NOAA Fisheries Seeks Comments on Proposed Rule: Framework 58 to the Northeast Multispecies Fishery Management Plan

April 19, 2019 — The following was published by NOAA Fisheries: 

We are seeking public comment on an action that would revise catch limits for seven groundfish stocks for the 2019 fishing year (May 1, 2019 – April 30, 2020), including the three stocks managed jointly with Canada. These revised catch limits are based upon the results of stock assessments conducted in 2018.

For the commercial groundfish fishery, quotas are increasing for Georges Bank cod (+15%), Georges Bank haddock (+19%), witch flounder (+1%), and Georges Bank winter flounder (+6%), but are decreasing for Georges Bank yellowtail flounder (-50%), Gulf of Maine winter flounder (-1%), and Atlantic halibut (-3%).

Framework 58 would also:

  • Exempt vessels fishing exclusively in the Northwest Atlantic Fisheries Organization Regulatory Area (i.e., in international waters) from the domestic groundfish fishery minimum fish sizes to allow them to better compete in the international frozen fish market.
  • Extend the temporary change to the scallop Accountability Measure implementation policy for the Georges Bank yellowtail flounder to provide the scallop fishery with the flexibility to adjust to current catch conditions while still providing an incentive to avoid yellowtail flounder.

In this proposed rule, we are also announcing:

  • Required adjustments to the 2019 quotas for Gulf of Maine cod because the quota was exceeded in 2017;
  • Proposed management measures for the common pool, the US/Canada Area, and special management programs for fishing year 2019;
  • A proposed extension of the annual deadline to submit applications to lease groundfish days-at-sea between vessels from March 1 to April 30 (the end of the fishing year); and
  • Changes to the regulations to clarify that vessels must report catch by statistical area when submitting catch reports through their vessel monitoring system.

RHODE ISLAND: Fisherman and scientists collaborate during voyage

September 8, 2017 — NARRAGANSETT – Last week, the fishing vessel Karen Elizabeth docked home in Point Judith following a 10-day voyage that involved the study of flat fish populations and the methods used to catch various species. Formulated by the Northeast Trawl Advisory Panel, a group made up of fishing industry professionals, government bodies and various fishing councils, the research was examining the number of summer flounder, winter flounder and red hake off the coast of New England. The resulting data will go on to better inform catch and population estimates of each species and came about due to the collaboration of the National Oceanic and Atmospheric Administration (NOAA) and the local fishing industry.

On the NOAA side, John Manderson, a senior fisheries research biologist with specialties in field ecology, habitat ecology, fisheries ecosystem science and collaborative research working out of the organization’s Northeast Fisheries Science Center in New Jersey, served as the chief scientist on the project. Chris Roebuck, operator of the Karen Elizabeth, was representing the fishing industry. The crew onboard the vessel totaled 10 members – five researchers and five fishing professionals.

The goal of the study was to develop a quantitative understanding of two different modes of ocean-floor species surveying – one approved by the federal government and one designed by the fishing community for maximum efficacy.  For this experiment, the third leg of the overall project, researchers were examining the catch rates of summer flounder, winter flounder and red hake. Previous and similar research conducted in 2015 was examining yellow-tail flounder and grey sole.

“My specialty has become collaborative research with the fishing industry,” said Manderson. “The reason for that is that at the scale of the ecosystem, experts in the fishing industry have much greater access to the ecosystem and as a result they have much better intuitions about what is going on in the ecosystem in real time, including changes in habitat occurring as a result of changes in climate, than we do. “

The fishing vessel Karen Elizabeth is a twin trawler equipped with two nets as close together as possible which can then be towed simultaneously at approximately the same speeds and for the same duration. These assets lend the boat well to research-based projects that involve comparing different survey methods literally side-by-side.

Warming oceans: fish on the move

August 17, 2017 — The oceans are getting warmer, and fish are adapting to rising ocean temperatures with their fins and swimming to waters that better suit their temperature preferences. Shifts in the distribution of important coastal fish species are resulting in changes to historical fishing options, new fishing opportunities and new fisheries management challenges.

There are many examples of the distributions of fish species changing in response to the warming oceans, but let’s focus on a few species important to Delaware both past and present. Winter flounder were popular recreational fish decades ago, but they have largely left Delaware waters that are now too warm. Summer flounder and black sea bass remain two of the most sought-after recreational fish in Delaware, but their distribution is gradually shifting northward, with fewer fish available in Delaware waters.

