Vessel flag loopholes leaving door open for IUU fishing in Africa

May 9, 2022 — The number of fishing vessels exploiting African flags to escape effective oversight as they engage in illegal fishing continues to increase, a new report by TM-Tracking has found.

The report, published by Norwegian nonprofit TM-Tracking and a collection of experts under I.R. Consilium, found that the health of Africa’s fisheries, coupled with the limited enforcement capacity of the region’s governments, make Africa an “ideal venue for high-risk fishing operators.” An analysis of fishing operations and illegal fishing cases by TM-Tracking found perpetrators of illegal, unreported, and unregulated (IUU) fishing are tapping into the USD 194 billion (EUR 184 billion) global fishing market without any “meaningful restrictions or management oversight.”

Middle Eastern, African seafood markets poised for growth as consumption and urbanization rise

January 25, 2021 — Demand for seafood products in the Middle East and Africa has been rising steadily, a trend that is likely to persist through 2027, according to a new report from Insight Partners, a venture capital and research firm based in New York City, U.S.A.

The report, “Middle East and Africa Seafood Market Forecast to 2027 – COVID-19 Impact and Regional Analysis,” found the value of the seafood market in the two regions is projected to grow from USD 9.3 billion (EUR 7.7 billion) in 2019 to USD 10.7 billion (EUR 8.9 billion) in the next six years.

Namibian fishery is second in Africa to be certified as sustainable

November 17, 2020 — The following was released by the Marine Stewardship Council:

The Namibia hake trawl and longline fishery has become the first fishery in Namibia, and the second in Africa, to meet the globally recognised standard for sustainable fishing set by the Marine Stewardship Council (MSC), an environmental not for profit.

The certification recognises progress made by the Namibian government and fishing industry in rebuilding hake stocks [1], which in the past were decimated by overfishing by foreign fleets [2]. To be MSC certified, a fishery must show the fish stock is healthy, that it minimises its impact on the environment and has effective management in place [3].

A global surge in consumer interest in sustainably sourced products means demand is outpacing supply. MSC certification will ensure the fishery can continue to export to markets in Southern Europe and will help it expand into retail markets in Northern Europe. Supermarkets and brands in these markets often prefer the fish and seafood they stock to be MSC-certified.

Fishing is the third largest sector of Namibia’s economy, with hake making up the majority of the sector and directly employing more than 10,000 people. The bulk of hake industry jobs go to women, who clean, fillet and pack the fish for export in factories around the ports where the hake is landed. MSC certification is expected to help the sector grow, benefiting the economy, communities and creating more jobs.

“As custodians of our natural resources, it is our responsibility to manage Namibia’s fisheries in a way that ensures the long-term health and biodiversity of the oceans, and at the same time allows our fishing industry to maximise the value of the resource for the current and future generations of the Namibian people in line with the provisions of article 95(l) of the Namibian constitution. We have worked hard to rebuild hake stocks that were historically overfished. MSC certification of the Namibian Hake is an independent endorsement that our efforts are working, and a signal to retailers, brands and fish lovers around the world that the Namibian Hake is sustainable and it is here to stay.” [4]

Peter Pahl, Chair of the Namibian Hake Fishing Association, said:

“Demand for sustainable hake is growing, especially in Europe. Having MSC certification will help the Namibian Hake industry stay competitive and meet demand in our existing markets, as well as expand into new markets where retailers and brands preferentially stock MSC certified fish to meet their consumers’ expectations. Now we have certification, we hope to see our numbers grow, benefiting Namibians, communities, the economy and of course, the oceans.”

Nomad Foods, which owns the Birdseye, Findus and Iglo brands and has committed to source 100% of its fish and seafood from sustainable sources by the end of 2025, welcomed the certification.

Stefan Descheemaeker, CEO, Nomad Foods said: 

“As the world’s largest buyer of certified wild caught white fish, and a proud co-founder of the MSC, we have a key role to play in encouraging fisheries to continuously improve their practices to ensure the health of fish stocks, vulnerable species and ocean habitats. This requires a long-term view and collaboration across the supply chain. With more than 95% of our raw material already externally certified, we are increasing our focus on fish species that make up the remainder of our portfolio, including Namibian Hake. We have supported the Namibia hake trawl and longline fishery on its certification journey for a number of years and expect to be one of the first companies to bring products made from MSC certified Namibian Hake to European consumers.”

