New York: Rep. Zeldin Slams ASMFC Black Sea Bass Allocation, Calls for Equitable Fishing Quotas

March 22, 2018 — LONG ISLAND, N.Y. — Congressman Lee Zeldin (R, NY-1) issued the following statement following the Atlantic States Marine Fisheries Commission (ASMFC) proposed allocation for black sea bass for the 2018 season, which would unfairly cut New York State’s share by up to 12%, while other states will see their allocations grow:

“With the vast majority of Long Island fishing taking place in waters shared with New Jersey and Connecticut, such as the Atlantic Ocean and Long Island Sound, it is unfair that New York anglers are, once again, being penalized with smaller fishing quotas than neighboring states. For my constituents, who are both fishermen and small business owners trying to attract customers, the ASFMC’s decision to, once again, cut New York off from its fair share while allowing New Jersey’s allocation to grow, is unacceptable. Two boats fishing next to each other with one allowed to catch up to double the amount of the other because they are landing the fish in New Jersey instead of New York is ridiculous and inequitable.

“That is why, when it comes to fishing quotas, tri-state parity is so important. At the state level, New York’s representatives must fight more aggressively within these regional bodies to advocate for New York’s anglers who rely on fishing as a way of life that supports so much of our local economy. If our state representatives on the ASMFC– who supported this terrible proposal and failed to fully advocate for New York– aren’t willing to fight for our anglers, then they should step aside.

“I call on all levels of government in our state to work together as one team to fight this unfair allocation and, if necessary, appeal this all the way to the Secretary of Commerce. Going into non-compliance is never the first option, but it may be the only one in taking a stand for New York anglers who year after year continue to get screwed.”

SAMFC: South Atlantic Black Sea Bass Recreational Season Starts April 1, 2018

March 21, 2018 — The following was released by the South Atlantic Fishery Management Council:

KEY MESSAGE:

The 2018-2019 recreational fishing season for black sea bass in federal waters of the South Atlantic, south of 35°15.9′ N. latitude (Cape Hatteras, North Carolina), will start on April 1, 2018, and end at 12:01 a.m., local time, on April 1, 2019. Estimates indicate recreational landings for the 2018-2019 fishing year will be below the 2018-2019 recreational catch limit. Therefore, black sea bass will be open for the entire 2018-2019 recreational fishing year.

WHY THIS ANNOUNCEMENT IS HAPPENING: 

  • This announcement is in compliance with the final rule for Regulatory Amendment 14 to the Fishery Management Plan for the Snapper-Grouper Fishery of the South Atlantic Region, which published on November 7, 2014 (79 FR 66316).
  • NOAA Fisheries projects that the 2018-2019 recreational catch limit of 1,001,177 pounds whole weight will not be met as recreational landings in the past three fishing years were substantially below this value.

For sustainable fisheries, try eating ‘underloved’ fish

January 4, 2018 — Eating a wider variety of fish, including species like hake, skate, and cusk, would help keep overall fish stocks strong, according to chef and author Barton Seaver. Diversifying in this way would help ensure that people can keep eating plenty of fish—an important source of nutrients—as well as ensure economic stability for fishermen and coastal communities.

In a December 18, 2017 interview with Terry Gross on NPR’s Fresh Air, Barton, director of the Sustainable Seafood and Health Initiative at the Center for Health and the Global Environment at Harvard T.H. Chan School of Public Health, discussed sustainable fishing and other fish-related topics, such as fish farming and tips for buying quality fish.

Seaver said that just three species—tuna, salmon, and shrimp—account for 65% of total fish consumption. But overexploitation can decimate species, he said. For example, a boom in popularity of sea bass that began in the 1990s led to overfishing and depleted stocks.

IUU Fishing off Montauk Exposed as NY Fines Party Boat Taking Illegal Sea Bass and Dumping Fish

September 20, 2017 — State marine enforcement officers issued eight tickets and 22 warnings last month after people aboard a party boat were spotted throwing “hundreds of pounds” of illegal fish overboard in Montauk Harbor, authorities said.

The boat was later found to have hundreds more undersized and over-the-limit fish — a combined 1,000 fish in all, authorities said last week.

