MISSISSIPPI: ‘Nobody wants a menhaden’ mayor tells supervisors

March 21, 2016 — PASCAGOULA — Moss Point Mayor Billy Broomfield defended his city’s major industry, Omega Protein, to Jackson County supervisors on Monday.

He said the menhaden fishery would be hard hit if the county follows through with plans to ask the state to restrict menhaden fishing in the Mississippi Sound to one mile off the Jackson County coast. Harrison and Hancock counties already do that.

The restriction is in part to stop by-catch and overfishing.

NOAA Deputy Assistant Administrator Lauds US Fishery Management Councils

Honolulu, HI — The following was released by the Western Pacific Regional Fishery Management Council:

Samuel D. Rauch III, NOAA Fisheries Deputy Assistant Administrator for Regulatory Programs, praised the U.S. Regional Fishery Management Councils as the “key for the success” of both “environmental and economic progress” in the nation’s fisheries. “That’s a difficult thing to accomplish,” Rauch said, “but we have the statistics to prove it.”

Rauch made these remarks today during the start of the three-day meeting of the Western Pacific Regional Fishery Management Council at Fuller Hall, YWCA, 1040 Richards St., Honolulu. The Council’s fishery decision-making includes input from state, federal and interested stakeholders in an open, scientific process. There are ample opportunities for public comment as well as recommendations from various Council advisory groups.

Rauch noted that a recent peer-reviewed study showed that U.S. fisheries managed under the Council process scored extremely high when compared against the UN Food and Agriculture Organization (FAO) guidance on seafood sustainability certification (www.nmfs.noaa.gov/sfa). Speaking about President Obama’s Task Force on illegal, unreported and unregulated (IUU) fishing, Rauch said there are requirements to collect more information from U.S. fleets than foreign fleets, some of which import fish into the United States. He hoped that the outcomes of the Task Force would lead to better traceability of both foreign and domestic fisheries.

Kitty Simonds, executive director of the Western Pacific Council, noted that both the Hawaii and American Samoa longline fisheries, managed under the Council, rated more than 90 percent compliant with the UN FAO Code of Conduct for Responsible Fisheries.

In a presentation on NOAA Fisheries’ standardized bycatch reporting methodology proposed rule, Rauch said, “We often heard that we don’t give credit to the Councils for all the bycatch work they have done.” Public comments on the proposed rule are being accepted until June 3. Simonds said the Western Pacific Council completed its bycatch policy in 2003. She also said that protected species bycatch in the Western Pacific Region has been reduced by more than 90 percent for turtles and seabirds. As for non-regulatory bycatch, which fishermen are not required to release, only lancet fish is not being marketed for human consumption.

The Council was established by Congress under the Magnuson-Stevens Fishery Conservation and Management Act in 1976 to manage domestic fisheries operating seaward of State waters around Hawai’i, American Samoa, Guam, the CNMI and the US Pacific Island Remote Island Areas. Recommendations by the Council that are regulatory in nature are transmitted to the Secretary of Commerce for final approval.

Can ‘Slow Fish’ Help Save America’s Small-Scale Fishermen?

March 14, 2016 — You can’t find a more intimate relationship between humans, food and nature than fishing, says Michele Mesmain, international coordinator of Slow Fish, a seafood spinoff of the Italy-based Slow Food movement. Think of all the thousands of boats at sea, catching wild creatures to haul back to shore and eat. “It’s our last source of widely eaten, truly wild food,” she says.

Held every odd-numbered year in Genoa, Slow Fish attracts about 50,000 chefs, fishers, scholars, activists and eaters to promote small-scale fishing, marine biodiversity, cooking and eating neglected seafood species. This year, organizers added a U.S. event — in New Orleans — to highlight fisheries in the Americas and threats to Louisiana’s vanishing independent fishermen.

