NOAA scientists set sail on landmark West Coast Ocean Acidification survey

July 21, 2026 — The following was released by the Pacific Marine Environmental Laboratory, National Oceanic and Atmospheric Administration:

On July 20, 2026, researchers embarked on the NOAA Ocean Acidification Program’s West Coast Ocean Acidification mission (WCOA 2026). Departing from San Diego aboard the University of Alaska, Fairbanks (R/V) Sikuliaq, the team will travel north to Washington, adding important new observations to NOAA’s long-term monitoring of ocean acidification and its impacts on marine resources.

WCOA 2026 will couple ocean chemistry, biology, and physics to build a more comprehensive view of how extreme events impact biogeochemistry and ecosystems.

“Results from past WCOA cruises have provided novel insights into acidification rates and impacts in coastal and estuary habitats that provide our nation with rich fish and shellfish resources,” said Dr. Simone Alin, Supervisory Oceanographer, NOAA/PMEL. Resource managers and harvesters can use this information to inform fisheries management decisions.

This intensive 30-day coastal research cruise aboard the 261-foot research vessel offers scientists a unique opportunity of sampling during an El Niño that is on track to become one of the strongest on record. El Niño brings warmer water and can alter upwelling and precipitation patterns in the region. Phytoplankton and zooplankton communities will follow these warmer waters, which impacts food webs and fisheries as seen during past marine heatwaves.

Two days after the Sikuliaq departs, the PMEL SeaTrac will head south from Washington to collect added coastal measurements during peak ocean acidification and hypoxia season and pick up any El Niño signal that may have made to the northern California Current System this summer. These OA cruises provide critical high-quality data for the U.S. Coastal Large Marine Ecosystems, and are essential for modeling and forecasting changes in ocean acidification and hypoxia to better prepare for future impacts to valued fisheries and ecosystems.

Led by researchers at the University of Washington’s Cooperative Institute for Climate, Ocean, & Ecosystem Studies and PMEL, researchers will collect high-quality ocean chemistry data, phytoplankton, zooplankton, and other observations. Scientists will also collect environmental DNA, which can reveal the diversity and abundance of ocean life in different ocean conditions.

Data collected during WCOA 2026 are essential for validating models and forecasts of ocean conditions like J-SCOPE. This short term (six to nine month) forecast is used for the California Current Integrated Ecosystem Assessment. High quality ocean carbon chemistry data is required to forecast the saturation state of calcium carbonate, the mineral building block used by shellfish like Dungeness crabs, clams, and oysters.

Other coordinated regular coastal fisheries surveys, including the California Cooperative Oceanic Fisheries Investigations (CalCOFI) enhance the impact of WCOA 2026. By conducting biological net tows at established stations, researchers will gain high-quality data on marine life.

Ultimately, the data collected through WCOA 2026 will serve as a foundational benchmark for monitoring, modeling and research in the region. These data will provide calibration information for sensor networks designed to fill measurement gaps between research cruises. With the potential for sampling to occur as ocean conditions change with El Niño, NOAA and our partners will be able to better understand how extreme conditions alter vital marine resources like Dungeness crabs, krill, plankton and other fisheries.

New Data Make Case for Anchovy Abundance as Oceana Lawsuit Continues

October 14, 2019 — The following was released by the California Wetfish Producers Association:

New, preliminary data from the California Cooperative Oceanic Fisheries Investigations (CalCOFI) have provided further evidence that California’s anchovy population is now at record high levels. The data come amid a renewed lawsuit by the environmental group Oceana that seeks to unnecessarily reduce the already very limited amount of anchovy caught commercially in California.

The preliminary data from the Southwest Fisheries Science Center Larval Lab weekly report on September 16 show that the 2019 spring CalCOFI survey documented the highest abundance of larval anchovy off the coast of California ever recorded, nearly double the record amount from the mid-1960s. And this did not even include the tens of thousands of tons of anchovy that fishermen have reported in nearshore waters since 2015. This is the latest piece of evidence that the anchovy population is far more resilient than Oceana alleges.

