How Chinese Fishing Vessels Dominate Domestic Waters Across the Globe

August 2, 2024 — On March 14, 2016, in the squid grounds off the coast of Patagonia, a rusty Chinese vessel named the Lu Yan Yuan Yu 10 was fishing illegally, several miles inside Argentine waters. Spotted by an Argentine coast-guard patrol and ordered over the radio to halt, the specially-designed squid-fishing ship, known as a “jigger,” fled the scene. The Argentinians gave chase and fired warning shots. The Lu Yan Yuan Yu 10 then tried to ram the coast-guard cutter, prompting it to open fire directly on the jigger, which soon sank.

Although the violent encounter at sea that day was unusual, the incursion into Argentine waters by a Chinese squid jigger was not. Owned by a state-run behemoth called the China National Fisheries Company, or CNFC, the Lu Yan Yuan Yu 10 was one of several hundred Chinese jiggers that makes annual visits to the high-seas portion of the fishing grounds that lie beyond Argentina’s territory; many of these jiggers then turn off their locational transponders and cross secretly into Argentine waters. Since 2010, the Argentine navy has chased at least 11 Chinese squid vessels out of Argentine waters for suspected illegal fishing, according to the government.

In 2017, a year after the illegal incursion and sinking of the Lu Yan Yuan Yu 10, Argentina’s Federal Fishing Council issued a little-noticed announcement: it was granting fishing licenses to two foreign vessels that would allow them to operate within Argentine waters. Both would sail under the Argentine flag through a local front company, but their true “beneficial” owner was the CNFC. (The CNFC did not respond to requests for comment.)

The move by local authorities may have been a contradiction, but it is an increasingly common one in Argentina—and elsewhere around the world. Over the past three decades, China has gained supremacy over global fishing by dominating the high seas with more than 6,000 distant-water ships, a fleet that is more than triple the size of the next largest national fleet. When it came to targeting other countries’ waters, Chinese fishing ships typically sat “on the outside,” parking in international waters along sea borders, then running incursions across the line into domestic waters. But in recent years, from South America to Africa to the far Pacific, China has increasingly taken a “softer” approach, gaining control from the inside by paying to “flag-in” their ships so they can fish in domestic waters. Subtler than simply entering foreign coastal areas to fish illegally, the tactic is less likely to result in political clashes, bad press, or sunken vessels.

A boat went dark. Finding it could help save the world’s fish.

May 25, 2023 — On an early January afternoon, a South Korean fishing boat, the Oyang 77, departed from Montevideo, Uruguay, for the plentiful waters off the coast of Argentina. A month later, it would be apprehended by the coast guard for illegal fishing.

As it intruded into Argentina’s territorial waters, the boat left a telltale digital signature, one that could be used to catch outlaw fishermen across the planet.

Wanchese Fish Company launches shrimp trawler in Argentina

January 19, 2022 — Wanchese Fish Company, a division of Cooke Seafood USA, is launching a new trawler to target Argentine red shrimp.

Built by the Astilleros Armon shipyard in Spain for CAD 15 million (USD 12 million, EUR 10.6 million), the F/V Destiny, with a length of over 42 meters, will operate in southern Argentine waters this season.

Eying USD 1.8 billion opportunity, Argentina in talks with China to develop aquaculture

August 11, 2021 — Argentina’s government is working with China as a strategic technology  partner to develop its domestic aquaculture sector.

Argentina’s national director of aquaculture, Guillermo Abdala, estimated aquaculture could generate revenue of at least USD 1.8 billion (EUR 1.5 billion) annually for the South American nation.

Oceana reports Chinese, Spanish squid vessels ‘going dark’ off Argentina

June 4, 2021 — A South Atlantic shortfin squid fishery is dominated by distant-water fleets off Argentina, primarily Chinese vessels that account for an estimated 69 percent of fishing activity, according to a new report by the environmental group Oceana.

From Jan. 1, 2018 to April 25, 2021, the group documented more than 800 foreign-flag vessels logging more than 900,000 hours of apparent fishing activity, based on analysis of Automatic Identification System (AIS) data.

That analysis also showed vessels regularly “went dark” – apparently turning off their AIS transponders – effectively dropping out of sight for 600,000 hours in all. Some 66 percent of those outages involved Chinese vessels, raising the possibility of masked illegal fishing, such as intruding into Argentina’s exclusive economic zone, according to Oceana researchers.

Hundreds of fishing fleets that go ‘dark’ suspected of illegal hunting, study finds

June 2, 2021 — Giant distant-water fishing fleets, primarily from China, are switching off their tracking beacons to evade detection while they engage in a possibly illegal hunt for squid and other lucrative species on the very edge of Argentina’s extensive fishing grounds, according to a new study by Oceana, an international NGO dedicated to ocean conservation.

Every year, vessels crowd together along the limits of Argentina’s Exclusive Economic Zone (EEZ) to take advantage of the lucrative fishing grounds.

By monitoring the ships’ tracking beacons between January 2018 and April 2021, Oceana found that more than 800 vessels apparently conducted nearly 900,000 hours of fishing within 20 nautical miles of the invisible border between Argentina’s national waters and the high seas.

