CONNECTICUT: Expert’s talk at LaGrua Thursday to focus on benefits of local sea-to-table options

July 24, 2017 — STONINGTON, Ct. — Meghan Lapp, an expert on the commercial fishing industry and its regulations, will give a talk entitled “Sea to Table: Bringing the Bounty of the Sea to You” on Thursday at 7 p.m. at the LaGrua Center at 32 Water St.

The Stonington Economic Development Commission is sponsoring the presentation, which will focus on how local harvesters provide fresh seafood, navigate fishery regulations and science, and what species are fresh, local and available. Admission is free.

Lapp, of Narragansett, is a fisheries liaison for Seafreeze Ltd., a producer and trader of sea-frozen fish in North Kingstown. She is on the Habitat Advisory Panel and the Herring Advisory Panel for the New England Fishery Management Council, the Ecosystems and Oceans Planning Advisory Panel for the Mid-Atlantic Fishery Management Council and the Menhaden Advisory Panel for the Atlantic States Marine Fisheries Commission.

She holds a master’s degree in legal science from Queen’s University in Belfast.

Growing up in Long Island, Lapp had familial ties in the fishing industry and worked in a fish market alongside commercial fisherman during summers in college.

CONNECTICUT: Fishermen hope bumper sticker gets Trump’s attention

March 29, 2017 — STONINGTON, Conn. — For struggling Town Dock fishermen, President Trump’s promise to eliminate regulations and spur the economy means they might finally have success in their long fight to rescind the catch restrictions they say are not only unfair and based on bad science but are putting them out of business.

So in an effort to attract Trump’s attention and help spread their message in Washington, they have printed up a bumper sticker that will be appearing on vehicles here in coming days.

The sticker features a picture of Trump giving a thumbs-up next to a fishing boat with the slogan “Make Commercial Fishing Great Again,” a spin on Trump’s popular campaign slogan “Make America Great Again.”

“He’s sat down and talked to coal miners and truck drivers. We’d like to be able to get the seafood industry to sit down and talk to him,” said Mike Gambardella, who runs his family’s fish wholesale business at the Town Dock. “It’s a matter of him understanding the problem.”

Gambardella said if fishermen just had the chance to explain the long-standing problem to Trump, “his head would spin.”

Groundfisherman fear more federal regulations

March 23, 2017 — STONINGTON, Conn. — Groundfishermen at the Fishing Fleet in Stonington, those who catch flounder and a dozen other bottom feeding fish, fear federal regulators are trying to sink their livelihood by mandating more regulations.

“We don’t need somebody on our back every day to watch what we do. Now they want to put cameras on the boat,” said Bob Guzzo, of Southern New England Fisherman & Lobsterman’s Association.

Guzzo has been fishing the region for nearly four decades.

He said the New England Fishery Management Council wants to increase at-sea monitoring of groundfish, in order to verify what they catch and release.

Guzzo said the added cost of paying someone to monitor what happens on the boat, or even watch remotely by camera, doesn’t help them or the industry but only increases the cost of doing business.

CONNECTICUT: State’s fishing fleet facing potentially ‘disastrous’ quota cuts for fluke

January 19, 2017 — Reductions that took effect Jan. 1 in federal quotas for the commercial fluke catch could have a “disastrous” effect on the Connecticut’s small remaining fishing fleet, unless action being advocated to undo the cut is taken, the state’s congressional delegation wrote in a letter to the U.S. secretary of commerce.

“It’s going to put us out of business,” Stonington fisherman Robert Guzzo, vice president of the Southern New England Fishermen and Lobstermen’s Association, said Wednesday. “I’ve never seen so many fish in the ocean. The fish are out there, but the science and the regulators haven’t caught up with what’s actually out there.”

On Wednesday, U.S. Sen. Richard Blumenthal, D-Conn., pressed commerce secretary nominee Wilbur Ross to use his authority to change how quotas for fish species including fluke — also called summer flounder — are allocated among states from the mid-Atlantic to New England.

Species such as fluke have been migrating into New England waters in greater numbers in recent years, Blumenthal and fishermen contend. But the regulatory system used by the National Marine Fisheries Service uses an outdated system that favors the mid-Atlantic states at New England’s expense, they say.

“The system is broken … from an environmental and economic standpoint, and it’s costing jobs, and it is preventing the United States from using its fish stocks and instead has resulted in importing, which destroys livelihoods and economic well-being in the New England states,” Blumenthal told Ross during the confirmation hearing. He urged Ross to use his emergency powers to reform the system.

In response, Ross said he is interested in helping the fisheries and ensuring quotas are allocated properly. The Department of Commerce includes the National Marine Fisheries Service.

