Five SoMAS Research Projects Receive Funding from New York Sea Grant

January 21, 2025 –New York Sea Grant (NYSG) has awarded approximately $2.15 million to support 10 research projects — five of which are based at Stony Brook University — that will directly address multiple high-priority community, economic and environmental objectives.

The two-year projects — administered by NYSG and funded through the National Oceanographic and Atmospheric Administration (NOAA), Sea Grant’s federal parent agency, represent a range of stakeholder-driven topics to benefit residents across a number of New York’s coastal geographies.

Below are the five Stony Brook research projects that will receive funding.

To help ensure the future viability of shellfisheries in New York, researchers are conducting analyses to characterize the dynamics of past, present, and future temperature and dissolved oxygen in New York estuaries and identify ideal and inhibitory locations across New York for each species, allowing managers, fishers, and aquaculturists to prepare for future change.

New York: Wind Farm Study Moorings Anger Fishermen

May 6, 2022 — Fishermen on the South Fork are angered by the placement in August of several dozen 500-pound concrete blocks on the ocean floor off Wainscott, moorings for the telemetry devices in use for the South Fork Wind Fisheries Study Work Plan that was a condition for the East Hampton Town Trustees’ lease agreement allowing the South Fork Wind farm’s transmission cable to make landfall on a beach under their jurisdiction.

Researchers with Stony Brook University who are conducting the five-year study required of the wind farm’s developers are at present on a regular visit to the sensor array to collect data, replace batteries, and deploy new, smaller, and retrievable moorings alongside the existing 500-pound blocks. A spokeswoman for the developers, Orsted U.S. Offshore Wind and Eversource Energy, said on Tuesday that the original moorings will be removed.

Bonnie Brady, executive director of the Long Island Commercial Fishing Association, criticized the deployment of the concrete blocks on the sea floor where dozens of boats fish. She described the area as “a really busy squid, fluke, all-of-it area,” she said on Monday. “Why would academia treat fishermen so poorly when they’ve got a body of knowledge academics can’t begin to?” For trawl fishermen, the concrete blocks are a hazard, Ms. Brady said.

Study Shows Climate Change Could Be Altering the Marine Food Web

September 28, 2021 — Climate change is redistributing biodiversity globally, and distributional shifts of organisms often follow the speed and direction of environmental changes. Research by scientists at Stony Brook University’s School of Marine and Atmospheric Sciences (SoMAS) reveals that this phenomenon is affecting where large marine mammals are distributed relative to their prey species, which could have important implications for marine food web dynamics. Their findings are published in Scientific Reports.

Marine mammals (endotherms), such as whales and dolphins, are often assumed to shift their movements and distribution in response to warming waters more slowly than their ectothermic prey, such as fish and squid, whose growth and productivity is directly impacted by water temperature. Since marine mammals are large, highly mobile and occur across wide geographic ranges, distributional shifts in these species are difficult to quantify. In this study, data from fisheries bycatch and stranding events is used to examine changes in the distribution of long-finned pilot whales and their prey relative to climate velocity in a rapidly warming region of the Northwest Atlantic.

NEW YORK: Study finding early signs of hope for Peconic scallop fishery

July 16, 2021 — Scientists studying the early stages of bay scallop growth are finding encouraging signs this year, after two years of scallop die-offs that recently led the federal government to declare a disaster in the Peconic Bay fishery.

Scallops can lay up to 2 million eggs when they spawn in the period of June to August, and this year’s larval scallops will go on to make up the breeding stock for next summer’s spawn.

An expanded survey of scallops being funded by New York state and conducted by the Cornell Cooperative Extension and Stony Brook University is finding higher levels of larval scallops than has been seen in 17 years, said Stephen Tettelbach, a shellfish ecologist for Cornell.

“It’s way beyond anything we’ve ever seen in terms of larval settlement,” said Tettelbach. “It shattered all records we’ve seen in 17 years by far.”

Just as encouraging, Tettelbach said, researchers haven’t seen the summer die-offs of adult scallops that they they saw in the previous two years, a die-off that amounted to 50% of the population by the end of June and 100% in some areas by the end of July. “So far we haven’t seen any big die-offs,” he said.

How much is a clam worth to a coastal community?

February 25, 2021 — Researchers have developed a method to estimate the value of oyster and clam aquaculture to nitrogen reduction in a coastal community. Nitrogen is a nutrient that comes from many different sources, including agriculture, fertilizers, septic systems, and treated wastewater. In excess it fuels algal growth, which can affect water quality and human health.

As a result, a growing number of communities are required to follow regulations to reduce the amount of nitrogen they release. Shellfish are an option that can be a valuable part of a community’s nutrient management plan.

