Your dinner might be swimming North thanks to climate change, Rutgers study says

May 18, 2018 — Climate change is making oceans warmer and the fish are taking flight.

And that could have a big impact on New Jersey’s $7.9 billion fishing industry according to a new Rutgers-led study published Wednesday.

Aquatic life has a narrow tolerance for temperature range, so as the water heats up species populations are shifting northward to find suitable habitat according to Malin Pinksy, a co-author of the study and an assistant professor in Rutgers’ Department of Ecology, Evolution and Natural Resources.

By 2100, the Atlantic’s temperature off the Jersey Shore could rise to levels currently seen in Virginia. That could lead to species like black sea bass and summer flounder, both staples of New Jersey’s fishing industry, leaving the area and being replaced by more southern species like Atlantic Croaker.

Pinsky said the most dramatic example of a shifting fishery is the Atlantic Cod. The species could lose 90 percent of its habitat in U.S. waters by 2100 in a worst case scenario.

Russia Says Volume of King Crab in Barents Sea May Equal Far East in a Few Years; Cod Catches Drop

May 18, 2018 — SEAFOOD NEWS — Russia plans to significantly increase the harvest volume of cod and Kamchatka (King) crab in the Barents Sea during the next several years, according to recent statements of representatives from leading local producers and senior officials of the Russian Fisheries Agency (Rosrybolovstvo).

This year, however, the volume of cod catch in the Barents Sea in the Arctic zone of Russia is expected to be the lowest of the last five years due to the lack of productive year classes. This was confirmed by All-Russian Scientific Research Institute of Fisheries and Oceanography (VNIRO) Director, Kirill Kolonchin.

At the same time, according to Kolonchin, and in contrast to cod, the volume of production of Kamchatka crab in the Barents Sea may increase significantly. That increase is primarily due to the corresponding population growth of the stock that has been observed in recent years.

VNIRO experts predict the commercial stock of Kamchatka crab could reach the level of the Far East in the next five to 10 years, Kolonchin said:

“The main share in the catch volume in the Barents Sea is taken by cod [fishermen], the fishing stock of which increased from 1.5 million tons in 2006 to 4.3 million tons in 2013,” Kolonchin said. “However last year it fell to 2.5 million tons. Regulation of its catch in the Barents sea is carried out within the framework of the Joint Russian-Norwegian Fisheries Commission (FNC). For the current year, total allowable catch is set at 782,000, of which 331,000 tons accounts for Russia.”

He specified in 2017 the Russian catch of cod in the Barents Sea amounted to 396,000 tons, while in 2013 it was 432,300 tons. In the coming years, further reduction of cod stocks in the Barents Sea is expected due to the lack of new productive year classes recruiting into the fishery.

At the same time, according to VNIRO data, current Kamchatka crab stocks in the Barents Sea are quite high. Since the beginning of Kamchatka crab fishing in 2004, there have been two peaks in crab numbers: in 2006-07, at about 80,000 tons, and in 2014-17, at about 90,000-100,000 tons. However, in 2010, when the reserves fell significantly, the total allowable catch of Kamchatka crab in the Barents Sea was reduced from 10,400 tons to 4,000 tons. That precautionary measure resulted in the rebound and increase of its commercial stock.

Kolonchin also said that data in 2017 showed the appearance of numerous crab reserves, which should ensure the continued growth of this stock in 2019 onward.

Experts of VNIRO also added that the Barents Sea currently has favorable conditions for the catch of haddock, saithe, black halibut, sea flounder, catfish, capelin and saika. For example, after a two-year ban on capelin in 2016-2017, harvest levels for the current year were recommended at 205,000 tons, 80, 000 tons of which are the set aside for the domestic quota.

Warming seas may scramble North America’s fishing industry

May 17, 2018 — Get ready, seafood lovers: Climate change may complicate efforts to net your catch of the day. That’s because warming seas will force many of North America’s most valuable fish and shellfish stocks north in coming decades, a major new modeling study finds, potentially creating headaches for the fishing industry and government regulators. Some species could see their ranges shrink by half, whereas others are poised to expand into vast new territories more than 1000 kilometers north of their current homes.

