West Coast Salmon Vulnerable to Climate Change, but Some Show Resilience to Shifting Environment

Several of the West Coast’s prime salmon runs are highly vulnerable to climate change, but intensified habitat restoration and other measures can help support their natural resilience and adaptability. The new NOAA Fisheries report, published this week in PLOS ONE, is the first comprehensive climate vulnerability assessment for West Coast salmon and steelhead.

Certain Chinook, coho, and sockeye salmon population groups are the most vulnerable to expected environmental shifts with climate change. These include more extreme high and low flows and hotter oceans and rivers. Steelhead, pink and chum salmon face less risk, either because they are more adaptable to varying conditions (steelhead) or spend less time in freshwater (pink and chum).

Species-specific results are available for each population group.

Authors noted that salmon have long thrived in the region, proving themselves resilient to past shifts in climate. However, climate is now changing at an unprecedented rate. Most populations now lack access to habitat that once provided refuge from climate extremes.

“Salmon have always adapted to change, and they have been very successful—otherwise they wouldn’t still be here,” said Lisa Crozier, a research scientist at NOAA Fisheries Northwest Fisheries Science Center and lead author of the assessment. “What we are trying to understand is which populations may need the most help with anticipated future changes in temperature and water availability, and what steps we can take to support them.”

California coasts recovering, but more marine heatwaves like ‘The Blob’ expected

July 26, 2019 — The effects of the marine heatwave off the California coast from 2014 to 2016, better known as The Blob, that led to a decrease in Chinook salmon and virtually shut down the Dungeness crab industry are finally starting to wear off.

The heatwave led to major shifts in the marine ecosystem, with species of fish migrating to different regions where the temperature was more favorable. It caused declines in certain species and increases in others. A type of algae that produces the neurotoxin domoic acid also outcompeted other forms of algae, leading to huge blooms that poisoned a variety of sea life, such as Dungeness crab.

“It wasn’t about (a lack of) abundance,” said Noah Oppenheim, executive director of the Pacific Coast Federation of Fishermen’s Associations. “It was about destabilized ecosystems.”

The ecosystem is still recovering from the marine heatwave, slowly cooling down, but conditions are improving enough to have led to a 12.3% increase in West Coast fishery revenues, primarily “driven by Pacific hake, Dungeness crab and market squid,” according to the 2019 California Current Ecosystem Status Report prepared by the National Oceanic and Atmospheric Administration.

Jennifer Gilden, the Pacific Fishery Management Council’s staff officer for outreach, habitat and legislation, said the ocean conditions are improving, though the Chinook salmon population has yet to fully recover.

“This year won’t be great,” Gilden said, “but conditions will be improving over the next few years.”

ALASKA: ADFG receives barest of cuts among Dunleavy’s vetoes

July 18, 2019 — Fisheries fared better than most in terms of Gov. Michael J. Dunleavy’s budget cuts.

Just less than $1 million was cut from the commercial fisheries division of the Alaska Department of Fish and Game, leaving it with an $85 million budget, half from state general funds.

“To give the governor credit, he recognized the return on investment,” said ADFG Commissioner Doug Vincent-Lang. “It’s a theme I had all the way through the Legislature that we take a $200 million budget of which about $50 million is unrestricted general funds and we turn that into an $11 billion return to our state. And I think he got that.”

Vincent-Lang added that Dunleavy also did not veto the travel budget for the Board of Fisheries and its advisory committees.

It’s indefinite still how the budget cuts will play out, and Vincent-Lang said he is trying to avoid staff cuts to the 700 comfish positions.

“I suspect we may have some but we will try to do that through vacancies and a variety of other things as we have retirements,” he said.

Also set to get axed is funding for research projects, such as salmon in-season sampling and Tanner crab surveys at Prince William Sound, and five salmon weirs at Kodiak and Chignik. Salmon counting is likely to be reduced at the Yukon River’s Eagle and Pilot Station sonars, along with various stock assessment surveys for groundfish.

“I’ve asked my staff to look at their overall program, and not necessarily cut the projects, but take the ones that have the least impact on the management of our fisheries across our state in terms of economic value back and cut those,” he explained, acknowledging that the cutbacks could lead to more cautious management.