In a study in Environmental Science & Technology, shellfish biologists, economists, and modelers from NOAA Fisheries, NOAA National Centers for Coastal Ocean Science, and Stony Brook University used a transferable replacement cost methodology to estimate the value of oyster and clam aquaculture to nitrogen reduction in Greenwich, Connecticut.

Growing bivalve shellfish, including oysters and clams, provides direct economic benefits to a community by supporting jobs and making fresh local seafood available to consumers. It also provides ecosystem services—benefits that nature provides to people—including habitat for native species and improved water quality.

NEW YORK: Peconic Bay scallops die-off tied to newly detected parasite

February 4, 2020 — The catastrophic die-off of Peconic Bay scallops in eastern Long Island waters may be tied to a previously undetected parasite that can infect the kidneys of adult and juvenile scallops, state regulators reported Friday.

The specific parasitic organism, known as coccidian parasite, was discovered in kidney tissue of all 32 scallops collected and sampled from Shelter Island’s Hay Beach last November, the state Department of Environmental Conservation said. Some scallops had “extensive damage” to renal tubes, enough to kill the most heavily infected, the DEC said.

The agency, working with Stony Brook University’s Marine Animal Disease Laboratory, said the parasite “represents a significant threat” to the scallops, but cautioned that “further research is needed” to study how widely the parasite may have been dispersed, its life cycle and rate of infection before it can be said with certainty that it was the direct cause of the die-off.

“This is a new factor that scientists think may have a prevalent effect,” a DEC spokeswoman said.

Biologists last year theorized a combination of factors may have spurred the catastrophic collapse of Peconic Bay scallops, which saw mortality rates of from 90% to 100% in many eastern waterways.

How many sharks are there off the Jersey Shore? This scientist wants to find out

August 1, 2018 — Shark fishing is big business in New Jersey.

People come to the Shore from across the state and throughout the region for their chance to hook the ocean’s apex predator. But the thrill only happens if the sharks show up.

But studies of the sharks in Jersey waters have been few and far between. Little is known about how many sharks there are, and when they migrate.

Now, a Monmouth University professor is working with local fishermen to get answers.

Enter Keith Dunton.

A native of Long Island, Dunton came to Monmouth University from Stony Brook University three years ago for the chance to the study sharks. Dunton said he was drawn to New Jersey because there was a lack of shark research in the Garden State, despite the popularity of shark fishing.

Last summer, shark research group OCEARCH conducted their first scientific voyage into New Jersey waters, with the goal of tagging white sharks in the deep ocean.

And the National Marine Fisheries Service has studied the shark population of Delaware Bay. But Dunton aims to create a definitive understanding of the sharks that live off of New Jersey.

Pressure mounting to reject quota cuts for black sea bass

April 2, 2018 — With the fishing season approaching, state fisheries officials are under greater pressure than ever to reject mandates from federal and coastal fisheries regulators to limit New York’s quota for abundant black sea bass.

New York’s top fisheries regulator said Thursday, the state was reviewing a range of tools to push back against the quota, including even noncompliance with the federal rules if a recently filed appeal or a lawsuit fails to change reductions in the fishery.

“I’m prepared to go to the bear cage on this if it means having to take more drastic action,” state Environmental Conservation commissioner Basil Seggos said in an interview. Noncompliance is “an option that’s on the table for us. We have to approach that carefully and understand the full implications of that and exhaust all the other options” before considering it, he said. In any case, he said, “I don’t want to see our fishermen take a cut this year or next year.”

New York recreational anglers and boat captains face a 12 percent reduction for black sea bass this year, which would translate into a shorter season and fewer keeper fish each day. Black sea bass are a particularly vital species for recreational boats, in part because the fish are so plentiful. The black sea-bass fishery has been restored to more than 2 1⁄2 times the levels that regulators consider sufficiently rebuilt.

At a sometimes-raucous meeting last Tuesday, held by the DEC at Stony Brook University’s School of Marine & Atmospheric Sciences, hundreds of fishermen and women packed a hall to demand the state bring quotas into line with New Jersey and other states that are allotted larger shares.

New York: New Law Creates Seafood Task Force To Boost Industry

January 3, 2018 — A law designed to support New York’s local fishermen, aquaculturalists and related small businesses has recently been signed into law by Governor Andrew Cuomo.

The New York Seafood Marketing Task Force Act of 2017, sponsored, in part, by Assemblyman Fred W. Thiele Jr. and Senator Kenneth P. LaValle, creates a Seafood Marketing Task Force composed of individuals from Stony Brook University’s School of Marine and Atmospheric Sciences, the New York Sea Grant Program and Cornell Cooperative Extension, in addition to seafood wholesalers, processors, aquaculturalists and retailers.

