Maine to hold hearings on scallop fishery rules

September 10, 2018 — Maine’s scallop fishermen will have a chance to weigh in on a plan to keep the rules governing their fishery about the same in the coming season.

Scallopers would be allowed to harvest the same amount of the shellfish per day under a proposal by state regulators. The hearings are scheduled for Monday in Augusta, Tuesday in Machias and Wednesday in Ellsworth.

The proposal also includes localized closures, which the state uses to allow young scallops to grow.

MAINE: Whale seen struggling in fishing net in Gulf of Maine ‘appears to be OK,’ expert says

September 7, 2018 — A whale caught in a fishing net last week appeared fine when seen swimming in the area over the weekend, said Dianna Schulte, research coordinator and co-founder of the Blue Ocean Society for Marine Conservation.

Named “Owl,” the 32-year-old humpback whale “appears to be OK physically,” she elaborated.

Owl was entangled in the fishing net deployed off a “purse-seiner” vessel Aug. 30 off the Isles of Shoals, a small group of islands straddling the border between Maine and New Hampshire, according to multiple witnesses. The witnesses included 85 people aboard a Granite State Whale Watch tour, led by captain Peter Reynolds.

Reynolds said Friday that Owl was one of 12 humpback whales in the area at the time, that the fishing net was intentionally set in spite of them and he thought Owl was going to die while trapped and thrashing in the net for about 50 minutes. He said the fishing crew continued to try to haul the net while Owl was caught and “in obvious distress,” while his passengers watched and were “horrified.”

Regulators weigh health of shrimp fishery

September 7, 2018 — Fishery managers will move closer to deciding the fate of the Gulf of Maine’s northern shrimp fishery when they meet in October to review the latest assessment of the imperiled stock.

The review is one of the final steps leading to a decision whether to reopen the fishery to commercial fishing for the 2019 season for the first time in six seasons.

It does not look good.

The popular winter fishery has been shuttered since the beginning of the 2014 season to all but research-related shrimping because of historically low abundance and biomass numbers that reflect a stock in free fall.

The 2017 benchmark assessment — which led regulators to close the fishery for the 2018 season — showed no signs of improvement from previous years and regulators seem to expect the same outcome from the 2018 stock assessment.

“The trends are similar,” Megan Ware, a fishery management plan coordinator with the Atlantic States Marine Fisheries Commission, which regulates the fishery, said Thursday. “We’re still seeing the low trends that we’ve seen in the past five years.”

Quotas up for most key Northeast groundfish stocks

September 6, 2018 — At the start of 2018, regulatory changes triggered substantial quota increases for several commercially important groundfish stocks, including Georges Bank cod, Gulf of Maine cod, Gulf of Maine haddock and pollock — as well as smaller increases for a few choke stocks.

“The stocks themselves are in good shape, with plenty of fish to catch,” said Bert Jongerden, general manager of the Portland Fish Exchange, a wholesale fish auction in Maine.

Catch limits for other groundfish decreased from 2017 limits, and fishermen still face challenges with non-allocated stocks, such as windowpane flounder.

“Overall, however, the 2018 quotas provide a number of groundfish fishing opportunities on healthy resources,” said Janice Plante, public affairs officer for the New England Fishery Management Council.

Despite a Gulf of Maine cod quota increase, the catch limit remains depressed for fishermen trying to work on healthy stocks. Wholesale auction prices for gulf cod were averaging at $2.52 for large cod in late July. However, added Jongerden, “dabs are the choke species for cod, and boats have to buy allocation in order to go fishing.”

Georges Bank haddock continues to be one of the healthiest stocks — and markets support it.

NOAA issues clarion call as dead seal numbers hit 599

September 5, 2018 — Seals, some sick and others already dead, continue to wash up on New England shores as fishery managers and marine researchers scramble to identify what is causing the largest unusual seal mortality in this region since 2011.