“During this three-and-a-half-year period, there were over 6,000 instances in which these fishing vessels appeared to go ‘dark’ by potentially disabling their electronic tracking devices, known as Automatic Identification Systems (AIS),” says the report, published on Wednesday, titled, Now You See Me, Now You Don’t: Vanishing Vessels Along Argentina’s Waters.

In all, these vessels were “hidden” for over 600,000 hours during which Oceana suspects they crossed over into Argentina’s territorial waters for illegal fishing.

“It’s very suspicious that they have their AIS turned off for such a large proportion of the time they are out fishing,” said Marla Valentine, an ecologist at Oceana, an international NGO dedicated to ocean conservation.

Cooke eyes deal for fast-growing Argentinian shrimp firm with Spanish plant

February 20, 2020 — Acquisitive Canadian seafood giant Cooke is eyeing a deal for Grupo Cabo Virgenes, an Argentina-based fishing and processing firm with a plant in Spain, reports Alimarket.

According to the website’s sources, Cooke is looking at buying all Cabo Virgenes’ assets, which include nine vessels and a plant in Argentina, and the value-added factory in Spain, but the talks are in the early stages and a deal is not imminent. Cooke is already operating in Spain, with seabass and seabream farmer Culmarex.

Cabo Virgenes and Cooke were not immediately available for comment to Undercurrent News. 

An Undercurrent source confirmed he’d also heard of the talks. “Cooke needs to enter the Spanish [shrimp] market and Cabo Virgenes is a good operation for starting with wild shrimp in Argentina,” he said.

Cooke has already started to expand in the Argentinian shrimp sector and Glenn Cooke, co-founder and CEO, told Undercurrent last year the company plans more deals. Cooke was previously being linked to a deal for vessels owned by Grupo Conarpesa Continental Armadores de Pesca (Conarpesa), but nothing materialized. The company has also snapped up two Central American shrimp farmers, Seajoy Group and Farallon Aquaculture de Nicaragua.

Latest Oceana report showcases power of Global Fishing Watch

June 13, 2019 — A South Korean-flagged fishing vessel with a history of illegal fishing and involvement in human rights abuse cases, repeatedly stopped transmitting its public tracking data while off the coast of Argentina, Oceana says in a brief report released Thursday that identifies several suspicious activities observed with the help of the recently enhanced Global Fishing Watch (GFW) program.

Oceana said GFW detected 77 gaps in Automatic Identification System transmissions by the vessel, which it doesn’t name, over a nearly five-year period, including four inside its national waters. One gap lasted almost 12 days, ending when the Argentine Coast Guard captured the vessel for fishing illegally inside Argentina’s waters.

GFW — a program started by Oceana, SkyTruth and Google — uses a combination of satellite and radar technology and vessel monitoring system data to support the enforcement of laws that prohibit fishing out of season or in protected areas. The group now reports maintaining about 20 staff distributed globally, with individuals and small teams spread across the US, Asia, Europe, Central and South America.

The US military is warning that China’s fishing boats are bullies and could start a war on the high seas

January 7, 2019 — China’s “insatiable appetite” for seafood is straining the limited abilities of South American countries to enforce their maritime boundaries, according to a December 13 article in Dialogo, a website run by US Southern Command.

Countries on the Atlantic and Pacific coasts have been affected, and most of the illicit fishing activity in those areas is done by Chinese vessels.

Juan Carlos Sueiro, fisheries director for Peru at the ocean conservation and advocacy organization Oceana, told Dialogo that Peru and Argentina saw “the largest congregation of these vessels in the world.”

“It’s not that they can’t fish in international waters, but their close presence generates controversy. For example, Oceana already identified vessels entering into Peruvian waters without a license or with duplicated ID,” Sueiro said.

AquaBounty and Intrexon Developing Gene Edited Tilapia; Receive GMO Exemption

December 21, 2018 — SEAFOOD NEWS — AquaBounty and Intrexon announced this week that their jointly developed gene edited line of tilapia is “exempt from GM regulation” according to Argentina’s National Advisory Commission on Agricultural Biotechnology (CONABIA).

Intrexon is a leader in the engineering and industrialization of biology to improve the quality of life and health of the planet. GM salmon farmer AquaBounty is a majority-owned subsidiary of Intrexon.

According to a press release, the engineered tilapia was developed using gene editing techniques and do not contain any foreign DNA or a new combination of genetic material. Because of this, the tilapia is not considered a genetically modified product in Argentina.

“We are focused on developing animal biotechnology for aquaculture and livestock through our subsidiaries to support sustainable food production in the U.S. and abroad,” LTG Thomas Bostick, PhD, PE, Chief Operating Officer of Intrexon, said in a statement. “We are pleased with Argentina’s leadership in establishing a transparent and predictable process for the advancement of products developed with gene editing techniques and see this as a critical development for companies seeking to bring highly innovative solutions to the global market using powerful and highly precise genetic tools. Moreover, enhancing regulatory certainty for products derived from biotechnology is critical to the future of agricultural innovation.”

The engineered tilapia has an improved fillet yield of 70%, a growth rate improvement of 16%, and a feed conversion rate improvement of 14%. The tilapia has a shortened time to harvest, which not only reduces input costs, but increases production output and reduces risk of disease.

AquaBounty CEO Ronald Stotish added that the company is “committed to advancing novel technologies into the marketplace to improve sustainability in aquaculture.” Stotish said that it’s through their collaboration with Intrexon that the company has been able to make “significant progress.”
