Marine monuments proposal near Cape Cod stirs debate

April 1, 2016 — In September of 2014, President Barack Obama expanded on a national marine monument created by President George Bush in 2006.

The protection of more than 490,000 square miles of ocean surrounding a group of remote Pacific islands from commercial fishing remains the largest marine reserve in the world.

This week, marine scientists and a battalion of environmental groups made their case for a similar presidential designation of two more national marine monuments, Cashes Ledge, to the north of Cape Cod, and the Coral Canyons and Seamounts Area, a collection of five deep-water canyons and four extinct volcanoes 150 miles southeast of the Cape.

Environmentalists gathered over 150,000 comments, as well as letters from hundreds of marine scientists and more than 50 state legislators from New England states in support of the designations. Proponents believe the change would be relatively painless for the fishing industry.

“When you look at a map of fishing effort, you couldn’t choose anyplace in New England that has less,” said Peter Baker, the Pew Charitable Trusts director for U.S. Oceans Northeast. “Cashes is the last best example of an intact ecosystem.”

MASSACHUSETTS: State set to deny extending Cape Wind permits

March 30, 2016 — A state board on Tuesday issued a tentative decision denying the extension of permits that would allow Cape Wind to build an electricity transmission line to connect its proposed offshore wind farm to land, further complicating the beleaguered project’s already grim prospects.

Members of the Energy Facilities Siting Board will meet next week to finalize a decision on whether or not to renew nine state and local permits the board initially granted as a so-called “super permit” to the offshore wind energy developer in 2009. The permits allowed Cape Wind to construct a transmission line through state-owned territory in Nantucket Sound and Hyannis Harbor and across multiple Cape towns.

Cape Wind had initially requested a two-year extension of the permits to May 1, 2017, which is unreasonable because it would not be enough time for Cape Wind to overcome the obstacles the project faces, according to the siting board’s tentative decision.

“At this time, Cape Wind needs a lengthy, almost open-ended extension period,” siting board presiding officer James Buckley wrote in the 26-page document. “An open-ended extension obviously would be unreasonbable. Any extension of the magnitude needed here, especially in light of the minimal investigation and review by Cape Wind for this proceeding, likewise would be unreasonable.”

The decision would be yet another major setback for the project, which has faced stiff opposition since it was first proposed in 2001. Last year, it suffered a major blow when Eversource Energy and National Grid canceled contracts to buy power from the 130-turbine wind farm.

Environmental groups release scientific analysis of areas proposed for Atlantic marine monuments

March 29, 2016 – WASHINGTON (Saving Seafood) – This morning, the “Protect New England’s Ocean Treasures Coalition” released an analysis of Northeast ocean areas under consideration for designation as marine National Monuments. The analysis was conducted by Dr. Peter Auster of Mystic Aquarium and Dr. Scott Kraus of the New England Aquarium, and was presented in a press webinar organized by the Pew Charitable Trusts.

Dr. Auster and Dr. Kraus concluded, among other findings, that the proposed monument areas possess high habitat diversity and an abundance of species, function as a source of habitats including for commercial species, and contain species sensitive to disturbance. However, they noted that they do not have adequate data to address what the economic and human effects of area closures to fisheries might be. Presenters also acknowledged that the areas under consideration are already protected, but expressed concern about the future possibility of drilling and mining.

A monument designation would likely affect the fisheries for Atlantic red crab, offshore lobster, squid, mackerel, butterfish, tilefish, albacore wahoo, dolphinfish (mahi mahi), and others. Pelagic longline, rod and reel, and greenstick fisheries including yellowfin tuna, bluefin tuna, bigeye tuna, and swordfish may also be affected. During the webinar, the presenters conceded that they do not have enough data to analyze how a monument designation would affect many of these fisheries.

The analysis addressed both Cashes Ledge and the Northeast Seamounts and Canyons. White House officials stated last week that Cashes Ledge is “not under consideration for a [national monument] designation at this time.” However, representatives of the Northeast Seafood Coalition and Associated Fisheries of Maine, who attended meetings with White House officials, said in a joint statement that offshore canyon areas east of Cape Cod remain under consideration and “affected fishermen should remain vigilant in assuring that any concerns they may have are addressed.”

