MSC delivers a pinch to Canada’s snow crab fishery

March 6, 2019 — Canada’s snow crab fishery is looking ahead at another year without its Marine Stewardship Council certification, but the real risk may be at the hands of the ecolabel.

Last March, the MSC scrambled to suspend its certification of Eastern Canada’s snow crab fishery after a high rate of right whale entanglements and deaths traced back to the fishery in 2017.

What happened next was a little surprising — the lack of a label didn’t have much effect on prices. Despite a buoyant market, Canada’s fixed-gear fleets as well as federal and provincial managers set about on an international mission to work with their neighbors to the south who have long been fighting the good fight to reduce right whale interactions.

Maine’s lobster fishery has been at the forefront of gear innovations to coexist with right whale migratory and feeding patterns. Ten years ago, the fleet made an expensive conversion to sinking groundline instead of using floating rope between pots on a trawl. But the population of an estimated 411 right whales has been expanding its territory into Canada’s Gulf of St. Lawrence, where regulations haven’t been as robust.

Impending whale protections worry fishermen

March 5, 2019 — With the majority of American lobsters caught in Maine, the state’s lobster fishermen could bear the brunt of changes in federal fishery regulations to save the endangered right whale.

At the March 1 Fisherman’s Forum update on the threat of extinction for the North Atlantic right whale, it became clear regulators believe changes to fishing gear will be announced sometime this year.

Much of the presentation focused on changes to the vertical lines that attach buoys floating on top of the water to the lobster traps down on the ocean floor. The colored buoys identify the owner of the traps and their location, and the line is used to haul the heavy traps out of the water

In 2009, a whale protection regulation required fishermen to eliminate the floating rope they used to connect strings of lobster traps, and replace it with rope that lies on the ocean floor. That process took five years and a rope buyback program to accomplish, according to Patrice McCarron, executive director of the Maine Lobstermen’s Association, who was in the audience. Switching out vertical lines cannot be done in one year, she said.

Time tension line-cutter could offer lobstermen a whale entanglement solution

March 4, 2019 — A Maine lobsterman and machinist believes he could have the solution to North Atlantic right whale entanglement issues in the state’s lobster fishery.

Ben Brickett of Blue Water Concepts presented – or more accurately re-presented – his idea for a “Time Tension Line-Cutter” at the Maine Fishermen’s Forum on 1 March. The technology, which he invented over a decade ago, provides a solution for whale entanglements that doesn’t compromise rope strength or require any electronics.

“I got started in this in 2003. A good friend of mine who works on an offshore lobster boat came by and was very concerned with having to put weaker lines on his gear,” Brickett said. The friend in question was fishing in deep water, with hauling tensions that can approach 10,000 pounds on large lobster trawls. “They wanted to know if we could put in some kind of timed weak link.”

Currently, the lobster industry in the Northeast U.S. is facing pressure after a number of entanglement-related deaths of North Atlantic right whales – an endangered species with just over 400 individuals left – occurred in 2018. Both NOAA fisheries and the Atlantic States Marine Fisheries Council have been investigating methods to prevent potential entanglements by the lobster industry.

Extended: Voluntary Vessel Speed Restriction Zone South of Nantucket to Protect Right Whales

March 4, 2019 — The following was released by NOAA Fisheries:

The voluntary vessel speed restriction zone (Dynamic Management Area – DMA) previously established south of Nantucket has been extended to protect an aggregation of 10 right whales sighted in this area on March 1.

This DMA is in effect through March 17, 2019.

Mariners are requested to route around this area or transit through it at 10 knots or less. Whales were spotted in or near shipping lanes so please be especially vigilant when traveling in these areas.

ACTIVE SEASONAL MANAGEMENT AREAS (SMAs)

Mandatory speed restrictions of 10 knots or less (50 CFR 224.105) are in effect in the following areas:

Mid-Atlantic U.S. SMAs (includes Block Island) — in effect through April 30

Southeast U.S. SMA — in effect through April 15

Right Whales Are Migrating

North Atlantic right whales are on the move along the Atlantic coast of the U.S. With an unprecedented 20 right whale deaths documented in 2017 and 2018, NOAA is cautioning boaters to give these endangered whales plenty of room. We are also asking commercial fishermen to be vigilant when maneuvering to avoid accidental collisions with whales, remove unused gear from the ocean to help avoid entanglements, and use vertical lines with required markings, weak links, and breaking strengths.

Right Whales in Trouble

North Atlantic right whales are protected under the U.S. Endangered Species Act and the Marine Mammal Protection Act. Scientists estimate there are slightly more than 400 remaining, making them one of the rarest marine mammals in the world.

In August 2017, NOAA Fisheries declared the increase in right whale mortalities an “Unusual Mortality Event,” which helps the agency direct additional scientific and financial resources to investigating, understanding, and reducing the mortalities in partnership with the Marine Mammal Stranding Network, Canada’s Department of Fisheries and Oceans, and outside experts from the scientific research community.

Maine lobster industry facing bait, potential regulation issues in 2019

March 1, 2019 — On the heels of the Maine Department of Marine Resource’s announcement that the lobster industry topped USD 600 million (EUR 527 million) in value in 2018, the Maine Lobstermen’s Association was discussing the multiple outside factors that could make 2019 a difficult year for fishermen.

