Why Maine lobstermen are looking to farmed scallops to stay afloat

October 3, 2018 — Marsden Brewer is a third-generation Maine fishermen who docks in Stonington.

“I’ve been involved in all the fisheries over my lifetime,” he said.

These days it’s mostly lobster, but he has fished cod and shrimp, and carted urchin to market. These once-vibrant species are now mostly off-limits after being overfished and weakened by climate change.

“I’ve seen the collapse and been part of the collapse of most of the fisheries. Not intentionally, but just the way it was set up to work, it wasn’t sustainable, and this project here is looking at sustainability in a fishery,” he said.

The project Brewer refers to is a 20-year effort to diversify his business by developing a profitable scallop farm. He used to scatter baby scallops in the bay, then trawl up the adults a couple years later. Success was limited though.

Now, from his 38-foot lobster boat moored more than a mile offshore, he’s experimenting with methods from Japan, where scallop farming is a long tradition.

Brewer, his son Bobby and Dana Morse, a marine extension agent with the University of Maine, winch up from the depths a long rope strung with 12-foot dark mesh bags. The collapsible bags are partitioned by horizontal shelves, giving them the look of giant Japanese paper lanterns. Inside, each level holds 20 or so squirting scallops.

A controversial comeback for a highly prized tuna

August 29, 2018 — SOUTH PORTLAND, Maine — On a drizzling summer afternoon in South Portland, marine biologist Walt Golet is helping attach a quarter-ton Atlantic bluefin tuna to a heavy crane so it can be weighed as part of New England’s premier tournament for the giant fish. And this year’s derby is different than many in the past — there are far more tuna.

A decade ago, participants in the Sturdivant Island Tuna Tournament went consecutive years in which they didn’t catch a single fish in the Gulf of Maine. This year, fishermen set a record with 30, including the 801-pound (363.33-kilogram) winner.

Their record haul is happening amid a turning point for these giant tuna, an iconic species that scientists say appears to be slowly recovering in the Atlantic Ocean. The reemergence of bluefin, which can weigh more than half a ton, has led to debate among fishermen, conservationists and scientists over just how much the big fish have recovered. It remains at a fraction of its population 60 years ago.

“There’s probably no fish that’s ever been more politicized than Atlantic bluefin tuna,” said Golet, a University of Maine professor. “People get a passion for this fish. And people are making a living off of this fish.”

The fish have long been at the center of a battle among commercial fishermen who can make a huge amount of money on a single fish, environmentalists who see them as marvels of marine migration, and consumers who pay a hefty price for them in restaurants.

Small-scale fisheries threatened—shared management, communication key to success

August 7, 2018 –Intertidal ecosystems and the small-scale fisheries they support are an important part of coastal economies, environments, and cultures. Globally, fisheries such as the soft-shell clams (Mya arenaria), face multiple stresses related to climate change, invasive species and unsustainable land use.

In a paper published in Ocean and Coastal Management, University of Maine researchers and colleagues show how co-management approaches—based on shared responsibility for resource management among individuals and institutions—can build resilience to socio-environmental change by strengthening the use of science in decision making and promoting adaptive capacities such as learning and leadership.

“We see an urgent need to find ways to wade into the complicated and sometimes messy work of co-management as a space for bringing differences together in productive, creative and equitable ways,” says lead author Bridie McGreavy, assistant professor in the Department of Communication and Journalism and faculty member in the Mitchell Center for Sustainability Solutions.

Co-management’s commitment to shared responsibility points to the important role of communication, and requires that people share information, learn from each other, and collaborate.

“The communication aspect of shellfish management is critical to its success,” McGreavy adds. “Our paper demonstrates how taking an engaged approach to research—creating in-depth partnerships to design research that can be used for decision making—can help strengthen co-management.”

In addition to environmental threats, these fisheries also face complex social issues, many of which are related to poverty and limited access to educational opportunities. However, small-scale fishing communities in Maine and around the world are also rising to meet these challenges.

With fewer types of fish to catch, Maine fishermen may be losing their knowledge of the sea

August 3, 2018 –Maine fishermen have a long history of being involved in fisheries management. Communication between harvesters and policymakers has been instrumental in the development of rules and regulations that have helped to sustain the region’s coastal fisheries—from clams to alewives to lobsters.