The Protect New England’s Ocean Treasures Coalition, which “is advocating for the establishment of a Marine National Monument in the North Atlantic Ocean,” is composed of:

Cape Cod fishermen anticipated cod collapse

March 25, 2016 — Dogfish Neck? Cape Skate? Pollock Peninsula?

Can this still be Cape Cod without the cod? There still is cod, and they’re still being caught, but the stocks have collapsed and that was further underlined this week when a Georges Bank quota cut of 62 percent to 762 metric tons was proposed by the National Oceanic and Atmospheric Administration’s Fisheries Management Council on Monday. That follows an earlier massive cut during the last three-year management period – totaling a 95-percent reduction over the last four years.

Outer Cape fishermen are ahead of the curve – most have already abandoned cod.

“We experienced the lack of cod first. It’s been a long time so several years ago our fishermen transferred to other fish. A lot fish for monkfish, skate, dogfish so the cod rules don’t impact them” explained Claire Fitz-Gerald, Policy Analyst for the Chatham based Cape Cod Commercial Fishermen’s Alliance.

As recently as 2003 Chatham fishermen brought in 1,053,290 pounds of cod to Chatham Fish Pier while the dogfish catch was 224,589 pounds in 2004 (there was no record for 2003). Now those numbers are flipped. In 2012 just 113,406 pounds of cod were landed at Chatham’s Pier, while 936,563 pounds of dogfish, 64,191 pounds of pollock, 287,753 pounds of skate were brought in.

MASSACHUSETTS: Proposed exemption good for Cape Cod fishermen

CHATHAM, Mass. (March 24, 2016) — When a fisherman is getting just pennies to the pound for fish, paying an additional $710 for someone to ride along and count each one can really cut into the bottom line.

“We couldn’t afford the $700,” said Chatham fisherman Jan Margeson. “It would have put you into a negative day.”

Margeson and other Cape Cod fishermen who pursue relatively low value species like skate and dogfish argue they use nets with such a large mesh that almost all other species simply swim right through and escape.

The observers they are occasionally required to carry are intended to double check the amounts of groundfish, like cod, haddock and flounder they are catching along with dogfish and skates. But Cape fishermen say they don’t catch any of the groundfish and feel the observers, known as “At-Sea Monitors,” are unnecessary and expensive.

Newly proposed regulations released for public comment this week confirm what Cape fishermen have been saying for years, by granting them an exemption to the requirement to carry the monitors on nearly all their fishing trips for skate and dogfish, which became the dominant species landed in Cape ports after the decline of groundfish, especially cod, in recent years.

Would you eat dogfish? How about smoked dogfish beignets with a red pepper aioli?

March 8, 2016 — Dogfish, aka spiny dogfish, dogfish shark, or Cape shark is small species of shark caught commercially along the Eastern Seaboard, from Maine to North Carolina. On Cape Cod, it’s relatively easy to catch using longline or gillnets within 10 miles of Chatham, Mass.

“In the summertime we find the dogfish literally as soon as we fall outside the harbour,” says Nick Muto, a Cape Cod fisherman, and a member of board of directors for the Cape Cod Commercial Fishermen’s Alliance. “We have miles of dogfish.”

Dogfish has become abundant in the waters off New England, and codfish has all but disappeared due to the confluence of warming oceans, says Muto.

“But out of that has risen this emerging dogfish fishery that has become a real building block of our harbor.”

Abundant it may be. But Americans aren’t yet buying it.

It might be an image problem. Or maybe the name “dogfish” is enough to turn seafood consumers away. Maybe it’s the taste.

Whatever it is, the abundant fish has been seen in the US as a lower-valued species — “trash fish” — so that much of the catch is exported overseas.

4 simple steps you can take to eat sustainable seafood

March 8, 2016 — Eat more locally caught seafood. Many of the fish we eat are at risk of being overfished or harmed because of destructive fishing practices. At the same time, there are plentiful fish in our waters, specifically in the Gulf of Maine, which stretches from Nova Scotia down to Cape Cod. When we expand our tastes and eat more local, underutilized species, such as Acadian redfish, Atlantic pollock, dogfish, whiting, and Atlantic mackerel, we relieve pressure on overfished species, reduce our dependence on imports (about 90 percent of the seafood we eat is imported), and provide living wages to local fishermen.

