UMass Dartmouth Scientists Deploy New Video System to Survey Atlantic Cod Population on the Stellwagen Bank Fishing Grounds

January 26, 2017 — The following was released by the University of Massachusetts Dartmouth:

Last week scientists from UMass Dartmouth’s School for Marine Science & Technology (SMAST) and fishermen successfully deployed a new video survey system they believe can provide more accurate measurements of the Atlantic cod population, helping regulators manage the fishery.

The system, collaboratively developed by scientists and fishermen over the last four years, was tested on Stellwagen Bank, a fishing ground located in the Gulf of Maine about 15 miles southeast of Gloucester and six miles north of Provincetown. The system involves placing high resolution video cameras in an open-ended commercial trawl net to capture images of groundfish (focusing on Atlantic cod and yellowtail flounder) as they pass through unharmed. Periodically the net is closed to collect biological samples such as length and weight measurements. These cod are kept alive in wells and are returned to the sea alive and in good condition.

SMAST Professor Kevin Stokesbury and his research team – chief scientist and graduate student Travis Lowery and graduate student Nick Calabrese – designed the system so they could identify the species in every image. This allows researchers to approximate the abundance, density, size distribution, and the impacts of commercial fishing. “Our goal is to provide all stakeholders in this issue with trustworthy science that reduces uncertainty for the Gulf of Maine cod fishery,” Dr. Stokesbury said.

“The seven-day cruise was very successful,” Dr. Stokesbury said. “Atlantic cod were observed over much of the bank, and the largest closed tow collection was of 345 cod in a half hour, with individuals measuring up to 83 cm. The idea is to increase the amount of sea floor sampled per sea day without killing more fish.”

A key milestone of the cruise was reached last Friday morning when all project systems came together. Data were collected on the position and speed of the vessel, including how the net was performing (i.e. spread of the doors, spread of the wings, bottom temperature). “We captured video of the footrope as the net passed over the sea floor and of the fish entering the net, as well as extremely clear video of the fish as they pass through the net, and a very large school of cod,” said Stokesbury. “All systems worked for the remainder of the trip; collecting data on cod abundance, distribution, the sea floor over which they school, and the other fish they associate with, including large schools of sand lance a key prey.”

The most recent assessment for Gulf of Maine cod estimated that the spawning stock biomass is a small proportion of its historic size. In response to the low abundance, the total allowable catch has been drastically reduced, constraining the fishermen’s ability to harvest healthy stocks, such as haddock and pollock. “Increasing the amount of sea floor scientifically sampled and increasing the amount of the information collected during a day at sea should reduce the uncertainty in the stock estimate, and reduced uncertainty is ultimately in everyone’s best interest,” Dr. Stokesbury said.  “In the end I think it is a good proof of concept and should give a good estimate of the cod aggregated on Stellwagen Bank.”

The Baker-Polito Administration provided $96,720 in capital money through the state Division of Marine Fisheries to fund the research tows conducted on Stellwagen Bank. Dr. Stokesbury’s research has also received support in state funding the past two years, receiving more than $800,000 through legislation supported by State Senator Mark Montigny, State Representative Antonio F.D. Cabral and the entire SouthCoast legislative delegation.

New Bedford, Mass. Fishing Heritage Center Lands 12K NEH Grant

December 14, 2015 — New Bedford, MA — The following was released by the New Bedford Fishing Heritage Center:

The New Bedford Fishing Heritage Center is pleased to announce its receipt of a $12,000 National Endowment for the Humanities (NEH) Cultural Heritage Grant. The grant will support a project to digitize the cultural heritage of New Bedford’s fishing community. The project is a collaboration involving the New Bedford Fishing Heritage Center (NBFHC), University Archives and Special Collections at the University of Massachusetts Boston, MIT Sea Grant, the New Bedford Public Library, and New Bedford Whaling National Historical Park.

Commercial fishing is often a family activity with skills and knowledge passed from one generation to the next. Consequently, much of this history resides in the photo albums, documents, and artifacts of fishing families.  This project will digitize these materials through a day-long public event (tentatively slated for May) in combination with “house calls” to digitally document materials from individuals who are unable to attend the event.  The project will be bookended by a variety of public programs which will serve to inspire community participation, evoke memories, and provide an interpretive framework for materials that are brought forward.  Digitizing these materials, making them publicly available, and using them to tell the story of the fishing community will create a lasting legacy for families who have spent generations working the water in what is one of the nation’s oldest occupations.

