Navy, Coast Guard deploy on Western Pacific fisheries patrol

March 31, 2023 — The USS Mobile, a 418-foot Navy littoral combat ship, began a joint patrol in the Western Pacific Ocean March 20 to combat illegal fishing and maritime crime, according to Navy officials.

Homeported at San Diego, Calif., as part of the Navy’s Third Fleet, the Mobile carries a Coast Guard team to conduct maritime law enforcement, as part of the Oceania Maritime Security Initiative.

“OMSI is imperative to ensure that the Western and Central Pacific Fisheries Commission Convention (WCPFC) agreement is upheld within the Indo-Pacific region,” said Cmdr. Richard Skinnell, the Mobile’s commanding officer. “This initiative allows us the opportunity to work jointly with other branches of the military as well as our allies and partners.”

U.S. Navy Sends LCS to Enforce Fishing Laws in Western Pacific

March 28, 2o23 — The U.S. Navy and U.S. Coast Guard have kicked off a joint patrol in the Western Pacific on a mission to enforce fisheries laws, combat transnational crimes, and enhance security in the region.

Participating in the patrol is the U.S. Navy’s Independence-variant littoral combat ship USS Mobile (LCS 26) with an embarked Coast Guard law enforcement team.

As a Secretary of Defense program, OMSI enhances maritime security and domain awareness by allowing Coast Guard law enforcement personnel to conduct operations from Navy ships. This collaboration ensures that the U.S. military fulfills its security commitments to its allies, partners, and friends.

How the Fishing Fleet Served the U.S. Coast Guard in WWII

July 26, 2021 — In the early days of World War II, demand skyrocketed for vessels to fill the needs of the U.S. sea services. The Coast Guard was no exception as they competed with the U.S. Navy and U.S. Army for new construction as well as privately owned ships. Facing a high demand for vessels, the service turned to the U.S. fishing industry as a source for its cutters. These emergency acquisitions included East Coast trawlers, whalers from both coasts, and East Coast menhaden fishing vessels, such as the Emergency Manning vessel Dow (WYP 353).

During World War I and World War II, the menhaden fishing fleet became a ready reserve for the Navy and Coast Guard. Both services needed small, shallow draft vessels for coastal convoy escort, mine planting, minesweeping, and anti-submarine net tending duty. Many of these vessels were purchased or leased, while others were loaned to naval forces by fishing businesses as their contribution to the war effort.

Menhaden fishing vessels were designed to harvest schools of small fish in coastal waters, primarily in the Chesapeake Bay. Their very long and narrow design sported a distinctive plumb bow, elevated pilot house to spot large fish schools, a center hold to store the catch and low freeboard to haul full fishing nets on board the vessel. The ungainly design of these vessels was well suited to harvesting large quantities of fish in sheltered waters, but not high seas combat operations.

The Coast Guard patrol vessel EM Dow, formerly the Menhaden-type fishing vessel Annie Dow, was a wartime acquisition under charter (lease) by the Coast Guard. Vessels like the Dow were given the prefix “EM” for “Emergency Manning.” In preparation for military service, these fishing vessels were armed with one or two one-pound cannons fore and aft. This addition usually required sections of iron plating on the deck, which added to the pilothouse and parts of the superstructure for crew protection. Additional communications gear and combat equipment contributed to making the cutter top heavy. These additions had a negative impact on the stability and sea-keeping qualities of these would be fighting vessels. In World War I, the USS James, a menhaden fisherman converted to Navy minesweeper, capsized in a gale off the French Coast.

Noise Pollution in Our Oceans: Can We Turn Down the Volume for Marine Life?

February 24, 2021 — Unlike light, noise is a long distance traveler and can go astonishing distances through the water.  In 1943, the sound fixing and ranging (SOFAR) channel, a horizontal layer of water in the ocean at which depth the speed of sound is at its minimum, was discovered. The SOFAR channel was capable of transmitting low-frequency, long-wavelength sound waves produced by an explosion near the Bahama Islands to receivers stationed near the coast of Africa. Sound waves in the narrow SOFAR channel that are traveling at minimum velocity can go as far as 15,000 miles or more.  Unfortunately for those that live in the ocean, this means their world has become loud – very loud.

