New funding to study microplastic pollution effect on Delaware Bay blue crabs

November 6, 2019 — The Great Pacific Garbage Patch is often held up as the poster child for ocean pollution. And while the collection of trash collecting in the Pacific Ocean certainly deserves attention, researchers at the University of Delaware are concerned about a smaller source of pollution, much smaller.

Through its marine debris program, the National Oceanic and Atmospheric Administration is giving the university a $325,000 grant to study the impact of microplastics on blue crab populations near the Delaware Bay. Microplastics are defined as pieces of plastic less than five millimeters in length, or smaller than a pencil eraser. According to NOAA, some microplastics are microbeads, fibers or pellets that come from cosmetics or personal care products, for instance. They can also come from larger pieces of plastic that split apart and break down after exposure to the sun.

It’s estimated that there’s about five trillion tons of marine debris in our oceans and plastics are 90% of that, said UD College of Earth, Ocean and Environment Dean Estella Atekwana. “This grant is really timely so we can advance our understanding of what plastics do to our marine ecosystems,” she said.

ASMFC Horseshoe Crab Board Sets 2020 Specifications for Horseshoe Crabs of Delaware Bay Origin

October 30, 2019 — The following was released by the Atlantic States Marine Fisheries Commission:

The Atlantic States Marine Fisheries Commission’s Horseshoe Crab Management Board approved the harvest specifications for horseshoe crabs of Delaware Bay origin. Under the Adaptive Resource Management (ARM) Framework, the Board set a harvest limit of 500,000 Delaware Bay male horseshoe crabs and zero female horseshoe crabs for the 2020 season. Based on the allocation mechanism established in Addendum VII, the following quotas were set for the States of New Jersey, Delaware, and Maryland and the Commonwealth of Virginia, which harvest horseshoe crabs of Delaware Bay origin:

The Board chose a harvest package based on the Delaware Bay Ecosystem Technical Committee’s and ARM Subcommittee’s recommendation. The ARM Framework, established through Addendum VII, incorporates both shorebird and horseshoe crab abundance levels to set optimized harvest levels for horseshoe crabs of Delaware Bay origin. The horseshoe crab abundance estimate was based on data from the Benthic Trawl Survey conducted by Virginia Polytechnic Institute (Virginia Tech). This survey, which is the primary data source for assessing Delaware Bay horseshoe crab abundance for the past two years, as well as the ongoing benchmark stock assessment, does not have a consistent funding source. However, due to the efforts of three Senators and six Representatives – namely, Senators Chris Coons (D-DE), Tom Carper (D-DE), Cory Booker (D-NJ); and Representatives Frank Pallone (D-NJ), Frank LoBiondo (R-NJ), Lisa Blunt-Rochester (D-DE), Donald Norcross (D-NJ), Chris Smith (R-NJ), and Bill Pascrell (D-NJ) – and the support of NOAA Fisheries, annual funding for the survey has been provided since 2016. They have also requested that NOAA Fisheries incorporate the survey into the agency’s annual budget.

Dead dolphins keep washing up in Delaware. But why?

May 30, 2019 — Twelve dead dolphins have washed up on bay and ocean breaches in Delaware over the last two months.

Among the most recent: A decomposed bottlenose dolphin calf showed up on Memorial Day at Cape Henlopen State Park, and another was found Saturday on the coast in Rehoboth Beach.

What caused many of those deaths remains unclear: Most of the dolphins that washed ashore were largely decomposed by the time officials arrived from the Marine Education, Research and Rehabilitation Institute (MERR) in Lewes.

In an ocean filled with predators and scavengers, as well as the sun beating down on hot days, it can often be a challenge to get good enough tissue and fluid samples to figure out what happened.

“I’m not seeing anything out of the ordinary whatsoever at this point,” said Suzanne Thurman, executive director of MERR. “It’s always note-worthy, but it’s not a spike.”

ASMFC Horseshoe Crab Board Approves Benchmark Stock Assessment for Management Use

May 3, 2019 — The following was released by the Atlantic States Marine Fisheries Commission:

The 2019 Horseshoe Crab Benchmark Stock Assessment evaluated the stock status of the resource by region, finding populations within the Delaware Bay and Southeast regions remaining consistently neutral and good, respectively, through time. The Northeast region population has changed from poor to neutral, while the status of the New York region population has trended downward from good, to neutral, and now to poor. The Benchmark Assessment was endorsed by the Peer Review Panel and accepted by the Horseshoe Crab Management Board (Board) for management use.

