US Wants to Strengthen Agreement to Ban Arctic Ocean Fishing

October 7, 2016 — The United States is trying to broker an agreement between a host of nations to prohibit unregulated fishing in the international waters of the Arctic Ocean.

Such an agreement would be binding and include more countries than a non-binding agreement that the U.S. entered into with Norway, Denmark, Russia and Canada last year to avoid fishing in the area.

Adm. Robert Papp, the U.S. special representative for the Arctic, said a binding, multinational agreement would prevent fishing in the Arctic high seas before scientists can determine what is sustainable. He said the issue is especially important as Arctic ice melts, making the area more open to potential commercial fishing.

“We don’t want people fishing in there until we have the science of what’s happening,” Papp said. “It’s a pre-emptive effort to be able to sustain fisheries into the future.”

Nations negotiate fishing in Arctic high seas

April 29, 2016 — Last week, delegates from six Arctic nations and other countries with major fishing fleets met in Washington, D.C., to discuss plans to prohibit commercial fishing in the central Arctic Ocean until scientists can find out more about the fish stocks and how they are changing.

“Fishing shouldn’t occur up there until we have the science and the rules in place,” said Scott Highleyman, director of the International Arctic Program at The Pew Charitable Trusts.

No commercial fishing occurs in the high seas of the Arctic Ocean yet. The 2.8m square kilometer area (1.08m sq. mile) region surrounds the North Pole. It is referred to as the high seas because it lies beyond the 200 nautical mile limit of the Arctic nations. Without regulations, it is permissible for fishing fleets to cast their nets within these waters.

Until recently, the area has been largely impenetrable to fishing fleets. According to satellite records spanning 1979-2000, this high seas area remained ice covered throughout the year, even during the summer. But in the past decade, summer sea ice has retreated dramatically.

During the summers of 2007 and 2012, as much as 40 percent of the Central Arctic Ocean – particularly the waters adjacent to Canada, Russia and the United States – was open water, Highleyman said. Permanent ice has given way to navigable seas and seasonal ice, he added.

In August 2015, the five Arctic countries with coastlines bordering the Arctic Ocean – Canada, Denmark, Norway, Russia and the United States – signed a voluntary agreement to bar commercial fishing in the Central Arctic Ocean.

Alaska Bering Sea Crabbers Announce Updated Seafood Watch Recommendations for King and Snow Crab in Alaska

March 2, 2016 — The following was released by the Alaska Bering Sea Crabbers:

The Monterey Bay Aquarium Seafood Watch® program has just released new and updated assessments on King and Snow crab from Alaska. Bristol Bay Red King (Paralithoides camtschaticus) crab from the Eastern Bering Sea has been elevated to a “Best Choice” by Seafood Watch. With this updated recommendation, all of the major crab fisheries in the Eastern Bering Sea, including two species of Snow crab (Chionoecetes opilio and C. bairdi) and Blue King crab from St. Matthews Island (P. platypus) meet Seafood Watch’s “Best Choice” standard.

The updated Seafood Watch recommendations maintain the “Avoid” status for all crab fisheries in the Russian portion of the Bering Sea, the Sea of Okhotsk, and the Northern Sea of Japan. These “Avoid” listings reflect the fact that stocks are at critically low levels as a result of rampant illegal fishing and highly ineffective management.

“With these updated recommendations the Seafood Watch program is just confirming what we have known for years. King and Snow crab from Alaska is clearly the ‘Best Choice’ if you care about the health of the oceans and wish to support sustainable fisheries. We hope that consumers, retailers, and those in the food service industry will use these recommendations to make informed purchasing decisions and demand King and Snow crab from Alaska,” said Alaska Bering Sea Crabbers Science & Policy Analyst Ruth Christiansen.

Rep. Suzan DelBene Introduces Bipartisan Bill to Put U.S. Seafood in School Lunches

February 25, 2016 — The following was released by the Office of Congresswoman Suzan Delbene: 

Congresswoman Suzan DelBene (WA-01) today introduced bipartisan legislation to require fish products purchased for federally subsidized school lunches be domestically harvested.

“The Pacific Northwest produces some of the world’s best and healthiest seafood. We should be supporting our local industries, especially when they are producing a superior product for our nation’s children,” DelBene said. “I want to ensure school district funds stretch as far as possible, but not at the expense of child nutrition. This bipartisan bill is not only good for our fishermen, but also our children, who will be receiving more nutritious fish as a result.”