Study on salmon ear stones cited by EPA in Pebble draft EIS comments

July 9, 2019 — On Monday, the Environmental Protection Agency released its formal comment on the draft Environmental Impact Statement for the proposed Pebble Mine.

The 100-page release pointed to a bevy of environmental studies that highlight potential harm to land, water and animals in the Bristol Bay region — consequences that the EPA claims were not fully considered in the draft EIS from the Army Corps of Engineers.

One of those studies focused on the growth and development of young salmon in a region with the largest wild sockeye run in the world.

One of the study’s co-authors, Daniel Schindler, said his findings show that the waters where young sockeye and Chinook salmon grow and develop can shift from year to year. Essentially, even rivers and streams that don’t serve as homes for young fish now, may do just that in the future.

“Certain parts of the habitat do well in some years,” Schindler said. “And other parts of the habitat do better in other years. So it’s really the intact nature of the whole Nushagak watershed that produces such reliable returns to the fishery.”

Scientists studying effects of hatchery-raised salmon on wild salmon

July 9, 2019 — Tens of millions of salmon spawned and raised in hatcheries are released into waterways like the Columbia River every year.

The goal is to increase the numbers of the endangered fish. It is no doubt an important effort. But some wonder if this tinkering with Mother Nature could be harming wild salmon.

Scientists with NOAA Fisheries spent the first part of the summer along the Columbia River in Kalama and are hoping to answer that question.

They collected samples of juvenile chinook salmon. Some were wild, spawned in natural waterways. Others were spawned in hatcheries like Fallert Creek, just a few miles up the Kalama River.

In May, the hatchery released close to two million juvenile salmon into the area.

So, why are these scientists now scooping some of them up?

“With the input of all the hatchery fish coming in, we’re not quite sure where that leaves the wild stocks,” said Regan McNatte, a NOAA Research Fisheries biologist.

Simply put, they want to find out once and for all if the hatchery-raised fish are hurting the wild salmon in this area by competing too much with them for things like food and habitat.

Whale Watchers Accused Of Loving Endangered Orcas To Death

June 19, 2019 — Whale watching is generally regarded as innocent fun. Unlike an aquarium park, whale watching boats take you to see majestic animals that remain free in their natural habitat.

But when it comes to marine mammals that are already struggling to survive, are the boat-based watching tours really harmless?

That question has become more urgent in Washington state, where Southern Resident killer whales that feed around the San Juan Islands in the summer months have been declining since the 1990s. There are only about 75 left. Orcas are a form of dolphin, though the cetaceans are also sometimes classified as “toothed whales.”

Experts blame the shrinking runs of chinook salmon, the Southern Residents’ preferred meal. (Other kinds of orcas hunt other sea mammals, and are not declining the same way.)

The plight of the Southern Residents gained international attention last summer, when one of the orca females was seen “grieving” for its dead calf, keeping the body afloat for 17 days.

Should seals and sea lions be killed to help save the orcas?

April 26, 2019 — Seals and sea lions are competing with the Southern Resident killer whales for limited Chinook salmon stock. That has some people calling for a cull where the government would organize the hunting and killing of a certain percentage of sea lions and seals.

Sea lions and seals are often seen as adversaries of fishermen. Last year, more than a dozen sea lions were shot, many in the head, and washed up around Puget Sound; mostly in West Seattle.

A recent paper published by federal scientists shows pinnipeds eat twice as much salmon as Southern Resident killer whales in Puget Sound, and six times more salmon than recreational and commercial fishermen combined.

It’s created quite the debate over the recovery of Southern Resident killer whales who depend on salmon as their main food source.

Should seals and sea lions be killed to save orcas? The question is complex and scientists don’t all agree. Most aren’t sure if it would work. They’re also turning their attention to what they believe is the preferred prey of pinnipeds: forage fish.

At National Oceanic and Atmospheric Administration’s Manchester lab, scientists are studying steelhead migration through Puget Sound.

WASHINGTON: Skagit River has lost half of important habitat for salmon that orcas depend on

April 23, 2019 — The Skagit River is one of Puget Sound’s most important rivers for Chinook salmon and the killer whales who depend on them.

Last week, KING 5 visited a fish trap that looks like a floating hut. Each morning, state wildlife technicians check to see what’s been caught.

“We operate from January through mid-July to catch juvenile salmon as they are migrating towards Puget sound,” said Washington Department of Fish and Wildlife biologist Clayton Kinsel.