Specifically ask for local. When buying seafood in the market or ordering it at a restaurant, always inquire if it’s local.

Fishery council decision endangers scallop stock

February 20, 2016 — I received a letter from Jason Colby, who is a charter-boat captain and sits on the board of directors for non-commercial fishermen here in Massachusetts about the nasty — he calls it “corrupt” — goings-on in the scallop fishery.

He told me how Eddie Welch, a shellfish advisor, had written to him about the problem down on the Cape and wanted to share this with me and the readers. Here are excerpts from his letter:

“A recent controversial decision to open select scallop grounds off the coast of New England to certain select fishing groups undermines sustainable scallop management, and threatens the future health of one of the region’s most valuable resources.

“On Dec. 3, the New England Fishery Management Council allotted one component of the fishing fleet 300,000 pounds of scallops for harvest from an area of the Atlantic known as Nantucket Lightship. This allotment would open Nantucket Lightship too early, and goes against the principles that have made scallop management so successful.

“For the past two decades, the scallop fishery has been a resounding success thanks to a system known as rotational management. Under this system, scallopers are allowed into certain areas to harvest scallops, while other areas are left off-limits to allow the scallops in them to grow and re-populate. This has ensured that the region’s scallop population is healthy and stable, that no areas are fished prematurely, and that scallops are not over-fished.

Warmer waters could change Cape Cod fisheries

February 15, 2016 — Hot water is fine for fish chowder and lobster bisque, but not so much for many fish in the sea.

The National Oceanic and Atmospheric Administration has unveiled a study of 82 species of fish, mollusks and crustaceans, ranking each on how they might fare under a regime of warming waters in the Northeast.

The authors, and there are quite a few, selected important commercial species, various forage fish of little economic import such as sand lances that are ecological heavyweights, and endangered species.

The amount of available data varies widely species by species, but the authors made their best assessments based on the estimated vulnerability of each animal to shifting climate. They weighed environmental factors that would be altered by climate change (water and air temperature, salinity, acidity, precipitation, the variance of those factors, sea level and ocean currents) vs. the species’ resilience (prey and habitat specificity, sensitivity to temperature, acidity, stock size, population growth rate, spawning cycle and mobility).

The ocean has been heating up, if not steadily.

“It depends on what period you’re looking over,” reflected lead author John Hare, director of NOAA’s Narragansett Laboratory. “I tend to look over a long period, since the 1880s, it’s up about two degrees Fahrenheit. We took all the information we know now and try to look forward to 2050.”

A new formula for whale preservation

February 17, 2016 — WOODS HOLE — From 750 feet above Northeast ocean waters, right whale researchers can easily pick out “Ruffian” for his many scars or “Baldy” for her lack of rough skin patches. Other right whales, though, may take hours to identify.

A new “face recognition” algorithm for right whales, however, announced recently by the National Oceanic and Atmospheric Administration, could lead to development of time- and money-saving software and eventually to greater preservation of a species whose global population is 520, right whale experts say.

The new algorithm, created in an international competition sponsored by NOAA Fisheries and the Natick software developer MathWorks, can identify right whale “faces,” or tissue patterns on the top of their heads, with 87 percent accuracy, according to Christin Khan, a NOAA Fisheries biologist and right whale aerial surveyor. Khan, who works in Woods Hole, pursued the idea of facial recognition software for the right whales, and researched how to get the algorithm built, through an online competition that began in August and ended in January.

The winning team, out of 364 entries, was from the software company deepsense.io, with offices in the United States and Poland.

The new algorithm is a first step to developing software for day-to-day use, Khan said. The algorithm, in its initial form, is for aerial photos only, not for photos taken from a boat, Khan said. But the potential is great and part of the growing use of technology to protect whales, several right whale experts said.

“Right now we’re living in the golden age of whale research in terms of technology,” Dave Wiley, research coordinator for Stellwagen Bank National Marine Sanctuary, said. “The things we’re doing now I couldn’t even have imagined 20 years ago. This Cape Cod area is probably at the forefront of all this stuff.”
