Scientists pen letter to Congress urging SIMP expansion

December 16, 2021 — More than 100 scientists signed a letter sent to Congress on Monday, 13 December, urging lawmakers to ensure that all seafood products imported into the United States are caught using legal means.

Illegal, unreported, and unregulated (IUU) fishing is often associated with human trafficking and other human rights abuses, and distant-water fishing forces vessel owners and operators to extend trips to “achieve a sizeable catch,” the university professors, research fellows, and scientists claimed in the two-page letter. In order to get that kind of catch, some operators will use forced labor and harvest fishing stocks beyond allowable limits, they alleged.

Inadequacy of US screening system for IUU risks laid bare in trade study

April 7, 2021 — Seafood caught via illegal, unreported, and unregulated (IUU) fishing and fishing involving forced labor amounting to USD 2.4 billion (EUR 2 billion) was imported into the United States in 2019, according to the U.S. International Trade Commission.

The 18 March report, “Seafood Obtained via Illegal, Unreported, and Unregulated Fishing: U.S. Imports and Economic Impact on U.S. Commercial Fisheries,” suggests the U.S. government does not have effective controls in place to limit IUU-sourced product from entering the country.

Poll: Americans say seafood should not be caught using slave labor, illegal fishing

January 28, 2021 — The following was released by Oceana:

Oceana today released the results of a nationwide poll finding that Americans overwhelmingly support policies to end illegal fishing and seafood fraud. Included among the key findings, 89% of voters agree that imported seafood should be held to the same standards as U.S. caught seafood. Additionally, 81% of voters say they support policies that prevent seafood from being sold in the U.S. that was caught using human trafficking and slave labor. 83% agree that all seafood should be traceable from the fishing boat to the dinner plate, and 77% support requirements for all fishing vessels to be publicly trackable.

“American consumers shouldn’t have to worry if their seafood was caught illegally or fished using forced labor. All seafood sold in the U.S. should be safe, legally caught, responsibly sourced and honestly labeled,” said Beth Lowell, Oceana’s deputy vice president for U.S. campaigns. “It’s clear that Americans want and need to know more about the seafood they’re eating. President Biden and his administration have an opportunity to lead in the fight against illegal, unreported and unregulated fishing while leveling the playing field for American fishers and seafood businesses while protecting consumers. It’s a win for everyone.”

Key findings among registered voters include:

  • 87% agree that seafood caught using human trafficking and slave labor should not be bought or sold in the U.S.
  • 92% agree that consumers should be confident in the seafood they eat, including that it is safe, legally caught, honestly labeled and responsibly sourced.
  • 90% agree that seafood mislabeling is unfair for honest fishers, suppliers and restaurants that honestly label their seafood.
  • 75% want to know more about the seafood they eat, including what fish it is and where and how it was caught.
  • 60% say they are willing to pay more to ensure their seafood was not caught illegally.
  • 87% agree that the government needs to do more to ensure that consumers are purchasing properly labeled seafood.
  • Republicans and Democrats overwhelmingly agree that the government needs to do more to protect consumers and to implement policies that end illegal fishing. The findings show strong bipartisan agreement on all major issues and policies that address ending illegal fishing.
    • Eight in ten Republicans (79%) and Democrats (83%) support ensuring all seafood in the U.S. is legally caught.
    • 91% of Democrats and 85% of Republicans agree that the U.S. Government needs to do more to ensure that consumers are purchasing properly labeled seafood.
    • Eight in ten Democrats (82%) and Republicans (77%) support requirements for fishing vessels to be publicly trackable.
    • 84% of Republicans and 85% of Democrats agree that seafood should be traceable from the fish boat to the dinner plate.
    • 89% of Democrats and 87% of Republicans agree that seafood caught using human trafficking and slave labor should not be bought or sold in the U.S.

“Americans overwhelmingly agree that consumers should be confident in the seafood they eat, including that it’s safe, legally caught, honestly labeled and responsibly sourced,” said Lowell. “Unfortunately, current policies don’t go far enough to prevent illegally caught seafood from entering the U.S. market. But the solutions are simple and widely supported – all fishing vessels should be publicly trackable, and all seafood should be traceable from the boat (or farm) to the dinner plate. Now is the time to finally remove the U.S. from inadvertently supporting the worldwide web of illegal fishing, slave labor and human trafficking. These are issues that Americans on both sides of the aisle agree upon, and President Biden should build on the efforts of previous administrations to stamp out illegal fishing once and for all.”

