Council Exploring Options to Reduce Release Mortality and a Holistic Approach to Management of Snapper Grouper Species

December 15, 2021 — The following was released by the South Atlantic Fishery Management Council:

Members of the South Atlantic Fishery Management Council are beginning to explore ways to reduce the number of fish that are released in the Snapper Grouper Management Complex and improve survival rates for those fish that are released. The multi-species complex includes 55 species of snappers, groupers, porgies, grunts, and amberjacks. “We simply have to get a handle on these regulatory discards,” explained Council Chair Mel Bell during the Council’s meeting last week in Beaufort, North Carolina. “Fishermen also play a key role in improving the survival rate for released fish and ultimately determining the future of the fishery.” The Council has consistently encouraged the use of Best Fishing Practices including a descending device requirement and hook modifications for snapper grouper fishermen in federal waters in place since July 15, 2020.

According to the latest stock assessment for Red Snapper, discard mortality (the number of fish that are released and die) accounts for 90% of the overall fishing mortality, primarily from the recreational fishery as anglers continue to fish year-round for other snapper grouper species. Large numbers of discards affect managers’ ability to prevent overfishing while also reducing the number of fish that can be kept and landed by the fishery. The Council’s Scientific and Statistical Committee determined the Red Snapper stock continues to be overfished and undergoing overfishing largely due to discard mortality, and in September provided the Council a total Acceptable Biological Catch (ABC) for Red Snapper of 25,000 pounds. Under law, the Council may not set an annual catch limit that exceeds that ABC, leaving little room for an opening of the fishery when the updated ABC is implemented. However, given that the majority of Red Snapper mortality is due to discarded fish, the Council recognizes that reducing discard losses is necessary to prevent overfishing and could possibly increase the amount of fish available to harvest.

The Council is moving forward with a Release Mortality Reduction Framework Amendment to address the Red Snapper ABC recommendation while looking at possible ways to reduce release mortality and end overfishing. After reviewing input from its Snapper Grouper Advisory Panel, Council members discussed ideas for reducing the number of fish that are released and increasing survivorship of released fish, including: restricting access to specific areas (spatial or depth) where Red Snapper congregate; gear modifications such as requirements for single hooks, leader lengths, and lines per person; daily weight limits of per person; and seasonal openings. “The Council has a legal mandate to end overfishing and address the Acceptable Biological Catch level from its SSC,” said Jessica McCawley, Chair of the Council’s Snapper Grouper Committee. “We know some of these ideas may be of concern to fishermen and certainly welcome input as we consider things such as regional differences or sector differences in this fishery. One size may not fit all.”

The Council will begin soliciting public input and suggestions for how to best reduce the number of released fish and improve release mortality in early 2022 and discussions will continue during its March 2022 meeting in Jekyll Island, Georgia.

Over the last year the Council has been investigating recreational permits or licenses for the Snapper Grouper fishery as a tool to help identify the universe of fishermen and improve data collection. The Council will receive a final report from a Recreational Reporting Workgroup during its March 2022 meeting.

The Council is also considering a holistic approach to managing the Snapper Grouper fishery and approved the use of a Management Strategy Evaluation (MSE) to robustly evaluate management impacts across the fishery. The Council intends to use the MSE to evaluate varying strategies to achieve management objectives to rebuild overfished stocks and prevent overfishing, while balancing the needs for fishery access, resource use, and accommodating sector and geographical differences in the fishery. Updates on the MSE will be provided to the Council as the project gets underway.

Other Business

The Council approved Amendment 32 to the Coastal Migratory Pelagics Fishery Management Plan with actions affecting Gulf Migratory Group Cobia, including the Florida East Coast Zone. The fishery is managed jointly by the Gulf of Mexico Fishery Management Council and the South Atlantic Fishery Management Council. A recent stock assessment for Gulf Migratory Group Cobia indicates the stock is not overfished but is undergoing overfishing. Actions in the amendment include a reduction in the daily possession limit from 2 fish to 1 fish per person per day with a vessel limit of two fish per trip. The reductions would apply to both recreational and commercial sectors. The amendment would also increase the minimum size limit to 36 inches fork length for the Florida East Coast Zone. Amendment 32 must be approved by the Secretary of Commerce before measures are implemented.

