With abundant biomass, US fishermen look to expand post-pandemic market for scup

February 12, 2021 — U.S. commercial scup, or porgy, landings peaked in 1981 at 21.73 million pounds, but dipped to 2.66 million pounds by 2000. In recent years, commercial fishermen have not landed the commercial quota, but there have been industry-wide efforts focused on closing the gap.

The commercial fishery runs year-round, and mostly in U.S. federal waters during the winter and state waters during the summer. A coastwide commercial quota is allocated between three quota periods: winter I, summer, and winter II. Total ex-vessel value in 2018 was USD 9.7 million (EUR 8 million), resulting in an average price per pound of USD 0.73 (EUR 0.60). NOAA data shows landings from October to the end of December 2020 are below last year’s landings.

February 8, 2021 — Commercial scup, or porgy, landings peaked in 1981 at 21.73 million pounds but dipped to 2.66 million pounds by 2000. In recent years, commercial fishermen have not landed the commercial quota, and there have been industry-wide efforts focused on closing the gap.

The commercial fishery is year-round, and mostly in federal waters during the winter and state waters during the summer. A coastwide commercial quota is allocated between three quota periods: winter I, summer and winter II. Total ex-vessel value in 2018 was $9.70 million, resulting in an average price per pound of $0.73. NOAA data shows landings from October to the end of December 2020 are below last year’s landings.

Despite being highly abundant, and not considered overfished, the industry has grappled with achieving a harvest of the full quota every year, in part because commercial fishermen often do not fish for scup when the dock price is depressed. If market demand were increased, prices and opportunities for fleets to harvest the fish would follow. 

Dave Aripotch, a commercial scup commercial fisherman in Montauk, N.Y., says 2020 was decent, but that he pulled in less volume than previous years.

“A lot of times with scup, if you catch them, you catch a lot of them. This year, there were a lot of small and mediums around, and this means the market gets plugged even for jumbo.”

May 1st Triggers Opening of Shallow-Water Grouper and Other Species in the South Atlantic

April 26, 2019 — The following was released by the South Atlantic Fishery Management Council:

Spring is in the air – and that means fishing! Beginning May 1st, fishermen will have a few more species to target in South Atlantic federal waters (greater than 3 miles off the coasts of North Carolina, South Carolina, Georgia, and the east coast of Florida). May 1st marks the beginning of the shallow-water grouper season, following the annual spawning season closure from January 1st through April 30th.

Regulations also change for red porgy, greater amberjack, snowy grouper, and several other species.

SAFMC: May 1st Triggers Opening of Shallow-Water Grouper and Other Species in the South Atlantic

May 1, 2018 — The following was release by the South Atlantic Fishery Management Council:

Spring is in the air – and that means fishing! Beginning tomorrow, May 1st, fishermen will have a few more species to target in federal waters in the South Atlantic region (greater than 3 miles off the coasts of NC, SC, GA and the East Coast of FL).  May 1st marks the beginning of the shallow-water grouper season, with an annual spawning season closure in effect from January 1st through April 30th.  Regulations also change for red porgy, greater amberjack, snowy grouper, and several other species.

SAFMC: Council Seeks Input on Proposed Changes for the Snapper Grouper Fishery

April 26, 2018 — The following was released by the South Atlantic Fishery Management Council:

Members of the South Atlantic Fishery Management Council are soliciting public input on a number of measures proposed for both recreational and commercial fishermen targeting species in the snapper grouper management complex. The management measures are being proposed in two amendments to the Snapper Grouper Fishery Management Plan as part of the Council’s Vision Blueprint for the Snapper Grouper Fishery.

Vision Blueprint Snapper Grouper Regulatory Amendment 26 (Recreational):

The amendment proposes modifying the species composition of recreational aggregates to better reflect how fishermen are currently fishing and allow more focused management measures (i.e., for deep-water species). Alternatives for aggregate bag limits, minimum size limits and gear requirements are included. The regulatory amendment also proposes modification to the spawning season closure for red grouper off the North and South Carolina coasts, removing the minimum size limit for three deep-water snappers, and reducing the minimum size limit for gray triggerfish off the east coast of Florida to bring consistency with regulations in state waters.