Current law has unfortunately resulted in fish products caught and processed in foreign countries being included in school lunches at the expense of fish caught in America. For example, 60 percent of the pollock served in the school lunch program comes from Russia and is often processed in China because the Buy American requirement is only “to the maximum extent practicable.” This allows cheaper, but less nutritious Russian pollock to replace Alaska pollock. The bill would strengthen the Buy American provision in the National School Lunch program by stating “without exception” that federally subsided school lunches should use domestically sourced fish, or fish from a U.S. flagged vessel in the case of tuna.

DelBene serves on the House Agriculture Committee, which has part jurisdiction over the National School Lunch program. Reps. Don Young (R-AK), Jim McDermott (D-WA), Adam Smith (D-WA), Rick Larsen (D-WA), Jamie Herrera Beutler (R-WA), Derek Kilmer (D-WA) and Denny Heck (D-WA) joined DelBene in introducing H.R. 4617, which has a companion measure (S. 2529) in the Senate from Sens. Dan Sullivan (R-AK), Maria Cantwell (D-WA) and Lisa Murkowski (R-AK).

“We appreciate Congresswoman DelBene and her House colleagues’ continued support for the region’s seafood industry, especially this legislation to restrict federally subsidized seafood purchases by school districts to fish harvested in the U.S.,” said Joe Bundrant, CEO of Trident Seafoods Corporation. “Alaska pollock is a versatile, nutritious and affordable seafood product, ideal for the school lunch program. This legislation can help ensure that our children get the best choice at a good value for school districts.”

MASSACHUSETTS: Federal agents raid New Bedford seafood wholesaler

February 26, 2016 — Federal agents swarmed Carlos Seafood in New Bedford Friday morning arresting the owner Carlos Rafael and his book keeper Debra Messier.

The two are accusing of selling fish off the books. They are facing federal charges of conspiracy and submitting falsified records to the federal government to evade federal fishing quotas.

This isn’t the first time Rafael has been in trouble. In fact, over the last 20 years he’s been the subject of multiple federal investigations.

Rafael, sometimes referred to as the “Cod Father,” owns 40 fishing vessels in New Bedford and Gloucester.

“My immediate concern is what’s going to happen next week and the week after to the fisherman who have to go out to sea and the livelihood of the folks who are in his processing plant,” said New Bedford Mayor Jon Mitchell.

A court affidavit reveals that undercover IRS agents first began their investigation into Rafael in May of 2015. The agents posed as a broker and Russian immigrants involved in crime. They told Rafael  they were interested in buying his business.

MASSACHUSETTS: Excerpts from case against Carlos Rafael

February 26, 2016 — “He [Michael] buys a lot of fish. You can become a laundromat. You’ll never find a better laundromat than this mother….” — Carlos Rafael.

The only thing is, I open myself because both of you is Russians and I don’t think they would have two Russians [posing as agents]. F… me – that would be some bad luck!” — Carlos Rafael

“Rafael said that every Friday or Saturday, he works with an employee, later identified as Debra Messier, who is responsible for preparing the reports. If Rafael’s boats catch fish in excess of legal quotas, he tells Messier to change the description on the report to that of another species for which he had remaining quota, or to one for which there were no limitations at all.”

Rafael told the UCs (undercover agents) that Michael delivers cash to Rafael in advance of fish shipments. Rafael then sends fish to Michael, in New York, in varying increments over a six-month period until the advanced payment is worked off. Rafael sends the fish to Michael by truck, after which Rafael marks a journal detailing the value of the fish shipped. Rafael reduces the balance owed to Michael after each shipment until the cash advance is fully repaid.

Presumed Dead, Wild Atlantic Salmon Return to the Connecticut River

February 23, 2016 — By the fall of 2015, the salmon of the Connecticut River were supposed to be doomed. The silvery fish that once swam the Northeast’s longest river, 407 miles from the mountains of New Hampshire to Long Island Sound, went extinct because of dams and industrial pollution in the 1700s that turned the river deadly. In the late 1800s a nascent salmon stocking program failed. Then in 2012, despite nearly a half-century of work and an investment of $25 million, the federal government and three New England states pulled the plug on another attempt to resurrect the prized fish.

But five Atlantic salmon didn’t get the memo. In November, fisheries biologists found something in the waters of the Farmington River — which pours into the Connecticut River — that historians say had not appeared since the Revolutionary War: three salmon nests full of eggs.

“It’s a great story,” said John Burrows, of the Atlantic Salmon Federation, a conservation group, “whether it’s the beginning of something great or the beginning of the end.”

