Report to policymakers: ‘Remove barriers’ and ‘go big’ on offshore wind off MA coast

March 19, 2021 — Environmental organizations from Massachusetts, Maine and Rhode Island released a report Thursday outlining what they see as the enormous potential for offshore wind power to help the region and the nation reach carbon reduction goals in the energy sector.

“We know we can go big on offshore wind, and we are positioned really uniquely in New England,” said Hannah Read, offshore wind associate for Environment America at a press conference Thursday.

The report, Offshore Wind for America, called for policymakers to remove barriers to industry growth and promote clean energy.

Massachusetts has been a leader in promoting the offshore wind industry as the first to require utilities doing business in the state to include wind energy as a portion of the power they sell to ratepayers. The nation’s first utility-scale offshore wind farm will likely be Vineyard Wind. Located about 14 miles southwest of Martha’s Vineyard, the farm is expected to generate enough electricity to power 400,000 homes and businesses and reduce carbon emissions by 1.6 million tons a year, according to company statements.

Virginia’s first offshore wind turbines promise jobs and clean power. They won’t come cheap

July 1, 2020 — The boat had just lost sight of land when two delicate shapes appeared on the horizon, like needles sprouting from the sea. As the boat got closer, they seemed to grow — and grow — until they towered above passing container ships.

Two wind turbines now rise higher than the Washington Monument off the coast of Virginia Beach, $300 million down payments on what state officials wager will be a new industry and a source of clean energy for the future.

The last 253-foot blade was attached to one of the turbines Friday by contractors for Dominion Energy, Virginia’s biggest utility and the owner of the project. On Monday, Gov. Ralph Northam (D) signed laws creating a state Office of Offshore Wind and setting a mandate for 5,200 megawatts of offshore wind energy by 2034.

RODA Receives NMFS Grant to Convene State of the Science Symposium on Fishing and Offshore Wind Interactions

June 10, 2020 — The following was released by the Responsible Offshore Development Alliance:

The Responsible Offshore Development Alliance (RODA) has received a $150,000 grant from the National Marine Fisheries Service (NMFS) to aggregate existing knowledge, then convene a first-of-its-kind symposium on the current science regarding fisheries and offshore wind interactions. The project, “Understanding the State of the Science,” will advance agency, fishing industry, offshore wind energy developer, and public understanding of existing research on interactions between the two industries.

“We are thrilled about the opportunity to design a forum that will bring together everything we know, and don’t know, about how fisheries and offshore wind energy development interact,” said Annie Hawkins, RODA’s Executive Director. “Fishermen provide a wealth of knowledge and expertise, and many are involved in research and science efforts. This project is a great opportunity for their participation in informing a strong research and science agenda.”

The project consists of two parts. First, RODA will develop a much-needed summary of scientific knowledge and current research and monitoring efforts. Given the rapid growth and large scope of offshore wind development in the U.S., many fishing associations, academic institutions, federal and state agencies, offshore wind developers, and others have been conducting research on the effects of offshore wind development. This part of the project results in a new resource for understanding the knowledge gaps and most important questions for further research.

Second, RODA will convene a “state of the science” symposium and workshop jointly with NMFS and the Bureau of Ocean Energy Management (BOEM), as well as state, academic, and private and public sector science experts. At these meetings, participants will identify research and monitoring needs that the Responsible Offshore Science Alliance (ROSA) can use to develop its work.

ROSA is an independent organization that works collaboratively to advance regional research and monitoring of fisheries and offshore wind interactions in federal waters. It is intended to fill the need for broad-scale coordination on prioritizing work and on information sharing.

“Much of the work on offshore wind is occurring on a development-by-development, state-by-state basis. Yet the science and management of our fisheries, marine mammals, and marine endangered species occur at a regional-scale – North Carolina to Maine,” said Jon Hare, director of the Northeast Fisheries Science Center. “Therefore, I am excited to be able to work with RODA and BOEM to support the state-of-the-science symposium with the goal of developing a regional science plan.”