Are Maine halibut heading for trouble?

December 28, 2016 — PORTLAND, Maine — Go to Scales, an elegant waterfront restaurant on a Portland pier, and a plate of pan-roasted halibut with hazelnuts, brown butter and new potatoes will cost you $38, tax and tip extra.

Over the decade between 2006 and 2015, the last year for which the Department of Marine Resources has figures, the boat price for halibut increased some 44 percent and landings increased from just 30,018 pounds worth about $139,000 to more than 93,000 pounds that brought fishermen some $623,000. Go down to the dock in Lubec or Stonington during May and June, when Maine fishermen are allowed to harvest halibut from state waters inside the three-mile limit, and $38 would buy you about 5 pounds of halibut, if you could buy less than a whole fish directly off the boat. And that’s the problem.

Now federal fisheries regulators are saying that halibut may be in trouble.

Of course, it isn’t just that Maine fishermen are landing more halibut. It’s fishermen from all over New England who are pulling in plenty of the pricy and delicious flatfish from federal waters.

In 2006, only Maine recorded halibut landings. In 2015, according to NOAA Fisheries, halibut landings throughout New England reached almost 216,000 pounds — worth about $1.4 million. Of that, about 123,000 pounds were landed outside Maine.

Maine men lose licenses after allegedly removing eggs from female lobsters

December 14th, 2016 — The Department of Marine Resources has suspended for six years the licenses of two lobstermen who allegedly removed eggs from female lobsters.

Dexter Bray Jr., 36, of Stonington and Phillip Poland, 42, of Cushing also face a year in jail and fines of more than $1,000 if they are found guilty of the misdemeanor crimes, according to a release from Department of Marine Resources spokesman Jeff Nichols.

After an investigation prompted by an anonymous complaint received in the spring that Bray was “scrubbing” lobsters — artificially removing eggs from the underside of a female lobster’s tail — he was charged with removing the eggs of two female lobsters.

Investigators determined that Bray had attempted to sell two egg-bearing female lobsters at a lobster co-op in Stonington, according to the release.

The Marine Patrol also received an anonymous complaint about Poland, which spurred an investigation that allegedly revealed Poland had “scrubbed” the eggs from three lobsters.

“Scrubbing lobsters is one of the most serious violations of marine resource laws we see,” Maine Marine Patrol Col. Jon Cornish said in the release. “By removing eggs to make a short-term monetary gain, criminals deny future generations of fishermen the opportunity those eggs represent. Just as important, they undermine the work law abiding harvesters do every day to sustain this important resource.”

Two Men Have Lobster Licenses Suspended for Six Years for Removing Eggs from Lobsters

December 14th, 2016 — The following was released by The Maine Department of Marine Resources: 

The Commissioner of the Maine Department of Marine Resources has suspended the lobster licenses of two men for removing the eggs from female lobsters. The violation is a Class D crime which, in addition to license suspension, is punishable by up to a year in jail and fines in excess of $1,000.

The licenses of Dexter Bray, Jr., 36 of Stonington and Philip Poland, 42 of Cushing have been suspended for 6 years as a result of separate investigations conducted earlier this year by Maine Marine Patrol.  

The Bray investigation, led by Marine Patrol Officer Rustin Ames, resulted in charges of removing the eggs of two female lobsters for which Bray is facing fines of up to $1,600 in addition to as much as a year in prison and the license suspension.

The crime came to light by an anonymous complaint received in the spring by Officer Ames that Bray was “scrubbing” lobsters, which is the act of artificially removing eggs from the underside of a female lobster’s tail.

Officer Ames followed up on the complaint and began an investigation that involved Marine Patrol Specialist Sean Dow. The investigation revealed that Bray had landed and attempted to sell two egg-bearing female lobsters at a lobster co-op in Stonington.   

The Poland investigation, led by Marine Patrol Officer Brandon Bezio, resulted in charges of removing eggs from three female lobsters for which he faces up to a year in prison and fines up to $1,900 in addition to his license suspension.

This investigation also began with an anonymous complaint received during the summer. Officer Bezio followed up on the complaint and, with the help of Marine Patrol Officer Matthew Wyman, and Specialist Corrie Robert, determined that Poland had scrubbed the eggs from three lobsters in his possession. 

“Scrubbing lobsters is one of the most serious violations of marine resource laws we see,” said Marine Patrol Colonel Jon Cornish. “By removing eggs to make a short-term monetary gain, criminals deny future generations of fishermen the opportunity those eggs represent. Just as important, they undermine the work law abiding harvesters do every day to sustain this important resource.”

“I’m extremely proud of the thorough investigation conducted by the Officers involved in these cases,” said DMR Commissioner Patrick Keliher. “These are very difficult cases to make and the Officers did an outstanding job bring this behavior to and end.”

