New England Lobstermen Still Fishing Thanks to Mild Winter

December 28, 2015 (AP) — Many New England lobstermen are still fishing deep into December this year because of unseasonably warm weather and an abundance of the critters, and Maine’s beloved scallops are a little harder to come by as a result.

The extra fishing hasn’t done much to change the price of lobsters, which are selling in the range of $8 to $10 per pound in Maine, typical for this time of year, when Canada is also hauling in large catches. But some lobstermen in Maine, the biggest lobster-producing state, also fish for scallops and haven’t made the transition to the winter scalloping season because lobster fishing is still strong.

As a result, Maine scallops — which usually cost about $20 per pound — have been slightly more expensive, sometimes selling in the $25-per-pound range, and some retailers are low on supply. Alex Todd, a Portland scallop and lobster fisherman, said he expects scallop fishing in the southern part of the state to pick up in mid-January. Supply from scallop-rich Cobscook Bay is helping feed demand for now, he said.

Maine DMR closes Gouldsboro Bay and other areas to scallop fishing

December 14, 2015 — ELLSWORTH, Maine — The Maine scallop fishing season opened on Dec. 1 and, less than two weeks later, Department of Marine Resources Commissioner Patrick Keliher closed it down in large areas of Downeast waters.

Last week, DMR announced that, as of Sunday, scallop fishing in Gouldsboro and Dyer bays in Hancock County and Wohoa Bay, the Jonesport Reach and the department’s Inner Machias Rotational Area, all in Washington County, are done for this season. According to DMR, Keliher shut the fishery down in those areas “in order to protect Maine’s scallop resource due to the risk of unusual damage and imminent depletion.”

At a meeting in Ellsworth just days before the season opened, DMR Resource Coordinator Trisha Cheney warned that scallop populations throughout the state were extremely low. While the department agreed to industry requests to set the fishing season (except in Cobscook Bay) at 70 days, Cheney said, it was likely that fishing in some areas would be closed after only a few days of fishing.

The closure was announced after just seven days of fishing. (In most areas, fishing is allowed only four days per week, Monday through Thursday.)

With the scallop resource still in poor condition, DMR is worried that continued harvesting in the closed areas could deplete the stock in those locales beyond its ability to recover.

“Continued harvesting may damage sublegal scallops that could be caught during subsequent fishing seasons, as well as reducing the broodstock essential to a recovery,” the department wrote in an explanation of the adoption of the emergency closure rule.

Slight Increase in Days at Sea Voted for 2016 East Coast Scallop Fishery

SEAFOODNEWS.COM [The Editor’s View] by John Sackton — December 14, 2015 — The New England Fishery Management Council voted to recommend a slight increase in Days at Sea for the 2016 scallop fishery, from 31 days to 34.5 days.

At the same time, they left the allocation in the limited access areas to 51,000 lbs per vessel, the same as in 2015.

On paper this would lead to landings of about 47 million pounds, which is close to what was forecast initially for 2015 as well. However, 2015 landings are falling far short of that number.

The primary reason is the smaller size of scallops.  In the past five years, the average count sold on the New Bedford auction has mostly been in the 15 to 16 count per lb. range.  This year, industry sources say it is closer to 22 per lb.

The smaller scallops drastically cut into the fleet’s productivity because they are limited by number of fishing days, and by limits on crew size.  As a result, landings are down as much as 1/3 from preseason expectations.

Most observers do not expect a quick turnaround, and think 2016 landings will be similar or just slightly above those of 2015.

However, the council’s biologists expect a bumper year crop the recruit to the fishery on both Georges Bank and the Mid-Atlantic, which will lead to sharply higher landings in a few years. 

Models suggest that landings will surpass 60,000 tons (132 million lbs of meats)  by 2019, if these young scallops survive.  That is 3 to 4 times current landings.

The council is also considering a change in the scallop fishing year to begin April 1st rather than March 1st.  There is a seasonal factor in scallops size, with the largest scallops caught more frequently in the April-July period. 

The days at sea and allocations have to be formally approved by NMFS to go into effect for 2016.