The quest to resurrect Atlantic salmon in the Connecticut River began anew in the mid-1960s when the federal government and New Hampshire, Vermont, Massachusetts and Connecticut joined forces. They worked to curb pollution in their shared river and also build passageways around some of the 2,500 dams that plugged the river and its feeder streams in the 11,250-square-mile Connecticut River watershed.

The streamlined wild Atlantic salmon, genetically different from their fattened domesticated counterparts, which are mass-produced for human consumption, are so rare that anglers spend small fortunes chasing them across Canada, Iceland and Russia. Robert J. Behnke, the preeminent salmon biologist of the 20th century, wrote that Salmo salar (Latin for “leaping salmon”) has inspired in people “an emotional, almost mystical attachment to a species they regard as a magnificent creation of nature.”

FDA: only Alaska pollock is ‘Alaska pollock’

January 21, 2016 — Alaska pollock is having a good 2016 so far, with boosted quotas, favorable certifications, and a federal rule that will give Alaska an edge over Russia.

“I have long fought to resolve this issue, and I am thrilled that this change has been made to protect both our fisheries and consumers,” said Sen. Lisa Murkowski in a statement. “Alaska is the gold standard of fish management. It is disingenuous and harmful to our fishing industry for Russian-harvested pollock to be passed off as Alaskan. Now consumers can be confident that pollock labeled as ‘Alaskan’ is caught only in our state’s healthy, sustainable waters.

Pollock is the largest fishery in the U.S., producing 2.9 billions pounds and accounting for 11 percent of U.S. seafood intake. In the North Pacific management region, pollock accounted for $406 million worth of landings.

The pollock season began Jan. 20 with an increased quota of 1.34 million metric tons, thanks to a December 2015 North Pacific Fishery Management Council aimed at curbing halibut bycatch in other groundfish sectors. This is 30,000 metric tons more than the year before.

US Congress Changes Market Name of the Nation’s Largest Fishery

January 4, 2016 — The law, which currently only applies to the USA, requires that the geographic descriptor “Alaska” be used only on pollock harvested from the state of Alaska changing the market name of the nation’s largest fishery from “Alaska pollock” to “pollock”.

The new law corrects decades of consumer and market confusion over the use of the market name “Alaska pollock” on the species Gadus chalcogrammus regardless of its origin.

Before the law was enacted, pollock from both Russia and Alaska were sold in under the name “Alaska pollock,” making it impossible for consumers to determine product origin and to make a choice between the two sources.

Alaska pollock is the eighth most consumed fish in the United Kingdom being a favorite for children in the form of fish fingers, with some 15,000 tonnes being used annually in the UK Russian pollock, which has a different quality profile can be sold in the UK as “Alaska Pollock.”

Sen. Maria Cantwell Secures Key Provisions to Protect Pacific Northwest Seafood

December 15, 2015 — The following was released by the Office of Senator Maria Cantwell:

U.S. Senator Maria Cantwell today announced that her bipartisan bill—which will change the market name of “Alaska pollock” to “pollock”—will be included in the Congressional spending bill, also known as the ‘omnibus.’ The bill will legally change the acceptable market name essentially outlawing Pollock harvested in Russia from being passed off as “Alaskan Pollock” in the supermarket. Representative Jamie Herrera Butler (WA-3) sponsored the bill in the House.

In 2012, 113 million pounds of Russian Pollock—which is less sustainable and lower quality than pollock from Alaskan fisheries—was sold to U.S. consumers as “Alaska pollock.” 

“Alaskan pollock is one of the most sustainable fisheries in the world,” said Cantwell, a senior member of the Commerce Committee, “And American consumers deserve to know whether they are purchasing this high quality product or a cheap alternative with a misleading label. By changing the acceptable market name to pollock, it will be illegal to label pollock caught in Russia, as Alaskan. Americans will be able to shop with confidence, knowing that they are buying the real thing and not a knock–off.”  

The Genuine Alaska Pollock Producers (GAPP) supports these efforts and have previously cited several reasons for the requested change:                          

• The use of “Alaska pollock” as an acceptable market name is misleading to consumers;

•“Alaska pollock” is understood by consumers to connote a geographic origin, not a particular kind of food from any geographic origin;

• The use of “Alaska pollock” as an acceptable market name is inconsistent with other similar fish species; and

• U.S. government programs support other efforts to provide accurate information to consumers about the seafood they purchase.
