US removes South Korea from potential IUU list

January 30, 2020 — The United States has removed South Korea from a preliminary list of countries that had potential for illegal, unreported, and unregulated fishing (IUU)  just four months after it was put on the list, according to a report in Business Korea.

The country had been listed back in September, and was identified in NOAA’s “Improving International Fisheries Management”  report as a country that had failed to sufficiently combat known IUU incidents. That listing was coupled with a first-ever complaint by the U.S., which consisted of a request for environment consultations under the U.S.-Korea Free Trade Agreement.

Japan, South Korea compete to obtain higher Pacific bluefin quota at WCPFC meeting

September 5, 2019 — A rift between Japan and South Korea over increases in catch quotas for Pacific bluefin tuna is likely to put a spanner in the works at the current international conference to control tuna stocks Jiji Press reported.

The annual meeting of the Western and Central Pacific Fisheries Commission (WCPFC), which is responsible for setting Pacific bluefin catch limits, is taking place in Portland, US, from Sept. 4-6.

Japan and South Korea each seek a quota expansion, citing a recovery in stocks, a proposal that is opposed by conservation NGOs.

Pew seeks US, EU help in rejecting Japanese proposal for Pacific bluefin catch increase

August 29, 2019 — From 2-6 September, the Western and Central Pacific Fisheries Commission (WCPFC)’s Northern Committee will meet in Portland, Oregon, U.S.A., with proposals from Japan and South Korea for increased Pacific bluefin catch limits on the agenda.

Pacific bluefin is in the first few years of a recovery plan, which aims to restore the stock to 20 percent of its pre-fishing levels by 2034. Japan, citing a recovery in the stock of juvenile fish in 2017 and 2018, is calling for a quota increase of 10 percent for juvenile Pacific bluefin tuna (weighing less than 30 kilograms) and 20 percent for adult tuna. Last year, the Northern Committee rejected a similar proposal from Japan that would have raised the quota 15 percent across the board.

10 nations to jointly study marine resources of the Arctic

June 19, 2019 — A two-day conference of scientific experts from Russia, the United States, Canada, Denmark, Norway, South Korea, China, Sweden, Japan, and the European Union in the Russian city of Arkhangelsk resulted in an agreement to conduct more research on Arctic fisheries.

The April meeting was the first after an agreement between the 10 countries was signed in October of last year. The legally binding accord prohibits all commercial fishing in the Central Arctic until the nations additional surveys of stocks, their sizes, and how the region’s ecosystems operate. The agreement also included a draft of a joint research plan, with details to be discussed later this year and with implemented stalled until all the participating states ratify the agreement.

There is almost no data on high Arctic stocks, as nearly all the Arctic countries have only surveyed their own 200-mile exclusive economic zones. The only known study of the high seas was conducted by scientists from the Stockholm University. Its results presented at the conference brought some surprise and made it clear that more extensive research is needed, according to Vasily Sokolov, deputy head of the Russia’s Federal Agency for Fisheries.

“The Arctic Ocean was supposed to contain no great marine biological resources to be of interest for commercial fisheries. But it turned out that stocks of Arctic cod seem to be there, which means that fishing there may be commercially attractive,” Sokolov said. “The density of stocks increases toward the polar cap.”

Korean seafood trade delegation hosting meet-and-greet in New Jersey

June 10, 2019 — An event hosted in Englewood, New Jersey, U.S.A. by the government of South Korea aims to introduce potential buyers with top Korean seafood suppliers.

The 2019 K-Seafood Trade Delegation will take place 25 June and is jointly hosted by the Korean Ministry of Oceans and Fisheries, K-Fish Korean Seafood, and the National Federation of Fisheries Cooperatives.

Industry launch large-scale squid project at China Fisheries Expo

November 7, 2018 — The following was released by Ocean Outcomes:

Four leading seafood buyers, Chinese seafood industry groups, retailers, fishermen, and sustainable seafood enterprises came together today at the China Fisheries and Seafood Expo to celebrate the much anticipated launch of the East China Sea and Yellow Sea Squid FIP.