The Namibian Hake fishery, which operates on a much larger scale than many fisheries in the Global South, will add up to 160,000 tonnes of sustainable hake into the sustainable seafood supply chain.

Michael Marriott, MSC Program Manager: Africa, Middle East and South Asia said:

“The Namibian hake fishery’s achievements are a great example of how the MSC programme works in partnership with governments, scientists and the industry to drive change. Around 60% of all seafood is caught in the Global South, where it is a vital source of protein. Interest and engagement in our programme has been growing sharply across emerging economies. We want to work with more fisheries and governments in the region and hope that more will be encouraged by the Namibian hake’s success.”

Overfishing in Africa

More than a third of fish stocks around the world are overfished, yet sustainable fisheries are more productive and resilient to change according to the UN Food and Agriculture Organisation. The World Bank has estimated [5] that the amount of fishing in African waters would need to be reduced by more than 50 percent in order to reach an equilibrium that protects both fish stocks and profits.

SADC states developing joint strategy to combat IUU

March 3, 2020 — As campaigns against illegal, unreported, and unregulated (IUU) fishing continue in Africa, at least eight countries have resolved to develop a common strategy to counter the practice.

The eight countries, all members of the Southern Africa Development Community – an inter-governmental organization headquartered in Gaborone, Botswana – are drawing up a plan of action on monitoring, control, and surveillance (MCS) methods. Those methods are planned for both the marine and inland water fisheries in the country, with the intention of countering illicit activities such as illegal fish landings, transshipment at sea, violations of catch limits, and deployment of illegal equipment.

Learning from gorillas to save killer whales

November 9, 2018 — In 2018, the southern resident killer whale population in the Pacific Northwest’s Salish Sea was at its lowest ever. The world watched in September as an orca named Scarlet, or J50, wasted away and died, leaving just 74 of her kind left. Some wondered if this was “What extinction looks like.”

Meanwhile, endangered mountain gorillas in Africa hit a milestone in the opposite direction. Their population climbed to more than 1,000—the highest in nearly a century.

Building on work begun by primatologist Dian Fossey of Gorillas in the Mist fame, Gorilla Doctors, a program led by the University of California, Davis, has been providing personalized veterinary care to these animals in the wild since the late 2000s. The gorillas have their own long-term health records, and the international team of veterinarians that observe and treat them know each one as they would their own family members and friends—down to the individual.

African countries fighting back against illegal fishing

September 18, 2018 — One in four fish in Africa is still caught illegally, despite the efforts of many African nations to overcome the problem.

According to the organization Stop Illegal Fishing, an independent non-profit based in Africa dedicated to ending illegal fishing in the continent’s waters, ongoing efforts are being made by the majority of African maritime states to end illegal, unreported, and unregulated (IUU) fishing, but greater momentum is needed if the “New Frontier of African Renaissance” – hailed by the African Union earlier this year – is to come to fruition.

IUU fishing is threatening the sustainability of fish stocks, damaging the ecosystem, depriving governments of income, and African people of their livelihoods, according to Peter Thomson, United Nations Special Envoy for the Ocean. And the scourge of IUU is affecting a majority of African nations; 38 of the 54 African countries have coastal borders and many inland countries have vast lakes, which are also affected by illegal fishing and poor fishing practices.

The issue of IUU in Africa has been well-studied, and numerous solutions have been proposed. A report in 2016 by the Overseas Development Institute and Spanish research and journalism group PorCausa used satellite tracking to monitor the methods and scale of the problem, pointing out that transhipments, lack of inspection of containerized shipments, inadequate legal frameworks, poor technology, and a lack of political will were all partly to blame. The report estimated that by developing and protecting Africa’s fisheries, around USD 3 billion (EUR 2.6 billion) could be generated in additional revenue and some 300,000 jobs created.

China, which is the largest fishing power in West Africa with more than 500 industrial fishing vessels operating in the region’s waters, must play a bigger role in stamping out illegal practices in its fleet, including the widespread use of illegal nets and frequent engagement in the practice shark-finning, according to Greenpeace. But spurred by growing intolerance on behalf of the governments of many African nations, China is taking action. Since 2016, China has cancelled subsidies worth USD 111.6 million (EUR 99.3 million) for 264 vessels caught fishing illegally. China has also revoked the distant-water fishing licenses of several companies and blacklisted others, alongside their ships’ captains.

