Portland Press Herald: Clean Water Rule will help sustain fishermen’s livelihoods

April 22, 2016 — SACO, Maine — You can learn a lot about the life cycle of certain types of fish by spending your time on the seas. As a small-scale, sustainable hook fisherman, I’ve certainly been able to learn a lot over my years. But more recently, some of what I’ve learned has me really scared.

Take herring, a fish that we see a lot of around New England. They make their way to inland rivers in the spring in order to spawn before heading offshore. The problem is, New England has had a huge problem with pollution in our waterways – and herring, at a very young age, are particularly susceptible to pollution. And what they take in could very well end up on your dinner plate.

The same is true with Atlantic salmon, a fish that was harvested here by Native Americans and Pilgrims hundreds of years ago – and that now is on the verge of extinction. Some will say that’s because of climate change, and that’s probably partially true. What they are missing is water quality.

Menhaden Fisheries Coalition releases ‘Atlantic Menhaden: Fishing by the Numbers’

March 16, 2016 (Menhaden Fisheries Coalition) — The following was released by the Menhaden Fisheries Coalition:

While prominent environmental groups have claimed for years that the menhaden fishery has harvested too many menhaden, a thorough analysis from the Menhaden Fisheries Coalition shows that the number of fish being caught is a small fraction of the coastwide population.

Between 2004-2013, the fishery only harvested an average of 6.4 percent of the overall menhaden population. This leaves over 93% of menhaden left in the ecosystem as forage for birds, fish and other sea creatures. Menhaden fishing mortality, which hit an all-time low in the last assessment, is dwarfed by natural mortality, which accounts for predation and mortality from other causes outside of the fishery.

The analysis, “The Fate of an Atlantic Menhaden Year Class,” and accompanying infographic, “Atlantic Menhaden: Fishing by the Numbers,” is based on the catch data included in the 2015 Atlantic States Marine Fisheries Commission Atlantic menhaden stock assessment. Also examined in the analysis is the age of menhaden that are caught by the fishery. The fishery specifically does not target juvenile menhaden-those most likely to serve as forage-and the oldest fish-those that are the most fertile spawners. This harvest approach is reflected in the catch data: the fishery overwhelmingly catches menhaden between the ages of 2 and 3, and the catch for juvenile and older menhaden is negligible. 

These estimates, along with the 2015 assessment’s headline findings that menhaden are not experiencing overfishing nor are they being overfished, further confirm the sustainability of the fishery. With such a small percentage of the menhaden population actually going to harvest, as well as other positive indicators for stock health, it is clear that current menhaden management is safeguarding the health and the future of the species.

ASMFC Approves Amendment 3 to the Interstate Fishery Management Plan for Atlantic Herring

February 8, 2016 — The following was released by the Atlantic States Marine Fisheries Commission:

The Atlantic States Marine Fisheries Commission approved Amendment 3 to the Interstate Fishery Management Plan (FMP) for Atlantic Herring. The Amendment refines the spawning closure system, modifies the fixed gear set-aside, and includes an empty fish hold provision contingent on federal adoption. The Amendment consolidates prior amendments (and associated addenda) and recent management decisions into a single document; it is now the comprehensive document for Atlantic herring management in state waters.

The Amendment allows for the use of a modified GSI-based spawning monitoring system to track reproductive maturity in an effort to better align the timing of spawning area closures with the onset of spawning. This new method will be tested and evaluated for effectiveness during the 2016 fishing season. If found to be ineffective the Section has the option to revert back to using the prior monitoring system. Default closure dates have been modified to late August or early October depending on the area. The spawning closure period remains four weeks.

Previously, the fixed gear set-aside was available to fixed gear fishermen through November 1, after this date the remaining set-aside became available to the rest of the Area 1A fishery. The November 1 date had been established because, typically, herring have migrated out of the Gulf of Maine by that time. Anecdotal evidence suggests herring are in the Gulf of Maine after November 1, therefore, fixed gear fishermen requested the set-aside be made available to them for the remainder of the calendar year. Under Amendment 3, fixed gear fishermen will now have access to the quota as long as the directed fishery is open.

Amendment 3 also requires fish holds to be empty of fish prior to trip departures. This measure, which is contingent on adoption in federal waters, seeks to minimize wasteful fishing practices and encourage harvest based on market demand. The New England Fishery Management Council has included a similar provision in its Framework Adjustment 4 to the Federal Atlantic Herring FMP. Framework Adjustment 4 is currently under review by NOAA Fisheries Greater Atlantic Regional Fisheries Office.