On February 5, 2021, Duarte et al., published “Noise Pollution: The soundscape of the Anthropocene ocean” in the journal Science. A soundscape is an acoustic environment and a wide variety of noises make up the soundscape under the world’s oceans. Weather conditions, like storms, wind or rain falling, and geological processes, such as earthquakes or undersea volcanoes, are geophony; the natural sounds that animals and organisms make, such as vocalizations, calls, trills, fins flapping, etc., are biophony. And then there are humans – the sounds we and our human activities contribute to the soundscape are called anthrophony.

One of the most widely recognized incidents representative of the impact of human sound on marine life is the March 2000 stranding of seventeen marine mammals (16 of them whales) in the Bahamas. The animals had beached themselves in and around the islands, some with bleeding ears; six of them were dead. After learning that this had occurred very shortly after US Navy destroyers were using sonar in training exercises nearby, government scientists launched an investigation. An interim report released in December 2001 concluded that the strandings were caused by several factors, but admitted the sonar pings likely dazed the mammals, causing confusion and disorientation.

WASHINGTON: Navy, state clash over increased testing that could harm whales, marine life

September 2, 2020 — Navy and state leaders are at odds over a proposed rule for military testing in Puget Sound and coastal waters of Washington that allows the increased potential to harass and harm marine life, including the endangered and fragile Southern Resident orca population.

The Navy, in seeking approval from the National Marine Fisheries Service, is seeking to conduct testing and training involving a number of activities — firing torpedoes and projectiles, detonating bombs up to 1,000 pounds, using underwater sonar, piloting undersea drones and more. A proposed new rule would allow for the potential “take” — a term meaning “to harass, hunt, capture, or kill, or attempt to harass, hunt, capture, or kill any marine mammal” — of Southern Resident orcas from twice a year to up to 51 times, though federal officials say no conditions that could injure one of the 73 known remaining southern residents would be allowed.

On Friday, the state’s Department of Ecology pushed back with demands to constrict the Navy’s testing, including increasing the whale buffer zones to at least 1,000 yards and ceasing sonar exercises when orcas are spotted. The agency also asked for the Navy to use real-time whale alert systems like those used by the Washington State Ferries.

Endangered orcas at risk from U.S. Navy, activists warn

August 3, 2020 — In the Pacific Northwest, an endangered community of killer whales has been on the decline for years due to a variety of factors, all related to human activity. Now, advocacy groups are warning of another looming threat which could further weaken the killer whale population: the U.S. Navy.

The Southern Resident killer whales are a small, close knit community of animals — more accurately known as orcas, the largest species of dolphins — which live primarily along the coast of Oregon, Washington and British Columbia. When they were listed as endangered in 2005, there were 88 Southern Resident orcas — but now, due to declines in their favorite food, Chinook salmon, as well as other manmade threats like toxins, shipping traffic and warming waters due to climate change, their numbers have dwindled to 72.

That’s why a recent request from the U.S. Navy seeking authorization for 51 “takes” of killer whales in the region each year for the next seven years alarmed many environmental groups.

New Jersey builds up man-made reef off Atlantic City

August 5, 2019 — New Jersey has found a new use for an old U.S. Navy lock gate: leaving it to the fish.

The state Division of Fish and Wildlife last week added a more than 100-foot-long and 40-foot-high caisson gate to an artificial reef about 8.8 miles off the coast of Absecon Island. Caisson gates are made of heavy gauge steel and are used to dam off the open end of dry docks.

The reef is one of 17 similar projects encompassing 25 miles of the sea floor in waters across the state under the Bureau of Marine Fisheries’s Artificial Reef Program. They are created to provide additional habitat for marine life, grounds for anglers and underwater structures for scuba divers.