In part, this success results from the deep understanding of the natural environment held by fishermen. “Local ecological knowledge” is a term used to describe the collective perceptions held by a particular group about their environment, resulting from the transmission of cultural knowledge from one generation to the next, combined with regular and persistent interactions between people and the environment.

Fishermen’s experience-derived “local ecological knowledge” can be equally valuable as data gained through modern scientific methods for informing resource management and building community resilience. Yet the very experience that forms the basis for fishermen’s knowledge is being eroded by increasing specialization in Maine’s fisheries, with more harvesters focusing on one or two target species. As fishermen focus on fewer types of fish, they have less access to the environment. Does this mean they are losing environmental knowledge, too?

Joshua Stoll, University of Maine assistant research professor of marine policy and cooperating scientist at the Maine Center for Coastal Fisheries, worked with Emily Farr, a recent graduate of Yale University, and assistant professor Christine Beitl of the Department of Anthropology to study how fishermen’s changing access to fish species over time (which Stoll documented in earlier research) has affected their knowledge of the marine environment. Marina Cucuzza, a student in the UMaine marine science and marine policy dual degree graduate program, assisted with some of the interviews.

MAINE: Those lobster license plates are supporting $340,000 in research on vital industry

July 18, 2018 — The Maine Department of Marine Resources is using $340,000 from the sale of specialty license plates to bankroll lobster research.

The state agency is using lobster license plate profits to fund six research projects, including five run by the University of Maine and one by the Gulf of Maine Research Institute, and give $5,000 mini-grants to four other researchers. Project data will be shared through a research collaborative created to address the impact of a changing ocean environment on Maine’s lobster industry.

“Maine’s lobster industry is our most valuable and is a critical piece of the economy of nearly every community along the coast,” Marine Resources Commissioner Patrick Keliher said in a prepared statement Tuesday. “We know that change is happening in the Gulf of Maine and we want to be positioned with improved science to adapt to those changes.”

The agency in charge of regulating the state’s $1.5 billion industry is trying to up its own scientific efforts with these grants, which will be shared and shaped by a research collaborative made up of state officials, scientists and industry leaders. At the centerpiece of the new emphasis is research to support Maine’s most valuable fishery. The plan was to fund $500,000 in lobster science projects.

Climate change to have drastic effects on Gulf of Maine lobster and clam fisheries, studies say

May 23, 2018 — AUGUSTA, Maine — Two new scientific studies are highlighting the current and future impacts that rising ocean temperatures will have on lobster, clams and other important commercial fisheries in the Gulf of Maine.

Research on nearly 700 North American fish species predicts Atlantic cod habitat could shrink by as much as 90 percent by century’s end and that lobster populations could shift 200 miles farther north as a result of climate change. Meanwhile, a separate research project suggests Maine’s soft-shell clam industry could collapse unless steps are taken to protect the fishery from green crabs that are thriving in the state’s warming waters.

“Something is out of whack and we need to do something about it. We need to adapt,” said University of Maine professor Brian Beal, who has studied soft-shell clams for more than 30 years.

The studies are part of a growing body of scientific work seeking to understand – and look beyond – changes that fishermen across the country are witnessing on the water every day.

Lobster shell disease nudges up slightly off of Maine

April 13, 2018 — PORTLAND, Maine — A disease that disfigures lobsters has ticked up slightly in Maine in the last couple of years, but authorities and scientists say it’s not time to sound the alarm.

The disease, often called epizootic shell disease, is a bacterial infection that makes lobsters impossible to sell as food, eating away at their shells and sometimes killing them. The Maine Department of Marine Resources said researchers found the disease in about 1 percent of lobsters last year.

Circa the early- and mid-2000s, they almost never found it in Maine. But overall prevalence of the disease remains low, especially compared to southern New England waters, where it’s in the 20 percent to 30 percent range, the department said.

Scientists who study the fishery, such as microbiologist Deborah Bouchard of the University of Maine, said it remains important to monitor for the disease, which appears to correlate with warming temperatures.

Maine: Benchmark study of lobsters begins

February 13, 2018 — In 2015, data collected in a benchmark assessment of New England lobster stocks showed record-high abundance for the combined stocks of the Gulf of Maine and Georges Bank and record lows for the lobster stock of southern New England.

