AMSEA marine safety course can help fishermen — and everyone else — stay safe on the water

June 23, 2021 — Each year, the Alaska Marine Safety Education Association offers courses on safety while out on the water.

The course goes over the survival equipment that fishermen are required to have on their vessels, based on the Commercial Fishing Vessel Safety Act passed by congress in 1988.

That equipment includes immersion suits, survival rafts, signal flares, Emergency Position Indicating Radio Beacons, and personal flotation devices. Some of the survival equipment is only required on vessels that fish more than three miles offshore.

The class focuses on the technical aspects of operating safety gear, but instructor Ron Bowers hopes the biggest takeaway is knowing what to do in an emergency.

“You know what the best survival tool is — it’s what God gave you between your ears — your brain,” he said. “Having an attitude that you’re going to live, you’re going to survive this situation, you’re going to figure out what to do, and you’re going to come back alive and you’re going to bring your crew with you.”

Alaska Marine Mammal Stranding Partners Necropsy Minke Whale Near Gustavus

June 23, 2021 — The following was released by NOAA Fisheries:

A couple walking on the beach near Gustavus dock early on Sunday, May 30 were initially excited to spot a minke whale surface near a moored vessel. But then, they saw the whale dive and heard the mooring chain on the vessel pull taut, and the vessel spun around. That’s when they knew the whale was entangled.

A short time later, Glacier Bay National Park and Preserve Whale Biologist Janet Neilson had received word of the entanglement at home. She reported it to NOAA Fisheries’ Alaska Marine Mammal Stranding Hotline.

Peter Pan posts USD 1.10 per pound for Bristol Bay sockeye

June 21, 2021 — Peter Pan Seafood shook up the world’s largest wild salmon run on 19 June with the announcement it will pay a base price of USD 1.10 (EUR 0.84) per pound for sockeye salmon in Bristol Bay, Alaska.

The price upholds reports of a strong market for wild sockeye and is a welcome development for Bristol Bay fishermen, who were disappointed by last season’s base price of USD 0.75 (EUR 0.63).

ALASKA: Fearing dismal salmon runs, Kwik’Pak fisheries pivots to gardening

June 21, 2021 — In recent years, the chum salmon runs on the Yukon River have been low. This year, it is too early to tell how the run will be. But with commercial fishing becoming a less reliable venture, one fishing enterprise is hoping to find stability by turning to veggies.

The goal is to keep the business operating and workers employed, so Kwik’Pak Fisheries in Emmonak is diversifying its business by building greenhouses right next to its fish processing plant.

Traditionally, Kwik’Pak is the only fish buyer in the lower Yukon and one of the region’s main employers during the summer. During good chum and coho salmon runs, Kwik’Pak can employ between 100 and 300 workers on a given day. A number of those employees are teenagers from villages all over the lower Yukon.

“It’s great seeing these kids, ‘cause their self-esteem and well-being, they just glow because they have work,” said Jack Schultheis, who manages Kwik’Pak Fisheries. “They have their own money. And not just menial work, but when they can use the imagination and their intellect.”

Alaska crab is in high demand, but some fishermen are worried about stocks

June 21, 2021 — Crab has been one of the hottest commodities since the COVID pandemic forced people in 2020 to buy and cook seafood at home, and demand is even higher this year.

Crab is now perceived as being more affordable when compared to the cost to enjoy it at restaurants, said global seafood supplier Tradex, and prices continue to soar.

That’s how it’s playing out for Dungeness crab at Kodiak and, hopefully, in Southeast Alaska, where the summer fishery got underway June 15.

Kodiak’s fishery opened on May 1 and 76,499 pounds have been landed so far by just eight boats, compared to 29 last year. The Kodiak price this season was reported as high as $4.25 a pound for the crab that weigh just over 2 pounds on average. That compares to a 2020 price of $1.85 for a catch of nearly 3 million pounds, the highest in 30 years, with a fishery value of nearly $5.3 million.

The pulls are skimpy though, averaging just two crab per pot. Kodiak’s Dungeness stocks are very cyclical and the fishery could be tapping out the tail end of a peak. Managers say this summer should tell the tale.

Southeast’s summer Dungeness could see 190 or more permit holders on the grounds. Crabbers won’t know until June 29 how much they can pull up for the two-month fishery after managers assess catch and effort information. The fishery, which occurs primarily around Petersburg and Wrangell, will reopen again in October.

Ninth Circuit Revives Fight Over Mining Plans in Pristine Alaskan Bay

June 18, 2021 — Home to the greatest wild salmon fisheries in the world, Bristol Bay in southwest Alaska also lies near prized natural resources long sought by a mining enterprise. To protect the pristine Alaskan frontier, the Obama administration’s U.S. Environmental Protection Agency sought to restrict a proposed mining operation in 2014 — a move later dumped by the Trump administration.

Conservationists sued, but a federal judge found the Trump EPA’s decision unreviewable and dismissed the case.

On Thursday, a Ninth Circuit panel ordered the case remanded to determine if the EPA’s about-face was “arbitrary, capricious, an abuse of discretion, or contrary” to federal law.

The legal history surrounding this pristine slice of Alaskan wilderness stretches back to 2014, when the EPA announced it would seek to restrict mining operations in Bristol Bay under the authority of the Clean Water Act. The proposed Pebble Mine operation would extract copper, gold and other minerals and would be the largest of its kind in North America. The operation’s toxic waste pits could sit at the headwaters to Bristol Bay, and any type of collapse would likely contaminate the region’s watershed.

