TIM PLOUFF: Lobstering under attack

August 2, 2021 — A few weeks ago, Rep. Billy Bob Faulkingham (R-Winter Harbor) met with several dozen concerned citizens in Ellsworth for updates on Maine’s offshore wind proposals. The man facing that audience was grim-faced, fatigued and struggling for the proper words to express his apparent anxiety.

A husband, a father of three and a longtime lobsterman out of Winter Harbor, Faulkingham, who also serves on the Joint Standing Committee for Marine Resources, has been a strong voice of reason in our Legislature for many efforts at bettering our state, but primarily for working to protect Maine’s lobstering industry.

As Faulkingham described it, three seemingly combined forces are aligned and have put the bull’s-eye on the men and women in Maine whose lives depend on lobstering — whales, warming and wind power.

The right whale protection consortium has heightened its efforts to alter nearly every aspect of Maine’s primary (and most significant) fishing industry by pushing the federal fisheries agencies to limit, reduce and even eliminate the fishing methods currently employed in the local waters and the Gulf of Maine despite several studies indicating negligible right whale incidents within these waters over the last few years. At best, the supposed science is leaning toward saving whales, with little regard for the men and women who are active conservationists every day while doing their jobs.

The warming water folks, often the same groups and agencies that are involved with the right whale restrictions, also want to promote bureaucratic rules that will severely impact all forms of fishing in Maine’s coastal waters.

Odds are tiny for a winter shrimp fishing season

November 28, 2017 — ELLSWORTH, Maine — With fisheries regulators slated to gather in Portland on Wednesday, a shrimp fishing season in the Gulf of Maine this winter seemed as likely as bipartisan tax legislation in Congress.

The schedule called for members of the Atlantic State Marine Fisheries Commission’s Northern Shrimp Section to meet in the afternoon to establish dates and landings limits for the 2018 season. All evidence suggested that, except for a tiny “research” fishery, the limit, or total allowable catch, will be zero and there will be no season at all.

According to the commission’s recently released “2017 Stock Status Report for Gulf of Maine, Northern Shrimp,” the resource is in terrible shape. For the past five years (2012 through 2017) the shrimp stock has been at its lowest, both in terms of number and total biomass, over the 34 years that the shrimp population has been surveyed.

Prospects for the shrimp resource to rebound in the Gulf of Maine are grim.

Hundreds of dead fish prompt call for changes at Ellsworth dam

June 16, 2017 — River herring are dying in droves this month in Ellsworth after passing through Leonard Lake Dam, according to a Maine conservation group calling for safer passage for the fish.

“Community members have reported seeing hundreds of dead fish floating down stream below the dam and the Route 1 bridge on multiple occasions over the past 12 days,” said Brett Ciccotelli of the Downeast Salmon Federation. “Dead fish have been seen as far downstream as the city’s Harbor Park.”

Some of those fish appeared to have parts chopped off, while others suffered slashes across their sides or were missing eyes, indicating they struck turbines in the dam, according to the group.

The federation says “thousands” of adult river herring have been killed since early this month while returning from their spawning grounds farther upriver. The group made similar claims following another large-scale fish kill back in October.

“Their life history — needing fresh water to lay their eggs and returning to the same rivers year after year — makes dams without safe downstream passage particularly dangerous to river herring,” Ciccotelli said.

Brookfield Renewables, the parent company that owns the Ellsworth dam, is in the midst of a five-year process for renewing its federal license for the dam for another 30 years.

Ciccotelli argued that one requirement of that renewal should be an upgrade to the fish passage through the dam to reduce the number of fish kills.

Brookfield did not immediately return messages Friday requesting comment.

In October, Brookfield said in a news release that it was “constantly working to minimize the potential environmental impacts associated with our operations and activities.”

MAINE: Scallop season opens with high hopes

November 29, 2016 — ELLSWORTH, Maine — After an eight-month hiatus when, like summer tourists, the only scallops in local stores are “from away,” the Maine scallop fishing season is finally opening, at least for a handful of harvesters.