To date, no overfishing or overfished definitions have been adopted for management use. For the assessment, biological reference points were developed for the Delaware Bay region horseshoe crab population although not endorsed by the Peer Review Panel for use in management. However, given the assessment results of low fishing mortality and relatively high abundance, overfishing and an overfished status are unlikely for female horseshoe crabs in the Delaware Bay region.

PRESS OF ATLANTIC CITY: Abundant menhaden draw whales and endless dispute over its fishery

April 28, 2019 — Jeff Stewart, the longtime captain of the Cape May Whale Watcher, recalled last seeing whales in Delaware Bay off Cape May County in 1990. Now, as then, the whales follow and prey on bigger schools of menhaden — a footlong fish used for fish-oil supplements, aquaculture feed and bait.

Seeing whales closer to shore is one benefit of the renewed abundance of menhaden, also called mossbunker or just bunker for short. Another is jobs in the menhaden fishery, which used to have operations in Cape May and Monmouth counties. More menhaden theoretically also helps the whales, striped bass, ospreys, dolphins and such that eat them.

This success story began in 2013, when the Atlantic States Marine Fisheries Commission set its first catch limits for menhaden in the waters from Maine to Florida. The fish has done so well since then that the quotas have been raised every year, to 216,000 metric tons.

In December, one of the leading certification bodies for the Marine Stewardship Council recommended that the Atlantic menhaden fishery be certified as sustainable. SAI Global said the fishery scored 83 for sustainability of the stock, 86 for minimizing environmental impacts, and 92 for effective fisheries management — each higher than the average score of 80 required for sustainability certification.

A sustainable and growing menhaden fishery, though, isn’t enough for some. Since at least 1888, when the Rod and Reel Association claimed commercial menhaden boats were taking fish better left as food for species they liked to catch and eat, people have fought over the best use for menhaden.

In the fall of 2017, a coalition of environmental and sport fishing interests, partly led by a unit of the Pew Charitable Trusts, successfully lobbied the fisheries commission to switch to a unique new management approach for a fishery, one based on estimates of how the menhaden population affects other fish and wildlife that prey upon it.

NEW JERSEY: Whales in the bay? It’s rare, but happening thanks to a surge in these fish off Cape May

April 9, 2019 — Jeff Stewart clearly remembers one of the last times humpback whales descended on the Delaware Bay.

It was 1990 and there was an abundance of bunker in the waters, a type of forage fish that whales eat that are also called menhaden, said Stewart, captain of the Cape May Whale Watcher.

Those same conditions are bringing the cetaceans to the bays from Town Bank to Cape May Point yet again, he said.

Marine biologists say a combination of warming waters and an increasing bunker population in the south is bringing more of the fish to New Jersey’s coast — and in turn luring whales to bay habitats they normally don’t swim in.

“There’s a ton of (bunker) right now. I’d definitely say it’s above average, to see it this early and in these quantities,” Stewart said.

Typically, the whales are found 20 miles offshore in the ocean, Stewart said, but last week, one of his captains spotted a humpback whale in the bay about 1½ miles off Cape May’s coast. Another was found in the bay Sunday morning about 100 yards out.

The tour agency, founded in 1993, started taking people out to sea again for the season last month. Stewart said more bottlenose dolphins are also in the waters as a result of increased bunker.

What you should know before eating fish from the Delaware

February 21, 2018 — You can eat even more of those fish you’ve caught in the Delaware River and Delaware Bay, state officials said Tuesday.

The New Jersey Department of Environmental Protection, citing improved water quality, has eased many of the restrictions it had in place on the amount of certain fish it says are safe to consume from those waters.

“These changes reflect an ongoing trend in which contaminants from past pollution such as PCBs and pesticides continues to decline,” Acting DEP Commissioner Anne McCabe said.

McCabe said anyone catching fish from the river or bay should review the DEP’s fish advisories so they can make “sound decisions” on what type of fish they should eat and how much.

Among the key changes include removing all advisories for weakfish for both the general population and those considered to be at higher risk.

The DEP also increased the acceptable consumption limit for all finfish caught in the Delaware River south of the Delaware-Pennsylvania border to the Chesapeake and Delaware Canal to three meals per year compared with the previous limit of one fish meal per year.