According to Oceana, illegal fishing poses one of the greatest threats to our oceans. It is estimated that up to 30% of the seafood caught worldwide is a product of Illegal, Unreported and Unregulated (IUU) fishing, valued from $25 to $50 billion annually. In the United States, up to 90% of the fish consumed is imported, with up to one-third of wild-caught imports being sourced from IUU fishing. IUU fishing can include fishing without authorization, ignoring catch limits, operating in closed areas, and fishing with illegal gear or for prohibited fish or wildlife. These illicit activities can destroy essential habitat, severely deplete fish populations, and threaten global food security. These actions not only contribute to overfishing, but also give illegal fishermen an unfair advantage over those that play by the rules. It also undermines the responsible management of commercial fishing and ocean conservation.

Forced labor and human rights abuses are also commonly associated with IUU fishing. IUU fishing is a low-risk, high-reward activity, especially on the high seas where a fragmented legal framework and lack of effective enforcement allows it to thrive. In 2018, the federal government required catch documentation and traceability for seafood at risk of illegal fishing and seafood fraud, but the Seafood Import Monitoring Program (SIMP) currently only applies to 13 types of imported fish and only traces them from the boat to the U.S. border. In 2019, Oceana released the results of a seafood fraud investigation, testing popular seafood not covered by SIMP and found that 1 in every 5 fish tested nationwide was mislabeled. Seafood fraud ultimately hurts honest fishermen and seafood businesses that play by the rules, masks conservation and health risks of certain species, and cheats consumers who fall victim to a bait-and-switch.

The national online poll, conducted by the non-partisan polling company Ipsos, surveyed 1,005 American adults from across the U.S. between December 11 and 14, 2020, and found widespread bipartisan support for policies aimed at increasing transparency and seafood traceability.

Oceana is campaigning to stop illegal fishing, increase transparency at sea, and require traceability of all seafood to ensure that all seafood is safe, legally caught, responsibly sourced and honestly labeled.

Fishing Boats ‘Going Dark’ Raise Suspicion Of Illegal Catches, Report Says

March 12, 2018 — A new report raises concerns that when fishing vessels “go dark” by switching off electronic tracking devices, in many cases they are doing so to mask the taking of illegal catches in protected marine parks and restricted national waters.

In the report released Monday by Oceana, an international conservation group, authors Lacey Malarky and Beth Lowell document incidents of fishing vessels that disappear from computer screens as they shut off collision-avoidance beacons near restricted areas, only to have them reappear days or weeks later back in legal fishing grounds.

“This practice of vessels going dark is really widespread on a global scale,” Malarky tells NPR.

Malarky and Lowell used Global Fishing Watch, which aggregates automatic identification system, or AIS, signals to give an unprecedented view of global fishing activity. AIS signals can be viewed by the public through such websites as Vesselfinder.com.

Yet another system, known as Vessel Management System, or VMS, is not available to the public but is used by countries to monitor their fishing fleets. However, “some countries can’t afford it — developing countries like those in West Africa,” Malarky says. “So, a lot of developing countries rely on AIS to monitor their fishing fleet.”

The White House Just Made It Easier To Know The Fish You’re Eating Is Actually Fish

December 9, 2016 — The Obama administration took a massive step in the fight against seafood fraud and illegal fishing on Thursday, introducing a rule that will help Americans know the fish they’re eating is truly what they paid for.

The National Oceanic and Atmospheric Administration will oversee the Seafood Import Monitoring Program, which will require about 25 percent of imported seafood to be traced from the boat or farm it comes from to the U.S. border. The rule is meant to curb the mislabeling of fish before it enters the U.S. (about 90 percent of fish we consume is imported) and cut down on overfishing. Businesses will have until the beginning of 2018 to comply.

“Today’s announcement is a groundbreaking step towards more transparency and traceability in the seafood supply chain,”said Beth Lowell, a senior campaign director for the environmental group Oceana, in a statement. “For the first time ever, some imported seafood will now be held to the same standards as domestically caught fish, helping to level the playing field for American fishermen and reducing the risk facing U.S. consumers.”

Obama finalizes stricter monitoring of seafood imports

December 9th, 2016 — The administration U.S. President Barack Obama has announced the implementation of the Seafood Import Monitoring Program to qualified enthusiasm from environmental groups.

The fruits of the Presidential Task Force on Combating Illegal, Unreported and Unregulated (IUU) Fishing and Seafood Fraud, authorized by Obama in June 2014, the program will require “at-risk” seafood that is imported into the United States to be tracked to its source and properly labeled.