“Basically, climate change is forcing species to move, jumbling up ecosystems,” says ecologist Malin Pinsky of Rutgers University in New Brunswick, New Jersey, who led the study with postdoctoral researcher James Morley, now at the University of North Carolina in Chapel Hill. “That’s not necessarily bad news. But we’ve already seen that even much smaller shifts in the distribution of marine species can cause real economic disruption, political friction, and challenges to fisheries managers. And here we are talking about potentially big shifts.”

Researchers have already shown that on land and in the sea, plants and animals are shifting their ranges in response to rising global temperatures. Trees that thrive in warmer climates, for example, are spreading into areas where frigid winters once made survival impossible. And species that need cooler weather are retreating from areas that have become too warm.

NEFMC: Cod Stock Structure Symposium – June 19, 2018, Registration Information

May 15, 2018 — The following was released by the New England Fishery Management Council:

New Hampshire Sea Grant and the University of New Hampshire (UNH), in conjunction with a steering committee, are hosting a symposium on the structure of Atlantic cod populations in the Gulf of Maine and Southern New England regions, as well as nearby Canadian waters, namely Georges and Brown Bank and the Scotian Shelf. Fishermen are encouraged to attend.

EVENT TITLE:  “Cod Population Structure and New England Fisheries Symposium: Furthering our understanding by integrating knowledge gained through science and fishing”

DATE AND LOCATION:  Tuesday, June 19, 2018 from 8:00 a.m. to 5:00 p.m. on the UNH Campus at the Elliot Alumni Center. Light breakfast, lunch, and snacks will be provided. Travel expenses may be provided for fishermen who are attending.

WHAT’S THIS ABOUT:  According to the steering committee, the symposium will provide an opportunity to explore and talk about “the current understanding of the stock structure of cod.” New information from recent scientific studies will be discussed, and recreational and commercial fishermen will share on-the-water experience and knowledge. The symposium will help: (1) identify areas of common ground in the understanding of cod population structure; (2) identify areas of remaining uncertainty; and (3) broaden knowledge of alternative management options that may be considered in the future to accommodate the evolving understanding of cod stock structure. The steering committee said, “The symposium contributes to a new process focused on reevaluating cod stock structure in U.S. waters.”

SYMPOSIUM OBJECTIVES:

  • Present recent findings among regional scientists studying Atlantic cod stock structure in U.S. and adjacent Canadian waters.
  • Capture insight and feedback from fishermen on what is being observed on the water to incorporate into the developing model by researchers.
  • Identify areas of common ground in the understanding of cod population structure and areas of remaining uncertainty.
  • Learn about a series of alternative management options that may be considered in the future to accommodate the evolving understanding of cod stock structure.

Blockchain could open markets

May 11, 2018 — Consumers are demanding transparency regarding their food. One survey of 1,522 consumers found that as they have become accustomed to getting more information via their phones, their demand for transparency as to all types of products — from medicine to sports to food — has increased. Consumers are not alone. Changes to laws governing supply chain transparency and documentation have imposed considerable obligations on companies to not only know their supplier, but to know their supplier’s supplier, and so forth.

The Obama-era Action Plan for combatting IUU fishing and seafood fraud requires the development of a program to track fishery products along the supply chain. Beginning January 1, 2018, NOAA rolled out its Seafood Import Monitoring Program, which establishes reporting and recordkeeping requirements for fish importers. For 10 groups of species — including cod, red snapper, and tunas — it requires importers provide and report certain records along the entire chain of custody, from harvest to entry into the United States. Information will be entered into the confidential International Trade Data System — not reported to the public or on a label. NOAA has also proposed a voluntary Commerce Trusted Trader Program, which would qualify importers to achieve streamlined entry requirements under the monitoring program. These programs are expected to be expanded to cover all imported fish products in coming years.

The Future of Fishing Is Big Data and Artificial Intelligence

May 10, 2018 — New England’s groundfish season is in full swing, as hundreds of dayboat fishermen from Rhode Island to Maine take to the water in search of the region’s iconic cod and haddock. But this year, several dozen of them are hauling in their catch under the watchful eye of video cameras as part of a new effort to use technology to better sustain the area’s fisheries and the communities that depend on them.

