Council Adopts 2019 West Coast Salmon Seasons

April 16, 2019 — The following was released by the Pacific Fishery Management Council:

The Pacific Fishery Management Council adopted ocean salmon season recommendations that provide recreational and commercial opportunities for most of the Pacific coast, and achieve conservation goals for the numerous individual salmon stocks on the West Coast. North of Cape Falcon, a large increase in hatchery coho over last year will provide a welcome increase in both recreational and commercial fishing opportunities.

Season recommendations will be forwarded to the National Marine Fisheries Service (NMFS) for approval. “Although some salmon stocks are returning in stronger numbers than last year, balancing fishing opportunities with conservation is always a challenge for the Council, its advisors, fishery stakeholders, and the public,” said Council Executive Director Chuck Tracy. “The seasons this year continue to protect stocks of concern, including Puget Sound Chinook, Washington natural coho, and Sacramento River fall Chinook.”

In addition to recommending salmon regulations for 2019, the Council developed a plan to work collaboratively with NMFS on Southern Resident killer whales, which are listed under the Endangered Species Act.

“This year’s package was adopted after careful consideration and analysis in order to meet our conservation objectives, consider impacts on the prey base important to Southern Resident killer whales, and consider in-river and Puget Sound fisheries,” said Council Chair Phil Anderson.“The Council also established a workgroup that will be working closely with National Marine Fisheries Service to assess on a longer term basis the ocean salmon fisheries effect to the prey base of Southern Resident killer whales,” Anderson said.

Dams still biggest impediment to Atlantic salmon recovery

April 16, 2019 — Addressing the problems caused by dams is still the biggest challenge facing the recovery of the Atlantic salmon.

That’s at the core of a presentation a federal fisheries biologist is scheduled to deliver to a regulatory board on Tuesday in Connecticut. Dan Kircheis of the National Oceanic and Atmospheric Administration will be speaking to the New England Fishery Management Council during its meeting in Mystic.

Atlantic salmon were once abundant in U.S. rivers, but now they only return to a handful in Maine. They’re on the endangered species list in America. Kircheis will be talking about a recovery strategy for the fish on Tuesday.

Rebounding Populations and New Flexibility Boost Catches by West Coast Groundfish Fleet

April 16, 2019 — The following was released by NOAA Fisheries:

A trial effort that gave West Coast trawl fishermen new flexibility in how they fish helped them take advantage of rebounding rockfish numbers to catch almost 14 million pounds of fish in 2018 while still protecting salmon and other species.

The additional catches brought about $5.5 million in additional revenue to West Coast communities, according to NOAA Fisheries’ estimates.

The initiative made use of exempted fishing permits, or EFPs, which allow NOAA Fisheries to temporarily exempt certain vessels from certain fishing restrictions to test new fishing gear or methods. The trial period also helps NOAA Fisheries determine whether to adopt these changes on a larger scale and create new regulations based on the results.

“We were eager for groundfish vessels to take advantage of healthy stocks and high quotas as quickly as possible while being sensitive to the need to minimize interactions with salmon and other protected species,” said Lori Steele, executive director of the West Coast Seafood Processors Association, which joined other industry groups in proposing the pilot effort. “NOAA Fisheries stepped up and helped us design this EFP to provide fishing opportunities and collect important information the agency needed.”

Low consumer awareness of microplastics in fish, finds survey

April 15, 2019 — Forty percent of consumers are aware of the issue of microplastics in fish, according to a new survey conducted by land-based salmon farming company Pure Salmon. The recently-launched company’s analysis also found that 36.5 percent had knowledge of antibiotic use in sea-farmed fish.

The results are part of a survey of 2,000 consumers in the United Kingdom and United States. Consumers in each country were asked their opinions on issues ranging from microplastics in seafood to food miles and purchasing habits.

Pure Salmon said that while awareness levels around the environmental impact of sea farming were low, two-thirds of consumers in the same survey said they would be more likely to purchase fish that has been sustainably farmed. Sixty percent of those surveyed also said they would also pay more for fish with strong sustainable and environmental credentials.

The survey also found that when it comes to awareness of microplastics, U.K. consumers were ahead of the curve (55 percent awareness) compared to Americans (37 percent). Furthermore, 81 percent said it was either important or very important to understand where fish comes from when making purchasing decisions, and that 72 percent would be more likely to purchase fish if they knew it was produced close to their home, reducing food miles.

No longer enemies: Industry embracing partnerships with NGOs

April 15, 2019 — There was a time when many in the seafood industry openly disliked the Monterey Bay Aquarium. And not long ago, the aquarium’s Seafood Watch program didn’t think very highly of much commercially-produced seafood, such as the equivalent of the industry’s bread and butter – farmed salmon. As recently as 2013, Seafood Watch advised its millions of sustainability-conscious adherents to avoid farmed salmon altogether.

But a month ago, at the 2019 Seafood Expo North America event, Jennifer Kemmerly, Monterey Bay Aquarium’s director of global fisheries and aquaculture, stood on stage at a special assembly hosted by the Chilean Salmon Marketing Council and declared that previous era of combativeness to be over.

“There is no ‘us-versus-them’ mentality anymore,” she said. “There’s no time or room for that. The only way to get the job done is to work together.”

