Oversight of fishing vessels lacking, new analysis shows

February 19, 2020 — Policies regulating fishing in international waters do not sufficiently protect officials who monitor illegal fishing, the prohibited dumping of equipment, or human trafficking or other human rights abuses, finds a new analysis by a team of environmental researchers.

“These fisheries observers risk their lives to watch over industrial fishing activities, and yet they are often not afforded sufficient legal safeguards,” says Jennifer Jacquet, an associate professor in New York University’s Department of Environmental Studies and a co-author of the study. “If we are serious about protecting ocean life, we must first put policies in place to protect fisheries observers.”

The analysis, co-authored with the nonprofit Greenpeace and the Association of Professional Observers, appears in the journal Marine Policy.

There are an estimated 2,500 observers globally, and in recent years many have been subject to human rights and safety violations, including intimidation, assault, and even murder or disappearance under suspicious circumstances. The researchers add that since 2010, at least seven fisheries observers have disappeared while monitoring fisheries under the authority of Regional Fisheries Management Organizations (RFMOs). Notably, very little information is available regarding the circumstances.

How Thai Union rapidly pivoted to a greener business strategy

January 21, 2020 — Back in 2015, Thai Union had run into choppy waters. The multi-billion dollar seafood giant behind global tinned fish brands John West in the United Kingdom, Chicken of the Sea in the United States and King Oscar in Norway, among many others, had a PR shipwreck in its sights, and needed to shift coordinates swiftly.

Exposés in the New York Times, Associated Press and The Guardian had laid bare human rights abuses, forced labor and environmentally destructive fishing methods in Asian supply chains for canned seafood and prawns that ended up in U.K. supermarkets, placing Thai Union — one of the biggest producers in the world — firmly in the media and campaigner firing line.

Greenpeace didn’t mince its words, calling on consumers and investors to boycott the company, accusing it of “sacrificing the world’s oceans” and “destructive, wasteful fishing practices from its supply chains.”

“For far too long Thai Union Group has passed the blame onto others and hidden behind ineffective policies,” Greenpeace campaigner Graham Forbes said at the time. “Until this industry giant takes responsibility and demonstrates real leadership, we will work to ensure that every single customer knows it’s not just tuna that comes with buying one of its tainted brands.”

Deadly conditions for Indonesian migrant crews tied to illegal fishing

January 7, 2020 — D, 28-year-old Indonesian man, was witness to a deadly assault on a fellow boat crew member by the captain when they worked aboard the Taiwanese fishing vessel Da Wang a few years ago. The captain hit his friend in the head, then forced them to continue working.

“In the morning when we woke up for breakfast, we found him dead in his room. The captain wrapped up my dead friend’s body with a blanket and then stored him in the freezer,” D said in an interview in July 2019.

D is one of 34 Indonesian sailors featured in an investigative report by the environmental group Greenpeace and the Indonesian Migrant Workers’ Union (SBMI) published on Dec. 9. The organizations looked into their complaints of forced labor during their employment on 13 fishing vessels registered in China, Taiwan, Fiji and Vanuatu.

The crews’ statements described conditions in which they experienced overwork, withholding of wages, debt bondage, and physical and sexual violence. These conditions eventually forced them to cut short their working contracts, which typically run about two years, and forfeit the deposits they were typically required to pay to get the jobs.

Greenpeace report says forced labor persists in Southeast Asia fishing sector

December 11, 2019 — Slavery continues to plague the fishing sector in Southeast Asia, according to a new report from Greenpeace Southeast Asia.

Relying on interviews, documents, and other information, the report painted a picture of Indonesian, Filipino, and other Southeast Asian migrant fishermen working aboard distant-water vessels owned by foreign countries and suffering from mistreatment, human rights abuses, and forced labor.

Human rights groups criticize MSC’s new Chain of Custody Standard

June 11, 2019 — Thirteen human rights and environmental groups have released a statement criticizing the effectiveness of the Marine Stewardship Council’s new Chain of Custody Standard.