Video observation on fishing boats—electronic monitoring—is picking up steam in the Northeast and nationally as a cost-effective means to ensure that fishing vessels aren’t catching more fish than allowed while informing local fisheries management. While several issues remain to be solved before the technology can be widely deployed—such as the costs of reviewing and storing data—electronic monitoring is beginning to deliver on its potential to lower fishermen’s costs, provide scientists with better data, restore trust where it’s broken, and ultimately help consumers gain a greater understanding of where their seafood is coming from.

“Electronic monitoring is a tremendous tool,” says Brett Alger, national electronics technology coordinator for NOAA Fisheries. “It isn’t necessarily for everyone or every fishery,” but “we’re working collaboratively in all of our regions with fishermen on the ground to understand their needs. I expect it to grow.”

The technology is required for highly migratory longline species in the Atlantic (swordfish). It’s thriving in the Pacific coast groundfish industry, and dozens of other fisheries regions have pilot initiatives.

NEFMC Council Update – May 8, 2018

May 8, 2018 — The following was released by the New England Fishery Management Council:   

The National Marine Fisheries Service (NMFS, NOAA Fisheries) recently implemented or released announcements about several actions that were developed by the New England Fishery Management Council (Council) or have Council involvement. The actions relate to groundfish, skates, monkfish, and Atlantic sea scallops. Here they are at a glance, followed by a list of upcoming New England Council committee meetings and Atlantic herring public hearings.

GROUNDFISH:  NOAA Fisheries implemented the following groundfish-related actions in time for the May 1 start of the 2018 fishing year.

  • Framework Adjustment 57 to the Northeast Multispecies Fishery Management Plan, which was developed by the New England Council:  Groundfish Fishing Year 2018 Regulations
  • 2018 quotas to 17 of the 19 groundfish sectors based on catch limits approved in Framework 57: Sector Allocations Final Rule
  • Recreational management measures for Gulf of Maine cod and haddock plus Georges Bank cod, which were recommended by the New England Council:  2018 Recreational Cod and Haddock Measures

SKATES:  The New England Council developed Framework Adjustment 5 to the Northeast Skate Complex Fishery Management Plan, which contains 2018-2019 specifications and management measures. At the end of April, NMFS announced that the framework would not be in place by the May 1 start of the 2018 fishing year and, as such, the fishery would continue to operate under 2017 regulations until further notice. Framework 5 proposes to allow possession of barndoor skates in the skate wing fishery under certain constraints. IMPORTANT: Possession of barndoor skates currently is prohibited until Framework 5 is implemented. The agency anticipates publishing a proposed rule later this spring. More information about Framework 5 is available at Council action and Skate Framework 5.

MONKFISH:  NOAA Fisheries announced that, on June 4, the agency will implement specifications for the 2018 monkfish fishing year. Days-at-sea allocations, possession limits, and total allowable landings will be the same as those implemented in 2017. The specifications are part of Framework Adjustment 10 to the Monkfish Fishery Management Plan, which was developed jointly by the New England and Mid-Atlantic Fishery Management Councils for fishing years 2017-2019. NOAA Fisheries approved the framework on July 12, 2017. View the latest permit holder bulletin at 2018 monkfish specs.

SCALLOPS:  The Council developed Framework Adjustment 29 to the federal Atlantic Sea Scallop Fishery Management Plan. This framework contains management measures and specifications for the 2018 scallop fishing year and default measures for 2019, among other provisions.