While flounder and black sea bass are examples of changing fish distributions that have decreased fishing opportunities in Delaware, other species seem to be more available in Delaware due to the warming ocean, such as cobia and blueline tilefish, with other southern species likely to become more common in Delaware as our waters continue to warm.

Changing temperatures, changing fish

Winter flounder were a popular, cool weather catch for Delaware’s recreational anglers during the 1960s and 1970s. Delaware was at the southern range of winter flounder distribution and their departure from Delaware waters began soon after those peak years. The number of winter flounder caught during December in Delaware’s Inland Bays by the Division of Fish and Wildlife’s trawl survey declined by more than 90 percent between 1966 and 1981.

Adult winter flounder had virtually disappeared from the trawl survey catches by the early 1990s, with a similar and notable reduction in recreational angler catches. Winter flounder have suffered a steep population decline over the past 20 years and the current winter flounder distribution suggests that this species is still moving north to stay in its preferred temperature range, making it unlikely that they will return to Delaware.

Sen. Whitehouse Mentions RI Fishermen During Pruitt Hearings

January 19, 2017 — WASHINGTON — U.S. Sen. Sheldon Whitehouse quizzed President-elect Trump’s nominee for Administrator of the Environmental Protection Agency about his support for Rhode Island fishermen.

During Senate hearins today, Whitehouse asked Oklahoma Attorney General Scott Pruitt if “he would support the fishing and aquaculture industries in the face of climate change, and whether he would protect Rhode Islanders from out-of-state polluters.”

“As we discussed when you and I met, the oceans off our Ocean State are warming due to fossil fuel-driven climate change,” said Whitehouse. “It is crashing our fisheries, like lobster and winter flounder, and making earning a living harder for our fishermen. I see nothing in your career to give those fishermen any confidence that you will care one bit for their well-being, and not just the well-being of the fossil fuel industry.”

Fisheries Want Reduction in Fluke Catches

September 9, 2016 — Rhode Island summer flounder fishing – by boat or on rocky shoals – has been incredibly abundant this year; maybe too abundant.

With many millions of pounds of flounder having been caught commercially and recreationally along the mid-Atlantic coast, the federal board that controls quotas, limits, and size has announced it will cut back catches in 2017.

Large halibut, winter flounder, and summer flounder (or fluke), cousins in the same fold, have made a remarkable comeback in the last two decades after pollution, overheated water from energy plants, and overfishing nearly wiped them all out.

Yet, last week, the Mid- Atlantic Fishery Management Council and the Atlantic States Marine Fisheries Commission reviewed catch specs for scup, black sea bass and bluefish, and issued modified specifications for fluke.

Both the council and the commission approved a commercial quota for fluke of 5.66 million pounds (down from 8.12 million) and a recreational harvest limit of 3.77 million pounds (down from 5.42 million) for 2017, an approximate 30 percent decrease from 2016.

This decrease in catch limits responds to the findings of the 2016 stock assessment update, which indicates that fluke have been over-fished since 2008.

According to its website, the council will forward its recommendations on fluke specifications to the NOAA Fisheries Greater Atlantic Regional Fisheries Administrator for final approval. Local angling groups have already started a campaign to ask for a delay in the cuts until they can review stock numbers and provide their own assessments of the findings.

Above the waves, Connecticut fishermen struggle to hang on

August 30, 2016 — STONINGTON, Conn. — Gambardella Wholesale Fish on the docks here is all but empty on an early afternoon, eerily quiet save for the rhythmic clack, clack of cardboard boxes being stapled together.

“We used to start at seven in the morning,” said Mike Gambardella, whose grandfather started the family’s original fish market more than a century ago. “And when we used to have the whiting boats coming in here, sometimes we wouldn’t get out of here ‘til two o’clock in the morning. Now if I open one day a week, I’ll be happy.”

The problem isn’t the fish. There are plenty of fish – but they’re the wrong fish.

Warming water and other shifting ocean conditions, probably caused by climate change and its cascading impact on the entire marine ecosystem, have pushed the longtime mainstays of Connecticut fishing, like winter flounder and most notably lobster, north to deeper and colder waters.

