Outbreak, Safety Measures Start to Take Toll on North Carolina Fishermen

April 9, 2020 — Local commercial fishermen and seafood businesses are persevering through the novel coronavirus outbreak, but restrictions and safety measures are starting to take their toll.

N.C. Fisheries Association President and commercial fisherman Glenn Skinner said Wednesday retail markets are still doing business with fishermen and seafood dealers; however, he said these markets are “a small percentage” of the normal markets for locally harvested seafood, so retail markets alone are “not enough to keep fishermen on the water.”

Ray Hilborn is optimistic fishery management can work

April 9, 2020 — If you find it hard to imagine a college professor (of a subject other than epidemiology) drawing a crowd nowadays, I’m with you. Yet that is exactly what fisheries scientist Ray Hilborn did April 2.

To a sit-in-your-office, stare-at-your-monitor webinar, no less!

It’s conceivable that the size of the audience reflected a degree of covid-19-inspired restlessness. But ennui alone cannot explain the more than 450 people who signed up for Hilborn’s presentation on the status of fish stocks and the role of management. And rather than dwindle, as webinar audiences tend to do, by the time the session ended Hilborn’s audience had swollen to “an easy 600,” according to NOAA’s Tracy Gill, who coordinated the event.

To be fair, Hilborn was no stranger to his audience. A professor of aquatic and fishery science at the University of Washington, he’s written several books, including, most recently, “Ocean Recovery: A Sustainable Future for Global Fisheries” (co-authored by his wife, Ulrike Hilborn) as well as scores of peer-reviewed papers, and is respected by industry, academics, and NGOs.

His message Thursday was reassuring – more or less. Listen to scientists long enough, and you realize that you can get yourself into trouble reading between the lines.

Many of you, for example, will recall how in 2006, mainstream journalists leveraged a study led by the Canadian ecologist Boris Worm on the loss of biodiversity in ocean ecosystems services into the disappearance of fish by 2048. “One very small part of the paper,” Hilborn recalled, extrapolated from catch trends and came up with a downward curve that “hit the y axis,” in the professor’s words, at 100 percent collapsed in 2048.

Alaska community asks for fishery shutdown because of virus

April 9, 2020 — An Alaska tribe and city asked have the governor to shut down a prosperous fishery this year in response to the coronavirus pandemic.

The Curyung Tribal Council and the city of Dillingham requested the closure of the Bristol Bay fishery in a letter to Republican Gov. Mike Dunleavy Tuesday, Indian County Today reported.

The Bristol Bay fishery typically opens in June and harvests more Sockeye salmon than anywhere else globally. Fish harvesters there caught 56.5 million salmon in 2019.

The fishery brings about 14,000 people to the region for work with fish processing plant companies while drawing about 1,800 fishermen who have been named essential workers by the state.

“Our community does not have the capability to control the movement of this group,” the letter to Dunleavy said. “This is unacceptable and places us in an impossible situation.”

ALASKA: Bristol Bay processors offer plan aimed at keeping massive salmon fishery safe

April 9, 2020 — A group of seafood processors has offered details on how they would ensure safety in Alaska’s lucrative Bristol Bay commercial fishing season amid the novel coronavirus pandemic, a day after Dillingham leaders told the governor the fishery poses an “unacceptable” risk to local communities and should be canceled.

On Tuesday, Dillingham’s mayor and tribal first chief sent an open letter to Gov. Mike Dunleavy, asking him to cancel this summer’s Bristol Bay salmon fishery, the biggest by volume in the world. Last year, the total value of the catch set a record at $306 million.

Eleven seafood companies planning to participate in the Bristol Bay fishery this summer released a letter Wednesday “to confirm our commitment that we are prioritizing health and safety” of local communities.

The letter is addressed to the “communities and tribal councils of Bristol Bay.”

Local Fishing Industry Sees Silver Lining Amid Coronavirus Crisis

April 9, 2020 — The commercial salmon fishing season along the Central Coast is about to launch. California’s fishing industry is designated as essential by Governor Gavin Newsom, but their usual markets, restaurants, are all but shut down because of the coronavirus. That’s spelling trouble for local fishermen and women. Still, some believe there’s a silver lining to this crisis.