This project is a key step toward jointly building a regional fisheries and offshore science agenda. Participants in the project will include fishermen, fishing industry representatives, NMFS, BOEM, and ROSA experts, wind energy developers, relevant federal fishery management councils, states, and other expert scientists from the U.S. and Europe. The Consensus Building Institute will provide expert facilitation and coordination for the symposium. The intent is to reduce redundancies, identify knowledge gaps, and solidify opportunities for future increased coordination. Partners can then use workshop outcomes to collaborate further, refining regional science and monitoring agendas.

Examples of topics to be covered by the state of the science symposium include:

  • Physical oceanographic factors: the Mid-Atlantic Cold Pool, currents and vertical mixing, scour and sedimentation, marine winds, waves, coastal upwelling;
  • Ecosystem effects: larval dispersal, recruitment, spawning, electromagnetic fields, migration corridors, noise and vibrations, species shifts, invasive species and colonization, entanglement, benthic habitat disruption;
  • Fisheries: displacement of effort, displacement of species, increased competition for grounds, safety; and
  • Floating wind technology effects: specific effects of floating wind platforms on fishing effort and biological processes.

Funding for this project was made available through NMFS’ Broad Agency Announcement award process, and advances a memorandum of understanding (MOU) signed in March 2019. This ten-year MOU among RODA, NMFS, and BOEM allows the groups to collaborate on the science, research, monitoring, and process of offshore wind energy development on the U.S. Outer Continental Shelf. More broadly, the project will help local and regional fishing interests become better involved in the offshore wind development process, and ensure that the interests and concerns of commercial fishermen are communicated effectively.

New offshore wind project will be the biggest in the U.S.

November 29, 2019 — When Captain Bartholomew Gosnold sailed his ship Godspeed from London to the New World in 1607, the trip would have taken two months with favorable winds. Instead, the journey took 144 days, a bleak beginning for the ill-fated settlement of Jamestown, Va., the first permanent English settlement in America. Gosnold died only four months after making landfall, and the colony soon spiraled into death and cannibalism.

The importance of harnessing wind has not been lost on Virginia, and a little more than 300 years later, it is seen as a way to propel the state into a future of clean energy. 

Dominion Energy has proposed the largest offshore wind project in the U.S., a plan that will have more than 220 giant wind turbines spinning off the coast of Virginia Beach.

“We’re committed to reducing our carbon emissions by 55 percent by 2030,” Dominion Energy spokesman Jeremy Slayton tells Changing America. “Our customers are telling us they want more solar and wind, and more reliable electric service. We’re responding by investing in renewables and a transformed energy grid. It will help them reduce their carbon footprint, give them more control over their energy usage and bills, and reduce the quantity and duration of outages,” says Slayton.

NEFMC Hosts Offshore Wind Session; Discusses EBFM, eVTRs, RSA Program

April 30, 2019 — The following was released by the New England Fishery Management Council:

The New England Fishery Management Council met April 16-18, 2019 in Mystic, CT and capped off its meeting with a Special Session on Offshore Wind in the Northeast Region. The session was organized and hosted by the Council to give Council members and stakeholders the opportunity to learn more about:

  • The total scope of planned offshore wind energy development in the region with emphasis on projects off New England and New York;
  • The players involved and their roles in the process with an emphasis on NOAA Fisheries consultations with the Bureau of Ocean Energy Management (BOEM);
  • Research and monitoring issues, including current federal, state, and developer-funded efforts, implications for the Northeast Fisheries Science Center’s fishery independent surveys, and regional coordination initiatives through the newly formed Responsible Offshore Science Alliance (ROSA); and
  • Updates on the timing and status of specific Northeast Region projects.

Responsible Offshore Science Alliance forms to advance regional research on fisheries and offshore wind

April 8, 2019 — The following was released by the Responsible Offshore Science Alliance:

Today, the Responsible Offshore Science Alliance (ROSA) launches.