“We are thrilled to receive this funding which will further our efforts to document and preserve the rich heritage of New Bedford’s fishing community. We look forward to engaging active and retired fishermen, shoreside workers, and their families in this project.” (Laura Orleans, Executive Director).

Following the digitization event, UMass Boston will process images and metadata and will provide storage and public access through the University’s online repository. These materials will be included in the Digital Commonwealth and Digital Public Library of America.  In addition to UMass Boston’s online repository, the resulting digital collection will be publicly archived as part of digital collections at the New Bedford Public Library, and the Massachusetts Public Library Digital Initiative, and shared as part of digital exhibits on the NBFHC website (currently under development).  Those who participate by sharing their photographs, documents, or artifacts will be given a USB drive containing the scanned images of their materials.

Created in 1965 as an independent federal agency, the National Endowment for the Humanities supports research and learning in history, literature, philosophy, and other areas of the humanities by funding selected, peer-reviewed proposals from around the nation. JOHN SACKTON: Media’s Rampant ‘Fisheries Are Going Extinct’ Claim Finally has Serious Rebuttal from Scientists

SEAFOODNEWS.COM [The Editor’s View] by John Sackton — Nov 3, 2015 — The following headline came across our newsfeed this morning “Some South China Sea fish ‘close to extinction'”, courtesy of Agence France Presse.

The report was based on a quote from Rashid Sumaila, director of the Fisheries Economics Research Unit of the University of British Columbia.

“The South China Sea is… under threat from various sources. We need to do something,” said Sumaila.

“The most scary thing is the level of decline we have seen over the years. Some species (are facing) technically extinction or depletion,” Sumaila, who headed the study, told a press conference in Hong Kong. 

Having not seen the paper, it is not possible to evaluate his statements. But they are readily taken up because they feed into a media narrative that has proved very hard to change: fisheries around the world are dying because of human greed and overfishing.  This narrative has been central to NGO campaigns focused on fisheries. 

For many years, there was no organized response, and especially no way for journalists to get accurate scientific information. If they were fed a quote, such as “90% of the worlds stocks were unsustainably harvested” as appeared in Newsweek this summer, or that fish is ‘aquatic bushmeat’ comparable to eating monkeys and rhinoceros, as was said by Sylvia Earle, they have no way to evaluate its truthfulness. No wonder that seafood seems so controversial.

A group of scientists has come together through Ray Hilborn and his colleagues at the University of Washington, that is finally providing real-time commentary and rebuttal – i.e. pointing out the basic science – which in many cases does not support these media stories. 

Our companion story today by Peggy Parker has more detail on Hilborn’s rebuttal to Newsweek, where he said one article ‘may set a record for factual errors’.

The idea is not to simply point out poor science and unsupported conclusions, but to encourage media to use their website cfooduw.org, as a resource whenever they see a scientific claim about fisheries.

For example, just in the past few days, scientists from around the world have posted comments on a range of global topics.

Hilborn pointed out, and the Newsweek editors accepted, a correction that not 90%, but 28.8% of fish stocks were estimated as overfished. Would they have run the story if they had not been pitched intitally that 90% of fish stocks have collapsed?

Steve Cadrin of the University of Massachusetts comments on recent articles about cod in both New England and Newfoundland.  He says “The lesson from both of these papers is that rebuilding the stocks to historical levels depends both on fisheries management … and on the return of favorable environmental conditions.” 

“Stock assessment models are simplifications of a much more complex reality. Stock assessments typically assume that components of productivity (survival from natural mortality, reproductive rates, growth) are relatively constant. These assumptions may be reasonable for relatively stable ecosystems. However, considering the extreme climate change experienced in the Gulf of Maine, such assumptions need to be re-considered.  Alternative approaches to science and management are needed to help preserve the fishing communities that rely on Gulf of Maine cod.” 

Two tuna scientists collaborate on a story in response to the charge by Greenpeace that John West is breaking its sustainable tuna pledge by buying fish caught with FADs.

FADs are a type of fishing gear (radio monitored fish aggregating devices) that have become very widely used for pelagic tuna. The two scientists, Laurent Dagorn and Gala Moreno, point out in a comment and a recent paper the important issues with FADs are 1) quantifying, with scientific data, how big that impact actually is, 2) determining if the impact is acceptable for the amount and diversity of fish caught, 3) comparing it with the impact of other fishing gears, and 4) implementing measures to reduce an impact if it is too high for the ecosystem, taking into account all fishing impacts. 