Now, about three years later, the Atlantic States Marine Fisheries Commission is beginning preparations for the next American lobster benchmark assessment that is expected to be completed around March 2020.

“We’re in the very early stages right now,” said Jeff Kipp, senior stock assessment scientist at the Arlington, Virginia-based ASMFC that regulates the Northeast lobster fishery. “The process will be mostly data-driven.”

Nothing is certain in the periodic assessments of various seafood species. But if some recent projections hold, the 2020 assessment could sketch a different picture from the 2015 assessment, possibly reflecting the declining abundance predicted by a recent Gulf of Maine Research Institute study.

The study, compiled with the University of Maine and NOAA Fisheries, forecast a 30-year decline in the Gulf of Maine lobster boom that began around 2010. The culprit? Increasingly warmer temperatures in the Gulf of Maine, which scientists have said is warming faster than 99.9 percent of the rest of the world’s ocean waters.

“In the Gulf of Maine, the lobster fishery is vulnerable to future temperature increases,” the authors of the study wrote. “The researchers’ population projections suggest that lobster productivity will decrease as temperatures continue to warm, but continued conservation efforts can mitigate the impacts of future warming.”

The findings of the GMRI study were strongly disputed by some Maine lobster dealers and the state’s Department of Marine Resources. The Maine DMR criticized the GMRI computer model used to arrive at the study’s conclusions, calling it “an unreliable tool on which to base management decisions.”

The benchmark assessment of the region’s lobster populations — which will include data on lobster landings, lobster growth and prevalent diseases among the population — could go a long way toward determining exactly what is happening to the region’s American lobster stocks.

Portland Press Herald: Time for Maine to look past lobster boom years

February 2, 2018 — There is an economic principle that’s usually attributed to Herbert Stein, who worked for the Nixon administration and The Wall Street Journal.

Stein’s law: If something can’t keep going forever, it won’t.

Maine’s lobster industry is near the peak of a historic boom, making it the state’s most lucrative fishery. In the last 30 years, lobster landings have increased from 20 million pounds a year to 130 million. No one expects the catch to keep growing forever. The question is not whether it will decline, but when.

Scientists from the Gulf of Maine Research Institute, the University of Maine and the National Oceanic and Atmospheric Administration have applied computer modeling to that question and have proposed an answer. In a report issued last month, they identified 2014 as the peak of the lobster population and predicted a long, slow decline of 40 to 62 percent by 2030, with the catch returning to levels in line with what was seen in the 1990s.

The Maine Department of Marine Resources has disputed the study and questioned the value of its computer models. Since no one was able to predict the historic rise in the lobster population, Commissioner Patrick Keliher said, he doubts the ability of scientists to accurately predict their decline.

He’s right, but there is plenty of reason to take this report seriously and use it as a planning tool. There’s a lot we can’t know about the future, but what we know about what’s happening in the present supports the report’s predictions.

Maine disputes study that predicts sharp decline in Gulf of Maine lobsters

The Department of Marine Resources won’t be using researchers’ model to make management decisions, saying that forecasting fishery populations 30 years out is extremely difficult.

January 29, 2018 — The state agency that oversees Maine’s marine fisheries is questioning the reliability of a new study that predicts a sharp decline in Gulf of Maine lobsters over the next 30 years.

The Gulf of Maine Research Institute, the University of Maine and the National Oceanic and Atmospheric Administration built a computer model that predicts the population will fall 40 to 62 percent by 2030.

But Patrick Keliher, commissioner of the Department of Marine Resources, won’t be using the model to help him decide how to manage the state’s most valuable fishery, which pumped $533.1 million into the state economy in 2016.

“(He) does not have confidence in a model that simulates what might happen decades in the future,” spokesman Jeff Nichols said. “This is a wild resource, making predictions extremely challenging.”

Thirty years ago, when landings were less than 20 million pounds, no one could have predicted that the Maine lobster fleet would be landing more than 130 million pounds a year in 2016, Nichols said.

“The commissioner and his science staff don’t question the science, but rather see this as an unreliable tool on which to base management decisions,” he said.

The department isn’t alone in having doubts about the study. Maine lobster dealers voiced skepticism, too, recalling previous erroneous lobster forecasts by some of the same scientific organizations.