All along the coastline, licensed scallop divers are allowed to start fishing for the succulent bivalves today, Thursday, Dec. 1. Dragger fishermen will have to wait to wet their gear until next Monday, Dec. 5.

The season opens on an optimistic note. Over the past five years, scallop landings have increased steadily, from just over 175,000 pounds of scallop meats (about 1.5 million pounds in the shell) during 2011 to almost 453,000 pounds in 2015.

As in the past several years, fishermen will have a 60-day season in state waters between the Maine-New Hampshire border and western Penobscot Bay (Zone 1), a 70 day season in the waters between eastern Penobscot Bay and the Lubec Narrows bridge (Zone 2) and a 50-day season in Cobscook Bay—the state’s most productive scallop fishing grounds.

Fishermen are subject to a daily possession limit of 15 gallons (about 135 pounds) of scallop meats in all state waters except Cobscook Bay where the daily limit is 10 gallons.

Because commercial fisheries landings are generally reported on an annual basis, it is can be difficult to tease out how well the fishery did during a single season which incorporates parts of two calendar years. Dealers can also be slow in reporting landings information.

That said, during the 2014-2015 fishing season Maine harvesters landed about 525,000 pounds of scallops worth some $6.5 million. Virtually all of those scallops came from state waters—inside the three-mile limit.

The number of active scallopers has increased steadily over the past seven years.

What’s on a real roll? Demand for the Maine lobster

November 25, 2016 — ELLSWORTH, Maine — The demand for lobster is on a roll — often literally. And that is helping to keep the price that Maine lobstermen are getting for their catch near historic highs.

The annual per-pound price first rose above $4 in 2004 and stayed there through 2007, then fell sharply during the recession. In 2015, annual price paid to Maine lobstermen reached $4.09 a pound, the first time it had topped the $4 mark since 2007.

This year, dockside prices for lobster have been close to or above the $4 level throughout the summer and fall, when most lobster is caught and prices usually dip to reflect the ample supply.

The demand for lobster has been buoyed, in part, by the number of casual restaurants that now include it on their menus and by the growing popularity of lobster rolls sold from roadside food trucks, according lobster industry officials.

“No question, more people are offering lobster up and down the [restaurant] hierarchy,” Matt Jacobson, head of the Maine Lobster Marketing Collaborative, said. “More awareness and more vendors is great, and drives demand.”

Among the eateries boosting demand for lobster rolls are the Luke’s Lobster chain of restaurants, franchised food trucks, such as Cousins Maine Lobster, and even McDonald’s, which has served lobster rolls at its New England locations the past two summers.

Jim Dow of Bar Harbor, vice president of Maine Lobstermen’s Association, said that, despite the mild weather last winter and warmer-than-usual water in the Gulf of Maine this past spring, there was not a repeat of the glut of new-shell lobster that in 2012 sent prices plummeting to their lowest point in decades.

“We did not get a big burst when the shedders first started” in early summer, Dow said. “They came in, but it was short-lived.”

Dow, who fishes out of Bass Harbor on Mount Desert Island, said that while fisherman in that area have been getting around $4 to $4.50 per pound this fall, the price of bait has been much higher than last year. This year he is paying $45 to $50 per bushel of herring, compared with $25 a year ago.

“Our bait price doubled,” Dow said, adding that fuel prices have stayed relatively low.

Patrice McCarron, executive director of Maine Lobstermen’s Association, said recently that the increase in bait costs could mean that many lobsterman earn less money this year even if their gross revenues rise.

Shrimp may be plentiful in Gulf of Mexico, but not Maine

November 18, 2016 — ELLSWORTH, Maine — State and federal fisheries regulators have imposed a moratorium on shrimp fishing in the Gulf of Maine for the fourth consecutive season because of “the depleted condition of the resource.”

