Rhode Island fishermen accept Vineyard Wind mitigation

February 26, 2019 — A group representing commercial fishing interests in Rhode Island voted over the weekend in favor of a funding package the Vineyard Wind project proposed to help mitigate the possible impacts from the 84-turbine wind farm proposed for waters 14 miles south of Martha’s Vineyard.

The unanimous, but non-binding, vote of the Rhode Island Fishing Advisory Board to accept a mitigation package of roughly $16.7 million from Vineyard Wind comes as the proposed 800-megawatt wind farm project faces an important regulatory vote in Rhode Island on Tuesday evening.

The mitigation package is intended to address concerns raised by Rhode Island fishermen that the wind farm could lead to economic hardship for fishermen by forcing them to alter their routes to fishing grounds and that electromagnetic fields around the turbines could cause species displacement.

MASSACHUSETTS: Feds hear SouthCoast voices at Vineyard Wind hearing

February 19, 2019 — So many people turned out for Thursday’s hearing on Vineyard Wind — about 140 — that some had to stand where they could not see the presentation.

But no one came for the presentation on the proposed 800-megawatt wind farm south of Martha’s Vineyard; they came to officially register their comments with the U.S. Bureau of Ocean Energy Management, and to hear others’ remarks.

The hearing at the Waypoint Event Center was one of five around the region to collect public comment on the Draft Environmental Impact Statement, a required step before the wind farm can win approval.

An emcee from BOEM invited each commenter to sit across from a panel of three BOEM employees at the front of the room. Commenters’ backs faced the audience. A court reporter recorded the entire session.

Vineyard Wind intends to build 84 turbines, but the federal document would allow up to 100, depending on the turbines’ capacity.

NEW YORK: Okay for Wind Cable Route Soil Tests

February 15, 2019 — By a 3-to-2 vote that was marked by sharp disagreement, the East Hampton Town Board authorized an agreement with Orsted U.S. Offshore Wind last Thursday that will allow it to conduct archaeological and soil tests along a proposed cable route in Wainscott.

The company, which until its November acquisition by the Danish energy company Orsted was known as Deepwater Wind, plans to construct the 15-turbine South Fork Wind Farm approximately 35 miles east of Montauk.

Separately, Eversource, New England’s largest energy company, announced on Friday that it had purchased a 50-percent stake in the South Fork Wind Farm and Orsted’s Revolution Wind as well. The $225 million deal also included a federal lease area south of Massachusetts and Rhode Island. Orsted took over all three assets in November as part of its acquisition of Deepwater Wind, the Rhode Island company that first developed the projects. Deepwater Wind is now called Orsted U.S. Offshore Wind.

The South Fork Wind Farm was originally proposed as a 90-megawatt installation; Orsted U.S. Offshore Wind officials say now that improvements in turbine technology will allow generation of up to 130 megawatts. According to the company’s timeline, it could be operational in late 2022.

On eastern Long Island, Deepwater identified the oceanfront end of Beach Lane in Wainscott as the preferred site to land the wind farm’s transmission cable. From there, the cable would run underground to the Long Island Power Authority substation in East Hampton.

Archaeological test pits are to be excavated by hand to depths of up to 4 feet and approximately 18 inches in diameter, at 50 to 100-foot intervals. The pits are to be filled upon completion. The work is planned along Beach Lane, Wainscott Main Street, Sayre’s Path, Wainscott Stone Road, and Wainscott Northwest Road, where it will continue to the intersection with the Long Island Rail Road right of way. Soil samples will come from two test borings and there will be a drainage test within the town-owned right of way at Beach Lane.

Vineyard Wind Submits Final Environmental Impact Report To Massachusetts

December 20, 2018 — Massachusetts offshore wind developer Vineyard Wind has submitted a final environmental impact report (FEIR) to the state’s Executive Office of Energy and Environmental Affairs (EEA).