The New Orleans event was born last year when New Orleans Slow Food chair Gary Granata and Carmo restaurateurs Dana and Christina Honn presented in Genoa. Granata says he spoke about Louisiana’s coast washing away due to erosion, “and Dana and Christina cooked Louisiana seafood in sauce piquant, and we said: ‘Come to New Orleans!’ ”

They meant it. To fund Slow Fish 2016, the group held “Trash Fish Happy Hours,” where customers could eat seafood — like porgy, small squid and whiting — that’s normally considered unwanted bycatch. Though the New Orleans Slow Fish gathering came together as an “all-volunteer, DIY sort of thing,” Granata says, it was far from unambitious. Alongside panel discussions about fisheries throughout the Americas, the hosts planned a full-on festival with a lineup of live, local music and chefs cooking Louisiana seafood, plus added delicacies from around North America.

The West Coast Challenge

March 9, 2016 — Fisheries on the West Coast of America have come under intense pressure after closures and a dramatic fall in stock levels. Adrian Tatum looks at the challenges over the last few years.

Sometimes when something is broken it seems almost impossible to fix. Commercial fishing on the West Coast of America is far from broken but parts of it do need fixing.

Nearly a year ago its commercial sardine fishery was closed after the population of Pacific sardines had fallen to alarming levels. In April last year, scientists made a recommendation for full closure after the population was estimated to be below 150,000 tonnes. It has been a dramatic decline, as in 2007 there were 1.4 million tonnes.

The sardine fishery has not only been a major revenue source for West Coast fishermen, but many other species of fish such as tuna also rely on a plentiful supply for food. Scientists believed that by closing it last year it would give the population a chance to recover. But just last month, it was revealed that the sardine population has not recovered, and is in fact still declining at a fast rate. Scientists from the National Marine Fisheries Service say that by the summer, the population is likely to be 33% lower than in 2015.

Bycatch reduction

Like most fisheries around the world, West Coast fishermen are facing up to a bycatch reduction plan. The North Pacific Fishery Management Council is considering a plan which would allocate individual bycatch caps to groundfish vessels in the Gulf of Alaska rather than targeting specific large species. Back in 2011, the council passed a series of salmon and halibut bycatch reductions which angered fleet owners and fishermen. Now many Gulf of Alaska fishermen feel the recent changes will have a ‘crippling’ affect on its groundfish fleet.

Approximately 85% of the North Pacific groundfish fisheries are rationalised. This means fish quotas are assigned to individual vessels or fishing cooperatives. It is widely believed by some experts that this is the best way to ensure minimal bycatch, meaning vessels can fish without a time limit and are therefore more likely to avoid some of the endangered species such as salmon and halibut. But this process can also have a negative effect on the industry. Recent years have seen rationalisation being applied to the Bering Sea crab fishery where the number of boats fishing for crab fell by two thirds in just one year, with the loss of over 1,000 jobs.

Jim Gossen Joins SXSW Fishery Bycatch Panel

As the 2016 South by Southwest (SXSW) Festival returns to Austin for the 30th time, the interactive incubator  of cutting-edge technologies and digital creativity portion will feature five days of compelling presentations and panels from the brightest minds, including the Gulf Seafood Institute’s Texas Board Member Jim Gossen who will join three other presenters on a panel discussion on seafood bycatch.

Who is successfully making bycatch a part of their everyday menu? What are they serving, and why? How can the movement be promoted nationwide? Wherever there is fishing, there is bycatch, the incidental capture of non-target species, and some chefs/fishmongers are working hard to promote the “trash fish” on menus – both for the good of our planet and our taste buds. The panel discussion Hooked on Bycatch: Seafood You Should Be Eating takes place on Saturday March 12th at 3:30 pm at the Driskill Hotel and will focus on some of the underlining questions about “sustainable seafood”.

While most educated diners want to order “sustainable seafood,” if faced with choosing between a responsibly harvested salmon and a fish they’ve never heard of (Can I interest you in a beautiful ribbonfish this evening?), diners most often rely on what they know and love.

A native of Louisiana with Cajun roots, Gossen has been an innovative and tireless leader for the recovery and improved sustainability of the Gulf of Mexico’s seafood industry. His 44-plus-year career in the restaurant, seafood processing and distribution business includes owning and operating six restaurants in Louisiana and Houston and founding Louisiana Foods Global Seafood Source, Texas’ largest seafood processing and distribution Company.