Vision Blueprint Snapper Grouper Regulatory Amendment 27 (Commercial):

The amendment addresses concerns over equitable access for commercial fishermen fishing in the snapper grouper fishery and proposes measures to help minimize discards. The regulatory amendment includes actions for split commercial seasons for blueline tilefish, snowy grouper, greater amberjack, and red porgy. The amendment also includes actions to modify the commercial trip limit for blueline tilefish, greater amberjack, red porgy, and vermilion snapper. Other measures include specifying a minimum size limit for almaco jack, implementing a trip limit for the Other Jacks complex, extending the seasonal closure for red grouper in federal waters off North Carolina and South Carolina, removing the minimum size limit for three deep-water snappers, and reducing the commercial minimum size limit for gray triggerfish off the east coast of Florida.

NOAA Fisheries Announces New Regulations for Snapper-Grouper and Golden Crab in the South Atlantic, and Dolphin and Wahoo in the Atlantic Region

January 25, 2016 — The following was released by NOAA:

The final rule for the Generic Accountability Measures and Dolphin Allocation Amendment including: Amendment 34 to the Fishery Management Plan for the Snapper Grouper Fishery of the South Atlantic Region, Amendment 9 to the Fishery Management Plan for the Golden Crab of the South Atlantic Region, and Amendment 8 to the Fishery Management Plan for the Dolphin Wahoo Fishery of the Atlantic published in the Federal Registrar on January 22, 2016 (81 FR 3731). Regulations will be effective on February 22, 2016.

The final rule:

Revises commercial and recreational sector allocations, and annual catch limits for dolphin in the South Atlantic. The commercial sector allocation for dolphin will increase from 7.54% to 10%, and the commercial annual catch limit will increase from 1,157,001 to 1,534,485 pounds whole weight. The recreational sector allocation for dolphin will change from 92.46% to 90%, and the annual catch limit will change from 14,187,845 to 13,810,361 pounds whole weight.

Revises the accountability measures for black grouper, mutton snapper, yellowtail snapper, greater amberjack, red porgy, gag, golden tilefish, red grouper, snowy grouper, gray triggerfish, hogfish, scamp, Atlantic spadefish, bar jack, the other snappers complex, the other jacks complex, the other shallow-water grouper complex, the other porgies complex; wreckfish (recreational), and golden crab (commercial).

Accountability measures are ways fishery managers prevent annual catch limits from being exceeded and to correct overages of the catch limits if they do occur. These measures can include in-season closures, and post-season paybacks, such as reducing the length of the next fishing season or reducing the annual catch limit in the next fishing season. DR. RAY HILBORN: Plenty of Sustainable Seafood Options Available

December 28, 2015 — The rising trend of “trash fish,” or unusual and underutilized seafood species, on fine dining menus in New York City was discussed last week in The New York Times by Jeff Gordinier. The idea is to, “substitute salmon, tuna, shrimp and cod, much of it endangered and the product of dubious (if not destructive) fishing practices,” with less familiar species that are presumably more abundant, like “dogfish, tilefish, Acadian redfish, porgy, hake, cusk, striped black mullet.”

Changing diners’ perceptions isn’t always easy, especially about seafood, but there is certainly momentum building for more diverse seafood species. Seafood suppliers are reporting record sales of fish like porgy and hake. Chefs feel good about serving these new species because, “industrially harvested tuna, salmon and cod is destroying the environment.” A new organization, Dock-to-Dish, connects restaurants with fishermen that are catching underutilized species and these efforts are highlighted as a catalyst for this growing trash fish trend. From a culinary perspective, this trend allows chefs to sell the story of an unusual and sustainable species, which more compelling than more mainstream species like tuna, salmon or cod. From a sustainability perspective, Gordinier implies that serving a diversity of seafood species is more responsible than the mainstream few that are “industrially caught” and dominate the National Fisheries Institute list of most consumed species in America.

While I applaud the desire to eat underutilized species, it seems as if the chefs interviewed don’t know much about sustainable seafood. Below are a few quotes from the article that give the impression that eating traditional species such as tuna, cod, salmon and shrimp is an environmental crime.

“Salmon, tuna, shrimp and cod, much of it endangered and the product of dubious (if not destructive) fishing practices”

“The chef Molly Mitchell, can’t imagine serving industrially harvested tuna or salmon or cod. “You can’t really eat that stuff anymore,” she said. “It’s destroying the environment.”

“Flying them halfway around the world may not count as an ecofriendly gesture, but these oceanic oddities are a far cry from being decimated the way cod has. “Hopefully they’ll try something new and not just those fishes that are overfarmed and overcaught,” said Jenni Hwang, director of marketing for the Chaya Restaurant Group.”

“A growing cadre of chefs, restaurateurs and fishmongers in New York and around the country is taking on the mission of selling wild and local fish whose populations are not threatened with extinction.”
