Weighing in on whales: Maine’s delegation asks for accuracy

May 31, 2019 — Maine’s congressional delegation issued a letter this week to NOAA’s acting director in an effort to clarify the agency’s mission and goals for right whale protections.

Maine’s lobster industry stakeholders have concerns about the federal data tool used to establish levels of risk, varying standards for risk reduction, and sharing the burden of whale protection by enlisting Canadian fisheries to adopt similar management measures.

Following an April meeting of the Atlantic Large Whale Take Reduction Team, Maine lobster officials agreed to reduce vertical trap lines by 50 percent and overall risk to right whales by 60 percent, with the understanding that other state-run fisheries would make the same commitment to overall risk reduction.

Fishermen face another quota cut, could hit lobster prices

May 28, 2019 — Fishermen already dealing with a dramatic reduction in the amount of a key bait fish they are allowed to harvest will likely face an additional cut next year that could drive up the price of lobster for consumers.

Regulators on the East Coast are contending with a drop in the population of herring, a key forage fish species that has been used as lobster bait for generations. Cuts in catch quota this year will mean the total haul for 2019 will be less than a fifth of the 2014 harvest, which was more than 200 million pounds (90 million kilograms).

A fishery management board is due to make a decision about the 2020 catch limits in early June. The options include maintaining this year’s levels or reducing them further, the National Oceanic and Atmospheric Administration has said in public documents.

The agency wants to avoid overfishing at a time when a scientific assessment has shown a below-average number of young herring are joining the population. Scientists have said it’s not clear why that’s the case, but two possibilities they’ve cited are climate change and an abundance of predators.

The lobster industry has enjoyed large hauls in recent years, but it’s dependent on bait to load traps. A spike in the price of bait could ultimately be felt by consumers in restaurants and fish markets.

For lobster fishermen, another cut to the quota will mean finding new sources of bait, said Beth Casoni, executive director of the Massachusetts Lobstermen’s Association. It’s possible there won’t be enough to go around, and prices are sure to be high.

From Carp to Pig-Hide: Bait Shortage Means Change for Lobsters’ Diet

May 23, 2019 — Gulf of Maine lobstermen are casting around far and wide for new kinds of bait, now that federal regulators have cut herring quotas by 70 percent. Possible solutions range from the mass importation of a nuisance fish from the Midwest, to manufactured baits to pig hides.

Fisheries managers estimate a 50-million pound “herring gap” in Maine over the next year. To help close it, they are turning to colleagues in Illinois.

On a rainy fishing day in the Illinois River, state invasive species coordinator Kevin Irons oversees the capture of dozens of fish — all freshwater carp, which were introduced to the Mississippi Basin decades ago. They have proliferated at an epic scale, crowding out native fish and damaging ecosystems.

“The big-head, the silvers and the grass carp, you also see some of the common carp — I like to call them Grampa’s carp, they’ve been around a long time,” says Irons. “You’ve got four different species of invasive fish here.”

Where Did the Right Whales Go?

May 23, 2019 — Something happened to the population of North Atlantic right whales in the last decade, as their numbers shrank and fewer calves were born.

Scientists had long speculated that a change had occurred in the whales’ sources of food. By 2017, only 411 animals were counted, down from 482 in 2010. A paper published this month in the journal Oceanography, links warming in the Gulf of Maine with the life cycle of the copepod Calanus finmarchicus, a tiny shrimplike creature that forms the foundation of the right whale diet.

Although it is hard to prove cause and effect, the paper’s lead author, Nicholas Record, said the study connected “the big ocean-scale climate changes” in the North Atlantic with the water coming into the Gulf of Maine and the whale’s food resources.

“All of these pieces lined up together really well,” said Dr. Record, senior research scientist at the Bigelow Laboratory for Ocean Sciences, a nonprofit institute in Boothbay, Maine. “It was really kind of stunning.”

An influx of warm water near the ocean floor in 2010 significantly reduced the abundance of the shrimplike creature in the Gulf of Maine that summer and fall. Warmer water would have brought in fewer Calanus and also meant that more died and were eaten earlier in the season, Dr. Record said, leaving less food, “right when right whales need their last big meal before winter.”

The whales followed the Calanus populations elsewhere, including to Cape Cod Bay and to the Gulf of St. Lawrence in northern Canada. Their shift in location may have created even bigger problems for the overall population, when they might have been hungry and moved to places with heavy shipping traffic.

MASSACHUSETTS: ‘Lobster War’ hitting Whaling Museum theater

May 22, 2019 — The New Bedford Whaling Museum, in partnership with the New Bedford Fishing Heritage Center, is screening a documentary with claws.

“Lobster War” is an award-winning feature-length documentary film about a conflict between the United States and Canada over waters that both countries have claimed since the end of the Revolutionary War.

The disputed 277 square miles of sea known as the Gray Zone were traditionally fished by U.S. lobstermen.

