Of the total tuna catch in 2016, 78% came from stocks at “healthy” levels, unchanged since last reported, according to a February 2018 International Seafood Sustainability Foundation (ISSF) Status of the Stocks report. Skipjack tuna stocks — at healthy levels in all ocean regions — constituted more than one-half of the 2016 total catch.

One notable change in stock status in the February 2018 Status report is for Southern bluefin tuna, a stock that has moved from orange to yellow in abundance ratings. Stock abundance is low, about 13% of the unfished level. However, the stock is rebuilding continuously as a result of the implementation of a robust Management Procedure (a Harvest Strategy) by the Commission for the Conservation of Southern Bluefin Tuna, the regional organization in charge of managing the stock. In contrast, the Pacific bluefin stock, along with the Indian Ocean yellowfin stock and the Atlantic Ocean bigeye stock remain overfished. See Tables 1 and 2 in the report for specific rating changes.

There were no dramatic changes in tuna stock status since the previous November 2017 Status report; the updated report reflects new data made available at late 2017 tuna Regional Fisheries Management Organization (RFMO) meetings.

Updated several times per year, Status of the Stocks assigns color ratings (green, yellow or orange) on stock heath, stock management, and ecosystem impact. The report ranks the 23 stocks of major commercial tunas around the world using a consistent methodology.

Key Statistics in the Report

  • Total catch: In 2016, the total major commercial tuna catch was 4.9 million tonnes, a 2% increase from 2015. More than half of the total catch (57%) was skipjack tuna, followed by yellowfin (30%), bigeye (8%) and albacore (4%). Bluefin tunas (3 species) accounted for only 1% of the global catch. These percentages changed only slightly from the Nov. 2017 reporting period. 
  • Abundance or “spawning biomass” levels: Globally, 57% of the 23 stocks are at a healthy level of abundance, 13% are overfished, and 30% are at an intermediate level.
  • Stocks receiving orange scores, indicating overfished status, include Atlantic Ocean bigeye, Pacific Ocean bluefin and Indian Ocean yellowfin.
  • Fishing mortality levels: 65% of the 23 stocks are experiencing a well-managed fishing mortality rate, and 13% are experiencing overfishing (with no change from the previous report).
  • Largest catches by stock: The three largest catches in tonnes are Western Pacific Ocean skipjack, Western Pacific Ocean yellowfin, and Indian Ocean skipjack.
  • Tuna production by ocean region: Most (53%) of the world’s tuna is harvested from the Western and Central Pacific Ocean, followed by the Indian Ocean (20%), Eastern Pacific Ocean (13%), and Atlantic Ocean (10%).
  • Tuna production by fishing gear: 65% of the catch is made by purse seining, followed by longline (12%), pole-and-line (8%), gillnets (3%) and miscellaneous gears (12%). These percentages changed only slightly from the Nov. 2017 reporting period.

The Status of the Stocks summarizes the results of the most recent scientific assessments of these stocks, as well as the current management measures adopted by the RFMOs. This report ranks the status and management of the 23 stocks using a consistent methodology based on three factors: Abundance, Exploitation/Management (fishing mortality) and Environmental Impact (bycatch).

ISSF produces two reports annually that seek to provide clarity about where we stand — and how much more needs to be done — to ensure the long-term sustainability of tuna stocks: the Status of the Stocks provides a comprehensive analysis of tuna stocks by species, and the Evaluation of the Sustainability of Global Tuna Stocks Relative to Marine Stewardship Council Criteria (MSC) provides scores for the stocks and RFMOs based on MSC assessment criteria. The MSC-certified fisheries list (Appendix 2) in Status of the Stocks complements the Evaluation report.

Global Fishing Watch Partners With NOAA to End Illegal Fishing in Indonesia

January 17, 2018 — SEAFOOD NEWS — The U.S. National Oceanic and Atmospheric Administration (NOAA) has entered into a partnership with the Global Fishing Watch to “improve understanding of the activity of fishing vessels in Indonesian waters.”

The two organizations looked at Vessel Monitoring System (VMS) data from the Indonesian government and compared it to NOAA’s Visible Infrared Imaging Radiometer suite (VIIRS). According to a press release, they hoped to be able to use the data to “identify fishing vessels that are not picked up by other monitoring systems and to test and refine the use of VIIRS for identifying and distinguishing different types of fishing vessels.” What they found was that approximately 80% of VIIRS detections “could not be correlated to a vessel broadcasting VMS.”

The reason a vessel may not be broadcasting VMS is because they are under a 30 gross ton threshold, which was previously established by the Indonesian government. Or, a vessel could not be broadcasting VMS because they are fishing illegally.