As part of its function, the task force will promote the economic and environmental sustainability of the New York seafood industry through marketing initiatives, incentives and educational programs. The task force will seek to prevent mislabeling of seafood products and will work to block illegally caught seafood from New York markets. The task force will begin meeting in 2018.

Days Before High-Stakes Menhaden Vote, Questions and Uncertainties Abound

Amendment 3’s new Ecological Reference Points in Center of Controversy

WASHINGTON (Saving Seafood) — November 10, 2017 — By Marisa Torrieri:

As the Atlantic States Marine Fisheries Commission prepares to vote on highly-contested benchmarks for managing menhaden next week, uncertainties about the potential ripple effect of new ecological reference points (ERPs) are fueling heated exchanges between environmental groups and fisheries.

On November 13 and 14, the Commission is expected to meet to vote on Amendment 3, which will establish management benchmarks, and consider ecological reference points for menhaden, a bony and oily forage fish that is a primary food source for bigger fish such as striped bass and humpback whales and is harvested commercially for oil and fertilizer. The Commission also plans to review and potentially update state-by-state quota allocations.

Should the commission vote for “Option E” under Amendment 3 — an approach largely favored by environmental groups — the ASMFC would establish interim ecological reference points that would set a target of 75 percent and a threshold of 40 percent of a theoretical unfished stock. The ASMFC’s Biological Ecological Reference Points Workgroup would continue to develop Menhaden Specific ERP.

Fishermen whose livelihoods depend on the fish say the impact of this option would be catastrophic to their business.

Jeff Kaelin, head of government relations for Lund’s Fisheries, Inc., in Cape May, N.J., said New Jersey would lose a lot of jobs and money, in the event that interim ERPs took effect.

“With Option E, if we fish at the target that the environmental community is advocating, we’ll have a 25 percent cut in the fishery we have today, and that’s significant,” says Kaelin. “In 2013, when the quotas were established … we lost access to 50 percent of the fish. This is worth about $2 million to the state of New Jersey if we take a 25 percent cut. That’s what would happen, and there’s no need for it because the science is so robust.”

Yet environmental groups have countered that Option E, if selected, would not trigger draconian changes — it would simply put new goals in place that would benefit everyone, which could be phased in based on an organization’s own time table.

“The ERP is the goal, what you’re trying to achieve,” said Joseph Gordon, a senior manager for Pew Charitable Trusts, who directs campaigns to conserve forage fish. “Option E doesn’t tell you how fast to get there and how much risk to take. If the Commission decides to move forward Option E, they will be opting to have a very high population [of menhaden] in the ocean. When we talk about Option E, the goal of that is to achieve and maintain a high biomass of fish in the ocean. That should support significant amounts of fishing in the case of menhaden, over time as the population grows. The benefits to everyone, including commercial fisheries, is the goal of management.”

Chris Moore of the Chesapeake Bay Foundation also suggested Option E isn’t as bad as fisheries are making it out to be.

“Option E would say ‘OK, we now have a new target … fisheries would need to make changes to ensure they’re hitting that target,” says Moore. “But it’s not ‘we shall do this, we shall do that.’ If you look at the last stock assessment, the last quota showed we’re increasing. There’s a lot of leeway for the managers to get to the target.”

Omega Protein Corporation, the largest participant in the menhaden fishery, is based in Reedville, Va., a state that is currently allocated 85 percent of the catch. It says comments from environmentalists in support of Option E sugarcoat the potential economic impact of the ERPs.

Omega Protein is in favor of the more conservative Option B, which keeps ERPs at the existing status quo levels, until better mathematical models for menhaden are available.

“To say that the current reference points are inadequate, and we want to change them, and then say, ‘we won’t mandate that the harvest be cut when over the target,’ that’s ludicrous,” says Monty Deihl, Vice President of Operations for Omega Protein. “The environmentalist solution is looking for a problem, and there is no problem! We only take 8 percent of the biomass per year. The current model says you could harvest 300,000 metric tons per year without overfishing. With Option E, there’s a 25 percent cut in the harvest.”

Shaun Gehan, a Washington, D.C.-based attorney who represents Omega Protein, said that environmentalists promoting Option E as a “phased approach” — while the language within the Option calls for a clear cut in fishing activities — are hypocritical.

“The real issue is if one believes that menhaden should be at 75 percent un-fished levels and the target [fishing mortality] helps achieve that, then it is hypocritical to advocate for anything but a cut,” he says. “It seems there is a lot of folks that want to have their cake and eat it too. That is, being able to say, ‘ecological reference points’ are being used, while avoiding harvest reductions they entail because no one thinks cuts are warranted in light of menhaden’s abundance.”