High-risk individuals, which include women of child-bearing age and children, continue to be advised to eat no fish from this area.

In addition, the DEP announced Tuesday it has revised its recommendations for consumption of bluefish caught in Delaware Bay from one meal per year for fish that are less than six pounds or smaller than 24 inches to a new recommendation of one meal per month for any fish less than 20 inches long for all groups.

Delaware Bay gets first artificial reef on New Jersey side

November 28, 2017 — ATLANTIC CITY, New Jersey — The state’s first artificial reef in the Delaware Bay will be centrally located for recreational fishermen from Fortescue to Cape May.

“Fishermen had been requesting one for quite some time,” said Peter Clarke, fisheries biologist and artificial reef coordinator for the Department of Environmental Protection. “We were finally able to do it.”

Construction is due to start in early December, he said.

Party boat captain Mike Rothman, of the 65-foot Bonanza II in Fortescue, said the reef will be beneficial for his business and for the bay’s recreational fishery.

“This give us more of an option,” said Rothman, who operates out of the Fortescue State Marina and is a Downe Township committeeman.

The Atlantic States Marine Fisheries Commission’s Horseshoe Crab Management Board approved the harvest specifications for horseshoe crabs of Delaware Bay origin. Under the Adaptive Resource Management (ARM) Framework, the Board set a harvest limit of 500,000 Delaware Bay male horseshoe crabs and zero female horseshoe crabs for the 2018 season. Based on the allocation mechanism established in Addendum VII, the following quotas were set for the states of New Jersey, Delaware, Maryland and Virginia, which harvest horseshoe crabs of Delaware Bay origin:

The Board chose a harvest package based on the Technical Committee and ARM Subcommittee recommendation. The ARM Framework, established through Addendum VII, incorporates both shorebird and horseshoe crab abundance levels to set optimized harvest levels for horseshoe crabs of Delaware Bay origin. The horseshoe crab abundance estimate was based on data from the Benthic Trawl Survey conducted by Virginia Polytechnic Institute (Virginia Tech). This survey has not been funded consistently in recent years, but was funded and conducted in 2016. A composite index of the Delaware Trawl Survey, New Jersey Delaware Bay Trawl Survey, and New Jersey Ocean Trawl Survey has been developed and used in years the Virginia Tech Survey was not conducted. While continued, long-term funding of the Virginia Tech Survey is preferred, the recent revival of this survey also allows the composite index to be improved through “tuning” relative to additional Virginia Tech Survey data points. The Virginia Tech Survey has been funded for 2017 and is currently underway. Funding for future years continues to be explored.

Terms of reference for the 2018 stock assessment were presented to and approved by the Board. Within these terms of reference were tasks specific to the horseshoe crab stock assessment, including assessments of regional populations of horseshoe crabs, incorporation and evaluation of estimated mortality attributed to the biomedical use of horseshoe crabs for Limulus Amebocyte Lysate production, and comparisons of assessment results with results from the ARM Framework used to annually set bait harvest levels for horseshoe crabs from the Delaware Bay region. The completed assessment is expected to be presented to the Board in October at the 2018 Annual Meeting.

New Jersey to create two new reefs off coast

April 27, 2017 — The state will create two new reefs aimed at helping recreational anglers off South Jersey.

One reef will be built 1.7 nautical miles southeast of Manasquan Inlet, just north of Ocean County’s Point Pleasant Beach. The second reef will be built 9.2 nautical miles southwest of the mouth of Cumberland County’s Maurice River and will occupy a little more than a square mile of bay floor, at depths ranging from 23 feet to 35 feet.

The state secured the necessary U.S. Army Corps of Engineers permits for both reefs, state Department of Environmental Protection Commissioner Bob Martin said Thursday.

Recreational fishing generates $1.5 billion in economic benefits in New Jersey each year, and directly employs about 20,000 people, according to a news release from the DEP.

“We are very excited to move forward with this expansion of the state’s network of artificial reefs, which create important habitat for many types of marine life,” Martin said. “By enhancing recreational fishing and diving opportunities, these reefs help boost the state’s tourism economy. We are particularly pleased with the opportunity to develop Delaware Bay’s first reef site, which will help bolster tourism in that region.”

The artificial reefs are typically built from rocks, concrete, steel, old ships and barges.
