Distribution and Abundance of Forage Fish in Arctic and Sub-Arctic Waters Affected by Warming Ocean Conditions

January 14, 2021 — The following was released by NOAA Fisheries:

Pelagic or forage fish species are an important source of food for marine predators in the eastern Bering Sea. This group of fish includes capelin, Pacific herring, juvenile chum salmon, juvenile pink salmon, juvenile sockeye salmon, and walleye pollock during their first year of life.

A new study by scientists at the Alaska Fisheries Science Center shows variable effects on species distribution and abundance. It looked at several warm periods from 2002–2018 when ocean temperatures were warmer than average for four or more consecutive years.

Previous studies by NOAA Fisheries documented a northward shift in age-0 pollock, juvenile salmon, herring, and capelin during the 2002-2005 warm period relative to the 2006-2011 cool period in the eastern Bering Sea.

“However, this is the first study to look at temperature-related changes in the distribution and biomass (total average weight of all fish) of pelagic fishes over multiple warm periods,” said Ellen Yasumiishi, researcher, Alaska Fisheries Science Center and lead author for the study. “Studies like this are also important for understanding factors that may affect juvenile salmon and age-0 pollock growth, development and ability to reach maturity. As adults these fish are targeted by commercial, recreational, and subsistence fisheries in Alaska.”

Buyout nets coastal Alaska villages first direct ownership of Bering Sea crab quota

January 13, 2021 — Fishing rights and vessel ownership are transferring from a Seattle-based fishing company to two Alaskan regional economic development organizations and 30 communities.

The seller is Mariner Companies, owned by pioneering Bering Sea crabbers Kevin Kaldestad and Gordon Kristjanson. Two Community Development Quota organizations have purchased the company’s crab boats, and 30 communities have formed limited liability companies to purchase the quota, which amounts to 3% of the Bering Sea opilio and red king crab fishery.

The direct ownership of quota by communities is new in the area served by both Bristol Bay Economic Development Corporation and the Coastal Villages Region Fund.

The BBEDC and CVRF are two of the six Community Development Program groups in Alaska, which are allocated portions of Bering Sea resources. The groups can then either lease their rights or develop owner-operator businesses themselves, but the proceeds return to the communities they cover through economic development programs.

Although the communities involved are included in BBEDC and CVRF programs, by establishing new LLCs for the communities, each one is able to have more control over how to best use the revenue the quota brings in.

ALASKA: Some Fishermen on Edge After Rough Year in North Pacific

January 6, 2021 — Some fishermen in the North Pacific Ocean are on edge ahead of a traditionally fruitful winter fishing season, following a rough 2020 that saw catch rates fall below long-term averages.

The coronavirus pandemic forced the cancellation of some research surveys, making it more difficult to determine how many fish are in the Bering Sea off Alaska, the Seattle Times reported Monday.

The Seattle-based Alaska Fisheries Science Center canceled five of six research missions that help scientists measure fish stocks because of fears of virus outbreaks at sea.

Fishermen have begun their two-week coronavirus quarantines ahead of the Jan. 20 start of the fishing season and aren’t sure what they’ll find once ships largely based in Washington state make their way to the Bering Sea.

“This is the best time of year,” said Kevin Ganley, who captains a 123-foot (37-meter) boat called American Beauty. “If (the fish) are not there, we’re in trouble.”

ALASKA: Bering Sea fishing crews on edge about coming pollock opening after a tough 2020 of small fish and COVID-19

January 5, 2021 — Skipper Kevin Ganley spent most of the summer and fall pulling a massive trawl net through the Bering Sea in a long slow search for pollock, a staple of McDonald’s fish sandwiches. The fish proved very hard to find.

“We just scratched and scratched and scratched,” Ganley recalls. “It was survival mode.”

Ganley’s boat is part of a fleet of largely Washington-based trawlers that have had a difficult year as they joined in North America’s largest single-species seafood harvest. Their catch rates in 2020 during the five-month “B” season that ended Nov. 1 were well below long-term averages. They also encountered more skinny, small fish — fit for mince but not prime fillets — than in a typical year, according to a federal review of the season.

Meanwhile, COVID-19 greatly complicated the essential task of keeping crews healthy as one company, Seattle-based American Seafoods, was hit with outbreaks on three vessels. The pandemic also resulted in the cancellation of some research surveys that help scientists measure fish stocks in a body of water that has been undergoing climatic changes as temperatures warm.

This has added an unwelcome element of suspense as crews start their COVID-19 two-week quarantines before the Jan. 20 start of the “A” season.

Due to COVID-19, Drone Survey Powers NOAA’s Bering Cod Assessment

December 30, 2020 — Every other year, NOAA Fisheries conducts an acoustic-trawl survey from crewed research vessels to measure pollock abundance in Alaska’s eastern Bering Sea. As a result of COVID-19, many research surveys were canceled, and we weren’t able to conduct our walleye pollock surveys. Data collected from these surveys are critical to manage pollock, which comprise the nation’s largest commercial fishery.

NOAA Fisheries scientist Alex De Robertis at the Alaska Fisheries Science Center developed a contingency plan: conducting the survey with saildrone wind- and solar-powered ocean-going robots. The hope was to collect some data despite the vessel survey cancellation.

