Extended: Voluntary Vessel Speed Restriction Zone South of Nantucket to Protect Right Whales

April 10, 2019 — The following was released by NOAA Fisheries:

The voluntary vessel speed restriction zone (Dynamic Management Area – DMA) previously established south of Nantucket has been extended to protect an aggregation of 15 right whales sighted in this area on April 7.

This DMA is in effect through April 23, 2019.

Mariners are requested to route around this area or transit through it at 10 knots or less. Whales were spotted in or near shipping lanes so please be especially vigilant when traveling in these areas.

Mandatory speed restrictions of 10 knots or less (50 CFR 224.105) are in effect in the following areas:

Mid-Atlantic U.S. SMAs (includes Block Island) — in effect through April 30

Southeast U.S. SMA — in effect through April 15

Right Whales Are Migrating

North Atlantic right whales are on the move along the Atlantic coast of the U.S. With an unprecedented 20 right whale deaths documented in 2017 and 2018, NOAA is cautioning boaters to give these endangered whales plenty of room. We are also asking commercial fishermen to be vigilant when maneuvering to avoid accidental collisions with whales, remove unused gear from the ocean to help avoid entanglements, and use vertical lines with required markings, weak links, and breaking strengths.

Right Whales in Trouble

North Atlantic right whales are protected under the U.S. Endangered Species Act and the Marine Mammal Protection Act. Scientists estimate there are slightly more than 400 remaining, making them one of the rarest marine mammals in the world.

In August 2017, NOAA Fisheries declared the increase in right whale mortalities an “Unusual Mortality Event,” which helps the agency direct additional scientific and financial resources to investigating, understanding, and reducing the mortalities in partnership with the Marine Mammal Stranding Network, Canada’s Department of Fisheries and Oceans, and outside experts from the scientific research community.

WHITE HOUSE: President Obama to Create the World’s Largest Marine Protected Area

August 26, 2016 (WASHINGTON) — The following was released by the White House:

On Friday, President Obama will expand the Papahānaumokuākea Marine National Monument off the coast of Hawaii, creating the world’s largest marine protected area. Building on the United States’ global leadership in marine conservation, today’s designation will more than quadruple the size of the existing marine monument, permanently protecting pristine coral reefs, deep sea marine habitats, and important ecological resources in the waters of the Northwest Hawaiian Islands.

Following this historic conservation action, the President will travel to Hawaii next week. On Wednesday evening, he will address leaders from the Pacific Island Conference of Leaders and the IUCN World Conservation Congress, which is being hosted in the United States for the first time. On Thursday, he will travel to Midway Atoll, located within the Papahānaumokuākea Marine National Monument, to mark the significance of this monument designation and highlight first-hand how the threat of climate change makes protecting our public lands and waters more important than ever.

The monument was originally created in 2006 by President George W. Bush and designated as a UNESCO World Heritage Site in 2010.  Since that time, new scientific exploration and research has revealed new species and deep sea habitats as well as important ecological connections between the existing monument and the adjacent waters. Today’s designation will expand the existing Marine National Monument by 442,781 square miles, bringing the total protected area of the expanded monument to 582,578 square miles.

The expansion provides critical protections for more than 7,000 marine species, including whales and sea turtles listed under the Endangered Species Act and the longest-living marine species in the world — black coral, which have been found to live longer than 4,500 years. Additionally, as ocean acidification, warming, and other impacts of climate change threaten marine ecosystems, expanding the monument will improve ocean resilience, help the region’s distinct physical and biological resources adapt, and create a natural laboratory that will allow scientists to monitor and explore the impacts of climate change on these fragile ecosystems.

The expanded monument area also contains resources of great historical and cultural significance. The expanded area, including the archipelago and its adjacent waters, is considered a sacred place for the Native Hawaiian community. It plays a significant role in Native Hawaiian creation and settlement stories, and is used to practice important activities like traditional long-distance voyaging and wayfinding. Additionally, within the monument expansion area, there are shipwrecks and downed aircraft from the Battle of Midway in World War II, a battle that marked a major shift in the progress of the war in favor of the Allies.

All commercial resource extraction activities, including commercial fishing and any future mineral extraction, are prohibited in the expansion area, as they are within the boundaries of the existing monument. Noncommercial fishing, such as recreational fishing and the removal of fish and other resources for Native Hawaiian cultural practices, is allowed in the expansion area by permit, as is scientific research.

In recognition of the value of Papahānaumokuākea to Native Hawaiians, and in keeping with President Obama’s commitment to elevating the voices of Native peoples in management of our resources, Secretary of the Interior Jewell and Secretary of Commerce Pritzker also announced that the Departments will soon sign an agreement with Hawaii’s Department of Natural Resources and Office of Hawaiian Affairs providing for a greater management role as a trustee in the Papahānaumokuākea Marine National Monument.  This arrangement has been previously requested by Senator Brian Schatz and Governor Ige.

