USDA wants to buy more US wild shrimp, pollock

September 14, 2020 — Not long after purchasing hefty amounts of U.S. pollock, salmon, and other seafood, the United States Department of Agriculture (USDA) is now asking for bids on large quantities of wild shrimp and wild Alaska pollock nuggets.

The USDA is asking suppliers to bid on 318,000 containers of frozen peeled and deveined shrimp – required to be in two- or five-pound primary packages further packaged into 20-pound shipping containers – by 18 September. The shrimp will be delivered to several U.S. cities between 1 November, 2020, and 31 January, 2021.

USDA offers seafood industry more than $500 million to make up for trade war damage

September 10, 2020 — US Secretary of Agriculture Sonny Perdue announced Wednesday the US Department of Agriculture (USDA) will provide approximately $530 million (€449 million) to support the US seafood industry and fishermen impacted by retaliatory tariffs from foreign governments.

The funding will be provided through the Seafood Trade Relief Program and funded through the Commodity Credit Corporation (CCC), administered by USDA’s Farm Service Agency (FSA), according to the agency.

“Many nations have not played by the rules for a long time, and President Trump is the first President to stand up to them and send a clear message that the United States will no longer tolerate unfair trade practices,” he said.

“The Seafood Trade Relief Program ensures fishermen and other US producers will not stand alone in facing unjustified retaliatory tariffs while President Trump continues working to solidify better and stronger trade deals around the globe.”

National Fisheries Institute Statement on Seafood Trade Relief Program

September 10, 2020 — The following was released by the National Fisheries Institute :

The U.S. Department of Agriculture’s announcement that it will provide $530 million to support the men and women who harvest seafood, whose livelihoods have been impacted by retaliatory tariffs, illustrates the Trump Administration’s ongoing focus on this important sector. Seafood starts in the oceans and making sure those Americans who work the water are supported is vital.

It remains essential that the Administration and Congress understand the complexities of seafood. To get product from water to table all parts need to be considered. Without help for the processors and distributors in the middle of the supply chain, fishermen’s catch will simply sit on the dock of the bay.

The Seafood Trade Relief Program is a welcome effort that will help an important part of America’s commercial seafood industry, while reminding us all of the importance of a fully functioning value chain.

Fishermen can sign-up for relief through the program from September 14, 2020 to December 14, 2020. Fishermen should apply through their local USDA Service Center. To find your local Service Center, visit www.farmers.gov/service-center-locator. The application can be found at www.farmers.gov/seafood.

All USDA Service Centers are open for business, including some that are open to visitors to conduct business in person by appointment only. All Service Center visitors wishing to conduct business with FSA, Natural Resources Conservation Service or any other Service Center agency should call ahead and schedule an appointment. Service Centers that are open for appointments will pre-screen visitors based on health concerns or recent travel, and visitors must adhere to social distancing guidelines. Visitors are also required to wear a face covering during their appointment. Our program delivery staff will be in the office, and they will be working with our producers in the office, by phone and using online tools. About the Seafood Trade Relief Program

STRP is part of a relief strategy to support fishermen and other producers while the administration continues to work on free, fair and reciprocal trade deals to open more markets to help American farmers compete globally. The STRP prohibits a person or legal entity from receiving more than $250,000 from the program. In addition, an applicant’s average adjusted gross income (AGI) cannot exceed $900,000 unless at least 75 percent of the AGI of the person or entity comes from farming, ranching, forestry, seafood harvesting, or related activities.

USDA expands COVID-19 payments to farmed fish species

August 14, 2020 — The United States Department of Agriculture (USDA) is expanding financial assistance due to COVID-19 hardships to producers of several varieties of farmed fish.

After receiving public comments and data, the agency expanded its Coronavirus Food Assistance Program (CFAP), and is extending the deadline to apply for the program to 11 September.