The Department of Environmental Conservation, in an email, said a marine enforcement unit was patrolling Montauk Harbor Aug. 31 when officers confronted fishermen on the boat, Fin Chaser, who were tossing fish overboard. Anglers ignored orders to stop, the DEC said

Once at the Star Island Yacht Club dock in Montauk, officers discovered 500 fish in 17 coolers. They issued tickets and warnings for possession of undersized black sea bass and fluke, excess possession of sea bass and scup, failure to stop dumping on command and an incomplete vessel trip report.

Fishing Partnership Support Services: Pass a price on carbon to protect fisheries and livelihoods

July 31, 2017 — A few years ago, scientists, fishermen and fishing managers concluded that cod stocks were rebuilding off the coast of Massachusetts. This understanding led ground fishermen (those who catch cod and other groundfish) spanning coastal New England to invest their life savings into their fishing businesses.

Soon after, industry experts changed their tune, reporting that drastic changes were underway. With livelihoods and families on the line, cod stocks began collapsing, leaving thousands devastated both financially and mentally. Today, an astounding 87 percent of Massachusetts ground fishermen suffer from mild to severe PTSD after experiencing the financial consequences of the crash, according to a Northeastern University study.

The situation only worsens as fishermen resort to unsafe practices — going farther out to sea in subpar boats, downsizing crews, and working longer hours on insufficient sleep. It is no surprise that New England ground fisherman are 200 times more likely to die on the job than the average worker, and that fishermen have the highest suicide rates among U.S. workers.

With ocean temperatures in the Northeast increasing more rapidly than global averages, sea animal populations are already noticeably shifting. Populations of cod, lobster, sea bass, and many others are decreasing in size or migrating farther north. And in turn, food chains are altered and fishermen struggle to pay the bills.

From cod to fishermen to families, climate change has the power and potential to cause true devastation, and the time to act is now. In Massachusetts, we have the opportunity to confront this issue head-on and cut greenhouse gas emissions through carbon pricing legislation H.1726 and S.1821.

DON CUDDY: An independent fisherman struggles to hang on in an uncertain fishery

July 24, 2017 — It was 4 a.m. as I crossed a deserted Sagamore bridge but the night sky was already beginning to lighten.

When I turned into the lot on School St. in Hyannis I could see the boat, its white hull splashed with green from the glow of the starboard running light. I clambered aboard.

On the Angenette, a 40-foot wooden dragger built in 1946, Captain Ron Borjeson waited along with his grandson Trent Garzoni. Lost amongst the tourist hordes and tricked-out sportfishing boats crowding the Hyannis docks these are guys you don’t notice anymore — independent commercial fishermen, struggling to pursue their traditional livelihood. Reductions in the catch limits and rising expenses are constant worries. The fluke quota was cut by 30 percent last year and again this year, while just to tie up in Hyannis for the season costs eleven grand.

We headed out to Nantucket Sound just as dawn broke. The inshore squid season ended on June 1. Ron got eighty-six days out of that and now he is into fluke. In state waters, he can take three hundred pounds daily though no fishing is permitted on Fridays or Saturdays.

After steaming for about an hour to the chosen ground we made the first tow. It was quiet except for the throb of the diesel. The sky was clear, the sea sparkled and the breeze was like a caress. On such a morning it was easy to feel the tug of the seafaring life. We hauled back and a representative cross-section of our multispecies New England fishery spilled from the dripping net.

We easily filled two totes with fluke, white side up to keep them pristine. There were baskets for keeping sea bass, conch and scup. There is no limit on scup but if Angenette lands 500 pounds the price is 65 cents per pound and if they bring in 1400 pounds it drops to 50 cents so there you go.

RHODE ISLAND: Assessing Environmental Impacts Of The Block Island Wind Farm

November 28, 2016 — The nation’s first offshore wind farm off the coast of Block Island will start producing electricity any day now. It’s a pilot project that will change the way the people on this small island power their homes and businesses. They’ve relied on importing diesel fuel up to this point.

Today we bring you a story about another group that has a stake in this project: fishermen. A small crew of fishermen has been working with scientists to gather data and learn how fishing will or won’t change around the wind turbines.

Every month for the past four and a half years, Captain Rodman Sykes has sailed out toward the Block Island Sound with his crew and a small group of scientists.

