Thai fishing group lobbies government to relax reforms, leaving NGOs, retailers, and suppliers troubled

September 19, 2019 — A list of demands from the National Fishing Association of Thailand (NFAT) – shared with Thai government officials in a closed-door meeting – could “derail the reform of the country’s fisheries,” according to the Environmental Justice Foundation (EJF) and its sources.

NFAT’s demands include lifting all restrictions on crew and catch transfers at sea, as well as being allowed to fish for much longer without the obligation to record exact fishing locations, EJF said. Additionally, the group has called for vessels that lost their licenses in 2015 to be allowed to fish once more, and for the abolishment of annual inspections of vessels and crew. It has also requested that age restrictions on fishing be relaxed, and that operators be given the capability to revise crew lists for many hours after leaving port.

EJF: Declining fish stocks, demand for cheap seafood driving human rights abuses

June 5, 2019 — Establishing full transparency in fisheries is crucial to ending the “vicious cycle of abuse” faced by workers in the catching sector, a new report compiled by the Environmental Justice Foundation (EJF) asserts.

The United Kingdom-based charity is also calling for the urgent ratification of international agreements designed to improve workers’ rights, vessel inspections, and enforcement.

According to EJF, there are direct links between declining fish stocks, illegal, unreported, and unregulated (IUU) fishing, and serious human rights abuses in the catching sector. Its report, “Blood and water: human rights abuse in the global seafood industry,” also contends that the challenge is being further exacerbated by a growing demand for cheap seafood. These powerful economic forces have driven down profits in many fisheries and have led to the increased abuse of crews, said EJF.

The report documents cases of slavery, debt bondage, insufficient food and water, filthy living conditions, physical and sexual assault, and even murder aboard fishing vessels from 13 countries operating across three oceans. These included trafficked fishermen in the U.K. and Ireland, bonded labor in the United Arab Emirates fisheries, forced labor on U.S.-flagged vessels based in Hawaii, and workers tricked into working on Thai fishing boats by brokers and traffickers.

SeaWeb Seafood Summit conference program puts focus on social and human rights challenges

April 26, 2019 — Representatives from Walmart, Anova Food, Thai Union, and North Atlantic/Bali Seafood International will be featured speakers at the 2019 SeaWeb Seafood Summit, which will have a major focus on social and human rights challenges in seafood supply chains.

The summit, taking place 10 to 14 June in Bangkok, Thailand, will involve many of the leading voices in the seafood sustainability movement in Asia and globally. Companies taking part in the event will discuss ways they’ve created stronger relationships with supply chain partners and workers, reduced their exposure to risk, and produced a better product to sell through the adoption of sustainability measures in their respective businesses.

The conference’s keynote speaker will be Fair Trade USA CEO Paul Rice, an advocate of “impact sourcing” as a core strategy for both poverty alleviation and sustainable business. Rice is the author of “The Human Face of Sustainability: Empowering Fishers, Farmers, and Workers.” Rice will also serve on a panel with Richard Welford, the founder and chairman of CSR Asia, Walmart Senior Buying Manager Trevyr Lester, and Sarah Hogan, the program officer for the Packard Foundation’s Global Seafood Markets strategy, to discuss successful examples from seafood and other industries of sustainable supply chains. The panelists will share their experiences in using market forces to drive positive impacts on workers, communities, resources, and corporate profits, according to Diversified Communications, which operates the summit. (Editor’s note: Diversified Communications also operates SeafoodSource).

Another featured panel at the summit will investigate the economics of sustainable seafood in Asia, sustainability trends in other Asian markets, and how sustainable practices might come to be better recognized in Asian markets in the future. The panel will include Janice Lao, director of group corporate responsibility and sustainability at The Hongkong & Shanghai Hotels Limited; Rabobank’s Umesh Madhavan; Nobukazu Furuya with AEON TopValu Thailand; Wakao Hanaoka from Seafood Legacy; and Julie Qiu, the marketing director for Australis Aquaculture.

A separate plenary session will look into illegal, unreported and unregulated fishing in Asia, and will include Environmental Justice Foundation Co-Founder Steve Trent and Adisorn Promthep, the Director-General of Thaland’s Department of Fisheries. Trent and Promthep will discuss transparency initiatives and how they can be applied in the real-world, studying examples from Thailand and Indonesia.

UK grocery chains join anti-slavery initiative

April 11, 2019 — Three major grocery chains in the United Kingdom are doing their part to help end illegal, unreported, and unregulated (IUU) fishing as well as slavery and human rights abuses.

Tesco, Sainsbury’s, and Co-op are the first to sign the Environmental Justice Foundation’s Charter for Transparency, which was designed to help supermarkets ensure their seafood supply chains are free from illegal fishing and human rights abuses. The three chains account for more than half of all grocery sales in the U.K., EJF said in a press release.

One-third of fish stocks are being exploited at unsustainable levels, with a further 60 percent fished at maximally sustainable levels, EJF said in a new report. Human rights abuses and illegal practices that destroy ocean ecosystems “have plagued parts of the global seafood industry,” EJF said in its release.

“Out at sea and far from law enforcement, crew are vulnerable, and unscrupulous owners can act with impunity,” the organization said.

“Transparency in all aspects of fisheries is crucial to ensuring that the seafood we eat was caught legally, ethically and sustainably. Supermarkets are a vital link in the chain and can do much to demand change,” EJF said.