On Tuesday, NOAA Fisheries updated its preliminary numbers to show that, in the period between July 1 and Aug. 29, 599 harbor and gray seals — 462 dead and 137 alive — were stranded on the coastlines of Maine, New Hampshire and Massachusetts.

Since the previous preliminary count was completed on Aug. 25, 55 newly counted dead seals were among the 67 seals that washed ashore in New England, according to the figures supplied by the National Oceanic and Atmospheric Administration.

The strandings have occurred from Down East Maine to Massachusetts’ North Shore — including at least one in Rockport last week and four on Gloucester’s Coffin Beach two weeks ago — and prompted NOAA last Friday to issue an unusual mortality event for Northeast gray and harbor seals.

The issuance of the unusual mortality event, which NOAA Fisheries has used in the past in efforts to protect Gulf of Maine cod and northern right whale populations, is the regulatory equivalent of a clarion call.

SEAN HORGAN: Of whale poop and lobster claws

September 4, 2018 — Well, Happy Labor Day. We hope you are celebrating by lying in a hammock, dozing in the sun while listening to a ballgame on the radio, taking a swim and any and all activities completely separated from the concept of work. Take the day. You’ve earned it. Even if you haven’t, we won’t spill.

As an homage to the chill, we’re going to abridge the top of the column, providing another piece to your day that doesn’t require much intellectual or emotional heavy lifting. I’m telling you, this Labor Day thing is the cat’s whiskers.

Whale of a story

It feels as if any time we write about whales, it’s with a certain hand-wringing about their imperiled status. But there is another side to the coin and that is that the great beasts have been a constant and immensely pleasurable presence near the Cape Ann coastline all summer.

Our waters have been filled with the largest mammals of the sea from mid-spring. There was an early appearance of a dozen or so northern right whales, followed by humpbacks, minke and fin whales. We even heard from one Rockport lobsterman, whose name is being withheld because of his continued ties to the radical Weather Underground, of pilot whales feeding on schools of pogeys in as little as 9 feet of water hereabouts.

Perhaps you saw the story in the pages of the Gloucester Daily Times and online at gloucestertimes.com, where our intrepid correspondent, along with photographer Paul Bilodeau, journeyed out aboard a whale watch boat to check out all the hubbub.

Now comes a different type of whale story: how the scientific community is mustering even more arguments for protecting whales because of the benefits of their, well, poop.

According to the piece in Scientific American, a 2010 study showed whale feces injects about 23,000 metric tons of nitrogen into Gulf of Maine waters each year and conceivably could help with climate change.

Waters off New England in midst of record year for warmth

August 31, 2018 — The waters off of New England are already warming faster than most of the world’s oceans, and they are nearing the end of one of the hottest summers in their history.

That is the takeaway from an analysis of summer sea surface temperatures in the Gulf of Maine by a marine scientist with the Gulf of Maine Research Institute in Portland. The average sea surface temperature in the gulf was nearly 5 degrees Fahrenheit above the long-term average during one 10-day stretch in August, said the scientist, Andy Pershing, who released the work Thursday.

Aug. 8 was the second warmest day in recorded history in the gulf, and there were other sustained stretches this summer that were a few degrees higher than the average from 1982 to 2011, Pershing said. He characterized this year as “especially warm” even for a body of water that he and other scientists previously identified as warming faster than 99 percent of the global ocean.

How Whale Poop Could Counter Calls to Resume Commercial Hunting

August 29, 2018 — Before whales dive into the darkness of the deep ocean they often come to the surface and release a huge plume of fecal matter—which can be the color of over-steeped green tea or a bright orange sunset. When Joe Roman, a conservation biologist at the University of Vermont, saw one of these spectacular dumps in the mid-1990s, he got to wondering: “Is it ecologically important? Or is it a fart in a hurricane?”