In Mexico, Fish Poachers Push Endangered Porpoises to Brink

March 1, 2016 — In 2013, Song Shen Zhen, a 75-year-old resident of Calexico, California, was attempting to re-enter the United States from Mexico when border patrol noticed a strange lump beneath the floor mats of his Dodge Attitude. The plastic bags beneath the mats contained not cocaine, but another valuable product: 27 swim bladders from the totoaba, a critically endangered fish whose air bladders, a Chinese delicacy with alleged medicinal value, fetch up to $20,000 apiece. Agents tracked Zhen to his house, where they discovered a makeshift factory containing another 214 bladders. Altogether, Zhen’s contraband was worth an estimated $3.6 million.

The robust black market is grim news for totoaba — but it’s an even greater catastrophe for vaquita, a diminutive porpoise that dwells solely in the northernmost reaches of the Gulf of California, the narrow body of water that extends between the Baja Peninsula and mainland Mexico. Since 1997, around 80 percent of the world’s vaquitas have perished as bycatch, many in gill nets operated by illegal totoaba fishermen.

Today, fewer than 100 vaquitas remain, earning it the dubious title of world’s most endangered marine mammal. Scientists fear the porpoise could vanish by 2018. “The possible extinction of the vaquita is the most important issue facing the marine mammal community right now,” says Barbara Taylor, a conservation biologist with the U.S. National Oceanic and Atmospheric Administration’s Southwest Fisheries Science Center.

The vaquita — “little cow” in Spanish — is a creature of superlatives. Not only is it the most imperiled cetacean, it is also the smallest, at less than five feet long from snout to tail, and the most geographically restricted: Its entire range could fit four times within Los Angeles’ city limits. Prominent black patches ring its eyes and trace its lips, giving Phocoena sinus a charming, panda-like appearance. The porpoise, which typically travels in pairs or small groups and communicates using rapid clicks, is famously cryptic; conservationists recently went two years without documenting a single sighting. Some Mexican fishermen insist the vaquita is already extinct, photographic evidence notwithstanding.

The Draft Addendum proposes changes to the incidental bycatch limits for non-trap gear (e.g., otter trawls, gillnets) and non-lobster trap gear (e.g., fish, crab, and whelk pots). For non-trap gear, the Draft Addendum includes options to maintain, increase, or eliminate the bycatch limit, while options for non-lobster traps include establishing bycatch limits of varying size or maintaining no limit on these gears. The intent of the Draft Addendum is to cap incidental landings of Jonah crab while ensuring the inclusion of current participants in the Jonah crab fishery. The FMP currently prescribes a 200 crab per calendar day/500 crab per trip incidental bycatch limit for non-trap gear; however, concerns were expressed over the appropriateness of these limits. Data submitted by the New England Fishery Management Council and NOAA Fisheries illustrate while 97-99% of trips from 2010 through 2014 were within the current limit, there were several trips above the limit. Furthermore, current bycatch landings were sufficiently low, accounting for approximately 0.1% of total landings.

Bycatch limits for non-lobster trap gear were added as a second issue for consideration in the Draft Addendum to address concerns regarding the lack of effort controls on non-lobster traps and the potential for trap proliferation. Data submitted by NOAA Fisheries show between May 1, 2013 and August 31, 2015, 194 trips landed Jonah crab with whelk pots, crab pots, and fish pots. Of these, 80 trips landed 100 crab or fewer and 115 trips landed 200 crab or fewer.  Approximately 45 trips landed between 200 and 500 crab and 40 trips landed more than 450 crab.  Landings from Maryland show between 2012 and 2015, 33 trips landed Jonah crab with fish pots. All of these trips were under 200 pounds. Reports also indicated from 2014-2015, 36 trips landed Jonah crab with whelk pots. Average landings per trip with whelk pots were under 500 pounds; however, there is concern that these whelk pot landings may in fact be rock crab, a closely related species which is often misreported as Jonah crab.