“Supermarkets have real power to help end illegal fishing and human rights abuse at sea,” EJF Executive Director Steve Trent. “They can do this by putting in place effective risk mitigation policies and processes across their entire supply chains, backed by independent verification.”

NGO Coalition Identifies Measures to Protect Fisheries Observers

June 13, 2018 — The following was released by FishWise: 

A group of influential NGOs working in sustainable seafood released recommendations for measures to support the safety of observers working aboard tuna fishing vessels, “Policies and Recommendations to Improve the Safety of Fisheries Observers Deployed inTuna Fisheries.” First introduced in March 2018, ten organizations, including the largest association for professional observers, have joined forces to coauthor the document: FishWise, World Wildlife Fund, Environmental Justice Foundation, Greenpeace, International Pole and Line Foundation, International Seafood Sustainability Foundation, the Monterey Bay Aquarium Seafood Watch Program, The Pew Charitable Trusts, Sustainable Fisheries Partnership, and the Association for Professional Observers.

Published amid reports of human rights abuses in some seafood supply chains, this new set of recommendations signals a groundswell of support calling for protective measures for observers and other seafood workers. The NGO community plays a vital role in identifying best practices and requesting reforms, and many of the groups supporting these observer safety measures have strong connections to the seafood industry and those working at the Regional Fishery Management Organization level.

Observers play a vital role in the effective management and long-term viability of fisheries by collecting data at-sea. Isolated far from shore, tuna observers have dangerous jobs where vessel and personal safety are not always guaranteed. Observers are in a particularly vulnerable position when they witness activities the vessel operator doesn’t want reported, sometimes triggering the use of threats, bribes, or intimidation. Tragically, as Hakai Magazine and CNN reported recently, threats by fishing vessel operators to observers are sometimes carried out and some have even been murdered or declared missing under mysterious circumstances.

Many of the measures being suggested in this document were drafted by observers themselves in an Observer Bill of Rights, a document aimed at outlining safety measures all observers should be provided. Unfortunately, few tuna regulatory bodies have implemented those measures. By supporting existing policies that could improve observer safety and security in tuna fisheries, it is hoped that this document will spur action by companies and regulators to prevent human rights and safety violations in the future.

The document is being launched ahead of this year’s SeaWeb Seafood Summit in Barcelona, where many of the world’s seafood experts from across sectors will convene to discuss sustainability and social responsibility in seafood. The document was funded in part by the David and Lucile Packard Foundation, Humanity United, and the Gordon and Betty Moore Foundation.

Several organizations lending their support have provided quotes on the importance of this issue as well as the need for continued reforms from tuna companies and regional fisheries management organizations:

EU still vulnerable to illegal fish imports

March 17, 2017 — Disparities and weaknesses in import controls in key member states of the European Union mean illegally caught fish can still slip through the net and into EU supply chains, according to an analysis published today by the Environmental Justice Foundation, Oceana, The Pew Charitable Trusts and WWF.

The analysis provides a comprehensive evaluation of countries’ progress in implementing import controls under the EU Regulation to combat illegal, unreported and unregulated (IUU) fishing, which came into force in 2010. This is the first published analysis of data reported by member states to the European Commission for the most recent two-year reporting period, 2014 to 2015. It reveals significant problems with the way a number of EU member states are executing controls of fish consignments. For example, authorities in some major importing countries still fail to apply robust checks even where consignments come from countries that have been warned by the EU for having inadequate measures in place to prevent and deter illegal fishing. In some cases, the procedures implemented by EU countries appear insufficient to comply with the minimum control obligations laid down in EU legislation.

The study calls for more harmonised and rigorous procedures, as well as the digitisation of catch certificate information within the EU by the end of 2017, to ensure unscrupulous operators do not attempt to move their catch through ports where weaker controls are in place. Imports entering the EU in shipping containers are identified as particularly challenging for enforcement authorities, with procedures for these not harmonised to a sufficiently rigorous standard to date.

The import controls are a cornerstone of the European Union’s 2010 Regulation to combat IUU fishing, which is seen as a world-leading piece of legislation in the global fight against illegal fishing. The analysis reinforces the findings of a recent case study published by the four NGOs revealing that the fraudulent use of paper catch certificates and lack of an EU-wide system for cross-checking import documents means illegal catch is still getting through.

French retailers, companies guided on avoiding illegal fishing

December 5th, 2016 — NGOs Environmental Justice Foundation (EJF), SeaWeb Europe and WWF-France have issued a joint advisory note in collaboration with retailer Carrefour to inform French industry, retailers and brands of the risks associated with illegal fishing.

Following the positive acceptance of a similar guide issued to the U.K. supply chain last year, the French adaptation offers expert advice on source risk assessment and mitigation, and encourages action to prevent illegal, unreported and unregulated (IUU) fishery products entering French supply chains.

Presented in Paris, France, the new advisory sets out key recommendations, including:

  • Strengthened transparency and traceability of supply chains
  • Support for the effective ratification of the FAO Port State Measures Agreement (PSMA) and ILO Conventions relevant for fisheries
  • The introduction of IMO numbers or alternative unique verification identifiers linked to a global record of fishing vessels
  • Promote harmonization of import verification procedures across all EU member states, including an electronic catch certification system

According to EJF Executive Director, Steve Trent, there is a growing appetite for information on where seafood is coming from.

“Knowing where, and under what conditions, seafood is caught is vital for building legal and sustainable fisheries, and companies have a right to demand suppliers provide information on where products come from,” he said.