But as the Gulf of Maine has warmed faster than nearly any other body of water on the planet, the area’s previously modest lobster population has surged. As a result, Canadians have begun to assert their sovereignty, warring with the Americans to claim the bounty.

“Lobster War – The Fight Over the World’s Richest Fishing Grounds” is directed by David Abel, a Pulitzer Prize-winning reporter at The Boston Globe, and Andy Laub, an award-winning documentarian, producers of the acclaimed Discovery channel documentary “Sacred Cod.”

GLOUCESTER DAILY TIMES: NOAA fixes proposed haddock rules

May 20, 2019 — Gulf of Maine haddock: NOAA Fisheries is recommending an increase in the daily bag limit to 15 from 12 in 2018, with the minimum size remaining at 17 inches. The recommendation for the open season is May 1 to Feb. 29 and April 15-30;

Gulf of Maine cod: NOAA Fisheries is recommending partially reopening the fishery that has been closed for several years to all fishing by allowing recreational fishermen to catch one GOM cod per day during the limited seasons of Sept. 15-30 and April 15-30. The recommended minimum size is 21 inches.

Georges Bank cod: NOAA Fisheries is recommending a status quo daily bag limit of 10, but with the proposed 2019 minimum size shrinking two inches to 21 inches. The fishery would be open to recreational fishing all year.

Interesting negotiating tactics

You know how it is with bosses and employees. They don’t always get along, but Forrest Broyles may have taken employer-employee animus to a new level.

Broyles, from the Hawaiian island of Kauai, has pleaded no contest in court “after telling police he was under the influence of a hallucinogenic when he used a machete to wreak havoc on his former boss’ home because of a fish dispute,” according to story by the Associated Press.

Broyles was angry at his boss, claiming he didn’t get his share of the choke ahi they caught together. So, on Dec. 3, while cruising at altitude on the hallucinogenic brew of ayahuasca (apparently a local favorite along the Amazon River), Broyles broke into his ex-boss’ abode and made his case in high-charged fashion.

“Broyles ex-boss told police he was at home watching football with his wife when he heard a horn honking and then a loud bang,” according to the report. “He then heard glass shattering from his front door and saw Broyles headed to the living area carrying a machete.”

Correction to the Proposed Rule for 2019 Groundfish Recreational Regulations in the Gulf of Maine and Georges Bank

May 16, 2019 — The following was released by NOAA Fisheries:

NOAA Fisheries has published a minor correction to the proposed rule for 2019 groundfish recreational measures. In the published version of the proposed rule, the Federal Register made a transcription error in Table 2. The table stated incorrectly that the Groundfish Committee recommended a 15-inch minimum fish size for Gulf of Maine haddock. The Committee’s recommendation and our proposed minimum size for Gulf of Maine haddock is 17 inches.

Read the correction as published in the Federal Register. The proposed rule as published in the Federal Register will still display the incorrect value in Table 2.

Recreational Cod Fishing Could Restart, Barely, In Gulf Of Maine

May 16, 2019 — In a story May 16 about recreational cod fishing, The Associated Press erroneously reported the proposed catch limit. It would be one Gulf of Maine cod per day during two seasons in September and April that last 15 days each, not one per year during those limited seasons.

A corrected version of the story is below:

The recreational fishery for a species of fish that has experienced population collapse in recent history could reopen.

Recreational fishing for Atlantic cod has not been allowed in the Gulf of Maine recently due to concerns about the decline in the fish’s population. But the National Oceanic and Atmospheric Administration says the fish could withstand a very limited fishery at the moment.

Federal regulators are considering a proposal to allow recreational fishermen to catch one Gulf of Maine cod per day during two limited seasons that last 15 days each in September and April. The Gulf of Maine is a body of water off Massachusetts, Maine and New Hampshire that once teemed with cod, which is the namesake of Cape Cod.

Finding consensus on whale protections a tough call in Maine

May 13, 2019 — Federal regulators have given Maine’s lobster industry its marching orders: Find a way to cut the number of surface-to-seabed fishing lines by 50 percent to help prevent the injury or death of even one of the endangered right whales that pass through the Gulf of Maine.

The National Marine Fisheries Service is allowing each lobstering state to develop its own plan to protect the whale, whose numbers have fallen to a little more than 400 in recent years. But it will be hard to find one way to make it work in Maine, where the $485 million-a-year fishery is known for its diversity.

“The devil will be in the details,” said state Department of Marine Resources Commissioner Pat Keliher.

Of the 4,500 people who lobster for a living along Maine’s coast, some fish with single traps at the end of each buoy line while others place multiple traps, from two or three to as many as 30, on a single weighted ground line, with both ends linked to the surface by a single buoy line.

Deciding how many traps to put on a trawl – the gear that connects a line of lobster traps – varies throughout each of the state’s seven lobster zones, depending on traditional fishing practices, shipping traffic, the geography of the ocean floor and the size of the lobster operation.
