Global Aquaculture Alliance’s GOAL conference to move online due to COVID-19

May 12, 2020 — The Global Aquaculture Alliance announced on Tuesday, 12 May, its annual Global Outlook for Aquaculture Leadership (GOAL) conference will be completely virtual this year due to the ongoing COVID-19 pandemic.

GOAL 2020 will be held from 6 to 8 October as previously scheduled, with six to eight program sessions per day. Access to the first day of the conference will be offered free of charge to members of seafood associations and other strategic partners worldwide.

Western Pacific Council calls on Trump to ease fishing restrictions in the Pacific marine monuments

May 12, 2020 — A regional fishery management council sent a letter to U.S. President Donald Trump late last week urging his administration to ease limitations on fishing in the nation’s Pacific marine monuments, saying the restrictions hinder American tuna fishing.

The letter, penned by Western Pacific Regional Fishery Management Council Chair Archie Taotasi Soliari and Executive Director Kitty Simonds, was dated Friday, 8 May, a day after the administration released details of how it would allocate the USD 300 million in funding to the seafood industry from the CARES Act. At the same time, White House officials held a call with fishery management officials to discuss other aspects of Trump’s executive order that outlined improving the country’s competitiveness as a seafood producer, a key economic policy for the administration since it came into office more than three years ago.

Mark Your Calendar – SAFMC Meeting June 8-11, 2020

May 12, 2020 — The following was released by the South Atlantic Fishery Management Council:

Members of the South Atlantic Fishery Management Council will hold its quarterly meeting Jun 8-11, 2020 via webinar. The meeting, originally scheduled to be held in Key West, Florida was rescheduled via webinar due to the coronavirus and concerns for public safety.

“This was a tough decision and a first for our Council,” said John Carmichael, the Council’s Executive Director. “We always look forward to quarterly in-person meetings and seeing constituents in each state in the region but given the circumstances, this approach was our best option,” explained Carmichael. “Council members and staff are experienced with meetings via webinar and we will work with members of the public to ensure access to the meetings as they occur each day. We welcome public participation and comment.” The meeting week begins on Monday, June 8th at 10:30 a.m. with a series of committee meetings and concludes with a meeting of the Full Council on Thursday, June 11.

A formal public comment session will be held on Wednesday, June 10th beginning at 4:00 PM. Meeting materials and an online comment form will be available for written comments beginning May 22, 2020. The meeting will be available via webinar each day as it occurs. Registration is required and can be completed in advance for each meeting day.

Agenda Highlights:

  • Best Fishing Practices – The Information and Education Committee will receive updates on the Council’s Best Fishing Practices campaign including input from its I&E Advisory Panel.
  • Dolphin Wahoo – Work continues on draft Amendment 10 to the Dolphin Wahoo Fishery Management Plan to address revisions to recreational data and catch level recommendations, redefine Optimum Yield for the dolphin fishery, modify accountability measures, and other revisions to the dolphin and wahoo fisheries. The Committee will also provide recommendations on management options to add bullet and frigate mackerel to the Dolphin Wahoo FMP as Ecosystem Component Species.
  • Snapper Grouper – The Council is scheduled to approve measures to designate existing artificial reefs in federal waters off NC and SC as Special Management Zones at the request of the state marine resource agencies. In addition, the Snapper Grouper Committee will review results of stock assessments for Red Porgy and Greater Amberjack and provide recommendations for catch levels.
  • Coastal Migratory Pelagics – The Mackerel Cobia Committee will review the results of a recent stock assessment for King Mackerel and provide recommendations for catch levels.
  • Citizen Science – The Citizen Science Committee will provide feedback on Program goals and objectives, evaluation plan options, and receive updates on current CitSci projects including FISHstory and SAFMC Release.

Additional Information:

The impacts of COVID-19 on fisheries will be discussed during each species-specific committee meeting and during Full Council, including updates from individual states, updates on COVID-19 relief funds, and staff operational updates. The Council will discuss these impacts and consider any necessary response.

Briefing book materials, including the meeting agenda, committee agendas/overviews, and the public comment form will be available by May 22, 2020.

Massachusetts fishing industry in line for $28 million in federal aid

May 11, 2020 — Massachusetts will receive $28 million in fisheries assistance under CARES Act allocations announced Thursday by the federal government, and efforts are ongoing to deliver more aid to an industry that officials say has been hit hard by impacts of the COVID-19 crisis.

Commerce Secretary Wilbur Ross allocated $300 million in nationwide assistance, saying the Trump administration “stands with the men and women working to provide healthy and safe seafood during this uniquely challenging time.”

The fisheries support 1.7 million jobs and generate $200 billion in annual sales, he said. Only Alaska and Washington, which are each in line for $50 million in aid, received larger allocations than Massachusetts. Maine received the fifth largest allocation, at $20.3 million.

A senior NOAA Fisheries official said the funds will be disbursed “quickly and effectively.”

Spending plans will be developed by NOAA Fisheries working with interstate marine fishery commissions, and the plans must describe the main categories for funding, including direct payments, fishery-related infrastructure, and fishery-related education to address direct and indirect COVID-19 impacts.

Maine fishing industry to receive $20.1M in federal aid

May 11, 2020 — Maine’s fishing industry will receive $20.1 million out of $300 million in federal economic relief designated for U.S. fishermen and seafood industries affected by the COVID-19 pandemic.