New England council votes to increase scallop catch allowance for 2016

December 11, 2015 — The New England Fishery Management Council (NEFMC) has elected to increase fishing days at sea for the 2016/17 scallop season.

Total landings are projected to increase on the 2015/16 season, to around 47 million pounds, NEFMC told Undercurrent News.

The council chose its final preferred recommendations for ‘framework 27’, the sea scallop management plan, at its December meeting.

Days at sea have been recommended at slightly higher levels for next year — 34.55 compared to 31, per full-time vessel, this year, while the level of catch from access areas is the same as in 2015: 51,000 pounds per full-time vessel, or about 17 million pounds in total.

All limited access trips were assigned to the Mid-Atlantic access areas. The general category individual fishing quota increased from about 3m pounds this year to about 4.5m pounds.

If approved, they will be allowed to take about 1.5m pounds of that total from access areas, mostly the Mid-Atlantic access area, and around 300,000 pounds were made available from the northern part of Nantucket Lightship.

These remain recommendations; they still need to be approved. The National Marine Fisheries Service will publish a proposed rule in several months with what it plans to implement, before taking public comment and then publishing a final rule.

Fishermen say lack of moorings could disrupt Maine scallops

December 5, 2015 — Fishermen in Maine’s lucrative scallop fishery say this year’s season could be disrupted somewhat by a lack of mooring space in one of the state’s most important fishing grounds.

Maine scallops were worth nearly $7.5 million in 2014 – the most in more than 20 years and by far the most since the industry recovered from a near-collapse in the mid-2000s. The richest scallop fishing grounds in the state are in Cobscook Bay on the northeastern coast, an area that fishermen said suffers from a lack of places to tie boats this year.

The collapse of the Eastport breakwater, which also damaged docked scalloping boats, contributed to the lack of space, scallop fisherman Alex Todd said. The loss of space in Eastport led to residual lack of moorings in nearby communities, he said.

However, Todd said he still expects a productive season, as Maine scallops have sold for high prices in recent years. The scallops, which are prized in the culinary world, sold for nearly $13 per pound at the dock last year, slightly edging the much larger Massachusetts fleet for the highest price per pound among states with a significant scallop fishery.

MAINE: Industry confronts access issues as scallop season opens

December 1, 2015 — ELLSWORTH, Maine — The Maine scallop fishery opened Tuesday morning, with predictions that the boat price will be high, the season short and the pressure to let more people into the fishery intense.

Last week, Trisha Cheney, the Department of Marine Resources’ scallop resource coordinator, hosted an outreach meeting in Ellsworth to give industry members a heads-up about what to expect for the coming season and to hear their concerns about the fishery and the way it is managed by DMR.

The department is in the midst of developing a formal fishery management plan for scallops, but no draft will be available for industry review any time soon. In the near term, and of more immediate interest, Cheney said Downeast harvesters are likely facing “a lean season,” especially in Zone 2, which covers the waters from roughly the middle of Penobscot Bay eastward to Lubec.

This season, harvesters will have access to seven areas in Zone 2 that have closed to scalloping under the state’s 10-year rotational management program. Encompassing locations in and around Machias Bay, Wohoa Bay and Western bays, Gouldsboro and Dyer bays, upper Blue Hill Bay and the Union River, eastern Eggemoggin Reach and Southeast Harbor on Deer Isle, lower Jericho Bay and, finally, lower Penobscot Bay and the outer islands seaward of North Haven, the newly opened areas were closed for just one season. As a result, these areas have had less time during which the scallop resource would be undisturbed and allowed to rebuild.In 2014, scallop landings totaled 584,172 meat pounds (without the shell) compared to just 33,141 pounds in 2005. Value jumped from a low of $272,703 in 2005 to $7,464,690 in 2014. Because each scallop season extends over parts of two calendar years, the 2014 numbers reflect landings for the period January through April and the month of December. In recent years, DMR has frequently closed the fishery by the end of March.

Maine scallop fishermen to get ready for season amid cuts

November 12, 2015 — MACHIAS, Maine (AP) — Maine fishing regulators are meeting with scallop fishermen around the state as they get ready for the 2015-16 season amid some cutbacks.