Fishermen and other interested groups are encouraged to provide input on the Draft Addendum either by attending state public hearings or providing written comment. We created the strategy to better align our resources and authorities to track and minimize bycatch by encouraging cooperation and innovation. This draft was informed by the many groups and individuals who provided feedback during the scoping period this past summer.

You are invited to join us for either of two informational webinars on March 1 and March 2. You will find the draft strategy and other helpful materials that explain more about NOAA Fisheries’ role in reducing bycatch on our website.

CFRF Completes Three Multi-Year NOAA Awards

February 24, 2015 — The following was released by the Commercial Fisheries Research Foundation (CFRF):

The CFRF is proud to announce the successful completion of three major multi-year NOAA awards spanning the past seven years. The awards were issued through the National Marine Fisheries Service with the funding secured through efforts made by U.S. Senator Jack Reed (RI-D). The work completed under these awards focused on supporting collaborative fisheries research projects important to the sustainable management of fisheries resources in the southern New England region, and involved some 151 members of the commercial fishing industry, 108 researchers and students, and 25 fisheries managers from Rhode Island and across the region. Anna Malek Mercer, CFRF Executive Director, noted that “the projects that CFRF supported and conducted through these awards demonstrate the importance of implementing a collaborative approach to fisheries research to produce applicable results and build trust between the fishing industry, science community, and management system.”

During the seven years of work, the CFRF administered $5.8 million that supported over 30 research projects covering subjects such as conservation gear engineering, bycatch reduction, lobster settlement and recruitment, spiny dogfish stock dynamics, discard mortality estimation, fish habitat characterization, shellfish larval dynamics, industry based biological data collection, underutilized species processing, state fishery profiles, and supplementary trawl and trap surveys, among others. Fred Mattera, CFRF Vice President and owner of the Northeast Safety Training Company, noted that “CFRF has been extremely successful in conservation engineering research, establishing a rich dialogue between fishermen and gear experts that has resulted in a number of new tools to minimize bycatch and promote sustainability”.

All of the supported projects are prime examples of collaborative research, as each was carried out by teams of scientists and members of the fishing industry working together through all phases of research, from the development of the research idea, to the execution of research protocols, analysis and sharing of results, and application to management. The results of these projects were far reaching, with the Lobster and Jonah Crab Research Fleet contributing to the 2015 lobster stock assessment and development of the Jonah Crab Fishery Management Plan, quahog and whelk research projects feeding data into state stock assessments and guiding management efforts, the development and distribution of modified fishing gear to reduce bycatch and improve selectivity in the small mesh trawl and dredge fisheries, and the advancement of fish habitat characterization in an area slated for offshore wind energy development. David Spencer, CFRF President and owner of the F/V Nathaniel Lee out of Newport, RI, further remarked that “The CFRF played a critical role in facilitating discussions between fishermen and scientists to develop research ideas, and ultimately in carrying those ideas through to project completion and management application.”

The CFRF will continue working to implement a collaborative approach to fisheries research, engaging the commercial fishing industry in research to address key issues in science and management. NOAA: Latest Bycatch Estimates for Select U.S. Commercial Fisheries Now Available

NOAA Fisheries new bycatch estimates show the amount of bycatch in the United States varies widely by fishery and type of fishing gear.

As we’ve been highlighting with various announcements over the last couple of weeks, bycatch comes in many forms and affects people in myriad ways. We track bycatch to understand where it may be a problem so we can develop solutions to address it.

Today, we released the second update to the first edition of U.S. National Bycatch Report. It provides fishery managers and stock assessment scientists with the most current bycatch estimates for fish, marine mammals, sea turtles, and seabirds in major U.S. commercial fisheries using data from 2011-2013.

The updated report identifies positive trends in bycatch levels for many important U.S. fisheries and species. It also recognizes areas for improvement in the estimation of bycatch and opportunities to reduce bycatch in various fisheries.

NOAA Fisheries is committed to finding cooperative solutions to reduce bycatch and ensure our nation’s fisheries remain sustainable. It all begins with good estimates of bycatch.