Fishery participants eligible for funding include commercial fishing businesses, charter and for-hire fishing businesses, qualified aquaculture operations, processors and other fishery-related businesses, according to a news release. Tribes are also eligible for funding including for any negative impacts to subsistence, cultural, or ceremonial fisheries.

The shutdown of restaurants and other outlets serving fresh seafood has decimated the the supply chain of fishermen and seafood processors.

In 2019, Maine’s fishing industry generated a value for harvesters and aquaculture operators of more than $673 million, which translates to approximately $2 billion in overall value when accounting for the value added by dealers and processors.

Alaska Fisheries to Get $50M in Federal Aid Amid Pandemic

May 11, 2020 — Alaska will receive $50 million in federal coronavirus aid for fisheries, the U.S. Department of Commerce has announced, about half what state officials had expected.

Alaska is home to large stocks of pollock, an inexpensive fish used in fast-food sandwiches and fish sticks, and landed 58% of the nation’s seafood by volume in 2018, officials said.

Republican Gov. Mike Dunleavy and his administration expected the state to receive about $100 million, or one-third of the $300 million allocated to fisheries in the Coronavirus Aid, Relief and Economic Security Act because of the state’s contributions to the industry, Anchorage Daily News reported Friday.

State officials even requested in advance that the state Legislature budget and audit committee give it authority to accept the expected federal aid. It has not yet been granted authority.

Funding Available to Assist Hawai‘i’s Fishing Industry Impacted by COVID-19

May 11, 2020 — More than $4.3 million has been made available to Hawai‘i’s fishing and aquaculture industry impacted by COVID-19.

On Thursday, the Secretary of Commerce announced the allocation fo $300 million for fisheries assistance funding through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). This funding is to states, tribes, and territories with coastal and marine fisheries who have been negatively affected by COVID–19.

The DLNR and its Division of Aquatic Resources (DAR) is currently in the process of developing a spending plan, which, if approved by the National Oceanographic and Atmospheric Administration (NOAA), will allow fishery participants to apply for financial relief from Hawai‘i’s $4.3 million portion.

Frozen fare cold comfort for fishing industry battered by coronavirus

May 11, 2020 — Frozen fish sticks and canned salmon have made a comeback as the coronavirus crisis keeps people home, forcing a change of tack for the fishing industry that usually turns to restaurants from Paris to New York and Shanghai to serve their fresh seafood.

Fishing crews from Alaska in the United States to Zhejiang in China have been battered by lockdowns that have shut fine dining halls and fancy hotels, leaving customers to stock up from supermarkets rather than pick a platter from a table menu.

Manhattan eateries that draw in the Wall Street crowd were a major market for Jake Angelo’s razor clams, a delicacy dug from the mud along the shores of Cope Cod, Massachusetts.

But prices have hit rock bottom and shut down a vital source of income for the fisherman who has a boat named Ripped Tide.

Angelo said the whole seafood industry was on its backside, although he used much saltier language to voice his anxiety.

US harvesters seek to fix ‘oversight’ blocking crew payroll from COVID loans

May 11, 2020 — The Seafood Harvesters of America (SHA) has written US senators Marco Rubio (a Florida Republican) and Ben Cardin (a Maryland Democrat) — the chairman and ranking member of the Small Business Committee respectively — to fix what the group believes was “an oversight” that’s now blocking fishermen from taking full advantage of the small business loans made available in the recently passed Coronavirus Aid, Relief, and Economic Security (CARES) Act.

In a letter sent Thursday, SHA, a group that represents 18 US fishing-related trade associations, seeks to allow “fishing businesses to include payments to fishing vessel crew members reported as fishing boat proceeds on Form 1099- MISC as eligible payroll costs under the Paycheck Protection Program (PPP)”.

The PPP refers to the new program that authorized up to $349 billion in forgivable loans to small businesses to pay their employees during the COVID-19 crisis.

“We believe it was an oversight that fishing vessel crewmember wages cannot be considered in the fishing business’s PPP loan application as submitted by the vessel owner or captain, and hope it can be easily fixed as [the Department of] Treasury completes their final rule for the PPP,” wrote Robert Dooley and Leigh Habegger, SHA’s president and executive director, respectively.

With Restaurants Shuttered, Oyster Farmers Face Market Collapse

May 11, 2020 — Oysters are a resilient species with ragged shells that will cut your hands when you try to pry them open, and adaptable insides that change from male to female and back to reproduce. They’ve been around for hundreds of millions of years, popping up in the Triassic period; they have survived human gluttony — in the 1800s, New Yorkers ate about 600 oysters per person every year — and, more recently, environmental degradation. Now, they and the people who farm them are facing a challenge they didn’t foresee: the coronavirus pandemic.

Of oysters, Roger Williams wrote, “This the English call hens, a little thick shell fish which the Indians wade deep and dive for.”

Valued more for their shells, which were used to make lime, in the early 1700s they were often chucked into kilns whole. By 1734, Rhode Island outlawed the practice, and people began harvesting them from estuaries and salt ponds for eating.

They soon realized what they had been missing out on, and developed a voracious appetite for the briny bivalve, so much so that by 1766 our predecessors’ hunger had to be checked, and a statute was instituted restricting harvesting to protect them.

Then, in 1798, the first oyster farm in Rhode Island was created, and the Ocean State’s aquaculture heritage was born — though it faced troubled waters.