The U.S. Department of the Interior’s Bureau of Ocean Energy Management (BOEM) recently issued a notice of availability for the project’s draft environmental impact statement (DEIS). According to the developer, both these steps move the project closer to approval of environmental permitting by state and federal officials. Endorsement of the FEIR will be the final step in the Massachusetts Environmental Policy Act (MEPA) review process, which includes a focus on cables connecting the proposed 800 MW project in federal waters to the grid connection point in Barnstable, Mass.

BOEM prepared the DEIS as part of the agency’s review of the entire Vineyard Wind project, which will be constructed 14 miles south of Martha’s Vineyard. The report provides an analysis of potential environmental impacts associated with proposed actions as set forth in the construction and operations plan, submitted to BOEM in 2017.

According to the developer, the FEIR reflects refinements that have been made to the project, including many based on input from state agencies, the Town of Barnstable and members of the public. The MEPA office will accept public comment until Jan. 25, 2019.

BOSTON HERALD: Wind farms, fishing industry must co-exist

December 17, 2018 — A new report from the National Oceanic and Atmospheric Administration has highlighted the enormous impact of the fishing industry on the Massachusetts economy, with New Bedford topping the list of highest-value ports in the entire United States with a whopping $389 million worth of seafood landed in 2017. The report also highlights that fishing supports 87,000 jobs in the commonwealth, second nationally only to California, a much more populous state.

This data could not come at a more critical time for New England’s fishermen, who are raising concerns about how new wind farms will impact marine life in the area. While reducing the state’s carbon footprint is a noble goal, the heavily taxpayer-subsidized wind projects have yet to prove themselves reliable and effective in the marketplace and come with a host of unanswered questions about the costs and long-term environmental outcome.

Charlie Baker: Fishing, offshore wind coexistence is ‘something we have to deal with’

December 14, 2018 — Gov. Charlie Baker expressed confidence on Thursday that offshore wind developers and fishermen in the Northeast will find a way to co-exist.

“This is something we have to deal with on a regional basis and I believe we will,” Baker told reporters.

His comments come as Rhode Island fishermen are raising objections to the state’s Vineyard Wind project and the federal government is auctioning off more ocean real estate.

The Rhode Island Fishermen’s Advisory Board recently voted against the Vineyard Wind project in a move that could scuttle the state’s foray into offshore wind.

Baker said he’s proud that Massachusetts proved states could create an offshore program “at a rate affordable to ratepayers,” but added, “Nobody cares more about the fishing community than this administration.”

Creating Transit Lanes for Fishing Vessels in Northeast Wind Energy Areas Still a Work in Progress

December 11, 2018 — SEAFOOD NEWS — The Offshore Wind Transit Working Group is inching closer to developing transit lanes for fishing vessels in Northeast Wind Energy Areas.

Members of the Responsible Offshore Development Alliance (RODA), as well as other fishing industry representatives, offshore wind developer lease-holders, the National Marine Fisheries Service (NMFS), the Bureau of Ocean Energy Management (BOEM) and the U.S. Coat Guard, convened in Newport, Rhode Island, earlier this month for the Working Group meeting, which aimed to develop fishery transit lanes through the Wind Energy Areas (WEA) in federal waters off of Massachusetts and Rhode Island.

Currently there are concerns about commercial fishermen safely traveling across WEAs to access fishing grounds. According to RODA, safety risks “greatly increase” due to the long distances that fishing boats may be required to take in order to get around or through the WEAs. To solve the issue, the working group is developing transit lanes.

The goal is for the group to come up with a transit lane option that preserves the most important routes to the historic fisheries. Some route options have been identified, but so far nothing has been finalized.

Vineyard Wind given more time to meet fishermen’s concerns

November 28, 2018 — Rhode Island coastal regulators granted Vineyard Wind a stay in permitting proceedings on Tuesday, giving the New Bedford company another two months to reach agreement with fishermen who say they would lose access to valuable fishing grounds in the waters where 84 wind turbines would be installed.

At the request of Vineyard Wind, the Coastal Resources Management Council agreed to postpone a decision until the end of January on whether to grant what’s known as a “consistency certification” to the 800-megawatt offshore wind farm proposed in 118 square miles between Block Island and Martha’s Vineyard.