Studies by ocean conservation watchdog Oceana found that around one-third of market and restaurant seafood products were mislabeled, while the organization estimates that up to one-third of the wild-caught seafood being imported into the United States is the result of IUU fishing.

Oceana’s senior campaign director Beth Lowell released a statement today saying the program should help protect U.S. fisherman from being undermined by illegally caught imports.

“For the first time ever, some imported seafood will now be held to the same standards as domestically caught fish, helping to level the playing field for American fishermen and reducing the risk facing U.S. consumers,” Lowell’s statement said.

Bait and Switch Still a Favorite Policy for Many Seafood Restaurants

October 6th, 2016 — Happy National Seafood Month!

But do you know what’s in your sushi or that basket of fish and chips? A recent report indicates you might not.

According to research compiled by ocean conservation group Oceana from 200 studies, 20 percent of seafood sold worldwide is mislabeled.

So that tuna you’re enjoying might actually be whale meat, and the “wild-caught salmon” commanding the high ticket price on the menu may actually be cheaper farmed salmon. In other egregious cases, fish containing high levels of mercury are being sold as safer alternatives, and some “caviar” contains no animal DNA whatsoever.

How can this happen? “Seafood fraud is one of those issues that isn’t always under one [government] agency,” Beth Lowell, senior campaign director at Oceana, explained to NBC. “There’s this patchwork of fish management laws, wildlife trafficking laws, food and drug laws.”

Oceana defines mislabeling as “species substitution where one fish was sold as another.” And, according to their research, it’s rampant.

Fishy methodology?

But not everyone agrees that the problem is as widespread as this report indicates. The National Fisheries Institute, a non-profit organization dedicated to education about seafood safety, sustainability, and nutrition — and which promotes dietary guidelines recommending Americans include fish and shellfish in their diets twice per week — responded to the Oceana report criticizing their methods.

The NFI cited FDA research that shows the percentage of mislabeled (primarily domestic) seafood is 15 percent, focusing on the varieties at highest risk for mislabeling and/or substitution, including cod, snapper, and grouper.

Others in the industry think all of these numbers are overstated. “My belief is that it’s very, very small,” Wayne Samiere, a marine biologist and owner of Honolulu Fish Company, told NBC. “In seafood, reputation is everything. Who would risk their reputation?”

“You can always go to a restaurant and find something, always dig up some kind of thing going on, but is it going on on a large scale?” he said. “There’s simply no way. A high-end chef in a large restaurant group, these are the guys that will be the most afraid, they have the most to lose. The benefit is very small.”

Thanks To Technology, You Might Soon Know Where Your Seafood Actually Comes From

September 16, 2016 — Millions of people worldwide depend on seafood to survive. An estimated 450 million people get their primary source of food from the ocean, and according to the World Bank, fishing makes up at least 10 percent of the global economy.

But for all its popularity and importance, the seafood industry’s supply chain is notoriously opaque, complex and plagued with problems, including illegal fishing and seafood fraud, which can seriously deplete fish populations and harm marine habitats.

Seafood lovers often have no idea where their fish or shrimp were caught, and even whether or not their snapper was the real McCoy.

Thanks to improved technology, together with the efforts of businesses, nonprofits and governments, however, “ocean-to-table” visibility is fast becoming a reality. And this, experts say, may help save our ailing seas.

Is That Real Tuna in Your Sushi? Now, a Way to Track That Fish

August 18, 2016 — “Most people don’t think data management is sexy,” says Jared Auerbach, owner of Red’s Best, a seafood distributor in Boston. Most don’t associate it with fishing, either. But Mr. Auerbach and a few other seafood entrepreneurs are using technology to lift the curtain on the murky details surrounding where and how fish are caught in American waters.

Beyond Maine lobster, Maryland crabs and Gulf shrimp, fish has been largely ignored by foodies obsessing over the provenance of their meals, even though seafood travels a complex path. Until recently, diners weren’t asking many questions about where it came from, which meant restaurants and retailers didn’t feel a need to provide the information.

Much of what’s sold has been seen as “just a packaged, nondescript fish fillet with no skin,” says Beth Lowell, who works in the seafood-fraud prevention department at Oceana, an international ocean conservation advocacy group. “Seafood has been behind the curve on both traceability and transparency.”

What’s worse is that many people have no idea what they’re eating even when they think they do. In a recent Oceana investigation of seafood fraud, the organization bought fish sold at restaurants, seafood markets, sushi places and grocery stores, and ran DNA tests. It discovered that 33 percent of the fish was mislabeled per federal guidelines. Fish labeled snapper and tuna were the least likely to be what their purveyors claimed they were.