Off the African Coast, a Struggle to Revive a Battered Fishery

August 9, 2018 — Located 1,200 miles off the southeastern coast of Africa, Mauritius — population 1.35 million — was once a tropical marine paradise with miles of lagoons filled with healthy coral reefs, a largely undeveloped shoreline, and hundreds of fish species that supported a thriving artisanal fishery. But overfishing, rapid population growth, coastal development, and, most recently, severe coral bleaching have taken a major toll on the marine life of this Indian Ocean island.

In their documentary film, “Vey Nou Lagoon” — the third-place winner of the Yale Environment 360 Video Contest — videographer Vanina Harel and conservationist Zara Currimjee tell the story of the fishermen, scientists, and government officials who are battling to turn around the situation on Mauritius. Focusing on several of Mauritius’ fishermen, the film describes how the creation of marine protected areas and the introduction of stricter fishing regulations have begun to have a positive impact.

But, as the film makes clear, there is still a long way to go. “People do whatever they want — they feel entitled,” says Fi Myrthe, an oysterwoman, of the continuing scramble for depleted fisheries resources on Mauritius. “There is such a lack of education.”

China is trying to rein in its vessels illegally depleting fish stocks in West Africa

March 15, 2018 — China is increasingly cracking down on vessels from its country that are engaged in illegal fishing activities in West Africa. It’s a move environmental groups say is indicative of increased intolerance towards illicit practices in high seas and an effort to improve its image globally.

Since 2016, the country has canceled subsidies worth €90 million ($111.6 million) for 264 vessels caught undertaking illegal, unreported and unregulated (IUU) fishing, according to non-profit Greenpeace. Three of the 78 companies that owned these vessels had their distant water fishing licenses revoked, while 15 company owners and captains were blacklisted.

In late February, the ministry of agriculture also halted the pelagic fishing license of Lian Run, a major Chinese company accused of systematic pillaging of West African fisheries on a huge scale. All of the company’s distant water fishing operations, involving about 30 vessels, were also stopped. Last year, two of the company’s trawlers—Lian Run 34 and 47—were caught operating off the coast of Guinea with illegal fishing nets and in possession of shark fins without the body, a practice prohibited under Guinean law.

China also halted the operations of Fuzhou Honglong fisheries companies, months after the company was caught in the Galapagos Marine Reserve transporting thousands of dead shark carcasses.

Oceana claims four countries violated EU law by fishing illegally in African waters

September 14, 2017 — Environmental nonprofit Oceana is claiming vessels from the European Union’s distant-water fleet have been fishing unlawfully in the waters off the coasts of Equatorial Guinea and Gambia.

Using Automatic Identification System (AIS) data collected by satellite and terrestrial receivers tool Global Fishing Watch, Oceana said it tracked 19 vessels from Greece, Italy, Portugal, and Spain fishing unlawfully for more than 31,000 hours in African waters between April 2012 and August 2015.

The European Union has signed fisheries partnership agreements with several African countries, offering financial and technical support in exchange for fishing rights. However, its agreements with Gambia and Equatorial Guinea are “dormant,” signifying countries that signed fishing partnership agreements “without having a protocol into force, for structural or conjonctural reasons.” Under rules set by the European Commission, EU vessels are not allowed to fish in waters of countries with dormant agreements.

NEW YORK TIMES: China Wants Fish, So Africa Goes Hungry

May 4, 2017 — Of all the stresses that humans have inflicted on the world’s oceans, including pollution and global warming, industrial fishing ranks high. For years, trawlers capable of scouring the ocean floor, and factory ships trailing driftnets and longlines baited with thousands of hooks, have damaged once-abundant fisheries to the point where, the United Nations says, 90 percent of them are now fully exploited or facing collapse.

The damage is not just to the fish and the ecosystem but also to people who depend on them for food and income. This is particularly true in Africa. In 2008, in two striking articles, The Times reported that mechanized fleets from the European Union, Russia and China had nearly picked clean the oceans off Senegal and other northwest African countries, ruining coastal economies.

It’s still happening, but now, according to a report by The Times’s Andrew Jacobs, China stands alone as the major predator.

With its own waters heavily overfished, and being forced to forage elsewhere to feed its people, the Chinese government commands a fleet of nearly 2,600 vessels, 10 times larger than the United States fleet, all heavily subsidized. As Zhang Hongzhou of Singapore’s Nanyang Technological University observes, “For China’s leaders, ensuring a steady supply of aquatic products is not just about good economics but social stability and political legitimacy.”