Roman and other researchers have since shown whale excrement provides key nutrients that fuel the marine food chain, and that it also contributes to the ocean carbon cycle. These important roles are now influencing scientific and economic arguments for protecting whales, at a time when calls for a resumption of whaling are growing. “The scientific community is coming to understand a new value of whales: their role in maintaining healthy and productive oceans,” says Sue Fisher, a marine wildlife consultant at the nonprofit Animal Welfare Institute. “We are beginning to see governments use this rationale to justify measures to protect whales.” But as the International Whaling Commission (IWC) prepares for its biennial meeting next month, the ecological services whales provide are set to split the gathered countries—with an unknown outcome for the whales.

Whale poop’s importance is nothing to sniff at. In a 2010 study Roman’s team found whale defecation brings 23,000 metric tons of nitrogen to the surface each year in the Gulf of Maine—more than all the rivers that empty into the gulf combined. This nitrogen fertilizes the sea by sustaining microscopic plants that feed animal plankton, which in turn feeds fish and other animals including the whales themselves. Studies have found similar effects elsewhere, and with other nutrients found in whale feces. And when they migrate, whales also redistribute nutrients around the globe. By moving them from higher latitudes, Roman says, the giant mammals could be increasing productivity in some tropical waters by 15 percent.

By stimulating the growth of microscopic plants called phytoplankton, whale scat may also help limit climate change. These tiny aquatic plants remove carbon from the atmosphere and carry it deep into the ocean when they die. Research in the Southern Ocean showed the iron defecated each year by some 12,000 resident sperm whales feeds phytoplankton that store 240,000 more metric tons of carbon in the deep ocean than the whales exhale. This means that, on balance, whales help lock carbon away.

A controversial comeback for a highly prized tuna

August 29, 2018 — SOUTH PORTLAND, Maine — On a drizzling summer afternoon in South Portland, marine biologist Walt Golet is helping attach a quarter-ton Atlantic bluefin tuna to a heavy crane so it can be weighed as part of New England’s premier tournament for the giant fish. And this year’s derby is different than many in the past — there are far more tuna.

A decade ago, participants in the Sturdivant Island Tuna Tournament went consecutive years in which they didn’t catch a single fish in the Gulf of Maine. This year, fishermen set a record with 30, including the 801-pound (363.33-kilogram) winner.

Their record haul is happening amid a turning point for these giant tuna, an iconic species that scientists say appears to be slowly recovering in the Atlantic Ocean. The reemergence of bluefin, which can weigh more than half a ton, has led to debate among fishermen, conservationists and scientists over just how much the big fish have recovered. It remains at a fraction of its population 60 years ago.

“There’s probably no fish that’s ever been more politicized than Atlantic bluefin tuna,” said Golet, a University of Maine professor. “People get a passion for this fish. And people are making a living off of this fish.”

The fish have long been at the center of a battle among commercial fishermen who can make a huge amount of money on a single fish, environmentalists who see them as marvels of marine migration, and consumers who pay a hefty price for them in restaurants.

Fisheries and Climate Change: What’s Going On in New England?

August 28, 2018 — From cod to lobster, it’s no secret that New England’s fisheries are suffering at the hands of rising water temperatures and ecological shifts related to climate change. But, sometimes, it smacks you in the face.

This past week alone, a new assessment found no improvement in the Gulf of Maine shrimp fishery, which has been closed for five years. And another study linked rising water temperatures to the spread of a shell disease that has hit lobsters in southern New England hard in recent years.

Andrew Pershing, the chief scientific officer for Gulf of Maine Research Institute shared his thoughts on what’s happening in the New England fisheries, and while it’s not great, it’s not all bad news.

“You have to really put lobster in Maine and New Hampshire and north-of-Cape-Cod in the winner category, where the warming over the last 30 years has been a real boon to that population and it’s helped them achieve the record catches that people in Maine have had over the last three or four years,” Pershing said.

But in southern New England, those warming waters have been the cause of a decline. They’re essentially making it too hot for baby lobsters to thrive, and now it also seems to be contributing to the spread of a lobster shell disease.