David Toriumi has been commercially fishing the Monterey Bay for almost 16 years. It’s a livelihood full of challenges, from rigorous and expensive regulations to changing ocean conditions. But the coronavirus is like nothing he’s seen before. Toriumi says the impact was slow at first, less people eating out, and then boom.

“People stopped buying crab. People stopped buying black cod. People stopped coming out to dock sales. Everyone started, obviously, to shelter-in-place,” Toriumi said.

According to the Pacific Coast Federation of Fishermen’s Associations, 80 percent of US-caught seafood that’s consumed domestically (not exported) is sold to restaurants. But those restaurants are closed or only offering carry out due to COVID-19 social distancing requirements and stay-at-home orders.

Reps. Huffman, Case, Cunningham, Graves Advocate for Fisheries Relief in Bipartisan Letter

April 9, 2020 — The following was released by The Office of Congressman Jared Huffman (D-CA):

Today, Representatives Jared Huffman (D-CA), Ed Case (D-HI), Joe Cunningham (D-SC), and Garret Graves (R-LA) led 35 of their colleagues in a bipartisan letter to the U.S. Department of Commerce urging immediate distribution of the assistance secured by Congress in the CARES Act to fishery participants, including Tribal, subsistence, commercial, and charter fishery participants. Representative Huffman currently serves as Chair of the Natural Resources Subcommittee on Water, Oceans, and Wildlife which has jurisdiction over fisheries.

“We write to urge you to quickly implement the Coronavirus Aid, Relief, and Economic Security Act, which provides $300 million for fishery participants facing unprecedented and severe impacts due to the novel coronavirus,” the members wrote in their letter. “Due to the ongoing public health crisis, fisheries dependent businesses and communities are facing extreme economic hardship from loss of markets […] Furthermore, many tribal and non-tribal communities impacted by the ongoing crisis have also faced fishery disasters in recent years with long delays in disaster relief, so they are especially threatened by additional economic hardship […] Rapid relief is critical now for the future of coastal communities, our constituents, and a thriving fishing industry. ”
 
As part of their letter, the Representatives requested that the Department of Commerce ensure a transparent and fair process for distributing the CARES Act relief and provide detailed guidance for requests, explicit timelines for review and distribution of funds, and clear standards for decision making and funding allocations.
 
Representative Huffman has been a career-long advocate for fishing communities and Tribes, and has continuously pushed for fishery disaster relief funding. Earlier this year, Huffman introduced the bipartisan Fishery Failures: Urgently Needed Disaster Declarations Act (Fishery FUNDD Act) to improve the federal fishery disaster process and ensure more timely disaster relief for impacted communities.

We write to urge you to quickly implement the Coronavirus Aid, Relief, and Economic Security Act, which provides $300 million for fishery participants facing unprecedented and severe impacts due to the novel coronavirus. We ask that you work with NOAA, impacted stakeholders, and Native American Tribes to rapidly provide this assistance and to do so in a fair and transparent process that allocates sufficient funding to our impacted constituents and communities throughout the country.
 
U.S. commercial and recreational fisheries generate over $200 billion in sales and 1.7 million jobs, but due to the ongoing public health crisis, fisheries dependent businesses and communities are facing extreme economic hardship from loss of markets. These impacts are felt throughout the industry – charter guides and recreational businesses; processors, retailers, and the entire seafood supply chain; and fishing captains, their crews, and the communities they serve are all facing significant challenges. The U.S. is a global leader in sustainable fisheries management and has a rich fishing history and culture, but significant loss of economic activity threatens the future of fisheries and associated infrastructure throughout the country.
 
The crisis has also significantly impacted Tribes who rely on fisheries for cultural, subsistence, and commercial harvest. Fisheries assistance is critical to mitigate the direct economic impacts these communities are facing and ensure they have adequate resources to continue providing basic services for their communities throughout this crisis. Furthermore, many tribal and non-tribal communities impacted by the ongoing crisis have also faced fishery disasters in recent years with long delays in disaster relief, so they are especially threatened by additional economic hardship.
 
We urge you to work quickly to ensure that fishery participants and the communities they support see this financial assistance as soon as possible. We also ask that you ensure a transparent and fair process for distributing this relief and provide detailed guidance for requests, explicit timelines for review and distribution of funds, and clear standards for decision making and funding allocations. Rapid relief is critical now for the future of coastal communities, our constituents, and a thriving fishing industry.