For the past several years, De Robertis and colleagues at the Alaska Fisheries Science Center have been working with partners at NOAA Research’s Pacific Marine Environmental Laboratory,  Saildrone and Kongsberg. They use uncrewed surface vehicles equipped with low-power sonar (acoustic) sensors to conduct research in the Bering and Chukchi Seas. The pollock survey contingency plan was an opportunity to apply what they had learned to collect data for resource management.

Russian intimidation of Bering Sea fishermen shows gap in Arctic investment, Sullivan says

December 10, 2020 — The second-in-command of the U.S. Coast Guard shouldered some of the blame on Tuesday for incidents in August in which the Russian military intimidated Bering Sea fishermen out of American waters.

Admiral Charles Ray told a U.S. Senate panel the Coast Guard knew Russia was conducting a military exercise in the area and failed to tell the Bering Sea fishing industry.

“This was not our best day, with regards to doing our role to look after American fishermen — the U.S. Coast Guard,” Ray said. “I’ll just be quite frank: We own some of this.”

Electronic monitoring grants will benefit Alaska fisheries

November 30, 2020 — Two Alaska fisheries are among the beneficiaries of new national grants to modernize data management systems to ensure sustainable fisheries in the Gulf of Alaska, Bering Sea and Aleutian Islands through electronic monitoring.

One grant for $185,104 went to the Alaska Longline Fishermen’s Association which matched those funds with another $213,500, for a total of $398,604.

The other, for $908,862, went to United Catcher Boats in Seattle, which added $1,385,854, for a total of $2,294,716.

ALFA will use its share to develop lower cost electronic monitoring hardware, test automated real-time feedback to vessels on image quality and support stakeholder engagement in fisheries management forums relevant to electronic monitoring in the Alaska fixed gear fishery. The project will also explore ways to improve image quality and cost effectiveness of electronic monitoring through the development of new electronic monitoring systems and deployment methods, ALFA officials said,

UBC will focus on scaling up existing efforts to evaluate the feasibility and cost efficiency of using electronic monitoring systems on Bering Sea and Gulf of Alaska Pollock pelagic trawl catcher vessels to monitor compliance with retention regulations. The project will demonstrate the feasibility of electronic monitoring at scale and improve data quality, timeliness and cost-efficiency for salmon bycatch accounting and detecting and quantifying groundfish discards, according to UBC.

Russian and American Scientists say warming water is pushing Bering Sea pollock into new territory

November 20, 2020 — In a new study, scientists have linked warming Arctic temperatures, changing wind patterns and shifting currents to movement of commercially valuable Alaska pollock in the Bering Sea.

The Bering Sea has seen the loss of a summer cold water barrier in recent years, which used to keep pollock from spreading out and moving north.

But while scientists are seeing drastic shifts in pollock movement patterns, further research needs to be conducted to know what the changes mean for communities like Unalaska and Dutch Harbor and the billion-dollar pollock industry.

“This research is really critical because pollock are a key ecological component of the Bering Sea shelf food web supporting the largest commercial fishery in the U.S. by biomass,” said Robert Foy, NOAA’s Alaska Fisheries Science Center director. “To get an accurate assessment of pollock abundance so that resource managers can set sustainable catch limits, we have to be able to understand pollock distribution, which certainly looks different under a warm water regime.”

Alaska’s Supreme Court to rule on fish tax, with millions at stake

November 2, 2020 — The Alaska Supreme Court is currently reviewing the constitutionality of a lucrative landings tax on fish caught in federal waters and brought through Alaska ports to be exported to international markets.

Every season, millions of tons of fish are scooped up by factory trawlers in the Bering Sea’s federal waters, which start three miles off the coast of Alaska. Most of those fish are processed at sea, then taken to ports like Dutch Harbor to be transferred to other ships and containers for export. Since 1994, Alaska has been collecting a three percent tax on that catch and distributing it to state and local governments.

NPFMC wrestles with halibut bycatch in Bering Sea

October 28, 2020 — Federal fisheries managers aiming to limit incidental halibut bycatch in the Bering Sea are moving forward with alternative options to resolve allowable bycatch based on abundance of the species.

The North Pacific Fishery Management Council noted in a revised purpose and need statement approved during its October meeting that the Amendment 80 sector, in the Bering Sea, a fleet of trawl catcher-processors targeting rock sole, yellowfin sole and flathead sole, is accountable for the bulk of the annual halibut prohibited species catch in the Bering Sea/Aleutian Islands groundfish fisheries. The meeting was virtual, due to safety concerns prompted by the worldwide COVID-19 pandemic.

While the Amendment 80 fleet has reduced halibut mortality in recent years, the continuing decline in the halibut stock requires consideration of additional measures for bycatch management, the council said.

When halibut abundance in the Bering Sea/Aleutian Islands declines, prohibited species catch by these trawl catcher-processors can result in a larger proportion of total halibut removals, particularly in International Pacific Halibut Commission Area 4CDE, which includes the Pribilof Islands. To that end, the council intends to establish an abundance-based halibut prohibited species catch management program in the Bering Sea/Aleutian Islands for the Amendment 80 sector that meets requirements of the Magnuson-Stevens Fishery Management Act, particularly to minimize halibut prohibited species catch to the extent practicable under National Standard 9 and to achieve optimum yield in the area groundfish fisheries on a continuing basis under National Standard 1.