Meeting in Portsmouth, N.H., last Thursday, Northern Shrimp Section of the Atlantic States Marine Fisheries Commission extended the current moratorium on commercial fishing for the 2017 fishing season that would, if fishing were allowed, begin Dec. 1.

The Section also approved a 116,845 pound (53 metric ton) “research set aside” to scientists to continue to collect important biological data about the size of the shrimp population and where the shrimp are located. As a practical matter, that means 15 fishermen chosen by lottery from among those who apply will have a chance to harvest, and sell, a few shrimp. Preference will be given to individuals in the lottery using specific gear designed to limit the catch of small shrimp and who were active in the shrimp fishery June 7, 2011.

According to the scientific evidence, the news for Northern shrimp, and the fishermen who made a living chasing them in winter, is grim.

In 1969, Maine fishermen landed more than 24 million pounds of shrimp. Total landings, including those in New Hampshire and Massachusetts, totaled more than 28 million pounds.

After a steady decline, landings surged to 17.9 million pounds in Maine (21 million pounds overall) during the 1996 season that ran from December 1995 through April 1996.

During the truncated 2013 season, the last before the moratorium, Maine shrimp landings were just over 639,000 pounds.

According to the ASMFC, the latest stock status report for Gulf of Maine northern shrimp indicates that measures of both abundance and biomass volume over the past four years “are the lowest on record” for the 33 years during which the surveys have been done.

NOAA: Americans are catching and eating more fish

November 1, 2016 — ELLSWORTH, Maine  — The National Oceanic and Atmospheric Administration released its annual Fisheries of the United States report for 2015 last week and, by almost any measure, the news was good.

Whether they are more health-conscious or some other factors came into play, the per capita consumption of fish and shellfish last year was 15.5 pounds. That’s an increase of just under a pound over the 14.6 pounds of seafood (and freshwater fish) Americans consumed in 2014.

All that good eating — if you included goodies like fried catfish, breaded scallops and fish sticks — didn’t come cheap. U.S. consumers spent some $96 billion for the products from various fisheries last year.

What was good for the nation’s consumers was good for the economy, too. The commercial marine fishing industry contributed about $48.7 billion to the domestic Gross National Product — including the “value added” aspects of the industry such as processing.

The commercial fishing industry had a strong year in terms of volume in 2015 but, in some fisheries, prices dropped enough to affect the “ex-vessel” price across all fisheries.

All commercial landings increased 2.4 percent from 2014 to a total of 9.7 pounds. Finfish represented 88 percent of landings, but just 46 percent of landed value — reflecting the high value of species such as lobster and scallops.

A closer look at the numbers shows that U.S. fishermen landed almost 7.8 billion pounds of edible fish and shellfish at ports within the 50 states — down 78 million pounds from 2014. Stateside landings of fish for industrial uses (animal feed, agricultural and other products) were almost 2 billion pounds, up 19 percent from the year before.

American lobster landings were 145.9 million pounds valued at $617.2 million — a decrease of 1.9 million pounds (over 1 percent), but an increase of $50.6 million (nearly 9 percent) compared with 2014. Maine led in landings for the 34th consecutive year with 121.7 million pounds valued at more than $498.4 million — a decrease of 2.4 million pounds (nearly 2 percent) compared with 2014. Massachusetts, the second leading producer, had landings of 16.4 million pounds valued at $78.3 million — an increase of 1.1 million pounds (over 7 percent) compared with 2014. Together, Maine and Massachusetts produced almost 95 percent of the total national landings. The average ex-vessel price per pound was $4.23 in 2015, compared with $3.83 in 2014.

MAINE: Shellfish closure expanded; cost to industry mounts

October 13, 2016 — ELLSWORTH, Maine — Downeast shellfish harvesters are reeling as the Department of Marine Resources last Friday expanded its closure of the Downeast clam and mussel fisheries because of the westward spread of the microscopic marine organism that causes amnesic shellfish poisoning (ASP).

On Sept. 27, DMR closed Cobscook Bay from Perry and Lubec to the Canadian border to the harvesting of mussels. A day later, the department expanded the closure to include clams.