  • NOAA Fisheries implemented Northern Gulf of Maine (NGOM) Management Area measures on April 1, the start of the 2018 scallop fishing year. The permit holder bulletin is available at NGOM Management Area Open April 1.
  • Limited Access General Category (LAGC) fishermen harvested their 135,000-pound total allowable catch during the month of April. Effective May 2, NOAA Fisheries closed the NGOM area to LAGC fishermen but provided an exemption for: (1) Maine and Massachusetts vessels fishing exclusively in state waters; and (2) limited access vessels fishing “compensation trips” under the Scallop Research Set-Aside Program.   • NOAA Fisheries implemented all other measures in Scallop Framework Adjustment 29 on April 19. The agency issued two permit holder bulletins to explain allocations and measures that apply to:
  • Limited Access Scallop Vessels
  • LAGC vessels

SCALLOP AND HERRING STOCK ASSESSMENTS:  Members of the New England Council staff and relevant Plan Development Teams are serving on working groups that are preparing benchmark stock assessments for Atlantic sea scallops and Atlantic herring.

  • The scallop and herring benchmark assessments will be peer reviewed June 26-29, 2018 during the 65thStock Assessment Workshop/Stock Assessment Review Committee (SAW/SARC) meeting. New England Haddock, Pollock and Redfish Trawl Fishery Achieves MSC Certification

May 8, 2018 — SEAFOOD NEWS —  The Marine Stewardship Council (MSC) has certified the New England haddock, pollock and redfish trawl fishery as sustainable.

Portland, Maine-based Atlantic Trawlers Fishing, who spearheaded the MSC certification efforts, confirmed the news on Monday.

“The MSC label is the gold star standard of certification and will assure our customers that these fish stocks are healthy and well managed,” Jim Odlin of Atlantic Trawlers said in a statement. “Our vessels – the Nobska, Morue, Harmony, Teresa Marie III and Teresa Marie IV – also use modified fishing gear to minimize the catch of other stocks, like cod, so we can maximize the catch of haddock, pollock and redfish.”

The MSC assessment concluded that the New England fishery management system is “robust and contains requirements that lead to the fulfillment of MSC principles.” The assessment also found that the fishery has extensive catch accountability and traceability systems, as well as strong science supporting the foundation for “rebuilding and maintaining abundant stocks of haddock and redfish, which were previously overfished.”

Monkfish are indeed fine as quota stays the same in 2018

May 4, 2018 — PORTLAND, Maine — Michelle Wolf is right — the monkfish really are fine.

Federal fishing regulators are allowing fishermen to harvest the same amount of the ugly fish this year. The National Oceanic and Atmospheric Administration allowed fishermen to catch about 33.8 million pounds of monkfish last year, and says the fishery’s sustainable enough that the number will hold in 2018.

They’re sought by fishermen from Maine to North Carolina and can be less expensive at markets than popular fish such as cod and flounder. Some industry members want to grow interest in monkfish.

NOAA Fisheries Sets 2018-2020 Catch Limits for Groundfish Stocks and Announces Other Management Measures for the Northeast Multispecies Fishery Management Plan

May 1, 2018 — The following was released by NOAA Fisheries:

Through Framework 57, we have set catch limits for 20 groundfish stocks for the 2018-2020 fishing years (May 1, 2018-April 30, 2020), including the 3 stocks managed jointly with Canada.

Framework 57 increases quotas for 11 stocks compared to 2017, including: Georges Bank cod (139%), Gulf of Maine cod (41%), and Gulf of Maine haddock (190%). Quotas are decreasing for nine stocks, including Southern New England yellowtail flounder (-75%) and Gulf of Maine winter flounder (-45%).

We expect increases in the quotas for Gulf of Maine cod, Gulf of Maine haddock, and Georges Bank cod to provide additional economic revenue and flexibility to the commercial groundfish industry. Overall, we expect the measures in Framework 57 to generate $9 million in additional gross revenues this fishing year compared to last year.

Framework 57 also:

  • Revises the way common pool quotas are split between trimesters for six stocks.
  • Modifies the Atlantic halibut accountability measures.
  • Changes the trigger for the scallop fishery’s accountability measure for the Southern New England/Mid-Atlantic yellowtail flounder stock to when total catch exceeds the overall catch limit.
  • Revises the southern windowpane flounder accountability measure for the summer flounder, scup, and skate fisheries.
  • Sets a Georges Bank cod catch target of 138 mt for the recreational fishery and grants the Regional Administrator authority to set recreational measures for 2018 and 2019 to prevent the catch target from being exceeded. A separate rule implements new Georges Bank cod recreational measures.
