84% of Global Tuna Catch Comes from Stocks at Healthy Levels, While 15% Require Stronger Management

April 2, 2020 — The following was released by the International Seafood Sustainability Foundation:

Of the total commercial tuna catch worldwide, 84% came from stocks at “healthy” levels of abundance, according to the March 2020 International Seafood Sustainability Foundation (ISSF) Status of the Stocks report. In addition, 15% of the total tuna catch was from overfished stocks, and 1% was from stocks at an intermediate level of abundance. The previous version of this report was released by ISSF in October 2019.

Several tuna stocks worldwide are considered overfished and/or subject to overfishing:

  • The Atlantic Ocean bigeye, Eastern Pacific yellowfin, Indian Ocean yellowfin and Pacific bluefin tuna stocks are currently overfished and subject to overfishing.
  • Overfishing is occurring as well on three other stocks: Eastern Pacific bigeye, Indian Ocean bigeye and Indian Ocean albacore.
  • All skipjack and most albacore stocks are healthy.

Ratings for the following species have changed since last reported in October: 

  • The Spawning Biomass (SSB) ratio for Atlantic Ocean yellowfin has improved from yellow to green.
  • The fishing mortality rate ratio for Indian Ocean bigeye has downgraded from green to orange.
  • The fishing mortality ratio for Indian Ocean albacore has downgraded from green to orange.

ISSF publishes its signature Status of the Stocks report twice each year using the most current scientific data on 23 major commercial tuna stocks.

Key Statistics in the Report

  • ​​Abundance or “spawning biomass” levels: Globally, 65% of the 23 stocks are at healthy levels of abundance, 17.5% are overfished and 17.5% are at an intermediate level.
  • Fishing mortality levels: 70% of the 23 stocks are experiencing a well-managed fishing mortality rate, and 30% are experiencing overfishing.
  • Total catch: In 2018, the catch of major commercial tuna stocks was 5.1 million tonnes. 58% was skipjack tuna, followed by yellowfin (29%), bigeye (8%) and albacore (4%). Bluefin tunas accounted for 1% of the global catch.
  • Largest tuna catches by stock: The five largest catches in tonnes, unchanged since the previous report, are Western Pacific Ocean skipjack, Western Pacific Ocean yellowfin, Indian Ocean skipjack, Indian Ocean yellowfin and Eastern Pacific Ocean skipjack.
  • Tuna production by fishing gear: 66% of the catch is made by purse seining, followed by longline (10%), pole-and-line (8%), gillnets (4%) and miscellaneous gears (12%).  These percentages changed minimally since the previous report.

The Status of the Stocks report is reviewed by the ISSF Scientific Advisory Committee, which provides advice on its content. The report does not advocate any particular seafood purchase decisions.

Sea of obstacles imperil American Samoa’s tuna industry

February 18, 2020 — Locally based fishermen who supply the lone Starkist tuna cannery in American Samoa are facing a perfect storm of obstacles that are threatening their economic survival. A battle is now on in the U.S. territory to fend off those looming challenges, from rising fuel costs to international competition. Special correspondent Mike Taibbi reports with support from Pacific Islanders in Communications.

Morning prayers at the start of the old cannery’s 6 AM shift. Charlie Tuna’s cannery: Starkist. Some 2,400 workers troop to this 56-year old operation every day.

‘Let us celebrate,’ they sing in unison. ‘Bless our workers,’ implores a supervisor, adding ‘as well as our leaders, and management.’ Those leaders of an iconic American brand serve a company that’s now owned and managed by a South Korean conglomerate Dongwon.

Inside the cannery, trays are loaded with several types of thawed, cooked, cooled and ready to process tuna.

FDA Investigation of Scombrotoxin Fish Poisoning Linked to Yellowfin/Ahi Tuna/gassed tuna

November 20, 2019 — The following was released by the U.S. Food and Drug Administration:

FDA and state health authorities are investigating incidents of scombrotoxin fish poisoning linked to yellowfin tuna, also sometimes called ahi tuna. As a result of this investigation, FDA has placed Truong Phu Xanh Co, LTD of Vietnam on Import Alert, which provides information to FDA field staff that they may detain the firm’s yellowfin tuna without physical examination. Detained product will not enter the United States unless the importer proves that it meets U.S. food safety standards.