Kinsel’s team is mostly counting chum salmon right now, some 3,000-4,000 each night. Southern Resident killer whales do eat chum, but scientists believe their diet depends on Chinook salmon.

Those salmon are dwindling like the whales who depend on them, and the fish trap is helping scientists figure out how to stop that.

“It tells us how many fish are coming down stream to Puget Sound. It’s a tool that we use to set fisheries, to manage fisheries to inform habitat restoration,” Kinsel said.

“Habitat restoration” is the buzz phrase when it comes to Chinook salmon recovery, especially on the Skagit River, where dikes and levees have cut off side streams that are important for young salmon trying to grow bigger and stronger for their journey to the ocean.

“These are places where the river used to flow many years ago. They are now cut off. In particular, the levee right along the Skagit River, it’s cutting water access off to all those side channels,” said NOAA’s National Marine Fisheries Science Center research biologist Correigh Greene. “As a result, those places are inaccessible to juvenile salmon moving down the river.”

Many California Crabbers Switching to Chinook Trolling as Salmon Seasons Are Set

April 18, 2019 — SEAFOOD NEWS — From San Francisco to Crescent City, Calif., crab pots were being loaded onto trailers and stacked in port lots for storage as Dungeness crabbers were forced to stop fishing Monday.

But there may be a little light at the end of the tunnel: Many crabbers also fish for salmon, and California salmon trollers will have more than 25 percent additional opportunity this year.

The Pacific Fishery Management Council announced the final West Coast salmon seasons Monday at its meeting in Rohnert Part, Calif.

“Although some salmon stocks are returning in stronger numbers than last year, balancing fishing opportunities with conservation is always a challenge for the Council, its advisors, fishery stakeholders and the public,” Council Executive Director Chuck Tracy said in a press release. “The seasons this year continue to protect stocks of concern, including Puget Sound Chinook, Washington natural coho, and Sacramento River fall Chinook.”

In addition to recommending salmon regulations for 2019, the Council developed a plan to work collaboratively with NMFS on southern resident killer whales, which are listed under the Endangered Species Act. Conservation groups have sued to force NMFS to take action to provide more salmon to orcas.

“This year’s package was adopted after careful consideration and analysis in order to meet our conservation objectives, consider impacts on the prey base important to southern resident killer whales, and consider in-river and Puget Sound fisheries,” Council Chair Phil Anderson said in the statement. “The Council also established a workgroup that will be working closely with the National Marine Fisheries Service to assess on a longer term basis the ocean salmon fisheries’ effect to the prey base of southern resident killer whales.”

However, for now, many California crabbers will be taking the crab blocks off their vessels and putting on their salmon gear. This year’s seasons open in some areas in May.

“It’s the best season we’ve seen in a while, though it’s still not wide-open fishing,” Pacific Coast Federation of Fishermen’s Associations Executive Director Noah Oppenheim was quoted as saying in the San Francisco Chronicle. “It’s important there are opportunities spread throughout the coast. They’re going to need to operate in this fishery after having lost crab fishing time in the spring.”

Between Horse Mountain and Point Arena (Fort Bragg), Calif., the area will be open June 4-30, July 11-31, and August 1-28. From Point Arena to Pigeon Point (San Francisco), the area will be open May 16-31, June 4-30, July 11-31, August 1-28, and September 1-30. From Pigeon Point to the Mexico border (Monterey), the area will be open all of May, June 4-30, and July 11-31. There will also be a season from Point Reyes to Point San Pedro, a subset of the San Francisco area, on October 1-4, 7-11, and 14-15.

Pacific Council Finalizes Generally Improved Salmon Seasons for 2019

April 17, 2019 — Most salmon trollers can expect better ocean salmon seasons this year — while also meeting conservation goals, fishery managers said Monday.

The Pacific Fishery Management Council finalized its recommendations for 2019 salmon seasons at its meeting in Rohnert Park, Calif., for seasons beginning in May.

The seasons must still be approved by the U.S. Secretary of Commerce, but managers said that is expected.

The adopted regulations for Chinook salmon reflect the improved status of Sacramento River fall Chinook, Oregon managers said in a notice to industry. Rogue River fall Chinook and Klamath River fall Chinook populations both are in good and fair condition, respectively, they added.