After many years of discussion and recognition of the need for a regional science body to address fisheries and wind development, ROSA has formed. It will provide for and advance regional research and monitoring of fisheries and offshore wind interactions in federal waters. It is a collaborative effort among fishing industry representatives, offshore wind developers, and state and federal government agencies.

ROSA’s goals are to collect and disseminate salient and credible data on fisheries and wind development, and to increase the understanding of the effects and potential impacts of wind energy development on fisheries and the ocean ecosystems on which they depend. It will further seek to address broader aspects of the ocean environment that offshore fisheries and wind energy activities occupy, including pre-facility baseline activity and resource status, ecosystem-based fishery management, socioeconomic effects, cumulative impacts, and other relevant science. It will be structured with an Executive Council, Research Council, and topic-and geographic specific subcommittees comprised of scientific and technical experts of diverse affiliations.

The Responsible Offshore Development Alliance (RODA) was a key partner in forming ROSA, and will ensure continual, comprehensive fishing industry representation in ROSA’s efforts.

“So much is poorly understood regarding the impacts of large-scale offshore wind energy development to fisheries and fish stocks, and studies that have been performed lack regional coordination,” said Annie Hawkins, Executive Director of RODA. “This forum will be immensely helpful to the fishing industry so that it may provide leadership in study prioritization, methodology, and execution through cooperative research.”

NOAA Fisheries supports the development of a regional science and monitoring framework through ROSA. As the federal agency charged with stewardship of living marine resources, including fisheries and associated fishing communities, NOAA also has an interest in the responsible planning, siting, and evaluation of offshore wind power activities. “America’s offshore wind energy future is dependent on scientists, fishermen, and energy officials uniting under a common goal: safeguarding our invaluable marine resources,” said Chris Oliver, Assistant Administrator for NOAA Fisheries. “NOAA Fisheries is pleased to be a part of this scientific endeavor to ensure our fisheries and fishing communities continue to thrive.”

Several developers including EDF Renewables, Ørsted, Shell New Energies, and Equinor Wind US have expressed support for ROSA.

“ROSA’s research and monitoring efforts will provide a collaborative approach to science in order to facilitate successful dialogue between the growing offshore wind industry and our long-standing fishing community,” said CEO of Ørsted U.S. Offshore Wind and President of Ørsted North America Thomas Brostrøm. “As the first offshore wind developer to partner with RODA, Ørsted believes in the need to strengthen dialogue in the communities where we work and deepen our understanding of the marine environment down the North American East Coast.”

“EDF Renewables is in full support of efforts to deepen the understanding of the effects of offshore wind development,” said Chris Hart, Head of U.S. Offshore Wind for EDF Renewables. “The ocean ecosystem and fisheries are of paramount importance as we move forward to build an energy industry in our oceans. ROSA, through a research-based approach will provide credible data to inform decisions and importantly the research will be cooperative bringing together the various stakeholders along with scientific and technical experts.”

“Offshore wind is one of the newest and fastest growing industries within the U.S., and as projects progress, it will be important to understand any potential cumulative impacts to ensure offshore wind projects effectively co-exist with the marine environment,” said John Hartnett, Shell Business Opportunity Manager for U.S. offshore wind. “We believe this collaboration with some of the industry’s key players will help to bolster research and monitoring efforts, which will ultimately allow us to make more informed decisions as we seek to responsibly develop our projects.”

Seafood industry group signs pact with NOAA Fisheries, BOEM over wind energy projects

March 27, 2019 — A U.S. organization representing the seafood industry announced on Tuesday, 26 March, that it reached a 10-year agreement with two key federal agencies regarding the development process for offshore wind energy projects in the Atlantic Ocean.

Under the terms of the memorandum of understanding signed by NOAA Fisheries, the Bureau of Ocean Energy Management, and the Responsible Offshore Development Alliance, they will seek to engage local and regional fishing communities in areas where offshore wind projects are being considered. They will also determine how to deliver industry knowledge into the offshore wind development process.

In addition, they will work together to ensure decisions are made using the best available science.

