Survey shows extent of covid-19 impact to East Coast fishermen

December 30, 2020 — Up to 40 percent of fishermen from Maine to North Carolina suspended their operations in spring 2020 as the covid-19 pandemic collapsed the seafood market, according to new findings from a Rutgers University study.

“A lot of what we found was that in the early months of the pandemic a lot of fishermen were not fishing, or waiting it out,” said Sarah Lindley Smith, a post-doctoral research associate in the Department of Human Ecology at Rutgers, a longtime center of research into the social and community effects of changing fisheries.

An online survey in spring 2020 brought responses from 258 Northeast fishermen and the results are published in the science journal PLOS One. Covering the critical early pandemic weeks of March to June 2020, the researchers also looked at landings reports and found that catches for some species like squid and scallops declined compared with the same time period of previous years.

But some other landings, including black sea bass and haddock, were on par or even higher than earlier years. Alongside their survey results, the researchers say that suggests some fishermen kept fishing hard even as they earned less.

“Groundfishermen were more likely to continue fishing” than those in other fisheries, said Smith. Even as the dominant restaurant market – accounting for 70 percent of U.S. seafood sales – vanished in those early months, local retail demand especially in New England helped keep crews working to find cod and haddock.

Pacific cod appears to be rebounding throughout the Gulf of Alaska after long heat wave

December 23, 2020 — Alaska coastal communities will get a bit of an economic boost in 2021 from increased catches of Pacific cod.

The stock, which crashed after a multiyear heat wave starting in 2014 wiped out several year classes, appears to be rebounding throughout the Gulf of Alaska.

No cod fishery occurred at all this year in federally managed waters (from 3 to 200 miles out) where the bulk of the harvest is taken, and a catch of under 6 million pounds was allowed in state managed waters (out to 3 miles).

For 2021, the North Pacific Fishery Management Council set the federal cod catch at just over 38 million pounds and nearly 11.7 million pounds for the state. While it’s a bump up, managers caution that the stock remains very low.

“The state waters GHLs (guideline harvest levels) have gone up about two and half times since last year. While it’s good, we are still at a very low level of abundance, so that should be kept in mind,” said Nat Nichols, area groundfish manager for the Alaska Dept. of Fish and Game at Kodiak.

CATHERINE CASSIDY: Is Alaska open for business? Not from where I stand.

December 18, 2020 — A freak storm descended on Cook Inlet this month. The fallout threatens my family business and hundreds of thousands of dollars in capital investment. Over a thousand other similar businesses around Cook Inlet face the same peril. The disaster? Earlier this month, Gov. Mike Dunleavy made the bizarre decision to effectively shut down the commercial salmon fishing industry here.

At the very end of a four-year process intended to bring the Cook Inlet salmon fishery into compliance with the Magnuson-Stevens Act, the state announced that it would refuse to cooperate with the program and basically forced the closure of federal waters in Cook Inlet to commercial fishing.

Before you conclude that this action was some kind of noble defiance to federal overreach, you should know that the state of Alaska already has multiple collaborative agreements with the federal government on managing numerous other fisheries in Alaska, including crab, cod, rockfish and salmon.

Fishermen were right: Dogfish are eating cod

November 30, 2020 — When Chatham commercial fisherman Bruce Kaminski took Lt. Gov. Tim Murray and other state officials out fishing in August 2008, he hoped to prove the spiny dogfish were overrunning their fishing grounds and inhibiting the restoration of more valuable species such as cod.

That day, Kaminski and his crew caught 300 dogfish on 300 hooks in a scant 10 minutes. It was a sign that dogfish populations were rebounding from low numbers in the late 1990s. Cape fishermen were asking that their daily catch limit of dogfish be increased from 600 pounds per day to something closer to the 7,000 pounds per day they caught in the early ’90s.

Dogfish have since rebounded to relatively healthy levels, and fishermen are now allowed to catch 6,000 pounds per day, but they say the dogfish comeback happened at the expense of cod, which are still mired at all-time low population levels.

There are many reasons for the lack of success reviving the cod population — chronic overfishing, a rapidly warming ocean and insufficient habitat protection, to name a few. But fishermen told scientists for decades they think an imbalance in the ecosystem, brought on by a resurgent dogfish population, shares a good portion of the blame.

Fishermen say they have witnessed dogfish eating cod, but that’s been hard to quantify. From 1977 to 2017 only 14 cod were found in the stomachs of dogfish caught in NOAA’s annual bottom trawl survey that involves random sampling using a fishing net in waters from Cape Hatteras to the Canadian border.

Pacific cod in Marine Stewardship Council limbo: Gulf of Alaska fishery meets standard, but eco-label still suspended

November 20, 2020 — The Gulf of Alaska (GOA) Pacific cod fishery will be recertified to the Marine Stewardship Council (MSC) standard after a 15-day review period starting Thursday, but the area’s actual MSC status remains in limbo while regulators determine the health of the stock.

Certifier MRAG released a draft final report on Thursday recertifying a slew of Alaska whitefish fisheries, including Alaska pollock, and among the areas that received recertification was the GOA Pacific cod fishery.

However, the group’s certification remains in “suspension” pending a decision to allow directed fishing on the stock, MRAG Americas Director of Fisheries Certification Amanda Stern-Pirlot, confirmed with IntraFish.

The MSC suspended the Gulf of Alaska Pacific cod fishery certificate in April after National Oceanic and Atmospheric Administration (NOAA) Fisheries researchers made the decision in 2019 to close the area to harvesting after research found the available biomass would not likely be able to handle fishing pressure.