NEW YORK: Governor Andrew Cuomo’s preposterous renewable-energy plan threatens Long Island’s fishing industry.

August 28, 2017 — Nat Miller and Jim Bennett didn’t have much time to chat. It was about 8:45 on a sunny Sunday morning in early May, and they were loading their gear onto two boats—a 20-foot skiff with a 115-horsepower outboard, and an 18-foot sharpie with a 50-horse outboard—at Lazy Point, on the southern edge of Napeague Bay, on the South Fork of Long Island. “We are working against the wind and the tide,” Miller said as he shook my hand.

The men had already caught a fluke the size of a doormat and were eager for more. Miller and Bennett are Bonackers, a name for a small group of families who were among eastern Long Island’s earliest Anglo settlers. The Bonackers are some of America’s most storied fishermen. They’ve been profiled several times, most vividly by Peter Matthiessen in his 1986 book Men’s Lives. Miller’s roots in the area go back 13 generations, Bennett’s 14. That morning, Miller and Bennett and five fellow fishermen were heading east to tend their “pound traps,” an ancient method of fishing in shallow water that uses staked enclosures to capture fish as they migrate along the shore. Miller and Bennett were likely to catch scup, bass, porgies, and other species.

If Governor Andrew Cuomo gets his way, though, they and other commercial fishermen on the South Fork may need to look for a new line of work. An avid promoter of renewable energy, Cuomo hopes to install some 2,400 megawatts of wind turbines off New York’s coast, covering several hundred square miles of ocean; a bunch of those turbines will go smack on top of some of the best fisheries on the Eastern Seaboard. One of the projects, led by a Manhattan-based firm, Deepwater Wind, could require plowing the bottom of Napeague Bay to make way for a high-voltage undersea cable connecting the proposed 90-megawatt South Fork wind project to the grid. The proposed 50-mile cable would come ashore near the Devon Yacht Club, a few miles west of the beach on which we were standing. “I have 11 traps, and all of them run parallel to where that cable is proposed to be run,” Miller says. “My grandfather had traps here,” he adds before shoving his skiff into the water. “I want no part of this at all.”

The mounting opposition to the development of offshore wind in Long Island’s waters is the latest example of the growing conflict between renewable-energy promoters and rural residents. Cuomo and climate-change activists love the idea of wind energy, but they’re not the ones having 500-, 600-, or even 700-foot-high wind turbines built in their neighborhoods or on top of their prime fishing spots. The backlash against Big Wind is evident in the numbers: since 2015, about 160 government entities, from Maine to California, have rejected or restricted wind projects. One recent example: on May 2, voters in three Michigan counties went to the polls to vote on wind-related ballot initiatives. Big Wind lost on every initiative.

Few states demonstrate the backlash better than New York. On May 10, the town of Clayton, in northern New York’s Jefferson County, passed an amendment to its zoning ordinance that bans all commercial wind projects. On Lake Ontario, a 200-megawatt project called Lighthouse Wind, headed by Charlottesville, Virginia–based Apex Clean Energy, faces opposition from three counties—Erie, Niagara, and Orleans—as well as the towns of Yates and Somerset. An analysis of media stories shows that, over the past decade or so, about 40 New York communities have shot down or curbed wind projects.

US fisheries continue to rebuild thanks to NOAA’s management process

April 25, 2016 — As a result of the combined efforts of NOAA Fisheries, the regional fishery management councils, and other stakeholders, in 2015 two stocks were rebuilt and the number of stocks listed as subject to overfishing or overfished remains near an all-time low.

