National TRAP Program targets ghostly issue with second round of coastal clean up funding

November 3, 2025 — Lurking in the waters along our shorelines, a haunting presence is luring marine life to their untimely demise and trapping their spirits in an underwater purgatory. This isn’t the plot of a new Halloween blockbuster, it’s the unfortunate impact of derelict fishing equipment commonly known as “ghost traps.”

William & Mary’s Batten School of Coastal & Marine Sciences & VIMS has awarded $1.8 million to 13 organizations throughout the U.S. focused on the removal of derelict fishing gear, which poses a significant threat to the sustainability of coastal and marine environments and the fishing industries from which they originate. This is the second year of subawards distributed through the National Fishing Trap Removal, Assessment and Prevention (TRAP) Program.

A scientific solution for a ghoulish problem

In the United States, commercial trap fisheries generate over $1 billion in annual revenue from seafood sales, referred to as landings. Each year, traps are lost due to vessel-gear interactions, storms and gear degradation. These “ghost traps” become inaccessible to fishermen but continue to function, resulting in mortality of both target and non-target species, habitat damage and reduced fishery landings. A 2016 report found that removing just 10% of derelict crab pots and lobster traps could result in an additional $831 million in global landings annually.

In 2023, the Batten School & VIMS was the recipient of an $8 million, four-year grant from the National Oceanic and Atmospheric Administration’s (NOAA) Marine Debris Program to administer the National TRAP Program. In addition to distributing approximately $1.5 million annually to fund regional cleanup efforts, the program has established a standardized national database to evaluate the environmental and economic benefits of the removal efforts and to inform future policies.

In its first year of funding, the TRAP Program awarded over $1.4 million to fund 11 projects. So far, the efforts have resulted in the removal of over 7,000 derelict traps totaling more than 300,000 pounds of debris. A number of projects are still recovering derelict traps, and removals in Louisiana are set to begin in February. Many other regional success stories have surfaced from these efforts.

“We are thrilled with the initial results from our inaugural TRAP Program recipients. Their success is a testament to the impact that locally-designed solutions can have on global issues,” said Kirk Havens, director of the Batten School & VIMS Center for Coastal Resources Management, which administers the TRAP Program under the direction of co-principal investigators Professor Donna Bilkovic and Associate Professor Andrew Scheld. “Our second round of recipients have demonstrated that same creativity, thoughtfulness and local community engagement in their project proposals, and we are proud to support them as they work for the benefit of their communities and marine ecosystems.”

Virginia, Maryland spawning surveys spell trouble for prized Atlantic coast gamefish species

October 24, 2025 — The most recent Chesapeake Bay striped bass spawning surveys are in and the news is not good.

A young-of-the-year survey done by the Virginia Institute of Marine Sciences shows spawning recruitment just below historical averages in Virginia’s portion of the Chesapeake Bay and tributaries. A survey conducted by the Maryland Department of Natural Resources in Maryland’s Chesapeake Bay waters shows numbers significantly lower than historical averages.

That makes seven straight years of poor Chesapeake Bay spawns. Because 70% to 90% of all Atlantic striped bass are spawned and reared in the Chesapeake, the numbers are even more alarming. Striped bass numbers are declining. The fish has a billion dollar sport and commercial fishing impact on the economy of every state from North Carolina to Maine.

Sustainable Management Means We Can Have Our Tuna and Eat It Too

December 3, 2019 — The following was released by NOAA Fisheries:

Bluefin tuna is often used as a poster species for the impacts of overfishing. But we have good news for seafood lovers eyeing bluefin sashimi at their local sushi restaurant: U.S.-caught Atlantic bluefin tuna is a sustainable food choice.

Bluefin tuna are some of the most valuable fish in the Atlantic. In 2017 alone, U.S. commercial fishermen generated an estimated $9.6 million in revenue from harvesting bluefin. That year, fishermen earned an estimated $6.45 for every pound of bluefin they harvested–more than any other Atlantic tuna.