The delay will give the company more time to discuss a compensation package with fishermen and potential tweaks to the wind farm’s layout, said CEO Lars Pedersen.

“It requires more time to find the right solutions,” he said. “We recognize that it is a challenging situation.”

But representatives of the fishing industry argued against the stay.

“We’ve tried — 14 months, countless hours, countless days not at sea — and it just seems like they’re stalling,” said Newport fisherman Todd Sutton.

The decision represents a reprieve for the $2-billion proposal, which is facing headwinds after fishermen complained that the orientation and tight spacing of the turbines would make it impossible for them to safely fish in grounds rich in lobster, Jonah crab and squid. On Nov. 19, the Fishermen’s Advisory Board, which advises the CRMC on fishing issues related to offshore wind, unanimously voted to deny its support to the proposal.

Since that vote, staff in Gov. Gina Raimondo’s office have spoken with Vineyard Wind and the federal Bureau of Ocean Energy Management, the lead permitting agency for the project, but no further changes were made to the proposal.

Wide-scale US wind power could cause significant warming

October 5, 2018 — It’s expanded 35-fold since 2000 and now provides 8% of the nation’s electricity. The US Department of Energy expects wind turbine capacity to more than quadruple again by 2050.

But a new study by a pair of Harvard researchers finds that a high amount of wind power could mean more climate warming, at least regionally and in the immediate decades ahead. The paper raises serious questions about just how much the United States or other nations should look to wind power to clean up electricity systems.

The study, published in the journal Joule, found that if wind power supplied all US electricity demands, it would warm the surface of the continental United States by 0.24 ˚C. That could significantly exceed the reduction in US warming achieved by decarbonizing the nation’s electricity sector this century, which would be around 0.1 ˚C.

“If your perspective is the next 10 years, wind power actually has—in some respects—more climate impact than coal or gas,” coauthor David Keith, a professor of applied physics and public policy at Harvard, said in a statement. “If your perspective is the next thousand years, then wind power is enormously cleaner than coal or gas.”

Specifically, the “avoided warming” achieved by eliminating fossil-fuel sources could surpasses any warming from wind in about a century in the studied scenario, as emissions reductions accumulate.

Keith and lead author Lee Miller, a postdoc at Harvard, stress that the conclusions mean scientists and policymakers should take this side effect of wind power seriously—and carefully consider what role the resource should play in the shift to clean energy.

“Our analysis suggests that—where feasible—it may make sense to push a bit harder on developing solar power and a bit less hard on wind,” Keith said in an e-mail.

Notably, the warming effect from wind in the studied scenario was 10 times greater than the climate effect from solar farms, which can also have a tiny warming effect.

The down side to wind power

October 4, 2018 — When it comes to energy production, there’s no such thing as a free lunch, unfortunately.

As the world begins its large-scale transition toward low-carbon energy sources, it is vital that the pros and cons of each type are well understood and the environmental impacts of renewable energy, small as they may be in comparison to coal and gas, are considered.

In two papers — published today in the journals Environmental Research Letters and Joule — Harvard University researchers find that the transition to wind or solar power in the U.S. would require five to 20 times more land than previously thought, and, if such large-scale wind farms were built, would warm average surface temperatures over the continental U.S. by 0.24 degrees Celsius.

“Wind beats coal by any environmental measure, but that doesn’t mean that its impacts are negligible,” said David Keith, the Gordon McKay Professor of Applied Physics at the Harvard John A. Paulson School of Engineering and Applied Sciences (SEAS) and senior author of the papers. “We must quickly transition away from fossil fuels to stop carbon emissions. In doing so, we must make choices between various low-carbon technologies, all of which have some social and environmental impacts.”

Keith is also professor of public policy at the Harvard Kennedy School.

One of the first steps to understanding the environmental impact of renewable technologies is to understand how much land would be required to meet future U.S. energy demands. Even starting with today’s energy demands, the land area and associated power densities required have long been debated by energy experts.