They tow a fish net and scrape the seafloor twice in three different locations: within the area of the Block Island Wind Farm and in areas close to it for reference.

“Mostly skates, there’s a sea bass and a few small scup, sea robins, dog fish,” Sykes says aloud as he stands over the fish to inspect them each time his crew brings up the net and releases the catch. “Not much else, but a good sample. So we’ll go on to the next station.”

While Sykes redirects his vessel to the next sampling area, scientists get right to work: sorting fish by species, taking their weight, and measuring their length.

Fish Fraud: Something Fishy Is Happening With the Labeling of Seafood

August 24, 2016 — These days, choosing fish isn’t easy, whether you’re buying it at the grocery store or ordering it at a restaurant. You want to select seafood that’s fresh, reasonably priced, high in omega-3 fatty acids and low in mercury. After all, fish is one of the healthiest foods on the planet – it’s a lean source of protein that’s good for your heart and mind, experts note – which is why the updated U.S. Department of Agriculture’s Dietary Guidelines encourage Americans to eat fish or seafood at least twice a week. It’s a tricky balancing act, though, because at the same time, consumers are frequently warned about the potential risks of contaminants like mercury, which tends to build up especially in large predatory fish.

Here’s a shopping shocker that makes the issue even more complicated: You may not be getting the fish you’re paying for at retail outlets or in restaurants. In an investigation from 2010 to 2012, Oceana, an international organization dedicated to ocean conservation, examined more than 1,200 fish samples from 64 restaurants, sushi venues and stores in 21 states throughout the U.S. and found that mislabeling occurred in 59 percent of the 46 fish types that were tested; in particular, less desirable, less expensive or more readily available fish were often swapped for grouper, cod and snapper. Holy mackerel!

Among the most common examples of fish fraud the Oceana study found: Tilapia is frequently substituted for red snapper; pangasius (Asian catfish) is being sold as Alaskan or Pacific cod or grouper; Antarctic toothfish is being swapped for sea bass; farmed Atlantic salmon is standing in for wild, king and sockeye salmon; and escolar is being sold as white tuna, according to the report. In South Florida, king mackerel – a fish that’s on the Food and Drug Administration’s “do not eat” list for sensitive groups such as women of reproductive age and young children because it’s high in mercury – was being sold as grouper, and in New York City, tilefish – which is also on the “do not eat” list for sensitive people – was being sold as halibut and red snapper.

“It’s all based on economics,” notes Roger Clemens, a professor of pharmacology and pharmaceutical sciences at the University of Southern California and past president of the Institute of Food Technologists. “Many of the fish that are substituted are less expensive, so the restaurant or retailer profits from the deception.”

Regulators Put Limits on Fish No One Wants to Eat

August 23, 2016 — Atlantic saury, pearlsides, sand lances—you’ve probably never tasted any of these fish (or heard of them). But they and other “forage” species play a vital role in our oceans—they’re food for the fish we eat. In fact, these lowly forage species are so essential to the health of marine ecosystems that some people are taking extra steps to protect them—especially as the global demand for seafood soars. Last week the Mid-Atlantic Fishery Management Council, which oversees fishing in U.S. waters from New York State to North Carolina, decided to start managing more than 50 species of forage fish.

The council’s decision is a bit unusual—after all, none of the forage fish populations are in danger of collapse, and only one of the 50-plus species is harvested on a large scale in the mid-Atlantic today. In the region, people have mostly ignored these fish because they tend to be small, low-value and not very appetizing. But the council is trying to handle its fisheries more holistically because it has realized that putting controls on a single species at a time just will not work. “There’s a move now to manage all fisheries as part of a bigger system,” says Steve Ross, a research professor at the University of North Carolina Wilmington who is one of the council’s scientific advisors. “When you manage one fish, you try to manage its whole environment—and that includes the food web.”

These small, nutrient-rich forage fish pump energy through the ecosystem in a way that no other marine animal can. They feed on the bottom of the food chain—on single-celled plankton, which larger fish cannot eat—and then they become prey for all sorts of upper-level predators like tuna, sea bass and halibut as well as seabirds and marine mammals. “I like to say that forage fish help turn sunlight into salmon,” explains Ellen Pikitch, a professor of marine biology at Stony Brook University. “They support so much of the ocean ecosystem.”