The fisheries improvement project—or FIP for short—is a precompetitive project aimed to improve the management and fishing practices of Chinese trawl, purse seine, and gillnet vessels targeting Japanese flying squid. JFS are one of the most commercially lucrative species of squid, and in the Chinese side of East China Sea and Yellow Sea alone, annual production can approach 30,000 metric tons.

“Squids are one of the most loved seafoods, but compared with many species, squid sustainability efforts are lagging,” said Songlin Wang who is leading the project. “Given squid account for about 5% of global fishery landings, it’s encouraging to see that change.”

In the East China and Yellow Seas, China has important domestic fisheries which target migratory JFS stocks. These supply both a booming domestic market and are exported to the Europe Union, United Kingdom, United States, Japan, and South Korea, among many others, by global seafood companies such as those involved in the project.

However, JFS fishing practices and management need improvement in a number of ways to ensure a continued supply of squid products. For example, China lacks a JFS-specific harvest strategy outside of a summer fishing moratorium banning the use of motorized fishing vessels, and it’s difficult to verify the exact catch locations for some squid products from the region.

“Around a third to half of all squid passes through a Chinese seafood supply chain, whether caught, processed, traded, or consumed,” said Dr. He Cui, who heads CAPPMA, a Chinese national seafood industry group with thousands of members. “Given CAPPMA’s commitment to both domestic and global seafood sustainability, it’s in our interest to ensure a future where all squid stocks are healthy. This project will help us explore a path forward.”

The FIP will work to address areas of concern through implementation of a five year improvement work plan designed, in part, to establish science-based stock assessments and bycatch monitoring protocols, harvest rules fit to JFS 1-year lifecycles, and traceability systems to verify and track locations of harvest.

Since its inception, the FIP has grown beyond founding members Ocean Outcomes, Sea Farms, and PanaPesca to include support from a number of industry stakeholders, including, Quirch Foods, Seachill, China Aquatic Products Processing and Marketing Alliance (CAPPMA), Marks & Spencer, Tesco, Sainsbury’s, and local Chinese suppliers Genho, IG and the Zhejiang Industry Group.

The success and growth of the project were due, in part, to the collaborative forum of the Global Squid Supply Chain Roundtable, facilitated by Sustainable Fisheries Partnership, which heavily featured the East China Sea and Yellow Sea Squid FIP in recent meetings at the North America Seafood Expo in Boston, MA.

“We couldn’t have envisioned the enthusiasm and support for this work when this project began three years ago,” said Dick Jones, who has been working to improve seafood industry practices for decades. “Precompetitive industry collaboration is key to ensuring durable and positive change. This project demonstrates that message is catching on.”

9 countries and the EU protected the Arctic Ocean before the ice melts

October 12, 2018 —  It’s easy to miss the truly historic nature of the moment.

Last week, nine countries—the U.S., Canada, Russia, Norway, Greenland/Denmark, China, Japan, Iceland, South Korea, and the European Union (which includes 28 member states)—signed a treaty to hold off on commercial fishing in the high seas of the Arctic Ocean for at least 16 years while scientists study the potential impacts on wildlife in the far north. It was an extraordinary act of conservation—the rare case where major governments around the world proceeded with caution before racing into a new frontier to haul up sea life with boats and nets. They set aside 1.1 million square miles of ocean, an area larger than the Mediterranean Sea.

But to really grasp the significance of this milestone, consider why such a step was even possible, and what that says about our world today. For more than 100,000 years the central Arctic Ocean has been so thoroughly covered in ice that the very idea of fishing would have seemed ludicrous.

That remained true as recently as 20 years ago. But as human fossil-fuel emissions warmed the globe, the top of the world has melted faster than almost everywhere else. Now, in some years, up to 40 percent of the central Arctic Ocean—the area outside each surrounding nation’s 200-nautical-mile exclusive economic zone—is open water in summer. That hasn’t yet been enough to make fishing attractive. But it is enough that boats may be lured in soon.

So, for perhaps the first time in human history, the nations of the world set aside and protected fishing habitat that, for the moment, does not even yet exist. The foresight is certainly something to applaud. But it’s hard to escape the fact that the international accord is a tacit acknowledgment—including by the United States, which is moving to back out of the Paris climate accords—that we are headed, quite literally, into uncharted waters.