The 13 groups – including Human Rights Watch, Greenpeace, Freedom Fund, the International Labor Rights Forum, and more – have criticized the program’s new standard, saying that the standards will not be effective enough to identify and protect seafood workers from labor rights violations and abuse. The groups, which are a part of the Thai Seafood Working Group, have a number of concerns about the standard.

A key concern, according to the joint statement, is the classification of countries into “low-risk” and “high-risk” categories, with due diligence in certification required only in “high-risk” countries.

“The way that MSC defines the criteria for risk will allow seafood operations that may have serious labor abuses – such as processing and shrimp-peeling facilities – to be certified without any labor due diligence simply because they are in countries classified as low risk,” ILRF Executive Director Judy Gearhart said in a release.

Another point of criticism is the process on-shore operators – like processing facilities – will need to undergo to obtain certification. The MSC standard is for companies to undergo one of three labor audits recognized by the organization: Amfori Business Social Compliance Initiative, SEDEX SMETA, or Social Accountability International’s SA8000.

NEW YORK: A Push for Offshore Oil

December 7, 2018 — A recent move by the Trump administration could lead the way to oil and gas exploration and extraction off the Atlantic coast.

The Washington Post reported on Friday that the National Marine Fisheries Service, a division of the National Oceanic and Atmospheric Administration, has approved five requests that will allow companies to conduct seismic surveys. The “incidental take” authorizations allow companies conducting such surveys — geophysical companies working on behalf of oil and gas corporations, The Post reported — to harm marine life as long as it is unintentional.

Such surveys would be conducted using seismic air guns, which emit loud blasts on a recurring basis, 10 seconds apart for 24 hours a day, often for weeks at a time, according to the environmental group Greenpeace. The sonic blasts, or “pings,” penetrate through the ocean and miles into the seafloor and can harm whales, dolphins, sea turtles, and fish. They can result in temporary and permanent hearing loss, habitat abandonment, disruption of mating and feeding, beachings, and death, according to Greenpeace.

Majority of krill fishing companies join Greenpeace in protecting Antarctic Ocean

July 12, 2018 –A host of seafood industry representatives and companies have aligned with conservation groups to support the creation of marine protected areas in the Antarctic, according to a roundtable announcement hosted at the Greenpeace-led Antarctic 360° event in Cambridge, United Kingdom this week.

Aker BioMarine (Norway), Pesca Chile (Chile), Insung (South Korea), Rimfrost (Norway), and China National Fisheries Corporation (China) have all agreed to the instatement of a voluntary krill fishery closure along the Antarctic Peninsula, the World Wildlife Foundation explained in a press release. Additionally, Aker BioMarine, the world’s largest krill fishing company, pledged its support to the creation of marine sanctuaries in Antarctica through the establishment of Marine Protected Areas (MPAs) in coming years.

“Safeguarding the Antarctic ecosystem in which we operate is part of who we are. Our ongoing dialogue with ARK members, scientists and the community of environmental NGOs, including Greenpeace, is what makes additional efforts like this possible. We are positive that ARK’s commitment will help ensure krill as a sustainable and stable source of healthy omega-3s for the future,” Aker BioMarine Executive Vice President Kristine Hartmann said. “Through our commitment we are showing that it is possible for no-fish zones and sustainable fisheries to co-exist. Our intention with this commitment is to support CCAMLR’s work on establishing a network of large-scale science-based marine protected areas in the Antarctic.”

Greenpeace Japan: Eel sourcing “like a black box”

June 27, 2018 — Greenpeace Japan is highlighting the prevalence of illegally-sourced eel in Japan’s supply chain and is calling for more traceability in advance of the midsummer day of the ox, a holiday celebrated by eating grilled eel. This year it falls on two days: 20 July and 1 August.