Spiny Dogfish Eat Atlantic Cod: DNA May Provide Some Answers

November 17, 2020 — The following was released by NOAA Fisheries:

Conventional observations show that spiny dogfish in the western North Atlantic rarely eat Atlantic cod. However, some believe the rebuilding dogfish populations are limiting depleted cod numbers by competition or predation. To find out what is going on, NOAA Fisheries scientists looked to genetic testing to confirm cod presence in dogfish stomachs.

To get the samples they needed, scientists at the Northeast Fisheries Science Center asked local fishermen for help. Commercial fishing boats from New Bedford, Gloucester, Plymouth and Newburyport in Massachusetts stepped up.  All participate in the Study Fleet, a program in the center’s Cooperative Research Branch. Spiny dogfish were collected on 15 fishing trips during normal trawling operations between May 2014 and May 2015 in the Gulf of Maine and on Georges Bank.

“This was an excellent example of how cooperating fishing partners supplied fish for a pilot study of interest, and have helped advance this field of study,” said Richard McBride, chief of the center’s Population Biology Branch and a co-author of the study. “We were able to demonstrate that identifying cod in predator stomachs with environmental DNA works. It let us show fishermen that these innovative laboratory techniques can work on samples collected in the open ocean.”

Electronic monitoring long-awaited boon for Cape fishermen

October 12, 2020 — More than a decade of advocacy by local fishermen finally paid off when the New England Fishery Management Council at its meeting last month approved the use of video cameras on fishing vessels to monitor catches.

Electronic monitoring is a critical part of the council plan known as Amendment 23 that passed Sept. 30 and set a target of covering 100% of all fishing trips to catch bottom-feeding species such as cod, haddock and flounders that are collectively known as groundfish.

“The Council has known for quite a while now that we needed to improve the groundfish monitoring program,” council spokesperson Janice Plante said. “We’d had some issues in the past with unreported or misreported catches. We know there’s an incentive to illegally discard certain stocks, especially those with low catch limits.”

Plus, just 31% of groundfish trips were required to be covered by human observers riding on fishing vessels tracking the number of discarded and caught fish and Plante said the council knew that sometimes fishermen fished differently on observed trips and unobserved trips.

“These are all things the Council wanted to address by improving the catch monitoring program,” Plante wrote in an email.

Coronavirus, added supply pushing Atlantic cod prices downward

October 5, 2020 — Atlantic cod has been a stable, steady commodity for the global seafood market in the past decade. And it will continue to serve that role in the coming years, according to a panel of cod experts assembled for a 1 October webinar, “Opportunities and Challenges in the Atlantic Cod Marketplace,” organized by Sea Data Center in cooperation with Maritech Solutions and SeafoodSource, and hosted by Sea Data Center Managing Director Anna Björk Theodorsdottir.

Global groundfish catches have been stable over the past three years, averaging 7 million metric tons (MT) each year. Of that, around 1.1 million MT has been cod, according to Finn Arne Egeness, a senior whitefish analyst at Helsinki, Finland-based Nordea Bank.

Regulators Move to Increase At-Sea Monitoring of Groundfish Catch in New England Waters

October 2, 2020 — New England fishing regulators have approved a plan that would significantly increase at-sea monitoring for groundfish trips, as a way to help inform scientists and stocks managers about what’s being caught in area waters.

The plan calls for in-person observers or video monitoring on up to 100 percent of trips made by fishermen who target cod, flounder, haddock, and other groundfish.

For the first four years, nearly all costs are expected to be covered by the federal government and other organizations to avoid financially burdening fishermen. But if the full costs aren’t covered beyond that point, the monitoring level could drop back to the current 40 percent, paid for, at least in part, by fishermen. The new plan calls for reevaluation of costs and other considerations in the fifth year.

The plan was endorsed by the New England Fishery Management Council but still requires additional federal approvals before taking effect.

NEFMC adopts controversial plan to monitor all trips to sea

September 30, 2020 — After years of concerns about the overfishing of some of New England’s iconic species, the regional body overseeing fishing issues on Wednesday adopted a divisive plan that could require monitors to accompany groundfishermen on all trips to sea.

The plan approved by the New England Fishery Management Council would require that fishermen who target cod, flounder, and other groundfish bring monitors on their trips or install electronic devices to track their catch. The plan aims to ensure that fishermen accurately account for the haul they unload at the dock and are not improperly discarding fish that might exceed their quotas.

But the plan is contingent on Congress covering much of the costs, putting its future in doubt.

At the start of a contentious virtual meeting, John Quinn, the council’s chairman, described the debate over increased monitoring as “the most divisive issue” he has experienced in his five years overseeing the group, noting there have been multiple threats of lawsuits.

Environmental advocates called the plan a step in the right direction, but they worried that it wouldn’t be viable without sufficient government support.

“If federal funding continues, we will finally have accurate and precise baseline information about the catch, discards, and landings in this fishery,” said Gib Brogan, a fisheries policy analyst at Oceana, a Washington D.C.-based advocacy group. “This information is the foundation of successful modern fisheries management, and we are optimistic that today’s action will help chart the future success of this fishery.”

One environmental group, The Nature Conservancy, offered to pay as much as $2 million to cover the costs of the entire fleet to equip the boats with electronic monitoring devices, calling such action “essential” to preserving the region’s fisheries.

“The critical discussion of establishing monitoring targets that improve catch accounting while maintaining flexibility and fleet viability has yet to be addressed by the council,” said Jackie Odell, executive director of the Northeast Seafood Coalition, an advocacy group for groundfishermen in Gloucester. “The can has been kicked down the road.”