At the MLA’s annual meeting in Rockport, Maine, on Friday, 1 March, two issues loomed large for fishermen: Potential regulations related to the endangered North Atlantic right whale, and the drastic cuts to herring quotas that will heavily impact the industry’s bait supply. Both issues have the potential to make life difficult for lobstermen as regulations that are coming could reduce the amount of traps or the types of gear they can use, and the reduction in bait supplies could leave fishermen struggling to fill traps with increasingly expensive bait.

“We now know that our 2019 quota is going to be 15,000 metric tons (MT),” Patrice McCarron, executive director of the MLA, said during the meeting. “It translates to almost 77 million pounds of herring that won’t come into the fishery.”

Substantial declines in recruitment and biomass in the latest surveys resulted in the New England Fisheries Management Council to slash the herring quotas from nearly 50,000 MT to just over 15,000 M, a 70 percent reduction in the supply of herring. That’s compounded by previous decreases, leaving the lobster industry with a much lower supply of bait.

Decline of salmon adds to the struggle of Puget Sound’s orcas

February 26, 2019 — The crew of the Bell M. Shimada hauled in the net, long as a football field and teeming with life. Scientists, off the coast of Washington for a week on this June research trip, crowded in for a look.

Each tow of the net revealed a changing world for chinook salmon, the Pacific Northwest’s most famous fish — and the most important prey for the southern-resident killer whales that frequent Puget Sound.

There were salmon the scientists expected, although fewer of them. But weirdly also pompano, tropical fish with pretty pink highlights, iridescent as a soap bubble, that were not supposed to be there at all.

What the scientists see each year on this survey underway since 1998 has taken on new importance as oceans warm in the era of climate change.

Decadelong cycles of more and less productive ocean conditions for salmon and other sea life are breaking down. The cycles of change are quicker. Novel conditions in the Pacific are the new normal.

“It used to be up, or down. Now, it is sideways,” said physiological ecologist Brian Beckman, of the National Oceanic and Atmospheric Administration’s Northwest Fisheries Science Center in Seattle.

That’s bad news for endangered orcas that rely on salmon for food. When salmon decline, orcas suffer.

California could be held liable for whale entanglements

February 25, 2019 — The Center for Biological Diversity is hopeful its lawsuit filed over whale and sea turtle entanglements is nearing its conclusion after a federal judge suggested she may find the California Department of Fish and Wildlife liable for the entanglements, a center spokesman said.

“The judge said she was inclined to grant our motion and find the department liable for allowing these illegal whale entanglements,” spokesman Steve Jones said Friday after the hearing in United States District Court for the Northern District of California. “So the department’s lawyer asked her to delay that ruling for two weeks to see if our settlement talks can arrive at a remedy to the problem.”

The two parties have until March 13 to work out their differences and report back to the judge. If no settlement is reached, the judge will issue a finding.

The Center for Biological Diversity sued the state Department of Fish and Wildlife in October 2017, when the number of whale entanglements was skyrocketing. The peak came in 2016 when there were 71 confirmed whale entanglements.

Preliminary 2018 numbers show there were 45 confirmed whale entanglements, according to NOAA Fisheries. The numbers reflect through Nov. 28, 2018, and are not final. Among the 2018 reports was an August 2018 humpback whale who was reported entangled off the coast of Eureka.

Whale-saving efforts target oil and gas companies

February 21, 2019 — In an effort to protect endangered whales, conservation groups today filed a motion to stop oil and gas companies from conducting seismic airgun exploration from Delaware to Florida.

“In my expert opinion, the introduction of seismic airgun surveys off the U.S. East Coast represents an existential threat to the North Atlantic right whale, an endangered species that is already in a dangerous state of decline,” Scott Kraus, vice-president and senior science adviser for the Anderson Cabot Center for Ocean Life at the New England Aquarium, said in an expert declaration filed with the plaintiffs’ motion for a preliminary injunction.

The federal Bureau of Ocean Energy Management is poised to issue permits to five oil and gas exploration companies, and seismic surveys could begin as early as March 30, according to the motion.

The plaintiffs want to halt “seismic airgun blasting” in the Atlantic until the merits of their claims are resolved in court, according to the motion.

Mini baby boom births hope for right whales

February 14, 2019 — It appears that there has been some North Atlantic right whale whoopee going on, but whale researchers on Wednesday cautioned against viewing the recent sightings of six right whale calves as a sure sign of resurgence for the beleaguered species.

Whale researchers on Tuesday confirmed the sighting of the sixth right whale calf off the coast of Florida, elevating the 2018-2019 calving season above each of the past two years, but still well below the 20-year average of 17 calves per calving season.

“It’s definitely not enough to take the view that things have turned around for right whales,” said Philip Hamilton, a research scientist at the New England Aquarium’s Anderson Cabot Center for Ocean Life.

Right whales migrate along the Atlantic coast each year, arriving in New England waters to feed in the late winter and early spring, congregating on Stellwagen Bank and off Cape Cod. They migrate south in the fall to give birth off Florida and Georgia.

Going into this calving season, whale researchers estimated there are only 411 North Atlantic right whales remaining in the oceans, down from about 500 in 2010.

The imperiled state of the North Atlantic right whale stock has thrust fisheries regulators, such as NOAA Fisheries, conservationists and fishing stakeholders into action to try to reverse the dire trend of a shrinking right whale population.

So, producing any right whale calves during the 2019 calving season— which runs roughly from Dec. 1 until late March —remains something of a cause for celebration. It represents a significant improvement over 2018, when none were born, and a (to date) modest increase over 2017, when five calves were born.