In their places are species that had been more common further south, also moving north in search of more hospitable conditions. But the way the fish management and quota systems work on the East Coast, fishermen in New England can’t catch many of those fish.

Instead, trawlers from North Carolina are traveling all the way to the ocean waters in Connecticut’s backyard and catching what used to be off their own coast – summer flounder, scup and the very valuable black sea bass – while Connecticut fishermen can only watch; throwback tons of fish – most of which will die; or risk a costly, difficult and long trip to where the fish they are allowed to catch in larger numbers are now.

The situation has resulted in an emotional dispute over how the U.S. fishing system operates, with Connecticut fishermen and politicians calling, if not downright begging, for immediate changes to fish allocations to save the state’s fishing industry from what many believe is its inevitable ruin. But others in the scientific and environmental communities are saying – maybe not so fast.

As Long Island Sound warms, its fish species are changing

June 13, 2016 — During a day of fishing on Long Island Sound earlier this month, Richie Nickerson of Niantic caught 10 legal-sized scup, a black sea bass and a northern kingfish — all species he wasn’t likely to land when he first started angling in these waters 30 years ago.

Tony Murphy of Berlin, who fished from the Black Hawk charter boat with Nickerson, also reeled in a haul of scup, also called porgies, as did most of the other 38 fishermen on board that day.

“It used to be we’d strictly catch bluefish and striped bass,” Murphy said. “But now, there are just so many porgies.”

Scup, black sea bass and northern kingfish are just three of the species once more prevalent in warmer mid-Atlantic waters that are now becoming abundant in Long Island Sound.

As the warmer-water species move in, they compete for food and habitat with cold-water species, such as winter flounder and cod, that are now becoming scarce.

“Everything’s changing,” said Greg Dubrule, owner and captain of the Black Hawk, which takes daily boatloads of anglers into the Sound from its docks on the Niantic River.

“There’s no question that, because of the warmer water, we’re seeing more scup and black sea bass, which had always been a New Jersey and southern Long Island fish,” he said.

“Our mainstay used to be winter flounder and cod, but now it’s sea bass, scup and fluke,” he added, “and we’re catching a lot of trigger fish, which we never used to see.”

Flounder Are Vanishing

April 29, 2016 — With winter flounder said to be almost nonexistent, Anne McElroy of Stony Brook University’s School of Marine and Atmospheric Sciences asked the East Hampton Town Trustees at a meeting on Monday to endorse the collection of data this summer in Napeague Harbor to find out why.

Ms. McElroy said not only were recreational landings of adult winter flounder in New York’s inland waters almost nonexistent but mortality for juveniles appears higher in Long Island waters than elsewhere. The study being planned would be funded by the National Marine Fisheries Service and include a random survey of waterways from Napeague to Jamaica Bay. The goal, she said, is to incrementally rebuild the stocks.

Genetic studies in 2010 and 2011 had found that winter flounder in Long Island waters come from a very small parental stock, she said. As few as 1,200 fish contributed to the individuals at six study sites across the island, with fewer than 200 contributing in some bays. “This was very troubling. The more diversity in the gene pool, the more ability to respond to changes in the environment,” she said.

The Stony Brook team is to count and measure all winter flounder to estimate mortality and to take samples from up to 50 fish to assess responses to stress, among other factors affecting the fishery. A caging study in three areas of Shinnecock Bay will collect up to 450 additional fish in an effort to determine optimum locations for caged fish, an effort to shield juveniles from predators. Mortality rates in and outside the cages will be measured, along with dissolved oxygen, salinity, and temperature.

Populations of salmon, flounder added to overfishing list

April 21, 2016 — PORTLAND, Maine — The federal government has added several populations of economically important food fish, including stocks of salmon and flounder, to its list of fish stocks that are being subjected to overfishing.

The National Oceanic and Atmospheric Administration said Wednesday that three regional populations of Chinook salmon and one regional population each of Coho salmon, summer flounder, yellowtail flounder and winter flounder are suffering from overfishing.

NOAA produces an annual update of its list of fish that are either subject to overfishing or have been overfished to the point where populations are too low. The report informs conservation and management efforts.

Overall, the number of fish on the “overfishing” list climbed from 26 to 28, and the number on the “overfished” list rose from 37 to 38.