First Bill to Help Save Orcas Passed in Washington State

April 12, 2019 — The first in a series of bills intended to help prevent the extinction of Southern Resident killer whales is headed to the desk of Washington state Gov. Jay Inslee. The measure, which Inslee requested, would protect habitat for the Chinook salmon the whales eat.

Southern Resident killer whales live in the inland coastal waters near Seattle. Suffering from a lack of their main source of food – threatened Chinook salmon – as well as toxic home waters and a cacophony of ship noise that dampens their ability to hunt and communicate, their population has reached a 30-year low of 74 whales.

Inslee convened a task force in March 2018 to guide state action to prevent the whales’ extinction. The task force issued its first-year recommendations this past November. The following month, Inslee proposed over $1 billion in state funding to implement the recommendations and asked the Legislature to introduce bills where necessary to accomplish task force recommendations.

House Bill 1579 is the first of a suite of such bills to pass the Legislature, clearing the state Senate on Wednesday night and now awaiting Inslee’s signature. The bill encourages the catch of non-native fish that eat young Chinook salmon as they swim toward the ocean and compete for habitat in Washington’s rivers and estuaries, and increases catch limits for bass, channel catfish and walleye. Fishermen will now be required to get a license to catch freshwater smelt, which Chinook eat.

Alaska Fish and Game forecasts a 2019 salmon catch of 213.2 million fish

April 10, 2019 — Alaska fishermen could catch 85 percent more salmon this year (nearly a hundred million more) if state forecasts hold true.

That’s good news for fishermen in many Gulf of Alaska regions who in 2018 suffered some of the worst catches in 50 years.

The Alaska Department of Fish and Game is predicting a total salmon catch of 213.2 million fish for 2019, compared to about 116 million salmon last year. The increase comes from expectations of another big haul of sockeyes, increases in pinks and a possible record catch of chum salmon.

The harvest breakdown calls for 112,000 chinook salmon in areas outside of Southeast Alaska. The catch for the Southeast troll fleet, which is determined by a treaty with Canada, will be 101,300 kings, a 5,600-fish increase.

Pebble Mine developer finances lawsuit against BBRSDA

April 10 2019 — Several Bristol Bay fishermen, with financial backing from the Pebble Limited Partnership, have filed a lawsuit against the Bristol Bay Regional Seafood Association (BBRSDA) for what they allege is misuse of the BBRSDA’s funds.

The lawsuit is challenging more than USD 250,000 (EUR 221,900) in BBRSDA contracts with two organizations – United Tribes of Bristol Bay and SalmonState – that oppose Pebble Mine, a proposed open pit gold, copper, and molybdenum at the headwaters that feed the world’s largest sockeye salmon run.

But Andy Wink, executive director of the BBRSDA, which has the stated purpose of maximizing the value of Bristol Bay’s seafood, said supporting educational campaigns against the proposed Pebble Mine is directly in line with its mission statement.

“Consumers choose to pay more for wild sockeye salmon because it’s a healthy, abundant, premium wild salmon species from a pristine and unspoiled environment. It’s a unique resource unlike anything else in the world,” Wink said in statement released earlier this week. “The Pebble Mine could jeopardize that, and at the very least we believe it’s important to engage in the permitting process so that if the mine does proceed, it’s built with adequate safeguards for fishermen, residents, and sockeye consumers.”

US proposes tariffs on European Union goods, seafood products considered

April 9, 2019 — The administration of U.S. President Donald Trump announced on Monday, 8 April, it will consider adding new tariffs on products from the European Union, and seafood imports are on the list for potential duties.

The action stems from a World Trade Organization ruling that stated E.U. illegally subsidized airplane-maker Airbus, creating an unfair trade advantage. As a result of that ruling, the U.S. is contemplating tariffs on USD 11 billion (EUR 9.76 billion) in goods from the 28 member nations in the union.

“The E.U. has taken advantage of the U.S. on trade for many years,” President Trump tweeted on Tuesday morning. “It will soon stop!”

The announcement from Office of the U.S. Trade Representative gives a list of nine products from four E.U. members. The products include helicopters, aircraft, fuselages, and associated parts originating from France, Germany, Spain, and Great Britain.

However, a second list of products the Trade Representative is considering includes products from all member nations. The products include salmon fillets, swordfish steaks, crabmeat, clams, scallops, and other seafood items.

Biologists: Killing hungry sea lions saving imperiled fish

April 5, 2019 — A plan to kill California sea lions to save an endangered run of fish on a river that cuts through Portland, Oregon, appears to be working just months after wildlife officials began euthanizing the giant marine mammals, biologists said Thursday.

The Oregon Department of Fish and Wildlife began killing the sea lions in January after getting permission from federal authorities late last year. They have killed 16 so far, including three on Wednesday, said department spokeswoman Michelle Dennehy.

In the same period, 2,400 steelhead fish have reached the upper Willamette River and its tributaries to spawn this spring — the most in three years and double last year’s tally, the agency said.

Less than 30 years ago, the number of steelhead making that journey was at least 15,000 a year but pollution and the construction of dams on key rivers reduced that number dramatically.

Sea lions have been eating an additional 25% of all returning steelhead at that spot in the Willamette River south of Portland, said Shaun Clements, ODFW’s senior policy analyst.

“We’ve definitely been able to reduce predation this year and provide some relief to the fish,” he said. “We’re saving considerable numbers of them.”