Greenpeace issued a report on 4 June that shows eels are at high risk from poaching and illegal transactions. The organization conducted a survey on eel procurement at major supermarkets, and found it was rare for the label attached to the grilled eel package to describe what kind of eel it is.

While there are four eels used for grilled eel – Japanese eel, European eel, American eel and bicolor eel – because grilled eel is a processed item, writing only “eel” is no problem in terms of rules. Although in 2013 the Fisheries Agency requested voluntary labeling of Japanese eel, few supermarkets do so. Akiko Tsuchiya of Greenpeace Japan said retailers should be required to label what species is contained in all boxes of grilled eel.

For its report, Greenpeace bought eel at the 18 shops and had an external DNA laboratory conduct genetic testing. The organization said the most confusion was between Japanese and American eel. The tests found one product labeled as grilled Japanese eel was actually American eel. Greenpeace said that it is proof that the supply chain from the glass eels to the shop is wrapped in darkness.

NGO Coalition Identifies Measures to Protect Fisheries Observers

June 13, 2018 — The following was released by FishWise: 

A group of influential NGOs working in sustainable seafood released recommendations for measures to support the safety of observers working aboard tuna fishing vessels, “Policies and Recommendations to Improve the Safety of Fisheries Observers Deployed inTuna Fisheries.” First introduced in March 2018, ten organizations, including the largest association for professional observers, have joined forces to coauthor the document: FishWise, World Wildlife Fund, Environmental Justice Foundation, Greenpeace, International Pole and Line Foundation, International Seafood Sustainability Foundation, the Monterey Bay Aquarium Seafood Watch Program, The Pew Charitable Trusts, Sustainable Fisheries Partnership, and the Association for Professional Observers.

Published amid reports of human rights abuses in some seafood supply chains, this new set of recommendations signals a groundswell of support calling for protective measures for observers and other seafood workers. The NGO community plays a vital role in identifying best practices and requesting reforms, and many of the groups supporting these observer safety measures have strong connections to the seafood industry and those working at the Regional Fishery Management Organization level.

Observers play a vital role in the effective management and long-term viability of fisheries by collecting data at-sea. Isolated far from shore, tuna observers have dangerous jobs where vessel and personal safety are not always guaranteed. Observers are in a particularly vulnerable position when they witness activities the vessel operator doesn’t want reported, sometimes triggering the use of threats, bribes, or intimidation. Tragically, as Hakai Magazine and CNN reported recently, threats by fishing vessel operators to observers are sometimes carried out and some have even been murdered or declared missing under mysterious circumstances.

Many of the measures being suggested in this document were drafted by observers themselves in an Observer Bill of Rights, a document aimed at outlining safety measures all observers should be provided. Unfortunately, few tuna regulatory bodies have implemented those measures. By supporting existing policies that could improve observer safety and security in tuna fisheries, it is hoped that this document will spur action by companies and regulators to prevent human rights and safety violations in the future.

The document is being launched ahead of this year’s SeaWeb Seafood Summit in Barcelona, where many of the world’s seafood experts from across sectors will convene to discuss sustainability and social responsibility in seafood. The document was funded in part by the David and Lucile Packard Foundation, Humanity United, and the Gordon and Betty Moore Foundation.

Several organizations lending their support have provided quotes on the importance of this issue as well as the need for continued reforms from tuna companies and regional fisheries management organizations:

Report highlights how tuna fisheries can reduce bycatch

April 4, 2018 — Four environmental organizations have joined forces in an effort to reduce the amount of bycatch produced by longline tuna fishing operations.

In working with Greenpeace, Birdlife International, and The Nature Conservancy, Sustainable Fisheries Partnership released in late March detailing the impact longline practices have on other species. They hope to influence processors and retailers who wish to market sustainable tuna and want to improve the environmental performance of the fisheries who supply them.

In some cases, the species most impacted by longline tuna operations are endangered or vulnerable, such as sharks and sea turtles. Other species that can find themselves entangled in the lines include baleen whales and seals.
