The Continued Fight over Farming the Oceans

November 9, 2020 — In January 2016, the National Oceanic and Atmospheric Administration (NOAA) finalized a rule that authorized up to 20 permits for fish farming in the Gulf of Mexico’s federal waters. For 18 months, no one applied.

“They didn’t want to run the gauntlet of these permits because it was just so fraught,” said Neil Sims, a serial aquaculture entrepreneur who ultimately broke the stalemate. He proposed a pilot project dubbed Velella Epsilon, which would produce a total of 20,000 almaco jack, a fish native to the Gulf, in state-of-the-art net pens 45 miles off the coast of Sarasota, Florida. Sims said that his company, Ocean Era, aimed to “blaze a trail, so people can see the process that we go through.”

So far, that process has resembled more of a battle. Years later, the permitting process is still ongoing, and at each step, a mix of local residents and groups representing environmentalists and wild capture fisheries has mounted fierce opposition—with public comments, lawsuits, and, most recently, a “people’s hearing” on the project taking place on September 30.

“This is potentially a precedent-setting operation,” said Marianne Cufone, the executive director of the Recirculating Farms Coalition, which promotes a specific style of land-based aquaculture, and a founding member of the Don’t Cage Our Ocean coalition. In Cufone’s opinion, it must be stopped.

Trump Eyes Aquaculture Boom, but Environmentalists Dig In

August 31, 2020 — President Donald Trump wants to dramatically expand aquaculture production in the United States, but a coalition of environmentalists believes his plan would be bad for the oceans, unnecessary for food security and difficult to implement.

Trump’s bid to grow fish farming is designed to address the so-called “seafood deficit,” which refers to the fact that nine-tenths of the seafood Americans eat comes from overseas. The seafood trade gap with other countries approached $17 billion in 2017, according to one federal government report.

The president issued an executive order in May that promised broad changes in how the U.S. regulates fish farming. It included provisions to expedite the development of offshore aquaculture in deep federal waters. That sector of the industry has yet to emerge in the U.S., where most aquaculture takes place near shore where farmers grow salmon, oysters and other popular seafood items.

The Trump administration and the aquaculture industry said the order, which is being implemented now, represents common sense steps to ease the burden of rules on fish farmers. But environmental groups said it threatens to increase pollution and over-development in the ocean at a time when many consumers aren’t buying seafood.

MSC gives Gulf of Mexico menhaden fishery six more months to deliver report

November 29, 2018 — The Marine Stewardship Council (MSC) has granted independent auditor SAI Global an extra six months — until June 6 — to finish its final report on whether to grant certification to the menhaden fishery in the US’ Gulf of Mexico.

The report was due Dec. 6, in a little more than a week. However, in requesting more time, SAI Global had noted unforeseen delays that included “a new benchmark stock assessment”, “additional consultation”, “substantial stakeholder submittals” and the “development and revision of the client action plan”, reveals MSC’s letter approving the delay, sent Monday to lead auditor Ivan Mateo.

If the new June 6 deadline is not met, the MSC warns, the application must be withdrawn.

The note about receiving a “substantial” number of stakeholder comments is interesting as several groups, including the Gulf Restoration Network (GRN) and Recirculating Farms Coalition (RFC), have let their opposition to MSC certification of the Gulf menhaden fishery be known. The fishery currently maintains no limits on its harvest of menhaden, which is a forage fish relied upon heavily by numerous other fish and bird species.

“Notably, the MSC label has become a well-known marker for fisheries that strive for sustainability,” said Marianne Cufone, RFC’s executive director, and Cynthia Sartou, GRN’s executive director, in a jointly signed letter sent earlier to the accrediting organization. “To certify gulf menhaden, with its lack of transparency and information, would most certainly tarnish MSC’s reputation and weaken public confidence in the label.”

NEIL ANTHONY SIMS & BRIDGET OWEN: America needs a blue revolution

November 1, 2016 — America needs another revolution. We need a Blue Revolution, to start to grow fish in the open ocean, where they belong. And we should lead the world in this initiative. This is an economic opportunity: we must reverse our $12.9 billion seafood trade deficit. We have the technologies, we have the investment capital, and we need the jobs and the working waterfronts. It is also a moral obligation: over 90% of the seafood consumed in the U.S. is imported. America controls the largest ocean expanse of any nation on earth, yet we import more seafood—by dollar value—than any other country. This means that if we quash the development of aquaculture in the U.S., then we are simply exporting the environmental footprint to other countries, where environmental standards may be more lax.

Leading conservation groups such as WWF, Conservation International and Ocean Conservancy now recognize the global imperative for expansion of aquaculture, and are actively working to encourage best practices. Yet Marianne Cufone, of the Recirculating Farms Coalition, (The Hill, October 17, 2016, 01:40 pm) asserts that the “Feds must end push for ocean aquaculture.”

Cufone and her fellow anti-aquaculture activists cling tenaciously to data that is two or three decades old, or cite no data at all, to support their position. This continues the pattern of deliberate distortion and misrepresentation of the impacts of ocean culture on the environment. Growing this industry is vitally important for the health of the planet, for the health of the oceans, and for the health of American consumers. Consider, please:

Planetary health: A 2012 study by Conservation International, titled ‘Blue Frontiers’, conducted a full Life-Cycle Analysis of all water, land and feed resource use, and impacts on greenhouse gas emissions, and concluded that aquaculture was, far and away, the least impactful of all animal protein production systems. We should therefore be growing more seafood to meet the increased demand for proteins. If the 3 billion people that are projected to rise into the middle class by 2050 are eating farmed fish, then the prospects for managing global climate change, and our other ecological challenges, are far brighter.

Obama charting course on Pacific fish farming

October 31st, 2016 — OBAMA CHARTING COURSE ON AQUACULTURE IN PACIFIC: The Obama administration is laying the groundwork for permitting fish farming in federal waters in the Pacific Islands for the first time, part of its plan to double aquaculture production in the U.S. by 2020. The National Oceanic and Atmospheric Administration — in partnership with the regional fishery council that manages fish stocks in Hawaii, the Marianas and other islands — intends to conduct an environmental impact study to evaluate where farms should be located. The deadline to comment is today.

While salmon and shellfish have been farmed in state waters for decades, NOAA wants to expand aquaculture further from shore, in order to meet growing demand for seafood as the amount of wild-caught fish has flatlined. The U.S. imports more than 90 percent of what is eaten here, half of which is farmed — a practice that’s resulted in a trade deficit of $11.2 billion. Aquaculture is practiced widely in countries like Norway and China, but has been slow to catch on in the U.S. because of concerns about ocean ecosystems and coastal economies. It took NOAA about 14 years to finalize a framework for the Gulf of Mexico, and when the rule was finally completed in January, the agency was sued by a dozen environmental advocacy and commercial fishing groups.

“Farmed species can escape and alter wild populations, and when you put a lot of fish together in one location, it can harbor disease and spread pollution,” said Marianne Cufone, executive director of the Recirculating Farms Coalition, which advocates for land-based aquaponics. The nonprofit is part of the suit filed against NOAA’s plan for the Gulf; Cufone said she expects a challenge to the Pacific program, if it’s finalized.