That value may sound low to those who’ve read about bluefin selling for millions or watched popular fishing shows touting higher prices for this species. As with any product, the value of bluefin will fluctuate with demand, quantity, and quality. Commercial marketing and traditions like celebrating the first bluefin purchased each year can also drive up prices in limited situations. But the million-dollar price tags occasionally reported are far from the norm. In fact, the median value a bluefin tuna in 2018 was just over $2,000.

Atlantic bluefin tuna are also a coveted recreational species that support millions of dollars in economic value each year. A 2015 study conducted by the Virginia Institute of Marine Sciences analyzed recreational anglers’ willingness to pay for bluefin tuna trips. The results showed that the private boat bluefin tuna fishery had an estimated value of $14 million that year.

East Coast project to boost oyster breeding

October 16, 2019 — A dozen East Coast universities and federal science groups have been awarded a five-year, $4.4 million contract by NOAA to advance selective breeding of oysters for aquaculture.

The Eastern Oyster Breeding Consortium is led by longtime colleagues and collaborators Stan Allen of the Virginia Institute of Marine Sciences and Ximing Guo of Rutgers University, who in 1994 made a first breakthrough with breeding tetraploid oysters, a building block for today’s aquaculture industry.

Research at the Rutgers Haskins Shellfish Laboratory and the VIMS Aquaculture Breeding and Technology Center used traditional breeding techniques to develop strains of  Eastern oysters that are now quite resistant to MSX, a parasitic disease that for decades depressed oysters harvests.

In pockets where old oyster beds survived, MSX tended to weaken and kill new shellfish within a couple of years. The development of resistant strains enabled a modest revival that today has grown to a $90 million aquaculture industry, with a growing economic impact from the Carolinas to Maine.

Virginia: A big, but cautious bay role for the General Assembly

January 26, 2018 — Issues involving crabs, oysters and fish sometimes need to age a bit in Virginia’s General Assembly, even though the unusually large role in fisheries management it has assumed makes the questions seem familiar.

So, as the couple of dozen aging holders of crab scrape licenses struggle harder to make ends meet dragging softshell crabs from bay eelgrasses, Eastern Shore Del. Rob Bloxom’s notion of letting them keep any hard-shell crabs they haul from the bottom won a nod this week from the House Agriculture, Natural Resources and Chesapeake Bay Committee.

And, though nobody necessarily wants to admit it, the idea that those watermen, mainly based on Tangier Island, are getting older may have been a factor in why Bloxom let slide his first pass at the issue, which also would have allowed them to run bigger scrapes. You have to haul them up by hand, after all.

A newer notion about crabs — that the Virginia Institute of Marine Sciences has found a way to help them escape from abandoned pots — had less luck this week, though.

State Sen. Monty Mason, D-Williamsburg, has been talking enthusiastically for months about VIMS’ research on biodegradable panels for crab pots. The idea is to keep the thousands of ghost pots dotting the bottom of the bay from trapping so many crabs, which die there because they can’t escape.

“They’re basically competing with watermen,” Mason told his fellow senators. A few years back, a $4.2 million effort to scoop up the abandoned pots netted nearly 35,000, which trapped an estimated 3 million crabs a year, Mason said later.

“When one of those drop, it is harvesting and fishing till the end of time,” Mason said. The cost to watermen in terms of crabs not caught and crabs not reproducing amounts to millions of dollars a year.

But neither the watermen, who flooded senators with phone calls opposing the measure, nor most of the Senate itself were convinced.

At $1.50 a panel, times two, times installing them twice a year, times several hundred pots, Mason’s proposal to require two biodegradable panels on all crab pots by 2020 would pose a significant financial burden on watermen, said state Sen. Bill DeSteph, R-Virginia Beach.

State Sen. Lynwood Lewis, D-Accomack, said the first tests of the new panels were limited and produced only mixed results.

Mason said he’s going to keep trying to make the economic case. He’s already talked to Secretary of Natural Resources Matthew J. Strickler about reviving a ghost pot recovery effort, and plans to ask the Virginia Marine Resources Commission to push for more testing of the panels.