Also, most of the north migrating stocks of Chinook (Oregon Coastal Chinook stocks from the Nehalem River south to the Elk River as well as a number of Columbia River Chinook stocks) are in moderate to poor condition. These north migrating stocks of Chinook contribute very little to Oregon’s ocean seasons but are very important to Oregon’s inside estuary and river recreational seasons.

The commercial ocean troll salmon seasons north of Cape Falcon will have very limited Chinook salmon quotas again this year. The ocean fishery will be managed by quotas, season length, and vessel landing week (Thursday-Wednesday) limits. The early Chinook salmon-only season will start on May 6. The season will continue until the overall quota of 13,200 Chinook or the Leadbetter Pt., Washington, to Cape Falcon (in northern Oregon) subarea cap of 1,800 Chinook is taken, or June 28, whichever comes first. Fishermen will be limited to 100 Chinook per vessel for the period of May 6-15 and then shift to a 50 Chinook per vessel per landing week (Thursday-Wednesday), beginning May 16.

The summer all-salmon fishery north of Cape Falcon will open on July 1 and continue through the earlier of the overall Chinook quota of 13,050 Chinook or 30,400 fin clipped coho, managers said in the notice to fishermen. Trollers will also be limited to 150 adipose fin-clipped coho during the landing week (Thurs-Wed) per vessel.

This year’s fisheries were designed to take advantage of a higher number of coho salmon forecast to return to Washington’s waters as compared to recent years, Kyle Adicks, salmon policy lead for the Washington Department of Fish and Wildlife, said in a press release. However, projected low returns of key Chinook stocks in Puget Sound prompted fishery managers to restrict fisheries there.

“We’re able to provide more opportunities to fish for coho in some areas, particularly in the ocean and Columbia River, than we have been able to do for several years,” Adicks said. Coho fisheries generally benefit sport fishermen but can constrain commercial fishermen targeting Chinook if coho is taken incidentally. “But continued poor returns of some Chinook stocks forced us to make difficult decisions for fisheries in Puget Sound this year.”

Again in 2019, fishery managers projected another low return of Stillaguamish, Nooksack and mid-Hood Canal Chinook and took steps to protect those stocks.

WDFW Director Kelly Susewind acknowledged the reductions in Puget Sound salmon fisheries are difficult for both fishermen, primarily sport fishermen, and the local communities that depend on those fisheries.

“Reducing fisheries is not a long-term solution to the declining number of Chinook salmon,” Susewind said. “The department will continue working with the co-managers, our constituents, and others to address habitat loss. Without improved habitat, our chinook populations will likely continue to decline.”

Limiting fisheries to meet conservation objectives for wild salmon indirectly benefits southern resident killer whales. The fishery adjustments will aid in minimizing boat presence and noise, and decrease competition for Chinook and other salmon in these areas critical to the declining whales, WDFW said in a press release.

In the rest of Oregon, from Cape Falcon to Humbug Mountain near Port Orford in southern Oregon, the Chinook salmon season will be open April 20-30, May 6-30, June 1-Aug. 29, and Sept. 1 through Oct. 31. Beginning Sept. 1, a 75 Chinook salmon per vessel weekly limit (Thursday through Wednesday) will be in place.

From Humbug Mt. to the Oregon/California border, the commercial troll fishery will be open April 20-30 and May 6-30. Beginning June 1, landing week (Thurs-Wed) limits of 50 Chinook per vessel will go into effect along with monthly quotas of 3,200 Chinook in June; 2,500 in July; and 1,200 in August (8/1-29).

“I really appreciate everybody’s work this week,” Oregon Department of Fish and Wildlife Fish Division Deputy Administrator Chris Kern said on the Council floor. “[It was] a lot of hard work, but I feel pretty good about where we landed.”

Similarly, California trollers should expect more time on the water this year.

Brett Kormos, with the Marine Region of the California Department of Fish and Wildlife, noted the two primary rivers, Sacramento and Klamath River, that contribute fall Chinook to ocean salmon fisheries are still in a rebuilding phase or overfished status. Still, “we are also looking at increased harvest opportunities in both commercial and recreational sectors in 2019 compared to 2018,” Kormos said.

Fishery managers modeled the seasons and limits to allow for a Sacramento River fall Chinook spawning escapement of 160,129 hatchery and natural area adults.