 Bray, who fished in lobster Management Zone C, was notified after a length of suspension hearing on November 2, 2016 with Commissioner Keliher that his license would be suspended for six years, allowing him to regain his license on May 19, 2022.

 Poland, who fished in Zone D, was notified after a length of suspension hearing on November 15, 2016 with Commissioner Keliher that his license would be suspended for six years, allowing him to regain his license on July 8, 2022.

The shortest route between Maine and Japan: scallops

November 10th, 2016 — Last month, lobstermen Marsden Brewer and his son, Bobby, joined a delegation of Maine fishermen and aquaculturists on a visit to Aomori on the northern coast of Japan’s major island to learn about the latest techniques for cultivating scallops.

Among their hosts was Hiroaki Sugiyama, an inventor and manufacturer of high-tech machinery used in Japan’s enormous scallop aquaculture industry.

On Monday, the Brewers returned the favor. Sugiyama arrived in the U.S. Sunday night for a four-day visit to learn about what is happening in Maine’s nascent scallop aquaculture industry. After a stop at a newly-formed aquaculture cooperative in Spruce Head, and a boat ride to visit an experimental scallop growing operation, Sugiyama and his Maine hosts traveled to Stonington for more talk about scallop aquaculture, and a terrific lunch, hosted by Marsden and Donna Brewer at their Red Barn Farm.

Brewer first travelled to Aomori in 1999 as a member of a study mission organized by the Maine Department of Marine Resources and the Maine Aquaculture Innovation Center. Including fishermen, scientists and representatives of the University of Maine Sea Grant program, the group visited Mutsu Bay in Aomori Prefecture where the Japanese scallop is intensively cultivated both on longlines and on the seabed.

Fish survey key to developing viable management plan

October 25, 2016 — STONINGTON, Maine – It’s been 20 years since the ground fishing population collapsed in the eastern Gulf of Maine.

Now, researchers are optimistic that fisheries could be replenished in the future.

In the 1990s, halibut, cod and pollock populations from Penobscot Bay to the Canadian border diminished so rapidly the fishery collapsed. Over fishing has been cited as a factor in the fishery being depleted.

And for the past several years, researchers have been taking a fish census of sorts.

“And that is a sentinel survey which sending out commercial fishermen with commercial gear, but in this case with fish hooks, both long lines and jigs, to try to catch codfish,” said Robin Alden, executive director of Penobscot East Resource Center. The survey is a collaborative effort between Penobscot East and the University of Maine.

In fact, the long line is two miles long and used for trolling from the stern of the vessels, while the jigs are cast from the boats’ deck every few minutes.

“I think species diversity is always important, especially when you have coastal communities that depend on fishing for a living. It’s dangerous to rely on just one species,” according to Pat Shepherd, logistics manager for the sentinel survey.

12 “Champions of Change for Sustainable Seafood” chosen by White House

October 7, 2016 — U.S. President Barack Obama has announced his choices to be the first ever “Champions of Change for Sustainable Seafood.”

The special awards, established this year as a way to “honor America’s fishers and our coastal communities for their efforts… [in leading] the way to the United States becoming a global leader in sustainable seafood management,” will be handed out on Friday, 7 October at a special ceremony at the White House in Washington D.C.

The awardees are:

  • Robin Alden, the founding Executive Director of Penobscot East Resource Center, Maine’s center for coastal fisheries in Stonington, Maine. She led a path-breaking effort to bring shared management to Maine’s lobster fishery, now recognized internationally as a model for sustainable fisheries. Robin is the former Commissioner of the Maine Department of Marine Resources, responsible for Maine‘s marine and anadromous fishery management and enforcement and for aquaculture in the state. She was also the publisher and editor of both Commercial Fisheries News and Fish Farming News and a public member of the New England Fishery Management Council.
  • Linda Behnken, the Executive Director of the Alaska Longline Fishermen’s Association, which represents longline fishermen in securing sustainable access to healthy halibut, sablefish and rockfish stocks. Linda was a commercial fisherman for 34 years and served on the North Pacific Fishery Management Council. During that time, she also served as an industry advisor to the North Pacific Anadromous Fish Commission, the National Academy of Science Individual Fishing Quota Review Panel, and co-chaired the Council’s Essential Fish Habitat committee. Linda participated in the last two re-authorizations of the Magnuson-Stevens Act and was an active advocate for the Sustainable Fisheries Act amendments. She is also a founding member of the Alaska Sustainable Fisheries Trust, which is a cutting-edge financing tool to help new and young break into Alaska’s fisheries and connect communities with their natural resources.