“I’m excited for this opportunity to see the dark fleet,” Global Fishing Watch Research Program Director David Kroodsma said in a press release of vessels that don’t show up in VMS. “NOAA’s VIIRS data shows up vessels we can’t see by any other means and helps us to gain a more complete picture of fishing activity.”

The Global Fishing Watch will be using this new data to identify “dark vessels” that may be illegally fishing.

Updated ISSF Status of the Stocks Report Shows Tuna Stock Abundance and Fishing Mortality Improvements

November 2, 2017 — WASHINGTON — The following was released  by the International Seafood Sustainability Foundation:

Of the total tuna catch, 78% comes from stocks at “healthy” levels, an increase of 2% since last reported, according to a November 2017 International Seafood Sustainability Foundation (ISSF) Status of the Stocks report. Eleven percent of the global catch came from overfished stocks, and another 11% of the catch is from stocks at an intermediate level of abundance. (See “Key Questions” below for definitions of overfished and overfishing.)

Updated several times per year, Status of the Stocks ranks the 23 stocks of major commercial tunas around the world using a consistent methodology. The report assigns color ratings (green, yellow or orange) on stock health, alternately noted as “abundance” and “spawning biomass”; fishing mortality; and ecosystem impact.

There are some encouraging changes in tuna stock status since the previous February 2017 Status report. The November 2017 report reflects new data from 2017 tuna Regional Fisheries Management Organization (RFMO) meetings:

  • Abundance ratings improved for Eastern Pacific bigeye, Western and Central Pacific bigeye, Mediterranean albacore, and Western Atlantic bluefin.
  • Fishing mortality ratings improved for Western and Central Pacific bigeye, North Pacific albacore, and Indian Ocean albacore.

In contrast, two bluefin stocks (Southern and Pacific Ocean), one yellowfin stock (Indian Ocean), and one bigeye stock (Atlantic Ocean) remain overfished. See Tables 1 and 2 in the report for specific rating changes.

Inadequate bycatch monitoring and/or bycatch mitigation measures — represented by separate “Environmental Impact” scores, the third rating area — still are a concern in many of the tuna fisheries studied.


Key Findings in Updated Report

Other notable statistics and findings include:

  • Total catch: In 2015, the total major commercial tuna catch was 4.8 million tonnes, a 4% decrease from 2014. More than half of the total catch (58%) was skipjack tuna, followed by yellowfin (28%), bigeye (8%) and albacore (4%). Bluefin tunas accounted for only 1% of the global catch. These percentages did not change from the February 2017 report.
  • Abundance or “spawning biomass” levels: Globally, 57% of the 23 stocks are at a healthy level of abundance (an increase of 5% from the previous report), 17% are overfished, and 26% are at an intermediate level.
    • Stocks receiving orange scores, indicating overfishing or overfished status, include both Southern Hemisphere and Pacific Ocean bluefin, Indian Ocean yellowfin, and Atlantic bigeye.
  • Fishing mortality levels: 65% of the stocks (an 8% improvement since the previous report) are experiencing a low fishing mortality rate, and 13% are experiencing overfishing.
  • Largest catches by stock: The three largest catches in tonnes are Western Pacific Ocean skipjack, Western Pacific Ocean yellowfin, and Indian Ocean yellowfin.
  • Tuna production by fishing gear: 64% of the catch is made by purse seining, followed by longline (12%), pole-and-line (9%), gillnets (4%) and miscellaneous gears (11%).

For the first time in Status of the Stocks history, the November 2017 report features an appendix with a list of fisheries certified by the Marine Stewardship Council (MSC).

“The MSC fishery certification scheme is the most widely recognized indicator of seafood sustainability,” explains Dr. Victor Restrepo, Vice President of Science, ISSF. “The list helps us to track the tuna stocks and fishing gears that are certified.”

Key Questions Answered by the Report
Status of the Stocks answers three key questions about each tuna stock:

  1. Is the stock overfished?
    A. The report measures the abundance of fish that are able to reproduce each year, called the spawning stock biomass (SSB), and compares it to an estimate of the biomass that would produce maximum sustainable yield (SSBMSY), which is the spawning biomass that results in the highest average catches in the long-term (this is a target of fisheries management). When SSB is below SSBMSY the stock is in an “overfished” state.

Overfishing doesn’t necessarily mean that the stock is in immediate danger of extinction or collapse — it means that currently, the fish aren’t being allowed to grow and reproduce at their most productive level. If a stock is overfished, the report will note any corrective measures being taken by the relevant fisheries management organization (RFMO).