Several years ago, Red’s Best developed software to track the fish it procures from small local fishermen along the shores of New England. Sea to Table, a family business founded in the mid-1990s with headquarters in Brooklyn that supplies chefs and universities, has also developed its own seafood-tracking software to let customers follow the path of their purchases. Wood’s Fisheries, in Port St. Joe, Fla., specializes in sustainably harvested shrimp and uses software called Trace Register.

And starting this fall, the public will be able to glimpse the international fishing industry’s practices through a partnership of Oceana, Google and SkyTruth, a nonprofit group that uses aerial and satellite images to study changes in the landscape. The initiative, called Global Fishing Watch, uses satellite data to analyze fishing boat practices — including larger trends and information on individual vessels.

Sea to Table hopes to sell fish directly to home chefs starting this year, too.

But local seafood can cost more than many Americans are accustomed to paying, which partly accounts for the rampant seafood fraud in this country.

“U.S. fisheries are very well managed and are actually growing nicely,” said Michael Dimin, the founder of Sea to Table. “But the U.S. consumer’s been trained to buy cheap food, and imported seafood is really cheap because of I.U.U. fishing.” I.U.U. stands for illegal, unreported and unregulated. The result is unsustainably fished, cheap seafood flooding American fish markets and grocery chains.

“To us, the secret is traceability,” Mr. Dimin said. “If you can shine a light on where it came from, you can make informed decisions.”

At “Our Oceans” Conference in Chile, Obama announces the first new marine sanctuaries in 15 years

“Several advocacy groups have been pressing the administration to declare two new national marine monuments off New England’s coast: Cashes Ledge and the New England Canyons and Seamounts, which are home to a major kelp forest and network of deepwater corals, respectively. But some local fishing operators raised objections to the designations of the two areas in the run up to the global conference, and the president did not use his executive authority to put them off limits.”

The following is an excerpt from a Washington Post story, written by Chelsea Harvey with contributions from Juliet Eilperin: 

WASHINGTON (The Washington Post) October 5, 2015 — In a video message to conference attendees, President Obama announced plans for two new marine sanctuaries, one off the coast of Maryland, and the other in Lake Michigan. They’ll be the first new national marine sanctuaries designated by the federal government in the past 15 years.

One of these sanctuaries will be an 875-square mile section of Lake Michigan off the shore of Wisconsin, which is recognized for its collection of nearly 40 known shipwrecks, some of which are listed on the National Register of Historic Places. The other sanctuary is a 14-square mile area of the Potomac River, which includes Maryland’s Mallows Bay – an area known for its ecological significance, according to the Maryland Department of Natural Resources, and home to bald eagles, herons, beavers, river otters and numerous species of fish.

Several advocacy groups have been pressing the administration to declare two new national marine monuments off New England’s coast: Cashes Ledge and the New England Canyons and Seamounts, which are home to a major kelp forest and network of deepwater corals, respectively. Marine national monuments differ from marine sanctuaries in that they can be established by presidential proclamation, whereas sanctuaries are designated by NOAA and require extensive public input – however, they can offer similar protections and human use restrictions over marine ecosystems.

The United States is also announcing several other plans aimed at protecting marine resources. In Chile for the conference, Secretary of State John F. Kerry announced the launch of Sea Scout, a global initiative targeting illegal, unreported and unregulated fishing by uniting world leaders, expanding technology and information-sharing and identifying illegal fishing hot spots. NOAA also has plans to expand the development of a technology known as the Visible Infrared Imaging Radiometer Suite, which detects boats and may help alert nations to illegal fishing activities. The technology will be implemented in several nations in 2016, including Indonesia and the Philippines.

The Sea Scout initiative “provides a real opportunity to improve coordination and information sharing around the world as a way to combat illegal fishing,” said Beth Lowell, senior campaign director for Oceana, in a statement to The Post. According to Lowell, the biggest challenges to combating illegal fishing are an untraceable global seafood supply chain and a lack of enforcement. And on these fronts, there’s still more to be done.

“The first step to effectively stop IUU fishing and seafood fraud is to require catch documentation for all seafood sold in the U.S.,” Lowell said. “While Oceana applauds the president’s task force for taking great steps in the right direction, full-chain traceability is ultimately needed for all U.S. seafood to ensure that it’s safe, legally caught and honestly labeled.”