“Of course, any development on the Outer Continental Shelf must consider how these activities can affect current ocean users and the marine environment,” BOEM Acting Director Walter Cruickshank said in a statement. “That is why working with federal, state, and local agencies, fishing communities, and the public in our process is such an essential part of our renewable energy program. We look forward to working with NOAA and RODA to balance the needs of all ocean users through extensive and continuous engagement.”

Currently, the U.S. has leased 1.7 million acres offshore in the Atlantic for wind energy development. Once all are active, those 15 projects could develop enough electricity for 6.5 million homes.

Federal regulators, fishermen agree to consult on offshore wind

March 27, 2019 — Federal energy and ocean officials signed a formal agreement with commercial fishing advocates to work together on planning for offshore wind energy development.

It is a milestone for the East Coast fishing industry, which is pressing hard to have more influence over how the federal Bureau of Ocean Energy Management is overseeing private wind power developers.

The 10-year memorandum of understanding between BOEM, the National Oceanic and Atmospheric Administration, and the Responsible Offshore Development Alliance aims to bring “local and regional fishing interests together with federal regulators to collaborate on the science and process of offshore wind energy development on the Atlantic Outer Continental Shelf,” according to a joint statement released Tuesday.

BOEM officials stressed domestic energy production is critical to the nation’s economy and security and that potential offshore wind energy is “located close to major coastal load centers, providing an alternative to long-distance transmission or development of electricity generation in these land-constrained regions.”

The statement also recognizes the fishing industry’s centuries-old place in the region’s economy and culture, and fisheries’ ongoing economic role in the seafood and recreational industries.

“Any development on the Outer Continental Shelf must consider how these activities can affect current ocean users and the marine environment,” said BOEM Acting Director Walter Cruickshank. “That is why working with federal, state, and local agencies, fishing communities, and the public is such an essential part of our renewable energy program. We look forward to working with NOAA and RODA through early and constant communication to ensure that the most recent information is available to decision makers.”

NOAA questions Vineyard Wind environmental impact study

March 21, 2019 — A Gloucester-based division of the National Oceanic and Atmospheric Administration has raised concerns that a government environmental impact study about the proposed Vineyard Wind project lacked sufficient detail.

Michael Pentony, the head of NOAA’s Greater Atlantic Regional Fisheries Office, warned in a March 15 letter that the report on Vineyard Wind completed by the U.S Bureau of Ocean Energy Management in December included conclusions that were not well supported by data and needed additional analysis of several key angles of impact.

“We determined that many of the conclusory statements relating to the scale of impacts for biological and socioeconomic resources are not well supported in the document,” Pentony wrote in his letter to the federal Bureau of Ocean Energy Management. “Specifically, impacts categorized as major appear under-inclusive, while impacts designated as moderate seem overly inclusive.”

The letter, posted online by fishing industry advocacy group Saving Seafood, serves as the office’s official response to the federal draft environmental impact statement on the construction and operation plan for Vineyard Wind’s proposed offshore wind farm.

Offshore wind getting its sea legs in New Hampshire

March 8, 2019 — After years of advocacy and growing citizen engagement, New Hampshire’s clean energy industry finally has the wind at its back.

On Jan. 2, Governor Sununu sent a letter to the federal government requesting the establishment of a federal task force to coordinate federal, state and local government officials — along with relevant stakeholders — to determine possible locations for future offshore wind projects. Prior to that, New Hampshire had been the only New England state that hadn’t participated in exploring this rapidly developing clean energy industry.

The letter was directed to the Department of the Interior’s Bureau of Ocean Energy Management (BOEM), triggering the establishment of what is known as the BOEM Intergovernmental Renewable Energy Task Force. According to BOEM material, “BOEM’s task forces serve as forums to coordinate planning, solicit feedback, educate about BOEM’s processes, permitting, and statutory requirements, and exchange scientific and other information.”

Prior to the request, New Hampshire would only have been able to develop offshore wind projects within three miles off the coast — the point at which state waters end and federal waters begin. This task force will investigate the potential for projects farther out into the ocean, thereby reducing the potential for visual impacts.