Senators Markey and Warren, and Reps. Moulton and Keating Secure Historic USDA Procurement of East Coast Seafood with Coronavirus Recovery Funding

May 5, 2020 — The following was released by The Office of Senator Ed Markey (D-Mass.):

Senators Edward J. Markey (D-Mass.) and Elizabeth Warren (D-Mass.), and Congressmen William Keating (MA-09) and Seth Moulton (MA-06) applauded the U.S. Department of Agriculture’s (USDA) announcement to include Atlantic seafood in additional Section 32 food purchases made available in part by the Coronavirus Assistance, Relief, and Economic Security (CARES) Act. The USDA Section 32 program has historically overlooked East Coast seafood. However, the Agricultural Marketing Service announced yesterday that it will purchase $20,000,000 in Atlantic Haddock, Pollock, and Redfish. These purchases will help East Coast seafood producers that have been devastated by the ongoing effects of the pandemic. The Massachusetts lawmakers have championed the federal government taking this step, writing to the USDA in April and May to urge the inclusion of domestic and East Coast seafood companies in the deployment of the $9.5 billion awarded by the CARES Act for affected agricultural producers.

“Atlantic seafood and our seafood industry have long been overlooked by USDA purchasing and they are finally get the attention and resources they need through these food purchases,” said Senator Markey. “Our fishermen are suffering during this pandemic and these purchases will help them stay afloat.”
 
“I’m glad the USDA will be providing this much-needed relief to Massachusetts fishermen, who were already struggling before this pandemic hit,” said Senator Warren. “The fishing and seafood industry are a key part of the Commonwealth’s history, economy, and future, and we must support our fishing community during this difficult time.”
 
“I am pleased to see that the USDA has finally recognized the important role that North Atlantic seafood plays in maintaining the nation’s food supply,” said Rep. Keating. “These purchases will not only help to support our fishing industry during these trying times, but will also provide highly nutritious, sustainable food for families in need across the nation.”
 
“Fishermen are hurting. Things were already tough because of the trade war and they got a lot tougher when restaurants closed because of the pandemic,” said Rep Moulton. “Government’s strength is measured by its ability to serve the people it represents. I hope this brings new business and peace of mind to America’s fishermen.”

Massachusetts congressional delegation urges feds to include seafood in food aid purchases

May 4, 2020 — Members of the all-Democratic Massachusetts congressional delegation are pushing to include East Coast seafood in purchasing agreements funded by the federal Coronavirus Food Assistance Program.

Sens. Edward Markey and Elizabeth Warren and Reps. William Keating and Seth Moulton said in a letter Friday to Agriculture Secretary Sonny Perdue that when the U.S. Department of Agriculture begins its purchasing programs intended to assist those the pandemic has affected, the USDA should include domestic seafood.

Purdue in April announced that the USDA would be making about $19 billion in purchases through the coronavirus assistance program, the lawmakers said.

Keating Pushes USDA to Buy American Seafood Under CARES Act

April 6, 2020 — U.S. Rep. William Keating, who represents the 9th Congressional District in Massachusetts, joined some of his Capitol Hill colleagues today in urging the USDA to include U.S. seafood companies in a $9.5 billion program designed to help farmers affected by the coronavirus.

Keating, Rep. Seth Moulton, and Sens. Ed Markey and Elizabeth Warren wrote to Agriculture Secretary Sonny Perdue and said the federal government should take steps to buy American seafood through the CARES Act agricultural assistance program.

“The pandemic-driven closure of restaurants and other businesses has devastated the New England seafood industry, as about two-thirds of seafood is consumed in restaurants and outside the home. Fishermen and processors that supply restaurants and local food systems need support,” the letter reads.

US seafood consumption rises to highest level since 2007, but falls short of USDA recommendations

February 24, 2020 — On average, Americans consumed 16.1 pounds of seafood in 2018, a slight uptick from the year before, according to the latest “Fisheries of the United States” report released by NOAA Fisheries on 21 February.

U.S. consumers ate more fresh and frozen seafood in 2018, contributing to the highest seafood consumption level seen since 2007, NOAA Fisheries found.