“On the 40th anniversary of the Magnuson-Stevens Act (MSA), we recognize that our dynamic, science-based management process is proving to be successful at ending overfishing and rebuilding stocks, helping us realize significant benefits to the economy,” NOAA Fisheries stated in its annual report.

NOAA pointed out that based on the assessments carried out at the end of 2015, the findings are the following:

  • 28 stocks were on the overfishing list, from which some were removed, such as hogfish (Eastern Gulf of Mexico Puerto Rico Scups & Porgies Complex Puerto Rico Wrasses Complex), thorny skate (Gulf of Maine), winter skate (Georges Bank/ Southern New England), windowpane (Gulf of Maine/Georges Bank), greater amberjack (Gulf of Mexico), gray triggerfish (Gulf of Mexico). Others were added, such as hogfish (Southeast Florida), chinook salmon (Columbia River Basin: Upper River Summer), chinook salmon (Washington Coast: Willapa Bay Fall Natural), chinook salmon (Washington Coast: Grays Harbor Fall), coho salmon (Washington Coast: Hoh), swordfish (Eastern Pacific ), summer flounder, yellowtail flounder (Southern New England/Mid-Atlantic Winter), flounder (Georges Bank) and bigeye tuna (Atlantic).
  • 38 stocks were on the overfished list, from which blueline tilefish (South Atlantic) and canary rockfish (Pacific Coast) while others were removed as is the case of hogfifish (Southeast Florida), yellowtail flounder (Southern New England/Mid-Atlantic Winter) and flounder (Georges Bank).
  • 39 stocks have been rebuilt since 2000, including canary rockfish (Pacific Coast) and petrale sole (Pacific Coast).

U.S. fisheries continue to rebuild; number of overfished stocks remains near all-time low

April 22, 2016 — The following was released by NOAA:

Total number of rebuilt U.S. marine fish stocks since 2000 rises to 39

The number of domestic fish stocks listed as overfished or subject to overfishing remain near all-time lows, according to the 2015 Status of U.S. Fisheries report to Congress.

The 2015 report highlights the United States’ continued progress towards managing fish stocks sustainably. This is a result of the combined efforts of NOAA Fisheries, commercial and recreational fishermen, the regional fishery management councils, states, and other partners.

“It’s fitting that this report aligns with the 40th anniversary of the Magnuson-Stevens Act,” said Eileen Sobeck, assistant NOAA administrator for fisheries. “Magnuson-Stevens provided the dynamic, science-based management process that is proving successful year after year at keeping U.S. fisheries among the world’s most sustainable and resilient. This year’s report highlights the act’s continued success.”

In 2015, eight stocks came off the overfishing list:

  • greater amberjack in the Gulf of Mexico
  • gray triggerfish in the Gulf of Mexico;
  • hogfish in the Eastern Gulf of Mexico;
  • thorny skate in the Gulf of Maine;
  • winter skate in Georges Bank/Southern New England;
  • windowpane flounder in the Gulf of Maine/Georges Bank;
  • Puerto Rico scups and porgies complex (similar species that occur in the same area)
  • Puerto Rico wrasses complex.

In addition, two stocks are no longer listed as overfished—blueline tilefish in the South Atlantic and canary rockfish along the Pacific Coast.

A stock is on the overfishing list when the annual catch rate is too high. A stock is on the overfished listwhen the population size of a stock is too low, whether because of fishing or other causes, such as environmental changes.

The report also found that two fish stocks—canary rockfish and petrale sole, both on the Pacific Coast—were rebuilt to target levels in 2015. That brings the total number of rebuilt U.S. marine fish stocks to 39 since 2000.

“This rebuilding success demonstrates the importance of the scientific monitoring and responsive management approach Congress built in to the Magnuson-Stevens Act,” said Sobeck. “It also shows that managing fisheries to sustainable levels in an ever-changing environment is an ongoing process of science informing management.”