NORTH CAROLINA: Coronavirus having an impact on commercial fishing industry

April 9, 2020 — With many seafood restaurants in eastern Carolina limited in operations, or closed, commercial fishermen are feeling the effects of the COVID-19 pandemic right in their pockets.

And while local seafood shops like B&J Seafood in New Bern are still in business, the concern for the future is being felt in the present.

“Right now our biggest concern in the seafood business is continuing to maintain good markets, so that the guys have confidence that they can go fish, and when they get in they can sell their product,” explains Brent Fulcher, the owner of B&J’s.

But maintaining those markets has been a challenge.

Fulcher estimates 50% of their harvests are ultimately sold to restaurant owners.

But many of those owners have been forced to adjust operations, or close all together.

“Some restaurants are able to operate takeout only, but seafood isn’t typically a takeout type ‘venue,’ so a lot of seafood restaurants aren’t able to accommodate that,” Fulcher adds.

One restaurant owner that hasn’t been able to accommodate, is Captain Ratty’s owner Tom Ballance.

Commercial fishing industry in free fall as restaurants close, consumers hunker down and vessels tie up

April 8, 2020 — Kenny Melanson has managed not to furlough or lay off employees at his seafood company, but all nonessential workers have been sent home. Now it’s core staff, hair-netted and suited up, spreading fat sea scallops across a mechanized belt and running them through two brine tanks and two washes and then a quick-freeze. There’s a wall of pallets, hundreds of boxes labeled “fresh seafood,” all of it enveloped in sheets of plastic wrap. Waiting for what’s next.

He runs Northern Wind in New Bedford, Mass., contracting with 74 fishing vessels and employing 125 people. In business 33 years, the company sells about 15 million pounds of scallops and about 6 million pounds of ahi tuna a year.

In the absence of sales, Melanson is running 150,000 pounds of sea scallops a day through individual tunnel freezers, banking them for when the pandemic is over. But cash flow is getting tight. And he worries that when regular life resumes, a glut of scallops will mean tanking prices.

“We could obviously tell our suppliers we would prefer if you don’t fish for the next 30 days,” Melanson said. “But I’m very concerned and nervous about the 28- and 29-year employees and the crews we’ve built up to produce these quantities. They all live paycheck to paycheck.”

ALASKA: Call for comments on cod disaster funds and coronavirus impacts

April 8, 2020 — The state of Alaska wants input on plans to distribute nearly $24.5 million in federal disaster relief funds for stakeholders and communities hurt by the 2018 Gulf of Alaska cod crash.

Better make it quick – the deadline to comment is Friday, April 10.

Cod is Alaska’s second-largest groundfish harvest (after pollock), but the Gulf stock dropped by 80% in 2018 following a three-year heat wave that disrupted food webs, fish metabolism and egg survival on the ocean floor. It combined to push down cod catches to just 28.8 million pounds, compared to nearly 142 million pounds the previous year.

The catch in 2019 was cut again to just over 27 million pounds; for 2020, the Gulf of Alaska was closed to cod fishing from 3 to 200 miles offshore.

Federal data show the number of boats targeting Gulf cod has dwindled to just 64, down from 275 six years ago.

Facebook page helps Massachusetts captains sell lobsters direct

April 8, 2020 — A small group of lobster harvesters in the US state of Massachusetts are defying the horrible market conditions created by the coronavirus pandemic by selling direct to consumers at the dock, and using Facebook to promote their efforts.

Two vessels with captains from the town of Mattapoisett — the Miss Molly and the Mary Anne — kicked off the effort on Sunday with a test run by offering their fresh catch, first-come/first-serve, at Union Wharf, in the town of Fairhaven, for $6.00 per pound. All 600 lbs caught by the two vessels were sold out in 90 minutes.

The captains bought a commercial-grade scale and accepted cash and Venmo payments.

The price might’ve been a little below what lobsters were selling for before COVID-19 hit the US, but it was much higher than the $4.35/lb to $4.50/lb paid recently by processors, many of whom have now stopped buying altogether, Troy Durr, a Mattapoisett-based real estate agent and one of the direct-to-consumer event’s organizers, told Undercurrent News.

He said he and his uncle, Doug Durr, a crew member on the Miss Molly, were pushed into action after the Miss Molly’s captain, Dave Magee, was told earlier by a commercial buyer that it could only take 250 of the 500 pounds of lobster it brought in more than a week earlier.