Today’s action by President Obama responds to a proposal put forward by Senator Schatz and prominent Native Hawaiian leaders, in addition to significant input and local support from Hawaiian elected officials, cultural groups, conservation organizations, scientists and fishermen.  This step also builds on a rich tradition of marine protection in Hawaiian waters and world-class, well managed fisheries, including a longline fishing fleet that is a global leader in sustainable practices.

In addition to protecting more land and water than any Administration in history, President Obama has sought to lead the world in marine conservation by combating illegal, unregulated and unreported fishing, revitalizing the process for establishing new marine sanctuaries, establishing the National Ocean Policy, and promoting ocean stewardship through the use of science- based decision making.

Some Green Sea Turtles Can Now Wave Goodbye To Their Endangered Status

April 20, 2016 — Slow and steady won the race, at least for a few green sea turtles.

U.S. officials announced early this month that breeding populations in Florida and on the Pacific coast of Mexico are off the endangered list.

They will be re-classified as “threatened” under the Endangered Species Act, which means they are no longer immediately threatened by extinction but still merit protection under the act.

“It’s just like the manatees. Even though the turtles have been downgraded, it won’t affect them as far as enforcement goes,” FWC spokesman Bobby Dube told Florida Keys Keynoter.

After a Century, Shortnose Sturgeon Return to Historic Habitat

November 17, 2015 — The following was released by NOAA Fisheries:

ORONO, Maine – Endangered shortnose sturgeon have rediscovered habitat in the Penobscot River that had been inaccessible to the species for more than 100 years prior to the removal of the Veazie Dam in 2013. University of Maine researchers confirmed evidence that three female shortnose sturgeon were in the area between Veazie (upriver of the dam remnants) and Orono (Basin Mills Rips), Maine in mid-October. Researchers had previously implanted these sturgeon with small sound-emitting devices known as acoustic tags to see if they would use the newly accessible parts of the river.

Among the most primitive fish to inhabit the Penobscot, sturgeon are often called “living fossils” because they remain very similar to their earliest fossil forms. Their long lives (more than 50 years) and bony-plated bodies also make them unique. Historically, shortnose sturgeon and Atlantic sturgeon (a related species also present in the watershed) had spawning populations in the Penobscot River as far upstream as the site of the current Milford dam, and provided an important food and trade source to native peoples and early European settlers. Overharvest and loss of suitable habitat due to dams and pollution led to declines in shortnose sturgeon populations and a listing as endangered under the U.S. Endangered Species Act (ESA) in 1967. In 2012, Gulf of Maine populations of Atlantic sturgeon were listed as threatened under the ESA.  

Today, a network of sound receivers, which sit on the river bottom along the lower river from Penobscot Bay up to the Milford Dam, detect movement and location of tagged fish. According to Gayle Zydlewski, an associate professor in the University of Maine School of Marine Sciences, the three individual fish observed were females. These fish have since been tracked joining other individuals in an area identified as wintering habitat near Brewer, Maine. Wintering habitat in other rivers is known to be staging habitat for spawning the following spring.

“We know that shortnose sturgeon use the Penobscot River throughout the year, and habitat models indicate suitable habitat for spawning in the area of recent detection upriver of Veazie, although actual spawning has not yet been observed,” Zydlewski said.

Since 2006, Zydlewski has been working with Michael Kinnison, a professor in UMaine’s School of Biology and Ecology, and multiple graduate students, including Catherine Johnston, to better understand the sturgeon populations of the Penobscot River and Gulf of Maine. Johnston, who has been tagging and tracking sturgeon in the Penobscot for two years to study the implications of newly available habitat to shortnose sturgeon, discovered the detections of sturgeon upstream of the Veazie dam remnants. Each new bit of information adds to the current understanding of behavior and habitat preferences of these incredible fish. 

“We’re very excited to see sturgeon moving upstream of where the Veazie Dam once stood, and into their former habitats,” said Kim Damon-Randall, assistant regional administrator of the National Oceanic and Atmospheric Administration (NOAA) Fisheries’ Protected Resources Division. “We need to do more research to see how they’re using it, but it’s a tremendous step in the right direction.”

Habitat access is essential for the recovery of these species. The removal of the Veazie Dam is only a portion of the Penobscot River Restoration Project, which, when combined with the removal of Great Works Dam in 2012, restores 100 percent of historic sturgeon habitat in the Penobscot. In addition to dam removals, construction of a nature-like fish bypass at the Howland Dam in 2015 significantly improves habitat access for the remaining nine species of sea-run fish native to the Penobscot, including Atlantic salmon and river herring.   

“Scientific research and monitoring of this monumental restoration effort has been ongoing for the past decade,” said Molly Payne Wynne, Monitoring Coordinator for the Penobscot River Restoration Trust. “The collaborative body of research on this project is among the most comprehensive when compared to other river restoration projects across the country,” Wynne said.

NOAA Fisheries is an active partner and provides funding for this long-term monitoring collaboration that includes The Penobscot River Restoration Trust, The Nature Conservancy and others. These efforts are beginning to shed light on the response of the river to the restoration project. Restoration of the full assemblage of sea-run fish to the Penobscot River will revive not only native fisheries but social, cultural and economic traditions of Maine’s largest river.
