Maine plans swifter protocols for shellfish monitoring

November 13, 2017 — No one knows the origin of an algae bloom that closed hundreds of miles of Maine coastline to shellfish harvesting this fall. Or why the microscopic phytoplankton responsible for it suddenly became so bountiful in the Gulf of Maine. Or even why it produces toxins in the first place.

What is known is that a toxic bloom of Pseudo-nitzschia, a common phytoplankton, caused a recall of 58,500 pounds of blue mussels in September – only the second shellfish recall in Maine’s modern history. To prevent another recall, the state is drastically reassessing its shellfish monitoring practices.

“I’m frustrated we had another recall this year,” said Kohl Kanwit, director of public health for the Maine Department of Marine Resources. A similar Pseudo-nitzschia bloom in 2016 forced a recall and closed a third of the state’s 3,500-mile coastline to harvesting.

“I was confident we were going to be ahead of it. We knew a lot more, we were quicker to react to it, but we weren’t accounting for the fact that in less than a week toxins could go from barely detectable to over the (safety) limit.”

Next year, even a hint of toxic Pseudo-nitzschia in the water will trigger broad precautionary closures until the department knows shellfish are safe, an entirely new approach to biotoxin management, Kanwit said.

Climate change, sparse policies endanger right whale population

November 8, 2017 — North Atlantic right whales – a highly endangered species making modest population gains in the past decade – may be imperiled by warming waters and insufficient international protection, according to a new Cornell University analysis published in Global Change Biology.

North Atlantic right whales’ preferred cuisine is copepods that thrive in cool waters, such as the Gulf of Maine, said author Erin Meyer-Gutbrod, who conducted the work as a doctoral student and postdoctoral researcher in the laboratory of Charles Greene, professor of oceanography and co-author on the paper.

Scientists once relied on continuous plankton sampling to track the copepods, but the National Oceanic and Atmospheric Administrations’ National Marine Fisheries Service discontinued the program, preventing researchers from observing ecosystem changes as they occur.

NOAA Fisheries Seeks Comments on Proposed Rule for the New England Fishery Management Council’s Omnibus Essential Fish Habitat Amendment

November 6, 2017 — The following was released by NOAA Fisheries:

We are seeking public comment on an action that would:

  • Revise the essential fish habitat designations for all New England Fishery Management Council-managed species and life stages;
  • Add Habitat Areas of Particular Concern to highlight especially important habitat areas, including 16 canyons and two seamounts;
  • Revise the spatial management system within the Gulf of Maine, Georges Bank, and the southern New England area to better align with scientific advice on how and where to protect essential fish habitat while balancing the economic needs of the fishing industry;
  • Establish two Dedicated Habitat Research Areas;
  • Revise or implement seasonal spawning protection measures; and
  • Add a system for reviewing and updating the proposed measures.

Whale research to highlight changes in gulf

November 2, 2017 — BAR HARBOR, Maine — Upcoming new research into the feeding habits of baleen whales in the Gulf of Maine – one of the fastest-warming bodies of water on the planet – could shed light on impacts of climate change on oceans worldwide.

The study of whale foraging ecology will be undertaken by members of College of the Atlantic’s Allied Whale marine mammal research program, in partnership with Cetos Research Organization, during a five-year project beginning in spring 2018.

Paired with data from a similar Allied Whale study done before temperatures began rising so dramatically in the gulf in 2004, this new research will give scientists their first broad picture of how the ocean’s top predators are adapting to a rapidly changing environment.

“The warming gulf has the potential to radically affect prey structure, and we have the control data from before the warming started to go by,” said Allied Whale Director Sean Todd, the Steven K. Katona Chair in Marine Science at COA and a principal investigator on the project.

No salmon return to Canada river, bringing New England fears

October 30, 2017 — A conservation group’s discovery that no wild Atlantic salmon have returned to a key river in New Brunswick is prompting concern for the fish’s population health in the U.S. and eastern Canada.

The New Brunswick-based Atlantic Salmon Federation has been monitoring the Magaguadavic River for the Canadian government since 1992. The group says this year is the first time since then that no wild salmon have returned to the river to spawn.

Atlantic salmon were once abundant in rivers of New England and eastern Canada, but they’re now endangered or have disappeared in parts of both areas. The U.S.’s National Marine Fisheries Service is in the midst of reviewing the Gulf of Maine’s population, which is listed endangered under the Endangered Species Act.

About 900 wild salmon entered the river to spawn in 1983, and the fact that none returned this year is bad news for the fish’s population in Maine and Canada, said Neville Crabbe, spokesman for the Atlantic Salmon Federation.

“It means for the Magaguadavic River, whatever wild salmon that existed there are now extinct,” Crabbe said. “It affects the good work being done on all the rivers.”