On Sept. 30, DMR closed the entire state east of Otter Point on Mount Desert Island to all clam and mussel harvesting. Last week, the closure boundary was shifted westward to encompass much of Penobscot and Blue Hill bays and the outer islands.

“Currently, mussels, carnivorous snails and surf clams are closed from Deer Isle to the Canadian border,” DMR spokesman Jeff Nichols said in an email on Friday. “All other clams (softshell and hardshell) are closed from Isle au Haut to the Canadian border; European oysters are closed from Deer Isle to Machiasport.”

Harvesters and dealers have already felt the impact.

On Sept. 30, DMR ordered the recall of mussels and mahogany quahogs harvested or wet stored in the Jonesport area between Sept. 25 and Sept. 30. It also ordered a recall of clams harvested in the area between Cranberry Point in Corea and Cow Point in Roque Bluffs between Sept. 28 and Sept. 30.

According to Nichols, the recall affected five licensed shellfish dealers, “and more than 10,000 pounds of product was recovered and destroyed, which was more than 96 percent of the total product recalled.”

NOAA: Fishing gear killed endangered right whale

October 3, 2016 — ELLSWORTH, Maine — Entanglement in a morass of fishing gear killed an endangered right whale spotted off Boothbay Harbor last week and brought ashore in Portland last weekend for a necropsy, according to the National Oceanic and Atmospheric Administration

Speaking on Monday, Jennifer Goebel, a spokeswoman for NOAA’s Greater Atlantic Region in Gloucester, Mass., said scientists from the fisheries service had determined that “chronic entanglement was the cause of death” of the 45-ton, 43-foot-long animal.

Goebel also said that the New England Aquarium had identified the whale as No. 3694 in its North Atlantic Right Whale Catalog. According to Goebel, the whale was a female, believed to be about 11 years old, with no known calves.

The whale was first sited by researchers in 2006. Since then, the whale has been sited along the Atlantic Coast 26 times, most recently off Florida in February of this year.

According to Goebel, passengers on a Boothbay Harbor-based whale watching boat spotted the dead whale on Friday floating about 12 to 13 miles off Portland wrapped in fishing gear. Rope was reportedly wrapped around the whale’s head, in its mouth and around its flippers and its tail.

Establishment of new federal marine sanctuary draws mixed reaction

September 26, 2016 — ELLSWORTH, Maine — To the predictable responses of the commercial fishing industry — largely negative — and the conservation community — largely positive — President Obama last week set aside nearly 5,000 square miles off the coast of New England as a marine sanctuary.

Acting under the aegis of the Antiquities Act of 1906, he established the Northeast Canyons and Seamounts Marine Monument. That was the same statutory authority the President used to establish the controversial 87,600-acre Katahdin Woods and Waters National Monument in northern Maine last month.

In August, the President expanded the Papahānaumokuākea Marine National Monument off the coast of Hawaii by 442,781 square miles, creating the world’s largest marine protected area.

According to the National Oceanic and Atmospheric Administration, the monument encompasses a total of 4,913 square miles in two tracts. The first, rectangular in shape, protects three deep-ocean canyons: Oceanographer, Gilbert and Lydonia. The second, a larger triangle, protects the Bear, Physalla, Mytilus and Retriever seamounts.

Each of the three protected underwater canyons is deeper than the Grand Canyon. The four underwater mountains are, according to NOAA, “biodiversity hotspots and home to many rare and endangered species.”

To be managed jointly by NOAA and the U.S. Fish and Wildlife Service, the protected areas are home to deep-sea coral ecosystems and home to unique species. Additionally, the protected areas create oceanographic conditions that concentrate pelagic species, including whales, dolphins and turtles; and highly migratory fish such as tunas, bullfish and sharks.

A large number of birds also rely on this area for foraging. The purpose of the proposed monument designation is to protect these fragile and largely pristine deep-sea habitats, and species and ecosystems.
