Maine fishing industry to receive $20.1M in federal aid

May 11, 2020 — Maine’s fishing industry will receive $20.1 million out of $300 million in federal economic relief designated for U.S. fishermen and seafood industries affected by the COVID-19 pandemic.

Fishery participants eligible for funding include commercial fishing businesses, charter and for-hire fishing businesses, qualified aquaculture operations, processors and other fishery-related businesses, according to a news release. Tribes are also eligible for funding including for any negative impacts to subsistence, cultural, or ceremonial fisheries.

The shutdown of restaurants and other outlets serving fresh seafood has decimated the the supply chain of fishermen and seafood processors.

In 2019, Maine’s fishing industry generated a value for harvesters and aquaculture operators of more than $673 million, which translates to approximately $2 billion in overall value when accounting for the value added by dealers and processors.

Alaska Fisheries to Get $50M in Federal Aid Amid Pandemic

May 11, 2020 — Alaska will receive $50 million in federal coronavirus aid for fisheries, the U.S. Department of Commerce has announced, about half what state officials had expected.

Alaska is home to large stocks of pollock, an inexpensive fish used in fast-food sandwiches and fish sticks, and landed 58% of the nation’s seafood by volume in 2018, officials said.

Republican Gov. Mike Dunleavy and his administration expected the state to receive about $100 million, or one-third of the $300 million allocated to fisheries in the Coronavirus Aid, Relief and Economic Security Act because of the state’s contributions to the industry, Anchorage Daily News reported Friday.

State officials even requested in advance that the state Legislature budget and audit committee give it authority to accept the expected federal aid. It has not yet been granted authority.

Funding Available to Assist Hawai‘i’s Fishing Industry Impacted by COVID-19

May 11, 2020 — More than $4.3 million has been made available to Hawai‘i’s fishing and aquaculture industry impacted by COVID-19.

On Thursday, the Secretary of Commerce announced the allocation fo $300 million for fisheries assistance funding through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). This funding is to states, tribes, and territories with coastal and marine fisheries who have been negatively affected by COVID–19.

The DLNR and its Division of Aquatic Resources (DAR) is currently in the process of developing a spending plan, which, if approved by the National Oceanographic and Atmospheric Administration (NOAA), will allow fishery participants to apply for financial relief from Hawai‘i’s $4.3 million portion.

Frozen fare cold comfort for fishing industry battered by coronavirus

May 11, 2020 — Frozen fish sticks and canned salmon have made a comeback as the coronavirus crisis keeps people home, forcing a change of tack for the fishing industry that usually turns to restaurants from Paris to New York and Shanghai to serve their fresh seafood.

Fishing crews from Alaska in the United States to Zhejiang in China have been battered by lockdowns that have shut fine dining halls and fancy hotels, leaving customers to stock up from supermarkets rather than pick a platter from a table menu.

Manhattan eateries that draw in the Wall Street crowd were a major market for Jake Angelo’s razor clams, a delicacy dug from the mud along the shores of Cope Cod, Massachusetts.

But prices have hit rock bottom and shut down a vital source of income for the fisherman who has a boat named Ripped Tide.

Angelo said the whole seafood industry was on its backside, although he used much saltier language to voice his anxiety.

US harvesters seek to fix ‘oversight’ blocking crew payroll from COVID loans

May 11, 2020 — The Seafood Harvesters of America (SHA) has written US senators Marco Rubio (a Florida Republican) and Ben Cardin (a Maryland Democrat) — the chairman and ranking member of the Small Business Committee respectively — to fix what the group believes was “an oversight” that’s now blocking fishermen from taking full advantage of the small business loans made available in the recently passed Coronavirus Aid, Relief, and Economic Security (CARES) Act.

In a letter sent Thursday, SHA, a group that represents 18 US fishing-related trade associations, seeks to allow “fishing businesses to include payments to fishing vessel crew members reported as fishing boat proceeds on Form 1099- MISC as eligible payroll costs under the Paycheck Protection Program (PPP)”.

The PPP refers to the new program that authorized up to $349 billion in forgivable loans to small businesses to pay their employees during the COVID-19 crisis.

“We believe it was an oversight that fishing vessel crewmember wages cannot be considered in the fishing business’s PPP loan application as submitted by the vessel owner or captain, and hope it can be easily fixed as [the Department of] Treasury completes their final rule for the PPP,” wrote Robert Dooley and Leigh Habegger, SHA’s president and executive director, respectively.

With Restaurants Shuttered, Oyster Farmers Face Market Collapse

May 11, 2020 — Oysters are a resilient species with ragged shells that will cut your hands when you try to pry them open, and adaptable insides that change from male to female and back to reproduce. They’ve been around for hundreds of millions of years, popping up in the Triassic period; they have survived human gluttony — in the 1800s, New Yorkers ate about 600 oysters per person every year — and, more recently, environmental degradation. Now, they and the people who farm them are facing a challenge they didn’t foresee: the coronavirus pandemic.