FDA asked for the supplier of yellowfin tuna associated with most of the illnesses, Truong Phu Xanh Co., LTD of Vietnam, to initiate a voluntary recall of all of its imported yellowfin tuna with production dates from January 2019 to the present. At this time, the firm has not recalled any product.

As part of the investigation, FDA evaluated the firm’s Hazard Analysis and Critical Control Point (HACCP) Plans. A HACCP Plan details a firm’s management system to address food safety through the analysis and control of biological, chemical, and physical hazards. Since FDA’s evaluation of this plan identified deficiencies, we asked for Truong Phu Xanh Co., LTD of Vietnam to initiate a voluntary recall of all of its imported yellowfin tuna with production dates from January 2019 to the present.
 
The investigation has identified 47 illnesses of scombrotoxin fish poisoning that occurred between August 8, 2019 and October 15, 2019.
 
Throughout the investigation, FDA and states have also been collecting product samples for testing. Scombrotoxin fish poisoning occurs when fish begin to spoil, resulting in increased histamine levels. Therefore, product samples cannot be linked to case patient samples through Whole Genome Sequencing (WGS) or Pulsed-Field Gel Electrophoresis (PFGE) analysis like for other foodborne illnesses, e.g., Salmonella or Listeria. Instead, samples are tested for decomposition and/or histamine levels. Multiple samples have been collected and analyzed, with positive results for decomposition or high histamine levels in products imported from Truong Phu Xanh Co., LTD.
 
FDA and state partners collected epidemiologic and traceback information for reported illnesses. As additional epidemiologic and traceback information was collected, FDA and state partners were able to work with companies throughout the supply chain to voluntarily recall implicated product. While recalls were conducted at various points in the supply chain, there may be additional product still on the market that could cause illness.
 
Ultimately, the coordinated investigation was able to identify Truong Phu Xanh Co., LTD as the common supplier of tuna that was likely consumed by most of the ill people.
 
Because scombrotoxin fish poisoning causes temporary or medically reversible adverse health consequences this incident did not meet the threshold for the use of FDA’s mandatory recall authority.
 
It has been determined that the source of the tuna for the illnesses announced by Seattle-King County Public Health Department is not related to Truong Phu Xanh Co., LTD.
 
Recommendations
 
Yellowfin tuna from Truong Phu Xanh Co., LTD with a production date in 2019 should not be consumed because it may have the potential to cause scombrotoxin fish poisoning. Tuna from this supplier could have been sold thawed or frozen; and could have been sold as ground tuna meat, poke cubes, steaks, or loins; this product could still be within its shelf life.­­
 
Scombrotoxin fish poisoning occurs when fish is not properly chilled or preserved and begins to spoil, resulting in increased histamine levels. Histamine cannot be destroyed by freezing or cooking.
 
Importers, Suppliers, and Distributors:
 
Importers, suppliers, and distributors should not use and should discard or destroy any yellowfin tuna imported from Truong Phu Xanh Co., LTD with a production date in 2019.
 
Restaurants and Retailers:
 
Restaurants and retailers should contact their suppliers to confirm the source of their yellowfin tuna because not all product was distributed in packaging that identifies Truong Phu Xanh Co., LTD. Yellowfin tuna imported from this company with a production date in 2019 should not be used, served, repacked, or sold; and should be discarded.
 
Consumers:
 
While we expect restaurants and retailers will have removed yellowfin tuna with a production date in 2019 from the Vietnamese supplier Truong Phu Xanh Co., LTD, consumers should ask if the yellowfin tuna being served or sold was imported from the Vietnamese supplier Truong Phu Xanh Co., LTD and has a production date in 2019.

Congresswoman Pushes US To Support Its Seiners

November 18, 2019 — “Fishing forms the backbone of our local economy,” said Republican Congresswoman, Aumua Amata Radewagen, speaking at the opening of the Western Pacific Regional Fishery Management Council’s (WPRFMC) 180th meeting in Pago Pago, American Samoa. Radewagen is a delegate for the U.S. House of Representatives from American Samoa. The sustainable future of the nations purse seine fishery was also the issue in Lt. Governor Lemanu Peleti Mauga’s speech in which he referred to the importance of fishing for the livelihood of the island.