The state approved a proposal to cut back the number of scalloping days in the southern scalloping zone from 70 to 60. The upcoming season begins in early December and ends in mid-April. It’s happening in a time of record high prices for Maine scallops, which are typically more expensive per pound than others.

MASSACHUSETTS: When the Bay Scallops Beckon, Time and Tide Wait for No Man

November 5, 2015 — Hathaway is a big family name on the Edgartown waterfront. And among them all, Dick Hathaway is a legend. There are many stories that circulate around this hardworking, hard headed, crusty fellow, but no one questions one fact: Dick Hathaway loves to go fishing for bay scallops. At 87 years of age, he was the eldest on Cape Pogue Pond on Monday morning, the opening day of the commercial bay scalloping season.

Dick Hathaway fishes now with his younger cousin, Mike Hathaway. On Monday they were up and out early. Dick’s wife Janice was up early too, well before sunrise, making him a sandwich and putting it in his small cooler.

By 9 a.m., there were close to 40 fishermen out on the pond.

Dick’s earliest memory of scalloping goes back to when he was a kid, just old enough to go commercial fishing. He worked side by side with his uncle. “I went with Lewis Hathaway,” he said. “We were in Anthier’s Pond [Sengekontacket].They didn’t allow motors in the pond.”

In those days they used dip nets, wind and the power of the hand. They rowed.

To harvest the bay scallops, Lewis tossed the drag off the stern of the skiff, Dick said.“He’d hand me the line and I’d go to the bow and pull in the drag.”

Today shellfishermen use powerful outboard motors. Most boats have a winch that is powered by a gas motor to help raise the drag from the bottom.

First day of Peconic Bay scallop season ‘not so good,’ according to fishermen, shop owner

November 2, 2015 — It’s the day North Forkers wait for all year — the first day of Peconic Bay scallop season, when dinner means delectable, sweet scallops, sauteed with butter and a hint of lemon — the day that can mean a booming season for fishermen, or a disappointing bust.

Unfortunately, according to fishermen and fish store owners, today’s first day signaled a disheartening kickoff to the season.

“It was okay,” said Andrew Myslborski, who set off with high hopes soon dashed this morning. He returned home with 11 bushels, less than last year. “It wasn’t a banner year like last year,” he said.

When asked what he thought the reasons might be, Myslborski shook his head. “It’s just nature,” he said. “We were very lucky last year. But it is what it is.”

Charles Manwaring, owner of the Southold Fish Market, agreed. The first day, he said, was “not so good. Not as good as last year.”

Report: Gloucester, Mass. landings down, but worth more

November 2, 2015 — The volume and value of U.S. seafood landings remained flat in 2014, while the declines locally in volume and value have leveled off from the ear-popping decline experienced the previous year, according to NOAA’s Fisheries of the U.S. report.

According to the annual report from the National Oceanic and Atmospheric Administration, Gloucester held serve at No. 22 among U.S. ports in volume of landings, but declined to 26th (from 25th last year) in the value of its landings.

New Bedford, riding the lucrative success of its scallop fishery, was ranked as the nation’s top revenue-producing port for the 15th consecutive year. It generated $329 million from the 140 million pounds of fish landed in 2014, but that was down 13.2 percent from the $379 million in value from 2013.

Dutch Harbor, Alaska, reported a catch of 762 million pounds, and came in second for value, at $191 million.

Nationally, U.S. ports landed 9.5 billion pounds of fish in 2013 worth $5.4 billion. That represents a 4 percent decline in landings and less than 1 percent decline in value.

“The overall trends from landings and value for U.S. wild-caught fish is positive even though landings and value are down slightly from last year,” said NOAA Chief Scientist Richard Merrick, who said the declines all fall within the range of statistical error.

Local data

For Gloucester, the report’s data produced a mixed bag, with a slight decrease in landings offset by a slightly higher value from those landings that NOAA primarily attributed to a strong pricing year for lobsters.

A year after losing about 25 percent of both the volume and the value of its landed catch, Gloucester in 2014 landed 61 million pounds of fish, down slightly from the 62 million pounds landed in 2013 and drastically below the 83 million pounds landed here in 2012, before the current slide commenced.