  1. Is it in danger of becoming overfished?
  2. The report measures the fishing mortality rate (F), a measure of fishing intensity, and compares it to the fishing mortality that produces maximum sustainable yield (FMSY). When F is above FMSY, the stock is in danger of becoming overfished in the future. This is called overfishing. If overfishing is taking place, the report will note any corrective measures being taken.
  3. Are the methods used to catch the tuna also catching significant numbers of non-targeted species?
  4. The report also measures the environmental impact of fishing in terms of “bycatch” rates. Bycatch is any species caught by the boat that is not the kind of fish the skipper is searching for. All fishing methods result in some bycatch of non-target species. The report identifies the relative bycatch rates by fishing gear and reports on mitigation measures adopted by the RFMOs for various species groups.

What’s A Woggin? A Bird, a Word, and a Linguistic Mystery

December 2nd, 2016 — On December 20, 1792, the whaling ship Asia was making its way through the Desolation Islands, in the Indian Ocean, when the crew decided to stop for lunch. According to the log keeper, the meal was a great success: “At 1 PM Sent our Boat on Shore After Some refreshments,” he wrote. “She returned with A Plenty of Woggins we Cooked Some for Supper.”

 Right about now, you may be feeling peckish. But you may also be wondering: What in the world is a woggin?

New species are discovered all the time. Unknown old species—extinct ones, found as fossils and then plugged into our historical understanding of the world—turn up a lot, too. But every once in a while, all we have to go on is a word. New or old, known or unknown, no one knew what a woggin was until Judith Lund, whaling historian, decided to find out.

Like all professionals, 18th-century whalers had their share of strange jargon. A “blanket” was a massive sheet of blubber. “Gurry” was the sludge of oil and guts that covered the deck after a kill, and a “gooney” was an albatross. Modern-day whaling historians depend on their knowledge of these terms to decode ship’s logs—vital for understanding the sailors’ day-to-day experiences, as well as gleaning overall trends. Being elbow-deep in whaleman slang is just part of the job.

Biodiversity makes reef fish more resilient in the face of climate change, research confirms

May 17, 2016 — New research confirms that biodiversity can help reef fish weather the impacts of global warming.

Reef systems with greater numbers of fish species are not just more productive but also more resilient to rising sea-surface temperatures and the temperature swings associated with climate change, according to a new study led by researchers with the Smithsonian’s Tennenbaum Marine Observatories Network.

After analyzing data from more than 4,500 fish surveys of reefs around the world to compare the effects of biodiversity and other environmental factors on global reef fish biomass, the authors of the study found that biodiversity, measured by the number of species (species diversity) and the variety of functional traits (functional diversity) within a reef system, was one of the strongest predictors of fish biomass, second only to mean sea-surface temperature.

A direct impact of the carbon emissions that continue to concentrate in Earth’s atmosphere is warmer, more acidic ocean waters, which has contributed to the bleaching of reefs around the world. Just last month, scientists announced that 99 percent of coral reefs surveyed in Australia’s Great Barrier Reef have been hit by the global bleaching event that has already taken a toll on reefs at the Pacific islands of Hawaii, Vanuatu, American Samoa, and Fiji, as well as parts of the Caribbean, the Florida Keys, and the Indian Ocean.

Ocean’s Oxygen Starts Running Low

May 3, 2016 — Climate change is doing more than warming the world’s oceans. It’s also making it harder for marine life to breathe.

Curtis Deutsch, associate professor at the University of Washington’s School of Oceanography, studies how increasing global temperatures are altering the levels of dissolved oxygen in the world’s oceans. Scientists have been warning that decreasing amounts of available oxygen will increase stress on a range of species, even as they also face the effects of rising temperatures and ocean acidification.

Deutsch’s latest research is untangling how much oxygen loss is linked to climate change and how much is due to normal variation in oxygen levels.

“As the climate goes up, the amount of oxygen will go down, but it’s really hard to look in the ocean to see that change,” he said.

Using an earth system modeling approach, Deutsch and scientists at the National Center for Atmospheric Research and the Georgia Institute of Technology mapped out changing oxygen levels across the world’s oceans through the end of the 21st century.

They found that it was possible to distinguish the impact of global warming from other sources of oxygen loss. As soon as 2030 to 2040, climate-driven declines in oxygen levels will be detectable in oceans all over the globe. In some places, like the southern Indian Ocean and parts of the eastern tropical Pacific and Atlantic basins, evidence of climate-linked deoxygenation is already apparent, while other regions won’t see changes by 2100.