Radewagen mentioned that US purse seiners pay annually up to USD 2 million per vessel to have access to foreign EEZ’s for fishing. Due to marine national monument regulations, these parts of US EEZ’s are now closed for purse seiners.

The seiner fleet provides skipjack and yellowfin tuna for the American Samoa-based cannery owned by StarKist Samoa Co. The fleet has exceeded the limit of fishing days in 2018 and therefore by US regulations, the National Marine Fisheries Service (NMFS) announced the closure on October 1, whereby US-flagged vessels have no access to the fishing grounds within the nations’ EEZ which also includes the waters around American Samoa.

The Congresswoman finds it her priority to get the lifting of the fishing closure within the Marine parks – which is still recommended by the US Interior Department – onto President Trump’s agenda. From her perspective, the latest negotiations for the South Pacific Tuna Treaty between the US and the Pacific Islands Forum Fisheries Agency (FFA) nations went backward when 700 fewer fishing days were agreed.

According to a report by the American Samoa Department of Commerce, the Pago Pago cannery provides 25 percent of the territory’s jobs and effectively subsidizes the cost of freight and fuel to American Samoa. If it should shut down, it would be a USD 200 million loss annually to the local economy.

Actually, most employees of StarKist’s American Samoa processing plant are inhabitants of the neighboring country, Samoa, located 137 miles away from American Samoa.

US-flagged purse seiners are owned by US entities and a minority by foreign companies. Only the South Pacific albacore longlining fleet is in American Samoan hands. The reduction of that fleet – that targets albacore – to 13 vessels while China enlarged its fleet is something Radewagen is concerned about. In her view, the US should constantly be active and engaged in the Pacific region and monitor foreign actions that affect the domestic fleet.

ISSF: 15% of world’s tuna catches come from over-fished stocks

October 24, 2019 — About 15% of total commercial tuna catches worldwide come from overfished stocks, according to a new report by the International Seafood Sustainability Foundation (ISSF) on the status of tuna stocks.

With stocks described as overfished and overfishing taking place, Atlantic Ocean bigeye and Indian Ocean yellowfin tuna stocks face a particular challenge, according to the report.

ISSF, formed in 2009 as a global, non-profit partnership among the tuna industry, scientists and World Wide Fund for Nature, assessed status of seven species of major commercial oceanic tuna. This included 23 stocks in total (6 albacore, 4 bigeye, 4 bluefin, 5 skipjack and 4 yellowfin stocks).

Second bigeye and yellowfin tuna fishery achieves MSC certification

October 10, 2019 — The Marine Stewardship Council has announced that longline fishing vessels under the management of the Marshall Islands Fishing Venture that target bigeye and yellowfin tuna have achieved certification to the MSC standards.

Based in the Republic of the Marshall islands in the Southwest Pacific,  the fishery is now the second bigeye tuna fishery in the world to meet the requirements of MSC certification, after a yellowfin and bigeye tuna fishery in the Federated States of Micronesia achieved certification in March. Both fisheries are operated by Liancheng Overseas Fishery (Shenzhen) Co. Ltd.

FDA warns about eating Kroger yellowfin tuna after illnesses

September 9, 2019 — The U.S. Food and Drug Administration is warning consumers not to eat raw yellowfin tuna steaks from several Kroger stores after some consumers became ill with scombroid poisoning.

On 4 September, the FDA became aware of multiple scombroid poisoning cases in individuals who consumed tuna steaks purchased from three separate Kroger retail locations in Ohio, the agency said in a press release.

IOTC adopts 10 percent catch reduction for yellowfin tuna

June 25, 2019 — The Indian Ocean Tuna Commission adopted an overall catch reduction of around 10 percent on yellowfin tuna at its annual meeting in Hyderabad, India, last week.

The environmental non-governmental organization Blue Marine Foundation was one of several NGOs to criticize the move as not going far enough to prevent a collapse of yellowfin stocks in the Indian Ocean.