“The Arctic is in a transient state—it’s not stable,” Rafe Pomerance, a former State Department official who once worked on Arctic issues and now chairs a network of Arctic scientists from nongovernmental organizations and serves on the polar research board of the National Academy of Sciences, said last year.

Rich and Poor Divide: Which Nations Benefit From Global Fishing?

August 6, 2018 —With food security and equity growing concerns in global fisheries – and one-third of commercial fish stocks being exploited at unsustainable levels, according to the United Nations – researchers have been tapping new data to get a better grasp of exactly who fishes where and how much they catch.

A paper published this week in the journal Science Advances found that rich nations are catching the lion’s share of the ocean’s fish, even in the waters of lower-income countries. The estimates feed into a bigger debate over how the wealth of the seas could be distributed fairly and sustainably.

In their research, the authors analyzed global fishing activity data to conclude that 97 percent of industrial fishing they were able to track in international waters – the high seas – is conducted by vessels flying the flag of high- and upper-middle-income nations. The vast majority was from five nations: China, Taiwan, Japan, South Korea and Spain. And even within the territorial waters of developing countries, 78 percent of industrial fishing was done by wealthier nations, the scientists found. Overall, industrial fishing vessels, defined by the study as those at least 24m long (80ft), accounted for about three-fourths of global catch of wild fish from the sea, the authors estimated.

“We suspected before we started that we would see something like this, but quantifying it with numbers moves the conversation forward and allows people to start asking questions about where their countries’ fish is going,” said Douglas McCauley, a marine ecologist at the University of California, Santa Barbara, and a director of the Benioff Ocean Initiative. McCauley led the study with Caroline Jablonicky, a scientist at the Initiative and the university’s Marine Science Institute.

New Zealand Moves to Compensate Slave-Like Fishermen

March 12, 2018 — New Zealand lawyer Karen Harding has secured the first stage of review of existing New Zealand legislation to improve the working conditions of fishermen.

In particular, the move has given a lifeline to a group of Indonesian fishermen seeking compensation against their former South Korean employers for unpaid wages and slave-like treatment. The men reportedly worked up to 24 hour shifts with few breaks. They were forced to live in cockroach-riddled spaces, sleep in wet bedding and eat flea-ridden food, reports Radio New Zealand.

The Supreme Court has ruled that the men can claim proceeds from the sale of vessels seized by the government. The issues of the case required the Supreme Court to consider the relationship between the provisions of two separate pieces of legislation, the Fisheries Act and the Admiralty Act.

Harding has worked on the men’s case for several years without payment. “They were promised what were said to be good jobs, to come to New Zealand on work permits to work on these Korean fishing vessels. They came and they got raped, they got abused, they got molested, they had insects in their food, their rooms were full of cockroaches and mice.

US suppliers in love with ‘seafood speed dating’

March 8, 2018 — The meeting Steve Costas had with a South Korean buyer at Food Export-Northeast’s 2017 “seafood speed dating” event, in Boston, Massachusetts, lasted just 20 minutes, scarcely more than a brief flirtation.

But less than a year later Marder Trawling, the New Bedford, Massachusetts-based supplier for which Costas is an account executive, wound up selling the Korean company a container filled with a mix of its wild-caught fish products.

Of course at seafood speed dating, there’s also the chance that the object of your affection will be swept away by another suitor.

“It’s always a friendly event and I believe there is a camaraderie amongst the suppliers even though you know in 30 minutes your customer or a potential customer will be meeting with a competitor who in most cases will be offering them the same species,” Costas told Undercurrent News.

Costas is back again in Boston, Massachusetts, this week along with representatives for no less than 17 seafood suppliers from the northeastern US, all hoping to move containers of fish and, fingers crossed, establish long-term relationships with one or more of the 15 buyers from no less than 13 countries also there.

South Korea will be represented again, as will China, Japan, Colombia, Spain and the United Arab Emirate to name a few. Almost all of the buyers are looking to acquire scallops and lobsters, though some also come from countries where dogfish, monkfish and skate are in demand, all products sold by Marder Trawling using its recently acquired dock in Chatham, Massachusetts.