Scientists have found that anchovy undergo large dynamic population swings naturally, even without fishing, and the precautionary fishing limits allowed have not harmed the ecosystem. But despite the latest evidence of anchovy abundance, Oceana is suing  to further limit California’s small anchovy fishery.

Members of the California Wetfish Producers Association (CWPA) have long held that massive schools of anchovies, particularly in California’s inshore areas, have not been properly counted. CWPA has worked to confirm the observations of its members in cooperative surveys with the Southwest Fisheries Science Center and the California Department of Fish and Wildlife. These nearshore surveys add evidence to the preliminary CalCOFI data: there are tens of thousands of tons of anchovies in inshore California waters in addition to record abundance offshore. This explosion occurred in the presence of this small, historical fishery.

“There is an increasingly large body of evidence showing that anchovies are far more abundant than the allegations in Oceana’s lawsuit recognize,” said Diane Pleschner-Steele, executive director of CWPA. “It’s why efforts to further restrict anchovy fishing are both unnecessary and harmful to West Coast fishing communities.”

However, Oceana again seeks stricter limits on the allowable catch of the central subpopulation of northern anchovy, which is currently set at 23,573 metric tons annually as a result of prior court rulings.  The fishery typically catches less than 10,000 metric tons annually of this legally allowed amount.

In August, CWPA filed to intervene in Oceana’s latest lawsuit, in order to participate in the proceedings and represent the interests of its members and fishing communities before the court. CWPA believes that the additional restrictions on the anchovy harvest being sought by the lawsuit are unnecessary, and would result in significant job loss and economic hardship for California’s wetfish fishermen and processors, and by extension, California communities and the state’s fishing economy.

“We believe that the evidence will show that anchovy is being managed precautionarily and with the conservation of the species in mind,” said Pleschner-Steele. “Best management practices and the best available science do not support the claims of overfishing made in the lawsuit.”

Research cruise off California finds it’s a slow summer for biological productivity

August 6, 2019 — In parts of the California Current this summer, the ocean was clear, azure, and almost empty.

The high water clarity, and low biological productivity, were some of the defining features that struck scientists returning from a cruise with the California Cooperative Oceanic Fisheries Investigation (CalCOFI) program, a 70-year study of West Coast waters.

Although the lack of life sounds ominous, scientists said it’s neither good, nor bad, but an interesting observation that will add to their knowledge of the California Current.

“I have never seen the water so blue in my life,” said Dave Griffith, a fisheries biologist with the National Oceanic and Atmospheric Administration. “It was beautiful. It looked like Lake Tahoe out there. You don’t have upwelling, which is what brings the nutrients up to the surface.”

D.B. PLESCHNER: Extremists manufacture anchovy ‘crisis’ where none exists

December 5th, 2016 — When the National Marine Fisheries Service (NMFS) recently reapproved the 2017 annual catch limit for the central stock of anchovy at 25,000 metric tons (mt), environmental extremists immediately cried foul.

Press releases with doomsday headlines claimed that the anchovy catch limit is now higher than the total population of fish in the sea. Environmentalists claim the anchovy resource has “collapsed” and the current catch limit is dangerously high.

But is the anchovy population really decimated, or are these alarmists simply manufacturing another anti-fishing crisis?

Their claims are based on a paper by Alec MacCall, pegging the central anchovy stock at about 18,000 mt. However, the paper analyzed egg and larval data collected over time in California Cooperative Fishery Investigations (CalCOFI) surveys, conducted in the Southern California Bight — and the conclusion is fundamentally flawed. Other scientists now acknowledge that the CalCOFI cruises do not cover the full range of anchovy, missing both Mexico and areas north of the CalCOFI survey track, as well as the nearshore, where a super-abundance of anchovy now reside, say fishermen.

The CalCOFI survey was designed to track sardine, not anchovy. It misses the nearshore biomass where age 0-1 anchovy live and huge schools of anchovy have been observed since 2013. But the MacCall analysis deliberately omitted nearshore egg-larval data. In addition, peak spawning for anchovy is February-March, but CalCOFI surveys run in January and April, as did the MacCall analysis, thus both captured only the tails of spawning.