“By ignoring the advice of their own scientists, the Indian Ocean Tuna Commission has once again demonstrated that it is one of the most dysfunctional [United Nations] institutions and desperately in need of reform. The member nations should be sharing the pain of catch reductions made necessary by their incompetent management, rather than avoiding it and making stock collapse more likely,” Blue Marine Foundation Executive Director Charles Clover said. “The [European Union] continues to help itself to a share of the catch that is against its own regulations and the U.N. Law of the Sea. Retailers now need to step up and ask questions about the adverse influence of processors such as Princes and John West and nations guilty of illegal and excessive fishing such as Spain.”

At IOTC meeting, calls made to save yellowfin tuna stocks from potential collapse

June 19, 2019 — Yellowfin tuna in the Indian Ocean is being overfished and if unsustainable harvesting continues, it will bring the stocks to near-collapse, according to press statement from the environmental non-governmental organization Blue Marine Foundation deployed ahead of the ongoing 23rd Session of the Indian Ocean Tuna Commission.

The London, United Kingdon-based NGO is calling on the Indian Ocean Tuna Commission (IOTC) to take “decisive action to rebuild yellowfin tuna stocks in line with its own scientific advice.” It is also calling on consumers in the European Union to stop buying yellowfin until the European Commission adequately penalizes those who break the rules placing limits on yellowfin tuna fishing.

In a new report, “A case study on the management of yellowfin tuna by the Indian Ocean Tuna Commission,” the group said the Indian Ocean yellowfin is currently “the worst-managed yellowfin stock in the world, by the industry’s own admission.”

“Consumers have been misled by misreporting, greenwash[ing], and so-called improvement projects into believing that yellowfin tuna from the Indian Ocean is sustainably caught. This report shows that it is not,” Blue Marine Foundation Executive Director Charles Clover said. “It has been disgracefully overfished for some time and we now hear that some of what has been on sale may have been illegally caught by E.U. fleets.”

ISSF to IOTC: Listen to your scientists, take immediate steps to protect Yellowfin

June 13, 2019 — The following was released by the International Seafood Sustainability Foundation:

The International Seafood Sustainability Foundation (ISSF) published its position statement in advance of the 23rd Session of the Indian Ocean Tuna Commission (IOTC)in Hyderabad, India, June 17-21.

ISSF’s highest priority item for IOTC is the adoption of an effective rebuilding plan for yellowfin tuna, one that gives full effect to the recommendations from IOTC’s Scientific Committee. In 2018, the Scientific Committee reported that catches of yellowfin tuna exceeded by 3% the management measures previously agreed by the Commission that called for reductions in catches; reductions that did not even meet the scientific advice.

“Fisheries managers must act to protect Indian Ocean yellowfin,” said ISSF President Susan Jackson. “The scientific evidence regarding the status of Indian Ocean yellowfin is well-documented and concerning, and the IOTC has the power to adopt management measures that will rebuild this stock. The IOTC must heed the advice of its Scientific Committee and adopt effective management measures to reverse the decline of this critical resource.”

For yellowfin tuna, a species that is subject to overfishing, an over-catch of 3% places further stress on this resource. According to ISSF, IOTC should adopt an effective rebuilding plan for yellowfin tuna that: gives full effect to the advice of the IOTC Scientific Committee and achieves a healthy spawning biomass for the species by 2024 with at least 50% probability.

ISSF also advocates that IOTC:

  1. Adopt species-specific harvest strategies as soon as possible, particularly for yellowfin tuna, and conduct a review of the limit reference points (LRPs) in Resolution 15/10 to allow for the adoption of harvest control rules by 2020.
  2. Urgently address data gaps in artisanal fisheries, especially for gillnets.
  3. Strengthen monitoring, control and surveillance (MCS) measures, such as vessel monitoring systems (VMS) and the regional observer scheme (ROS), to support data collection, monitoring and the implementation of harvest strategies.
  4. Strengthen fish aggregating device (FAD) management, including of supply and tender vessels; ensure full implementation of non-entangling FADs; and support testing of biodegradable FADs.
  5. Amend Res. 11/04 to require 100% observer coverage on large-scale purse seine vessels; adopt the ROS Standards for national programs; and develop electronic monitoring/electronic reporting(EM/ER) standards so that EM can be used to ultimately achieve 100% observer coverage in purse seine and longline fisheries.
  6. Continue to strengthen the IOTC compliance assessment process.