NOAA issues the most protective authorizations to date on marine mammal impacts from Navy Training and Testing

December 20, 2018 — The following was released by NOAA:

The National Marine Fisheries Service today issued final authorizations under the Marine Mammal Protection Act to incidentally, but not intentionally, “take” marine mammals during Naval training and testing in the Pacific. This is the third in a series of five-year incidental take regulations for the Navy’s Hawaii-Southern California Training and Testing activities. The final regulations put in place measures that are more protective and include a larger area than those in the proposed regulations or previous regulations.

“The Navy has balanced our conservation requirements for marine mammals with their critical national security requirements for training and military readiness. As the acting NOAA administrator and a retired Navy admiral, I know this is a win-win for marine mammal protection and national defense,” said retired Navy Rear Adm. Timothy Gallaudet, Ph.D., acting under secretary of commerce for oceans and atmosphere at NOAA.

Under the authority of the Marine Mammal Protection Act and the Endangered Species Act, NMFS evaluates the predicted effects of human activities on protected marine species and may require other agencies and entities to modify their activities to reduce those effects. In this instance, NOAA is imposing stringent mitigation measures expected to reduce adverse impacts to marine mammal stocks and their habitats as well as listed species, including:

  • Shutting down sonar when marine mammals are in the area;
  • Waiting for animals to leave the training range prior to use of in-water explosives, and monitoring of the area post-activity to detect potentially affected protected species;
  • Following protocols to reduce the likelihood of ships striking marine mammals;
  • Imposing operational limitations in certain areas and times that are biologically important (for example, reproduction, migration, foraging); and
  • Implementing a Notification and Reporting Plan (for dead, stranded, or struck animals)

“NOAA has been working with the Navy for more than ten years to understand the effects the Navy’s testing and training has on marine mammals and, over time, we have steadily increased the protections in place,” said Donna Weiting, director of NMFS’s office of protected resources.

NOAA and the Navy worked together to develop a robust monitoring plan, with associated strict reporting measures. Additionally, the final rule includes an adaptive management component that allows for timely modification of mitigation or monitoring measures based on new information, when appropriate.

In this authorization, the anticipated “take” of marine mammals over the 5-year period primarily includes disruption of behavioral patterns or temporary hearing impairment, but may also include some significantly lesser number of injuries and a very small number of mortalities. The authorization will be in place through December 2023.

CALIFORNIA: Navy now considering plans for ocean wind farms — and Morro Bay is a top prospect

September 4, 2018 — Efforts to build fields of floating wind turbines off the coast of California are gaining momentum, and Morro Bay might be at the front of the line.

Despite a lack of publicity, activity on the West Coast has been moving along — ”quite a bit of it,” according to Morro Bay city administrator Eric Endersby.

Endersby has been working to help Seattle-based Trident Winds find a home in Morro Bay for a multimillion dollar project that would tie into the grid in the city where the mothballed Dynegy power plant has sat idle since 2014.

Wind energy proposals present an attractive option in a state that’s aggressively pursuing clean energy solutions. Just this week, the state Assembly approved a bill that would mandate California generate 100 percent of its energy from renewable sources by 2045.

HAWAII: Navy seeks to resume sonar, explosives testing around Big Island

November 8, 2017 — The U.S. Navy wants to resume deploying sonar and explosives around the Big Island and Maui where it cut back after a 2015 lawsuit.

The Navy is holding public hearings on each island this week on a draft environmental impact statement seeking permission from the National Marine Fisheries Service for increased military training activity in those areas and others over the next five years.

The final public hearing, the only one on the Big Island, is set for 4-8 p.m. Thursday at Waiakea High School in Hilo.

“This draft EIS/OEIS supports the Navy’s increased focus on live training to meet evolving surface warfare challenges,” the Navy states in the document. “This results in a proposed increase in levels of air-to-surface warfare activities and an increased reliance on the use of non-explosive and explosive rockets, missiles and bombs.”

It’s a given that the training is harmful to some marine mammals such as whales and dolphins. At issue is how much harm the mammals — many of them protected under the Endangered Species Act — will experience and what the Navy will do to reduce harm.

The draft EIS anticipates minimal harm from its training activities, saying only .03 percent of affected marine mammals will experience injury or death.