This provides a real road map for a discussion of FADs and how they should or should not be used, in contrast to the campaign claims that they are simply destructive types of fishing gear.  Dagorn and Moreno point out that all food production (including organic farming) involves making choices about modifying ecosystems, and tuna fishing should not be considered in isolation, but in how it meets the goal of providing food for global populations.

Aggregating and making this kind of fisheries science easily accessible is one of the most concrete actions that has been taken in years to counteract the misinformation that so many of us in the industry experience every day.

UMass Dartmouth to break ground on $55m facility

October 22, 2015 — UMass Dartmouth will break ground Friday on a $55 million expansion to its School for Marine Science and Technology.

The new 76,000-square-foot facility will be next door to the existing School for Marine Science and Technology, according to a university statement Wednesday. It is being built in collaboration with the state Division of Marine Fisheries.

The university hopes the expansion will create a more comprehensive marine science campus for education and research of commercial fishing, coastal preservation, ocean observation, and climate change.

Northeast Consortium and NEFMC Announce Funding for New Collaborative Research Projects

NEWBURYPORT, Mass. — July 8, 2015 — The following was released by the New England Fishery Management Council:

The Northeast Consortium, a University of New Hampshire-based institution established in 1999 to foster collaborative research, under contract to the New England Fishery Management Council, announces funding for three new research projects that will focus on spawning groundfish in waters off the New England coast.

Awards totaling over $335,000 will support a mapping study examining the distribution of spawning cod on Georges Bank, an acoustic and trawl survey of winter-spawning cod in Ipswich Bay, an inshore area off the coast of MA, and work on winter flounder spawning activities offshore in the Gulf of Maine.

The result of a supplemental request for proposals issued last February, projects were required to articulate collaborations between commercial fishermen and scientists, and could include, among other approaches, research that enables the Council to improve groundfish spawning protection by increasing the understanding of groundfish spawning activity or aggregations of spawning groundfish.

Here are more project details.

Project Title: Mapping the distribution of Atlantic cod spawning on Georges Bank using fishermen’s ecological knowledge and scientific data
Lead Institution:
University of Massachusetts – Dartmouth, School for Marine Science and Technology; Co-Principal Investigators: Steven X. Cadrin, Gregory DeCelles, and Douglas Zemeckis

Purpose: To map the spatial and temporal distribution of cod spawning on Georges Bank using existing scientific information and data acquired from interviews with current and retired fishermen who fish for cod on Georges Bank. The information is needed to better understand cod population structure and essential fish habitat in this region.

Project Title: Synoptic acoustic and trawl survey of winter-spawning cod in Ipswich Bay, western Gulf of Maine Lead Institution: Gulf of Maine Research Institute; Project Leader: Graham Sherwood
Purpose: To expand our knowledge of the winter-spawning component of Atlantic cod by conducting a synoptic acoustic and trawl survey of Ipswich Bay. Improved knowledge of spawning dynamics in this area will lead to more fine-scale (in both time and space) management options.

Project Title: Identifying offshore spawning grounds of Gulf of Maine winter flounder
Lead Institution:
University of New Hampshire; Project Leader: Elizabeth A. Fairchild
Purpose: To determine where winter flounder in the Gulf of Maine are spawning offshore and when, by studying their populations during the spawning season at offshore sites identified by commercial fishermen as locations where large numbers of adult winter flounder are seen during the spawning season.

 NEC/NEFMC – Cooperative Research Projects Funded 

These awards represent a continuation of the 2014 partnership established between the Consortium (NEC) and the Council. The NEC has representation from four research institutions: the University of New Hampshire, University of Maine, Massachusetts Institute of Technology, and the Woods Hole Oceanographic Institution, with Dr. Chris Glass at the University of New Hampshire, in the lead as its Director.

The Council is a group of 18 fishery officials that includes representatives from each New England coastal state, the federal government, and appointees from the region, all of whom are charged with managing the groundfish complex (cod, haddock, pollock and several species of flounder), in addition to other regional fish stocks. Funding collaborative research is fully consistent with its interest in understanding and improving this resource.

UMass and USGS: Climate Change Affecting Fish And Wildlife In New England

June 30, 2015 — A new environmental report from UMass and the U.S. Geological Survey warns that climate change continues to affect New England fish and wildlife.

USGS ecologist Michelle Staudinger says the study confirms previous findings – that temperatures are going up in all seasons, and especially winter. That means there’s more rain and less snow, which changes the flow of streams in the spring.