THE ROAD TO AMENDMENT 3

One of the biggest arguments for clamping down on menhaden fishing, one which has resonated with the public, is that concerns about menhaden weren’t on anyone’s radar until recently, when reports warned that the supply was in danger.

According to Pew, people started to “wake up” to the menhaden issue after a coast-wide decline in menhaden in the 1990s through the early 2000s that attracted a lot of attention: This decline was noticed on the water up and down the coast by recreational fishermen. The effects of this decline on predator species, especially striped bass, were especially noticed, since striped bass is a prized recreational fish – and the reason the ASMFC was created in the first place.

“Striped bass had been recovering from depletion, and many were interested and invested in this recovery,” Gordon noted. “But anglers were seeing signs of starvation and disease in striped bass, and it didn’t take long to trace many of the problems to the absence of adequate prey (menhaden) for them. That’s what led to the first cap on menhaden fishing in the Chesapeake Bay, in 2005.”

In 2012, with support from the Lenfest Ocean Program, the Institute for Ocean Conservation Science at Stony Brook University convened the Lenfest Forage Fish Task Force, a panel of 13 marine and fisheries scientists from around the world, to offer science-based advice for the management of species known as forage fish, because of their crucial role in marine ecosystems. In their report, “Little Fish, Big Impact,” researchers concluded fisheries managers “need to pay more careful attention to the special vulnerabilities of forage fish and the cascading effects of forage fishing on predators.”

Since then, ASMFC staff, scientists, and advisors have been developing and reviewing a range of ecological models and management strategies. In 2012, the ASMFC voted in favor of Amendment 2, which set a new coast-wide catch limit. In May of 2015, the ASMFC began drafting Amendment 3 to the menhaden management plan, with the goal of establishing ecological management, and to review and possibly update state-by-state quota allocations.

“What’s amazing to watch over time, and I’ve worked on this for about a decade, is we’ve gone from a situation where we didn’t have any coast-wide limit at all to a question of when it’s going to happen,” says Gordon.

CONSIDERING SCIENCE

The outcome of the vote on Amendment 3 is expected to have a powerful impact on the future of menhaden, as well as recreational anglers, tourism, conservationists and larger fisheries. Yet with so much on the line, figuring out the right path isn’t so clear cut.

For one, scientists and researchers who study menhaden are at odds with each other, some saying we are at a critical juncture and must make drastic moves to manage and protect menhaden, and others dismissing such reports as hysteria.

In a Q&A with Pew Charitable Trusts, Ellen Pikitch, a marine biology professor and director of the Institute for Ocean Conservation Science at Stony Brook University, said the state of menhaden appears to be in decent shape if you examine the population in isolation.

“But when you look at it from an ecosystem perspective—whether there are enough to feed predators—menhaden are much less numerous than they ought to be,” she said. “On the East Coast, menhaden used to range from Nova Scotia to Florida, but we haven’t seen that kind of distribution for probably 50 years.”

Pikitch led a group of more than 100 scientists who commented on the proposed Amendment 3 ERPs, and is pushing for the implementation of Option E.

But at a hearing of the U.S. Senate Commerce Subcommittee on Oceans, Atmosphere, Fisheries and Coast Guard on October 24, fisheries scientist Dr. Ray Hilborn, a professor at the University of Washington’s School of Aquatic and Fishery Sciences, said there was “no empirical evidence to support the idea that the abundance of forage fish affects their predators.”

Dr. Hilborn’s comments came in response to questioning from Sen. Roger Wicker (R-MS) about whether fisheries managers should manage forage fish according to a “rule of thumb” approach, where fisheries are managed according to a set of broad ecological and management principals, or a “case-by-case” approach, where management is guided by more species-specific information.

Hilborn, who was part of a team of fisheries scientists that recently examined the effects fishing for forage fish species had on predator species, has expressed concern that the 2012 report from the Lenfest Forage Fish Task Force may have overestimated the strength of the predator-prey relationship.

John Bull, commissioner for Virginia Marine Resources Commission, believes the latter. And while he’s heard environmental groups are trying to make Option E seem more palatable by saying it will result in “phased implementation,” he does not support the establishment of interim ERPs because it “doesn’t make sense, scientifically.”

“The science shows from a benchmark stock assessment a couple years ago that the stock is healthy, robust, and reproduction is good,” said Bull. “And in fact, a 30 percent increase on menhaden could be enacted with a 0 percent chance of overfishing. What Virginia would like to see is an increase in the quota on the East Coast of 5, 6, 7 percent.”