Of oysters, Roger Williams wrote, “This the English call hens, a little thick shell fish which the Indians wade deep and dive for.”

Valued more for their shells, which were used to make lime, in the early 1700s they were often chucked into kilns whole. By 1734, Rhode Island outlawed the practice, and people began harvesting them from estuaries and salt ponds for eating.

They soon realized what they had been missing out on, and developed a voracious appetite for the briny bivalve, so much so that by 1766 our predecessors’ hunger had to be checked, and a statute was instituted restricting harvesting to protect them.

Then, in 1798, the first oyster farm in Rhode Island was created, and the Ocean State’s aquaculture heritage was born — though it faced troubled waters.

Fishermen cast for new customers amid coronavirus pandemic

May 11, 2020 — Massachusetts’ commercial fishing industry is finding new ways to stay afloat as the coronavirus pandemic has shuttered restaurants and halted seafood shipments, shaking up the normal course of business and leaving fishermen looking for customers to buy their seafood.

“We had a wholesale business and like the stock market, we were up, up, up and dependable — and then all of a sudden it went away,” said Nick Giacalone, who with his brothers owns the Fisherman’s Wharf Gloucester.

Restaurant closures amid the pandemic and the grounding of hundreds of planes that typically carry local seafood to overseas markets have decimated the demand globally and threatened to send prices crashing. It’s a sobering reality that has led many fishermen and related industries to tap an obvious but previously neglected market: Direct-to-consumer sales.

Up in Gloucester, haddock, pollack, scallops and lobsters arrive by the thousands of pounds at Giacalone’s Fisherman’s Wharf. The company entered retail sales for the first time last month as it looked to move its product and help the fishing boats it works with stay in business.

CALIFORNIA: Start of salmon season gives hope to fishing industry crushed by COVID-19

May 11, 2020 — The Bay Area’s fishing industry has been devastated by the coronavirus pandemic. But, local fishing companies are hoping salmon season will help change their fortunes.

The fishing industry says the closure of restaurants has been devastating. Now, they’re hoping they’ve weathered the brunt of the economic storms.

The fishing industry’s fates have always been ruled by nature, but long time fishermen and distributors say there’s no way they could have seen the economic blow the coronavirus pandemic would land on their industry.

Paul Johnson from Monterey Fish Market says in the days after the shelter-in-place order was put in place he had to lay off workers. Distributors say restaurants closed and stopped ordering fish, and in turn supply chains collapsed which devastated their bottom lines.

“Since COVID-19 everyone in the seafood business has just been crushed,” said Johnson. “Where there’s no profit, my business disappeared by 90% to 95%.”

$11M to keep New Jersey fishing industry alive; ‘This is getting very serious’

May 11, 2020 — New Jersey’s hard-hit fishing industry will be allocated $11 million of the $300 million available in the Coronavirus Aid, Relief, and Economic Security Act, or CARES Act, according to U.S. Rep. Frank Pallone Jr.

Pallone, a Democrat whose Sixth District stretches along the coast of much of Monmouth and Middlesex counties, said the money will be made available to the commercial fishing, charter and for-hire fishing businesses, aquaculture operations, processors and other fishery-related businesses in the state. The money will be in the form of grants that do not have to be repaid.

The CARES Act was approved by Congress on March 27. Pallone said he thought it “outrageous” that the National Oceanic and Atmospheric Administration has taken until May to make the funds available. Even still, the funds are not ready to be distributed.

Commerce Department Sending Stimulus Funds to Help Fisheries Across Florida

May 11, 2020 — Last week, U.S. Commerce Sec. Wilbur Ross announced $23.6 million will be headed to fisheries across Florida.

As part of the “Coronavirus Aid, Relief, and Economic Security (CARES) Act,” the $2.2 trillion stimulus deal approved by Congress and the White House at the end of March, $300 million is going to fisheries and the seafood industries.

“Commercial fishing, charter/for-hire businesses, qualified aquaculture operations, processors, and parts of the seafood sector in coastal states and territories are among those eligible to apply for funds. Tribes are also eligible for funding including for any negative impacts to subsistence, cultural, or ceremonial fisheries. The Department of Commerce’s National Oceanic and Atmospheric Administration (NOAA) will work with the three Interstate Marine Fishery Commissions, organizations with a demonstrated track record of success in disbursing funds, to quickly deliver financial assistance into the hands of those who need it,” the Commerce Department noted.

“This relief package will support America’s fishermen and our seafood sector’s recovery,” said Ross. “Thank you President Trump, Secretary Mnuchin, and our congressional leaders of both parties for your work to pass the historic legislation that is bringing much-needed relief to America’s fishermen. This administration stands with the men and women working to provide healthy and safe seafood during this uniquely challenging time, while our U.S. fisheries work to continue to support 1.7 million jobs and to generate $200 billion in annual sales. The nation is grateful to our fishermen for their commitment.”