But in 2019 the Trump EPA withdrew its proposed determination. Several lawsuits followed including a complaint filed by Trout Unlimited, a nonprofit advocacy group, in the District of Alaska. The group challenged the agency’s withdrawal decision as a violation of the Clean Water Act and the implementing regulations.

Pebble: Appeals Court revives case challenging EPA’s removal of watershed protection

June 18, 2021 — A panel of the 9th Circuit Court of Appeals has revived a lawsuit aimed at blocking construction of the Pebble Mine in Southwest Alaska.

The lawsuit, filed by environmental groups, tribes and other mine opponents, challenged a 2019 Environmental Protection Agency decision to remove protection for the Bristol Bay watershed.

U.S. District Judge Sharon Gleason ruled last year courts could not review the decision because the Clean Water Act did not specify what legal standard applied. The appeals panel agreed the law did not include that standard — but said EPA’s regulations do.

Central Gulf of Alaska Marine Heatwave Watch

June 17, 2021 — The following was released by NOAA Fisheries:

Temperatures are above the long-term average, but remain below marine heatwave conditions. These conditions are wavering near conditions observed in 2017 and 2018 for this season. Recent warming has been sporadic in the region with warmer conditions in the western sector and cooler conditions near Kodiak Island and eastward.

Why monitor marine heatwaves in the Gulf of Alaska?

Climate change is impacting the ecosystem of the Gulf of Alaska and effects are expected to magnify as warming increases over the coming decades. Over the past 6 years, the Gulf of Alaska has been experiencing extended and severe marine heatwaves. From June 2014 to January 2017 the North Pacific, including the Gulf of Alaska, had increased temperatures over a region of approximately 2 million km2 with more than 2.5 °C warmer than the long-term mean (1982–2012). The 2014–2016 marine heatwave changed the ecology of the region with reduced phytoplankton production, a shift in zooplankton production from large lipid-rich (higher fat) copepods to small lipid-poor copepods, and reduced forage fish populations such as capelin (Mallotus villosus) and Pacific sand lance (Ammodytes hexapterus). Species at the top of the marine food chain experienced lower recruitment (reduced juvenile survival) and increased mortality in fishes, birds, and mammals.

MATT ALWARD: Sustaining Alaska’s fisheries through nonprofit hatcheries

June 17, 2021 — You don’t need me to tell you that fishing is central to Alaskan life — as an economic driver, cultural touchstone, and recreational centerpiece. From commercial businesses to subsistence harvest to sport charters, fisheries have always played a significant role in the lives of Alaskans across the state, and we hope to continue that tradition for generations to come. Alaska’s fish stocks are a renewable resource that can support sustained fisheries well into the future—but only if properly managed. Hatcheries are vital to ensuring long-term sustainable harvests for all user groups, in years of both abundance and low returns, in Alaska.

The United Fishermen of Alaska strongly opposes fish farming — but hatcheries are not fish farms. In Alaska’s hatcheries, fish eggs are fertilized, reared to grow into juveniles, and then released as fry to the ocean to grow into adulthood. Most fundamentally, hatcheries serve to improve egg-to-juvenile survival. In nature, egg-to-fry survival rates among fish average less than 10%; in hatcheries, that rate is over 90%. With a mission to supplement wild stocks, most critically during years of low returns, hatcheries have allowed Alaska’s fish populations to thrive without reducing harvest opportunities for the user groups that rely on salmon. The development of Alaska’s hatchery program in the 1970s coincided with an incredible rebound of wild salmon populations across the state. It has led to some of the highest harvests in recorded history. As much of the world struggles to avoid overfishing, or depletion of natural fish populations, Alaska’s fish stock remains abundant, with three of the four highest wild stock returns in Alaska’s history occurring within the last ten years.

Nearly 50 years after establishing the hatchery associations, all commercial salmon fishermen in Southeast Alaska, Prince William Sound, Kodiak and Cook Inlet harvest hatchery-produced salmon as a part of their overall harvests. Beyond commercial fisheries, hatcheries contribute to salmon harvests for both sport fishing by residents and tourists, and personal and subsistence fishing. A recent 2020 report found that Alaska’s sport, personal use and subsistence fisheries roughly harvested hatchery salmon of 10,000 chinook, 5,000 chum, 100,000 coho, 19,000 pinks, and 138,000 sockeye between 2012-2016 annually. When it came to sport fishing alone, 17% of coho, 5% of sockeye, and 8% of chinook harvests were hatchery stock.

Shellfish and seaweed mariculture is focus of new Alaska industry alliance

June 15, 2021 — Alaskans who are engaged in or interested in mariculture are invited to become founding members in a group that will advance the growing industry across the state.

The newly formed Alaska Mariculture Alliance (AMA) is a private, nonprofit successor to a five-year task force formed in 2016 by Gov. Bill Walker and re-authorized in 2018 by Gov. Mike Dunleavy. The task force will sunset on June 30.

“One of the priority recommendations was to create a long-term entity that would coordinate and support development of a robust and sustainable mariculture industry to produce shellfish and aquatic plants for the long-term benefit of Alaska’s economy, environment and communities,” said Julie Decker, executive director of the Alaska Fisheries Development Foundation, which administrated the task force and will do so for the AMA.

Decker clarified that Alaska mariculture encompasses farming of shellfish and aquatic plants and also includes enhancement and restoration projects.

There are 76 active aquatic farm and nursery permits in Alaska that when combined with 35 pending new applications, comprise 1,631 acres, according to the Alaska Department of Fish and Game. Some growers also are interested in sea cucumbers, geoduck clams and abalone.