The Atlantic Herring Area fishery regulations include seasonal spawning closures for portions of state and federal waters in parts of Maine, Massachusetts and New Hampshire

October 26, 2017 — The following was released by the Atlantic States Marine Fisheries Commission:

The Atlantic Herring Area 1A (inshore Gulf of Maine) fishery regulations include seasonal spawning closures for portions of state and federal waters in Eastern Maine, Western Maine and Massachusetts/New Hampshire.

Samples from the Massachusetts/New Hampshire spawning area indicate a significant number of spawning herring, defined as 25% or more mature herring by number in a sample that have yet to spawn. As a result, the Massachusetts/New Hampshire spawning area will re-close for two additional weeks, starting at 12:00 a.m. on October 29, 2017 and extending through 11:59 p.m. on November 11, 2017. Vessels in the directed Atlantic herring fishery cannot take, land or possess Atlantic herring caught within the Massachusetts/New Hampshire spawning area during this time and must have all fishing gear stowed when transiting through the area. An incidental bycatch allowance of up to 2,000 pounds of Atlantic herring per trip/ calendar day applies to vessels in non-directed fisheries that are fishing within the Massachusetts/New Hampshire spawning area.

The Massachusetts/New Hampshire spawning area includes all waters bounded by the Massachusetts, New Hampshire and Maine coasts, and 43° 30’ N and 70° 00’ W.

Little hope in latest evaluations of codfish

October 23, 2017 — GLOUCESTER, Mass. — The completed operational assessments to help determine 2018-2020 groundfish quotas do not appear to be any more optimistic about the state of Gulf of Maine cod than those that effectively shuttered the fishery in the fall of 2014.

The New England Fishery Management Council’s science and statistical committee is set to meet Monday and Tuesday in Boston to review the assessments for 19 groundfish species and finalize its catch recommendations to the full council.

According to committee documents, the operational assessments show the respective stocks of eight species — Gulf of Maine and Georges Bank haddock, redfish, white hake, windowpane flounder, pollock, Georges Bank winter flounder and American plaice — to be abundant and healthy.

US sea scallop surveys open door for big harvest in 2018

October 11, 2017 — GLOUCESTER, Massachusetts — Extensive surveys of Atlantic sea scallop beds on Georges Bank and in the Mid-Atlantic bode well for area fishermen counting on a good haul in 2018: The biomass is so high that it’s possible catch limits could even be increased.

Sea scallops have been a more solid source of seafood business in New England than other fish and shellfish in recent years. The 35.7 million pounds harvested in 2015, the most recent year available from National Oceanic and Atmospheric Administration data, were worth $437.9m in ex-vessel landings value, sixth most valuable among all seafood landings in the US and an almost 6% weight gain over the previous year. The average ex-vessel price per pound of meats in 2015 was $12.26.

No wonder scallops make up 80% of the total value of all landings in the Port of New Bedford, Massachusetts.

NE Council Receives 2017 Scallop Survey Overview and Progress Report on 2018 Management Measures in Framework 29

October 2, 2017 — The following was released by the New England Fishery Management Council:

During its late-September meeting in Gloucester, MA, the New England Fishery Management Council received a comprehensive overview of the “very successful” 2017 scallop survey season. The Council then reviewed the range of measures under development for Framework Adjustment 29 to the Atlantic Sea Scallop Fishery Management Plan. These measures, once fully developed and approved, will apply to the 2018 scallop fishing year, which will begin on April 1 instead of March 1 as in previous years.

Five separate groups contributed to the 2017 scallop surveys:

  • The Virginia Institute of Marine Science (VIMS) conducted dredge surveys in the Mid-Atlantic, Nantucket Lightship Area, and Closed Area II.
  • UMass Dartmouth School for Marine Science and Technology (SMAST) conducted intensive surveys of Closed Area I, Closed Area II, and the Elephant Trunk Area, along with broadscale surveys of Georges Bank and the Mid-Atlantic and a drop camera survey of Stellwagen Bank in the Gulf of Maine.
  • The Woods Hole Oceanographic Institution (WHOI), in partnership with Lund’s Fisheries, conducted a Habitat Camera Mapping System (HabCam) version 5 (v5) survey of the Northern Edge on Georges Bank.
  • Coonamessett Farm Foundation (CFF) conducted a HabCam v3 survey of the Nantucket Lightship Area, as well as a HabCam v3 survey on Stellwagen Bank and Jeffreys Ledge in the Gulf of Maine, along with six dredge tows on Stellwagen. And,
  • The Northeast Fisheries Science Center (NEFSC) conducted a dredge survey on Georges Bank and a HabCam v4 survey of the Mid-Atlantic and Georges Bank.
